Jennifer Phillips Appointed To Tourism Board

The Bermuda Tourism Authority [BTA] today announced the appointment of Jennifer L. Phillips, an established entrepreneur with expertise in the local arts, entertainment, and culture scene, to its board.

Ms Phillips will join other newly appointed board members including Shiona Turini, Bushara K. Bushara, and Carol Blaser, who were selected for the role this past January.

BTA Board Chairman, Wayne Caines said: “We are excited to welcome Jennifer to the Board as she brings with her over a decades’ worth of entrepreneurial experience, as well as a deep understanding of the Island’s arts and culture scene.

“She has continued to nurture that passion for the Island’s unique culture and heritage through her own roles as the Chairman of the Bermuda Arts Council and as a member of the Advisory Committee for the Bermuda Festival.

“As the BTA continues to develop innovative ways to strengthen those two areas of tourism – entrepreneurship and arts, culture and entertainment – we are excited to lean on Jennifer’s knowledge and skills to sharpen our competitive edge.”

As a member of the Bermuda Arts Council since 2014, Ms Phillips was appointed Chair in 2018. Her roles include overseeing the distribution of government grant funding for artistic projects, plus managing an annual educational scholarship for students of the arts. She also leads the planning and execution of its annual Awards Ceremony honouring Bermuda’s pillars of the arts,” a spokesperson said.

Before that, she ran her own business as a self‐employed massage therapist from 2004; and served as the elected President of the Bermuda Massage Therapy Association [BMTA] for six years, whereby she was instrumental in negotiations with various stakeholders to have therapeutic massage covered by health insurers.

Ms Phillips attained a Bachelor’s Degree in International Business Administration from the American University in Paris in 1997. During her studies, she completed a semester abroad at George Washington University in Washington D.C. and studied Business Tourism as a programme elective.

“Growing up I’ve always loved the Island and felt that Bermuda was a special place that business and leisure visitors should experience,” she said. “So, when I was invited by Wayne Caines to join the Board, it was an easy decision.

“I am delighted to start serving in this new capacity and look forward to working with this exceptional team to position Bermuda as one of the top destinations of choice.”

Also experienced in stage management, Ms Phillips has supported notable clients and stage productions put on by organisations such as the Department of Culture, Bacardi Limited, and the World Sailing Federation. Part-time she works at the Bermuda National Gallery.

No public interest in disclosure of meeting minutes, BTA says

bermuda board of tourism

The Bermuda Tourism Authority has refused to disclose details of its board meetings, claiming it cannot understand how a request for them is in the public interest.

It rejected a public access to information request submitted by The Royal Gazette for all BTA board meeting minutes for the past 2½ years.

The quango’s refusal came despite a decision from Information Commissioner Gitanjali Gutierrez last year that said minutes were the type of record “public authorities routinely and proactively disclose” and taxpayers were entitled to access them for the “sake of transparency regarding a public authority’s governance”.

The BTA did reveal that it spent more than $100,000 in total on travel expenses last year for six employees: the chief executive officer, the chief operations officer and four vice-presidents.

The BTA’s information officer wrote on May 20 that the refusal to release the meeting minutes was on administrative grounds because disclosing the minutes would “cause a substantial and unreasonable interference with, or disruption of, the other work of the BTA”.

He said: “Further, and in any event, the BTA does not understand how this request could be in the genuine public’s interest, given that the relevant and material information regarding the BTA’s operations and finances is publicly disclosed in the BTA’s quarterly reports, published on its website.”

Earlier this year, the BTA released records of payments to its board members almost two years after the Gazette requested them, along with redacted minutes of meetings it previously insisted should remain secret.

The disclosure showed that American celebrity Terrence Jenkins, who was quietly appointed to the BTA by David Burt, the Premier, received $25,000 in director’s fees and attended four of 12 meetings held during his tenure.

The publicly funded body hired the law firm Carey Olsen to represent it after the newspaper asked Ms Gutierrez to review its initial response to the Pati request.

