Train and tube strikes: week of disruption looms for passengers

Action by railway drivers in England and London Underground workers will halt and delay many services

A week of disruption for rail passengers has begun, with a mix of strikes and overtime bans by train drivers and tube workers set to halt and delay many services until next Friday.

Virtually no trains will run in England on Saturday and Wednesday, when members of the Aslef union strike on national rail, targeting the start and end of the Conservative party conference in Manchester.

The train drivers’ strike across all 16 operators contracted to the Department for Transport will stop trains entirely on most English routes, including Avanti, Northern and TransPennine Express serving Manchester, and also affect cross-border services to Wales and Scotland.

Aslef has also called an eight-day overtime ban from this Friday through to the same day next week, forcing several train operators to cut back timetables and making short-notice cancellations more likely to occur.

In a separate dispute, RMT London Underground workers will strike on Wednesday and Friday next week, closing the tube.

Mick Whelan, the Aslef general secretary, confirmed that the union was deliberately timing the strikes to target the Conservative conference. He said: “It’s coming on for half a decade without drivers getting a pay rise.

“We’re targeting the people who keep misleading the public, by saying we’re targeting other events.”

The transport secretary, Mark Harper, in April accused the union of hurting Ukraine by calling a strike during the Eurovision final in Liverpool. Aslef said at the time the timing was coincidental .

On Friday, Whelan said there had been no further talks with government or rail firms, after the union rejected an offer worth 8% over two years with strings attached earlier this year. “The bad actors in this dispute are the companies who are paying dividends and taking money from a government that hates the railways and hates the people working on it,” he said.

Whelan warned that the planned introduction of minimum service levels during strikes would only exacerbate the dispute. “All they will do is extend the disruption, and will increase proportionally the days of strikes we take.”

Aslef has joined with other unions in calling for a summit to discuss the future of HS2, which has been plunged into doubt with the prime minister refusing to commit to building it north to Manchester .

Whelan urged ministers to finish the high-speed railway: “Mothballing it doesn’t make sense. If you don’t finish it now, there’s no point in what we’ve done.”

The Rail Delivery Group said it was “ready and willing” to talk to Aslef’s leaders over pay but defended its current offer from January and said negotiations would have to tackle terms and conditions.

A spokesperson said: “Our offer to Aslef would take average driver salaries to £65,000 for a four-day week – that’s more than double the average UK salary, and many drivers top up their income further by working overtime.”

The RDG said taxpayers were still paying £175m a month to fund rail with revenues still 30% below pre-pandemic levels, adding: “The union’s leadership must recognise the need to make changes to how the sector is run, to both fund any pay rise and, crucially, so we can give our passengers more reliable train services, particularly on Sundays.”

A DfT spokesperson said there was a “fair and reasonable offer on the table”, adding: “Aslef’s leaders won’t put this offer to their members and instead continue to strike – damaging their own industry in the process.”

Train operators have urged passengers who must travel during the strike to expect disruption, plan ahead and check when their last train will depart.

Only a few companies, including Great Western, Greater Anglia, Southern and LNER, plan to run any services at all during the strike, while all have warned of potential knock-on disruption on mornings after the strike days.

Operators including Chiltern and C2C have already reduced timetables to cope with the overtime ban.

Meanwhile, RMT members on the tube will strike on Wednesday and Friday over plans to reduce staff numbers by up to 600 posts to save costs.

The RMT general secretary, Mick Lynch, said: “Station staff have had enough of having their livelihoods threatened by job losses and attacks on their terms and conditions.

“These job cuts and attacks on conditions are going to lead to more unstaffed stations, temporary closures and rising passenger anger.”

Transport for London said it was continuing to engage with the union in the long-running standoff , but said passengers should be prepared for the London Underground to be closed on both days, with further disruption likely on Elizabeth Line and Overground services that share stations with the tube.

Trains, planes, buses and ferries have been cancelled and roads closed across the UK as Storm Eunice batters the UK with winds of up to 90mph.

The Met Office has also taken the unusual step of issuing a severe weather alert with National Highways for strong winds covering the whole of the country’s strategic road network from 6am to 6pm.

National Highways said high-sided vehicles and other “vulnerable” vehicles such as caravans and motorbikes could be blown over so should avoid bridges and viaducts.

Nine train companies, mostly in the south of England and Wales, have cancelled all of their services.

Travel disruption is also expected on all means of transport as the key message is ‘check before you travel’.

