Travel advisory january 29, 2024, lebanon - level 3: reconsider travel.

Updated to reflect lowering the overall Travel Advisory to Level 3, information about southern Lebanon, the border with Syria, and refugee settlements in Lebanon, information on crime and political violence, kidnapping, unexploded landmines, civil unrest, and the “If you decide to travel” section.

Reconsider travel to Lebanon due to  crime, terrorism, civil unrest, kidnapping, unexploded landmines, and armed conflict . Some areas, especially near the borders, have increased risk. Read the entire Travel Advisory.

Do Not Travel to:

  • Southern Lebanon due to the  potential for armed conflict;
  • The border with Syria due to  terrorism and armed conflict;
  • Refugee settlements due to  the potential for armed clashes .

Country Summary : U.S. citizens in Lebanon should be aware of the risks of remaining in the country and review their personal security plans. U.S. citizens are urged to avoid travel to southern Lebanon, the Syrian border, and refugee settlements in Lebanon.

U.S. citizens in Lebanon should be aware that consular officers from the U.S. Embassy are not always able to travel to assist them. The Department of State considers the threat to U.S. government personnel in Beirut sufficiently serious to require them to live and work under strict security. The internal security policies of the U.S. Embassy may be adjusted at any time and without advance notice.

Terrorist groups continue plotting possible attacks in Lebanon. Terrorists may conduct attacks with little or no warning targeting tourist locations, transportation hubs, markets/shopping malls, and local government facilities.

The Lebanese government cannot guarantee the protection of U.S. citizens against sudden outbreaks of violence and armed conflict. Family, neighborhood, or sectarian disputes can escalate quickly and can lead to gunfire or other violence with no warning.

Local security authorities have noted a rise in violent crimes, including political violence. Multiple unsolved killings in Lebanon may have been politically motivated.

Kidnapping, whether for ransom, political motives, or family disputes, has occurred in Lebanon. Suspects in kidnappings may have ties to terrorist or criminal organizations.

Unexploded landmines and explosive remnants of war are a hazard along the border with Syria. Heed land mine warning signs. Do not venture off the road into areas marked off with red and white plastic tape. Avoid roadside ditches, shoulders, and unmarked trails. Never touch anything resembling unexploded munitions.

U.S. citizens should avoid demonstrations and exercise caution if in the vicinity of any large gatherings or protests as these have the potential to turn violent quickly and with little notice. Protesters have blocked major roads, including thoroughfares between downtown Beirut and the area where the U.S. Embassy is located, and between Beirut and Beirut Rafic Hariri International Airport.

Southern Lebanon – Level 4: Do Not Travel (See map below)

The U.S. Embassy strongly urges U.S. citizens to avoid southern Lebanon; that is, all parts south of the city of Saida, to include inland areas, as illustrated in the map below. Cross-border rocket, missile, and artillery fire continues to impact southern Lebanon on a daily basis and has caused a significant number of fatalities and injuries.

Border with Syria – Level 4: Do Not Travel

The U.S. Embassy strongly urges U.S. citizens to avoid the Lebanon-Syria border, which has seen clashes between Lebanese security forces and Syrian-based violent extremist groups. The U.S. Department of State also warns U.S. citizens of the risk of traveling on flights that fly over Syria, which include some flights to and from Beirut.

Refugee Settlements – Level 4: Do Not Travel

The U.S. Embassy urges U.S. citizens to avoid travel to refugee settlements in Lebanon, which are prone to outbreaks of violence including shootings and explosions.

Thw pla e was freezing by dar the cildest flight i’ve been on. The seats are comfortable the leg room is spacious and the seat is in leather very confy. Unfortunately old plane so no plugs the entertainment is limited the inflight internet is very expensive 20$ per hour for 50mb on a 17h you will take 2 times to contact your family and work. At this cost it goes very quick very high. The food is very mediocre A breakfast tastless A snack A meal super spicy A lot of improvement are to be made

Entertainment for non Arabic speakers is very limited. Seats were comfortable. Seat map while booking showed 2-2-2 config, but the flight had 1-2-1..