The information officer referred to that earlier Pati request in his May 20 letter, and said that it “visited a significant time and resource constraint on the BTA’s resources”.

He added: “Based on the BTA’s prior experience, complying with any request for the board meeting minutes of the BTA would be administratively burdensome; in particular, the timing and disruption involved for senior members of the BTA in order to review, redact and respond to correspondence received from The Royal Gazette .

“Additionally, the costs involved and the implications on the public purse as a result of legal advice to respond to Pati requests of this nature could potentially be substantial.”

Ms Gutierrez’s decision last year about meeting minutes was in relation to a Pati request from the Gazette to the Bermuda Gaming Commission.

The casinos and betting regulator claimed it was “vexatious” for the newspaper to ask for them.

Ms Gutierrez disagreed and said: “It is commonplace for public authorities to receive requests for their meeting minutes, or to be asked to publish them proactively.

“A request for meeting minutes, on its face, is made on legitimate grounds and not for any nuisance value.

“Because it is the type of record that public authorities routinely and proactively disclose, asking for access to meeting minutes objectively relates to the process for public access to information.”

bermuda board of tourism

She cited the Regulatory Authority and the Corporation of Hamilton as public authorities in Bermuda that publish meeting minutes online.

"Overall, the public interest in people knowing what matters the commission is working on at a particular time, as would be documented in meeting minutes, is evident and strong,“ the Information Commissioner wrote.

She agreed with the Gazette that meeting minutes were an excellent source of information, “which the public is entitled to access for the sake of transparency regarding a public authority’s governance”.

Ms Gutierrez noted that “public authorities may routinely update the public on [their] activities in other ways besides disclosing [their] board meeting minutes”.

The BTA publishes a quarterly activity corporate report but it does not detail the discussions held by board members, as its meeting minutes do.

Earlier this year, using information from BTA meeting minutes, the Gazette reported that Cabinet ministers agreed to pay British Airways $800,000 and grant it rebates on airport fees in exchange for the airline switching its popular London-Bermuda route to Heathrow.

The BTA’s response to the newspaper’s most recent Pati request included total travel expenditure for 2023 for board members, the CEO, COO and five VPs.

bermuda board of tourism

For chief executive Tracy Berkeley, the amount listed was $27,470, while for two of the VPs it was $30,824 and $30,634. The amount for the COO was $6,812 and for two other VPs it was $4,744 and $1,259.

bermuda board of tourism

There was no travel spending for board members or the fifth VP.

Also provided under Pati was board meeting attendance from January 2022 to February 2024, and payments to board members.

The disclosure confirmed that Mr Jenkins failed to attend both the January and February 2022 meetings of the BTA, before resigning on March 4, 2022. He was paid $5,000 for the first quarter of that year, as were all other members.

The BTA did not respond to a request for comment yesterday.

Showing Respect to Local Bermudians

The local Bermudians are friendly, warm, and happy to help you. It’s a small country and you will find friendly locals everywhere you go. They respect tourists, an it’s important that you show respect back to them. When greeting someone, it’s proper to say “good morning”, “good afternoon” or “good evening”. Do the same when leaving. It’s also best to avoid talking about certain sensitive subjects such as politics, culture or religion.

Gombrey Dancers

If it’s possible, Bermuda tourist advised to participate on cultural events such as Bermuda Day, Harbour Night or Gombrey Festival.

What is Bermuda’s Climate?

The climate here is considered to be subtropical, the Atlantic Ocean provides an excellent 365 days beach activities such as swimming, surfing, snorkeling and scuba diving which boasts Bermuda travel as an ideal destination for North Americans and Europeans seeking a retreat from the harsh winter conditions, ensuring a perfect escape into a world of sun-soaked enjoyment.

From spring through fall there is hot and humid weather. In the wintertime there are temperature lows of 42F and daytime temperatures of around 60F. The water is also cooler in the wintertime. One advantage of visiting in the wintertime is that the humidity levels are much lower. The subtropical climate can be attributed to The Gulf Stream, despite the fact that its far north.