In Somerset, the M5 northbound carriageway is closed between J23 at Puriton and J22 at Edithmead due to an overturned lorry. A spokesman for National Highways said: “As result of the incident there is also a spillage of milk on the carriageway”.

Across Cornwall, fallen trees have caused traffic problems across the region.

National Highways said the Britannia Bridge, which connects the island of Anglesey with mainland Wales, is closed to all large vehicles.

The M48 Severn Bridge has been closed in both directions due to strong winds.

The M4 Prince of Wales Bridge over the River Severn has reopened after being closed earlier in the day due to the storm.

The A14 Orwell Bridge in Suffolk is closed in both directions.

The QEII Bridge in Dartford is closed, while the Dartford Crossing on the M25 is also shut.

The Stagecoach South Wales bus company has suspended its services until 1:30pm.

First has suspended all buses in the West of England, South and West Wales, and Somerset until Saturday.

First also suspended most bus services in Cornwall, Portsmouth, Fareham and Gosport, Wessex and Dorset.

Stagecoach has suspended all bus services in the South East until 5.30pm.

Stagecoach suspended a lot of services in Wales earlier in the day but now say most services are operating but people should expect delays.

Most Stagecoach services in the South West were also suspended.

Stagecoach services were also severely impacted in Gloucestershire, Wiltshire and Someset.

Storm Eunice brought snow, rain and strong winds to the North East and North Yorkshire causing bad conditions on roads.

Britain’s rail industry has issued a blanket “do not travel” warning to passengers on Friday.

Jacqueline Starr, chief executive at industry body the Rail Delivery Group, said: “Storm Eunice is causing widespread damage and we’ve had to respond by closing lines to keep our customers and staff safe.

“We’re telling people not to travel today and instead to claim a fee-free refund or use their ticket over the weekend".

Network Rail has implemented widespread emergency 50mph speed limits for all services.

All train services in Wales are suspended for the whole day as a Network Rail spokesperson said disruption is “inevitable”.

South Western Railway services have been suspended. The services were earlier disrupted as Network Rail said a fallen tree around 50 feet (15 metres) long at Ewell West, Surrey was blocking the line between London Waterloo and Dorking, Surrey.

Southeastern rail has closed its entire network due to a number of trees blocking lines.

Network Rail Kent & Sussex has said it will be "closing all routes in Kent, and all lines in SE London are blocked by trees. Network Rail earlier warned commuters to avoid travelling on Friday as speed restrictions and cancellations will disrupt travel.

Network Rail has also stopped all trains running in and out of London Euston.

CrossCountry trains are advising people not to travel today and are running a “severely reduced and amended service”.

East Midlands Railway are also urging customers not to travel by train on Friday, saying their trains will “run at reduced speeds and this will cause cancellations and longer journey times”. They have advised that trains to and from London St Pancras “may be withdrawn at short notice”.

All services on Chiltern Railways have been cancelled due to severe weather and obstructions on the railway line.

Avanti West Coast are strongly advising customers not to travel on Friday as they "will be running fewer services" and emergency speed restrictions are in place.

Transport for London (TfL) urged people to avoid non-essential travel in the capital and to check before travelling. London Mayor Sadiq Khan echoed TfL's advice and urged Londoners "to stay at home" and not take risks.

Other rail companies serving London and the South East urging people not to travel include: Greater Anglia , LNER , London Northwestern Railway , Southern and Thameslink.

Great Western Railway, c2c, Greater Anglia, Southeastern and Transport for Wales have cancelled all services.

Aviation analytics firm Cirium said at least 436 flights to, from or within the UK were cancelled on Friday. The highest proportion was at Heathrow, where 20% of flights were cancelled.

Bristol airport cancelled several flights and delayed others until later today. The strong winds forced an EasyJet flight to abort landing twice.

Watch as an EasyJet flight coming in from Paris is unable to land as it approaches the airport.

London City Airport cancelled all departing and arriving flights until 4:30pm on Friday.

At Heathrow on Friday, at least 65 flights – both departures and arrivals – were cancelled and a further 114 were delayed by more than 15 minutes, according to aviation data provider FlightStats by Cirium.

At Gatwick there were 15 cancellations and 67 delayed flights.

Eastern airways have cancelled flights from Newquay Airport to Gatwick.

Exeter airport has cancelled a number of internal flights.

Birmingham airport has also cancelled several flights.

British Airways has cancelled at least 114 departures and 118 arrivals at Heathrow and 24 departures and 26 arrivals at London City.

EasyJet said it has cancelled a "small number of flights" to and from the UK on Friday.