Good variety could have been better; crew not as friendly

my screen did not work properly. I couldn't watch any movies nor the flight information. I can see the flight info on the remote only. the toilet is very small and tight actually it is the smallest toilet I've ever seen in a business class. ( I'm not a big body person) in Jeda airport the first bus broke down so we transferred to a second bus and it took a long time to move. the seat spacing was good in 2 by 2 configuration. the food and the service was OK for a short flight.

Customer service and the food was great. If the announcements in English could be said slower for the customer to understand what is being said. Due to ascent, it is difficult to understand. repaeting would help.

Again, entertainment system didn't work. 50% of aircraft don't seem to have a functional entertainment system and the crew is absolutely uninterested in fixing. They just say Addis needs to fix it. Well, Addis had better get off it's butt and fix their aircraft.

Bathrooms were absolutely atrocious. Absolutely third world. Unusable. From non-flushing toilets to poor maintenance - missing toilet paper, dirty with mess, etc. Horrifying. Does Ethiopian Airways expect customers to clean the bathroom before use. For sure inconsiderate passengers don't do anything to clear/clean after use.

Boarding was mayhem. Entertainment system wasn't operational. Food was poor. It was like flying in the 1990's. For the price of the ticket, this was not value for money. It felt much more like an extreme discount airline.

My entertainment screen wasn't working and they couldn't fix it.

I was a good, but long trip. The airline did a good job. I would use them again.

Choice of Vegetarian Food in Economy class needs overhaul improvement

The crew were extremely unfriendly. The plane was dirty and the entertainment system did not work, so they did not even give out earphones to anyone.

Seat selection screen while online check-in could include free seats to choose from and show the options before we proceed. Currently, it is auto-allocated and there are no options for free seat selections.

1st of all on February 27th Abu Dhabi to Delhi flight the seat wasn't comfortable at all, coming back the Lounge at Abu Dhabi didn't have anything. Than the Food in the flight

1st time with. Etihad Airways and it was amazing from check in to crew. Great flight.

It has been a couple of years since I flew with Etihad last, after having a unpleasant experience with them coming out of the pandemic. I can say that the experience has uplifted, but I can’t really rate the service. At Barcelona airport the service was great, with their dedicated Etihad staff very helpful. The onboard experience wasn’t great, not very personalised and it really makes sense why Etihad doesn’t feature in the top 10 2023 Skytrax awards. The crew just seemed to be inattentive and almost absent from the cabin. I felt that I had to keep getting their attention. Even after I’d finished my meal, an hour went by before I had to call them to clear the tray/plate etc.

In my opinion, Etihad Airways is a first rate airline except for one important element. On the day before my return flights, when I chose my seats on the Etihad website I was charged an additional $55 (US) in order to sit on the aisle. I was not at all happy about this additional "hidden" charge and I felt cheated.

Entertainment did not work from flight from Abu Dhabi to Kolkata. Emirates has a much better flight in that sector.

Every thing was very food except the meal. It was a sandwich of something like a beef kebab. It was really bad in terms of hardness as well as taste. We were a family of 7 persons non of us could eat it his sandwich. Cake was good.

Conflict affecting Lebanon

FCDO  advises against all travel to Lebanon due to risks associated with the ongoing conflict between Israel, Lebanese Hizballah and other non-state actors in Lebanon. There are ongoing mortar and artillery exchanges and airstrikes in Lebanon, primarily on the boundary with Israel but also in parts of the Beqaa Valley and some other locations north of the Litani river. The Washington Institute’ provides an online map  which may be helpful to understand recently affected areas.

Following the start of the conflict in Israel and the Occupied Palestinian Territories, large protests took place in major cities and near the British and other Western embassies. Further protests cannot be ruled out. Exercise caution and avoid demonstrations.

Tensions are high and events could escalate with little warning, which could affect or limit exit routes out of Lebanon. In the event of deterioration in the political or security situation, commercial routes out of Lebanon could be severely disrupted or cancelled at short notice, and roads across the country could be closed. The British embassy may be increasingly limited in the assistance that it can provide. If you are currently in Lebanon, we encourage you to leave.

Do not rely on  FCDO  being able to evacuate you in an emergency.

You should have a personal emergency plan that does not rely on the UK government. This may include the ability to leave quickly or to shelter in place if you judge it necessary and safe to do so.