How is Bermuda’s Transportations?

It’s easy to get around the island by ferry or bus. There are buses which come every 15-20 minutes. Although you might have to wait a little longer than this on the weekends. You can find the exact bus schedules here   but nowadays hiring an electric vehicle at Bermuda quickly becoming trend to many Bermuda travelers especially the newly weds, rather than hiring a taxi. Driving your own electric vehicle could be fun and will be giving you the freedom to explore Bermuda at your own pace- you wouldn’t have to wait for taxis. It’s extremely important to note that driving is done on the left side of the road. This is the completely opposite of the United States.

How Would You Get to Bermuda By Flights?

There are a couple different ways to get here. Many tourists come by plane, conveniently  there are daily flights out of almost every major airport on the east coast of United States and Europe. All passengers will have to pay a $25 airport tax at Bermuda L.F. Wade International Airport . Bermuda’s airport has high landing/parking fees so you can expect to pay more for your plane ticket than you would for other  Caribbean getaways. Anyhow a significant advantage for United States tourists is that customs and immigration clearance is done before you board a flight home. This makes it easier for domestic connections when you arrive back in the United States.

Another way to arrive is by cruise. Cruises are popular in the summer months. Most ships come from the eastern seaboard ports of Baltimore, Boston, New York City, Miami, and Philadelphia. The customs and immigration rules are the same by cruise as they are by air. The cruise ships usually stop in three separate locations: The Royal Navy Dockyard, Saint George, and Hamilton. Certain ships will visit more than one of these locations.

Safety and Healthy at Bermuda

Relatively, the crime level is pretty low here and tourists are not affected much. Violent crime is rare, especially compared to other Caribbean destinations. The most common crime is petty theft or tourist scam, anyhow Bermuda’s Tourism Authority and Police Department were taking strict measurement to protect the travelers here. Obviously, it’s best to use your common sense and use similar precautions that you would use in your home country. That should be enough to protect you against most thieves.

Staying Healthy While At Bermuda

Make sure you are prepared to travel— check out our Bermuda packing list .

As you already know, it can get very hot during the day. Carrying bottled water with you is always a good idea when you are away from your hotel. You wouldn’t want dehydration to hurt your vacation experience.

Speaking of water, it’s best to never just assume that water here is safe to drink. This is because all of the drinking water is captured in barrels and filtered by the lime rooftops of the buildings and houses. Depending of where you are staying, there can be different bacteria in the water. It’s good practice to ask the hotel staff or manager if the water is indeed safe to drink. To ensure that the water is safe, you can boil the water or purchase neutralizing tablets.

Food and Dine At Bermuda

There are restaurants spread all over the island. This island isn’t known for food, but there are some good options. The largest collection of them can be found in St. George town or Hamilton. Some of the best dining can be found at the higher-end hotels, although the meals are more expensive. As a general rule, the closer a restaurant is to a cruise ship dock, the more expensive the meal will be. This is because many cruise ship passengers have a short stay and don’t want to venture far out for a meal.

Some of the local specialty dishes include:

  • Codfish Brunch
  • Fish Chowder
  • Sweet Potato Pudding

If you travel to Bermuda, you supposed to noticed that there were no fast food franchises here. The only exception is one KFC franchise in Hamilton City. This KFC was in business before the law was passed that outlawed fast food franchises. This country sticks with its local food and has resisted corporate fast food invasion.

Your Bermuda Tourism Experience

Bermuda tourism leaves you with lifetime memories that you will never forget. This island truly has something for everyone. There is everything from cave exploration to watching the sunset on a pink-sand beach. Basically, you have little to lose by visiting and everything to gain. In 1910, the famous author Mark Twain resided in Bermuda during an extended visit. He proudly remarked, “You go to heaven if you want to, I’d rather stay here.”