After initially being closed to all public operators, the port of Dover has reopened, but many ferries still face heavy disruption and cancellation.

In Dorset, the Sandbanks ferry between Poole and Studland has been cancelled.

Irish Ferries cancelled four services between Rosslare in south-east Ireland and Pembroke, South Wales.

Stena Line cancelled several sailings on routes between Belfast and Cairnryan in Dumfries and Galloway in Scotland, and Dublin and Holyhead in north Wales.

Major building works on Greater Anglia and Elizabeth Line train lines set to cause huge disruption in Essex through February

M ajor building work across railways in Essex are set to cause severe disruption and cancelled trains in February, Network Rail has warned. During four consecutive weekends in February, engineers will be working on the rail infrastructure between Stratford, Shenfield, Billericay and Southend Victoria as well as weekend work at the site of the new Beaulieu Park station.

The work covers a range of activities which are set to affect all train routes between London and Essex on Greater Anglia lines, and the Elizabeth Line between Shenfield and London is also set to be affected.

Network Rail has said the work is "essential" to maintaining the infastructure of the rail lines and has apologised in advance of the disruption that it will cause passengers. The work set to be carried out in February includes:

  • Track maintenance including switches and crossings (movable sections of track that allow trains to change lines)
  • Overhead line work between Ilford and Goodmayes
  • Maintenance of a signal gantry between Bethnal Green and Stratford Bridge
  • Inspection of culverts and structures between Forest Gate and Shenfield
  • Replacement of footbridge steps at Ilford station for station users
  • De-vegetation to manage leaf fall and reduce risk of damage to railway infrastructure from falling trees and branches.
  • Removal of litter and graffiti to help maintain a clean environment and reduce risk of litter obstructing railway equipment.
  • Platform canopy refurbishment at Burnham-on-Crouch and Wickford stations.
  • Ballast management work between Billericay and Wickford, which helps prevent track misalignment by clearing debris like mud and leaves from the ballast.

Work will also continue to build the new station at Beaulieu Park station in Springfield, affecting services between Shenfield and Witham on the last two weekends of February. These works are set to take place over the following weekends which will affect Greater Anglia and Elizabeth line services:

  • Saturday 3 February and Sunday 4 February
  • Saturday 10 February and Sunday 11 February
  • Saturday 17 February and Sunday 18 February
  • Saturday 24 February and Sunday 25 February

The Elizabeth line will not operate a train service every weekend in February between Stratford and Shenfield. Some weekend services will operate between Stratford and Liverpool Street Elizabeth line station via Whitechapel. There will be no Elizabeth line service between Paddington and Abbey Wood/Shenfield on Sunday February 18.

Rail replacement bus services will be available from Stratford calling at all stations to Romford except Maryland. For the outer stations, passengers can change at Chadwell Heath for a bus beyond Romford including Gidea Park, Harold Wood, Brentwood and Shenfield.

Passengers can also take the Central line to Newbury Park underground station and transfer to a rail replacement bus service for Chadwell Heath and change to a bus for the outer stations. On the first two weekends of February, Greater Anglia services from Norwich, Ipswich, Colchester Town and Colchester will terminate at Shenfield. On the last two weekends in February, rail services will terminate at Witham.

A rail replacement buses will operate between:

  • Ingatestone and Newbury Park underground station (first two weekends in February only),
  • Witham and Newbury Park underground station (last two weekends in February only),
  • Southend Victoria and Newbury Park underground station, calling at all stations between Southend Victoria and Shenfield,
  • Wickford and Southminster.

From Newbury Park underground station passengers are advised to use TfL Central line underground services to Stratford and London Liverpool Street. Passengers are encouraged to continue to check journey plans via nationalrail.co.uk or via greateranglia.co.uk in advance and leave extra time if necessary to complete their journey.

Mark Walker, Network Rail Anglia route infrastructure engineer, said: "These works play an essential role to maintain the reliability and safety of our railway. Each improvement, inspection, survey, and maintenance task emphasise our commitment to passenger safety, and keeping our infrastructure in good condition on a heavily used part of the network into central London is very important. I’d like to thank all our customers for their patience while we carry out these essential tasks.”

Jamie Burles, Greater Anglia managing director, said: “This work is extremely important to help maintain the safe and reliable running of the railway and make it fit for the future. A rail replacement service will run while the work takes place and passengers are advised to check before they travel and allow more time for their journey. We would like to thank customers for their patience and understanding while it is carried out.”