Reconsider Travel Plans To Lebanon: India, US Issue Advisories For Nationals Amid Security Concerns

New Delhi : Amid rising security concerns and escalating tensions in Lebanon, both India and the United States issued travel advisories for their respective nationals and urged them to exercise caution and reconsider travel plans to the Middle Eastern nation.

Apart from India and US, Russia's embassy in Beirut also called on its citizens to refrain from traveling to Lebanon until the situation settles down in the southern part of the country.

In the advisory, the Indian Embassy in Lebanon advised all Indian nationals to remain vigilant and maintain communication with the Embassy through designated channels. In a statement, the embassy emphasised, "In view of the current situation in Lebanon, all Indian nationals in Lebanon are advised to exercise caution and remain in contact with Embassy of India in Beirut through our Email address: [email protected] or through emergency helpline number +961-76860128."

Similarly, the US Embassy in Lebanon highlighted the unpredictable security environment, warning US citizens to strongly reconsider any plans to visit Lebanon.

"The security environment remains complex and can change quickly," the embassy stated. It specifically cautioned against travel to certain regions, including southern Lebanon, the Lebanon-Syria border area, and refugee settlements.

Both embassies underscored the importance of staying informed about local developments and maintaining awareness of one's surroundings.

Tensions between Israel and Lebanon have risen sharply since the October 7 Hamas attack on Israel and the ensuing military campaign by Israel in Gaza. Lebanon's Iran-backed militant group Hezbollah has been firing missiles, mortars and drones into Israel, and Israel has returned that fire, CNN reported.

Tens of thousands of people on both sides of the mountainous border have fled as concerns intensify about the possible outbreak of another full-fledged war.

India, Jordan join chorus of countries warning against travel to Lebanon

BEIRUT — India and Jordan were among the countries that issued travel warnings for Lebanon on Friday, joining a growing list of concerned states as confrontations between the Israeli army and Hezbollah threaten to expand into a full-blown war.

Jordan’s Foreign Ministry in a Friday statement called on Jordanians to “avoid travel to the sisterly Lebanese republic at the present time,” citing unspecified “developments” in the region and the "safety” of citizens abroad. The ministry reiterated that it issued a travel advisory for Lebanon back in late October, shortly after the start of the Gaza war.

India’s embassy in Beirut said on Friday that its citizens should “exercise caution” in the country, but stopped short of calling on them to avoid travel. “In view of the current situation in Lebanon, all Indian nationals in Lebanon are advised to exercise caution and remain in contact with Embassy of India in Beirut,” the embassy noted.

The Irish Department of Foreign Affairs said that citizens should avoid travel to Lebanon and that those currently in the country should leave while commercial options are available, citing “intensifying clashes along the southern border in recent weeks” in a statement that was updated on Friday.

Lebanese media reported on Thursday that Russia told its citizens to avoid traveling to Lebanon. The Russian ambassador in Beirut, Alexander Rudakov, told the local news outlet Elnashra on Thursday that the embassy did not issue a statement prohibiting travel. Rather, he said he recommended against visiting because of events in the south, according to Elnashra.

Germany’s Foreign Office updated its travel advisory to Lebanon on Wednesday, calling on German nationals to “urgently” leave the country. The update came one day after German Foreign Minister Annalena Baerbock visited Beirut. 

“Tensions in the border areas with Israel are heightened and could escalate further at any time,” the office said, warning of potential attacks against foreigners and tourist facilities, including hotels.

In a similar move, the Netherlands issued a stern warning on Wednesday for its citizens to leave Lebanon while commercial flights are still available due to the increasing threats between Hezbollah and Israel.

The Dutch Foreign Ministry said the current travel warning to the small Mediterranean country is “red,” urging its citizens not to travel there whatever their situation.

“It is unsafe in Lebanon, and the situation remains very unpredictable,” the ministry warned.

Earlier on Tuesday, Canada called on its citizens in Lebanon to leave “while they can.”

In a statement, Foreign Minister Melanie Joly called on Canadians to leave while commercial flights remain operational.

“The security situation in Lebanon is becoming increasingly volatile and unpredictable due to sustained and escalating violence between Hezbollah and Israel and could deteriorate further without warning,” she warned. “It is not the time to travel to Lebanon.”

“Canada is not currently offering assisted departures or evacuations for Canadians in Lebanon, and these are not guaranteed,” Joly added.

Last week, Israel's Channel 12 reported that Canada was preparing to evacuate 45,000 Canadians from Lebanon. The channel quoted Joly as telling her Israeli counterpart, Israel Katz, that her country is planning “the largest evacuation we have ever undertaken” if a war in Lebanon breaks out.

Australia joined Canada on Tuesday and recommended against travel to Lebanon “due to the volatile security situation. The Australian Department of Foreign Affairs and Trade also called on Australians in Beirut to leave on currently available flights before the situation further deteriorates.

Similarly, Switzerland said Tuesday that travel to Lebanon has now become “inadvisable.” The Swiss Federal Department of Foreign Affairs (FDFA) warned on its website of the growing risk of escalation in the country.

“A significant deterioration of the security situation in Lebanon can occur at any time,” it added.

The FDFA also advised its nationals in Lebanon who wish to leave now to use available commercial options, saying those who wish to remain must be aware that “the Swiss Embassy in Beirut has only limited capacity to provide services or emergency assistance” in case the security situation deteriorates.

Last Friday, Kuwait’s Foreign Ministry also asked its citizens in Beirut to leave “as soon as possible” in light of the current situation.

Before Kuwait, Sweden’s Ministry of Foreign Affairs last Thursday issued its “most stringent advisory” against all travel to Lebanon, asking its nationals in the country to leave while viable options remain.

The Iran-backed Hezbollah movement and Israel have been engaged in daily cross-border fire since the war in the Gaza Strip erupted last October. The skirmishes, which had been limited to tit-for-tat attacks, have spread in recent weeks, with the two parties striking deeper into the other's territory.

The increasing attacks coincide with Israeli warnings to wage an all-out war on Lebanon to eliminate the threat posed by Hezbollah. The group has also escalated its rhetoric, with its leader, Hassan Nasrallah, threatening last week that “no place” in Israel will be safe in the event of war.

In a televised speech last Wednesday, Nasrallah said leaders of armed groups from Iran, Iraq, Syria, Yemen and other countries had offered to send thousands of fighters to back Hezbollah in its fight with Israel. Nasrallah claimed to have declined the offer, saying his organization has more than 100,000 fighters.

The United Nations warned Wednesday that a war in Lebanon would be “potentially apocalyptic.”

A war involving Lebanon “will draw in Syria . . . it will draw in others,” Under-Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator Martin Griffiths told reporters in Geneva.

Canada urges citizens to leave Lebanon over 'volatile' security situation

Canada on Tuesday reiterated a call for its citizens to leave Lebanon while they can, saying the security situation in the country was becoming increasingly volatile and unpredictable due to the conflict between Israel and Iran-backed Hezbollah.

"My message to Canadians has been clear since the beginning of the crisis in the Middle East: it is not the time to travel to Lebanon. And for Canadians currently in Lebanon, it is time to leave, while commercial flights remain available," Foreign Affairs Minister Melanie Joly said in a statement.

A government advisory said Canadians have been advised to avoid travelling to Lebanon since October due to the "deteriorating security situation, the continued risk of terrorist attacks and the ongoing armed conflict with Israel."

"The security situation can deteriorate further without warning," the advisory read.

"If the armed conflict intensifies it could impact your ability to depart the country by commercial means. It may result in travel disruptions, including airspace closures and flight cancellations and diversions."

India to take on Vietnam, and Lebanon in Tri-Nation friendly tournament in October

The Indian football team will travel to Vietnam to play a Tri-Nation tournament, also involving Lebanon, during the October FIFA window, the AIFF announced on Tuesday.

Vietnam (116) and Lebanon (117) are placed higher than India (124) in the in latest FIFA rankings.

This will be the Blue Tigers’ first tournament after the AIFF sacked Igor Stimac as head coach following the team’s failure to make it to the third round of the 2026 World Cup qualifiers.

The AIFF is yet to announce the successor of Stimac and it remains to be seen who will coach the side in the Tri-Nation tournament.

The Fixtures:

October 9: Vietnam vs India

October 12: India vs Lebanon

October 15: Vietnam vs Lebanon.
