Active Travel England – We are delivering on the government’s commitment to boost walking, wheeling and cycling across the country to give everyone a healthy, safe and carbon-neutral choice to get around. 

What we do at Active Travel England  

As the Department for Transport’s newest executive agency, Active Travel England has been set up following the government’s unprecedented commitment of £2 billion for walking, wheeling and cycling, and comes in the wake of the ambitious Gear Change strategy to transform active travel. 

As well as approving and inspecting schemes to enable active travel, Active Travel England will support local authorities, train staff, and spread good practice in design, implementation and public engagement.  

It will be a statutory consultee on major planning applications to ensure that the largest new developments properly cater for pedestrians, cyclists, and people who use wheelchairs and mobility scooters. 

Why we’re excited at Active Travel England  

We might be one of the youngest executive agencies in the government sector, but we are thinking big and aiming high. We want no less than to create a new golden age for walking, wheeling and cycling in which everyone has a genuine choice to travel actively and make their neighbourhood a better place. By 2030, we want half of all journeys in towns and cities to be undertaken by active travel, as set out in the ‘Gear Change’ vision.

Proposals show changes at West Bar Roundabout

“Neepsend and Kelham are much loved areas, with their industrial background and mix of great shops, bars and restaurants. Stopping unnecessary journeys through the area will help to establish the area as a safer, healthier, and vibrant place to live, work and visit. “Some of the proposed changes have already been in place through the last few months as part of emergency social distancing and active travel measures, and we have seen a positive response to them so far. I’d like to encourage residents and visitors to the area to feedback on what is and isn’t working so that we can use this information to help shape the permanent plans. Improved junctions, segregated cycling and walking routes

  • A new signalised junction at the crossroads between Neepsend Lane and Rutland Road will include specific cycle crossings.
  • Wider footpaths and cycle parking will be included in a revised junction at Alma Street and Green Lane.
  • Dedicated signal-controlled cycle crossings will also be added across the A61 Inner Ring Road, connecting a new landscaped area at the end of Russell Street to Bower Springs and Gibraltar Street.

Ambitious plans for the future of travel in Sheffield

Sheffield City Council is launching a new project, Connecting Sheffield, which will focus on encouraging active travel and supporting the shift towards sustainable transport in and around the city.

Connecting Sheffield will encompass a range of transport schemes focused on delivering change for the city’s walking, cycling and public transport infrastructure.

The new scheme follows a successful bid made by Sheffield City Region, supported by Sheffield City Council, for funding from the Department for Transport’s Transforming Cities Fund. Sheffield will receive £50m which will be used to improve public transport, walking and cycling links to encourage people to leave their car at home.

The funding will deliver the first major step in the Council’s vision to transform travel in Sheffield and make it possible for more people to choose walking, cycling and public transport first. The reduction in a reliance on car journeys, is a priority for the city’s future, not only to help ease congestion but to help address climate change and improve air quality in Sheffield. Future funding will support further schemes brought forward in subsequent phases.

Lower traffic levels have been seen during the pandemic as people have taken to walking and cycling on more journeys. It is hoped that this continues, as changes to travel infrastructure are prioritised.

The first phase of the project will focus on key areas that have been identified as locations where people are making short car journeys from home to work in the city centre and Lower Don Valley, including Neepsend, Kelham and Nether Edge. The proposed schemes will enable these to be made more safely by cycling, especially for shorter trips, and more quickly and reliably by bus.

The Transforming Cities Fund will focus on improving travel links through the following schemes:

  • Across the city centre
  • Neepsend & Kelham to the city centre
  • Nether Edge to the city centre
  • Magna to Tinsley
  • The city centre to Attercliffe and Darnall
  • On Abbeydale Road and Ecclesall Road

All of the proposed schemes will be subject to public consultation, and the feedback received will help to inform the development of the routes identified. Under the current terms of the funding from the Department for Transport, all work must be completed by March 2023.

Councillor Bob Johnson, Cabinet Member for Transport and Development at Sheffield City Council, said:

“Connecting Sheffield is a major first step in overhauling our transport network to put walking, cycling and public transport at the forefront of travel choices available in our city.

“We know that for lots of people, travelling by car is sometimes the only feasible way of getting from A to B, but we want to make sure that walking, cycling and public transport  are realistic options, especially for getting to work and for shorter journeys.

“It is disappointing that we did not receive our full bid for funding from the Government. Equally, we could never deliver everything we want to in this first phase. Other schemes will come in later phases. However, these projects still represent a major first step in developing our plans to create a more inclusive and diverse travel network that over time will transform how people move around Sheffield.

“Throughout the Covid-19 pandemic we have seen an increase in walking and cycling as people have taken the time to get outdoors and explore both their local communities and our wonderful parks and countryside, and we hope to make it possible for more people to continue to do this.

“Despite current restrictions, bus services will also remain a crucial part of our transport infrastructure into the future, helping thousands of people to get about. Although improving travel infrastructure may not seem like a priority right now, this work is vitally important in making sure our transport system is fit for purpose so that people can get to work, access services and visit family and friends now and in the future.

We know we have a long way to go to get where we need to be, but we are excited to be able to make a start.”

Dame Sarah Storey, Sheffield City Region Active Travel Commissioner, said:

Sheffield to host UK’s largest active travel event

Last year, the Government announced plans to make England a great walking and cycling nation, and will provide around £2 billion to help local authorities across England to make the vision a reality.

The two-day Cycle City Active City event will take place on 5 and 6 July at City Hall and Barkers Pool, and will see more than 800 active travel professionals welcomed to Sheffield by Cllr Terry Fox, Leader of Sheffield City Council and Oliver Coppard, Mayor, South Yorkshire Mayoral Combined Authority.

There will be cycling and walking tours taking place around the city, including visits to Hillsborough Park and Kelham Island, to try out its walking and cycling infrastructure and amenities.

Says Cllr Terry Fox, Leader of Sheffield City Council: "Active travel is a key priority area for Sheffield City Council - from infrastructure to the health and wellbeing benefits for our local residents and those that work here.

Embracing the great outdoors is an important part of our culture, influencing so much about life in Sheffield. We look forward to sharing best practice, learning from others and welcoming all Cycle City Active City delegates to our Outdoor City."

Easier and safer active travel options help communities to choose healthy modes of travel for short trips – walking, cycling, scooting and wheeling – which in turn improve air quality and make the region’s streets safer and quieter.

Innovative private sector companies are also rising to the challenge, with schemes offering shared bikes, e-bikes, e-cargo bikes and e-scooters increasing across the country – and possibly coming to Sheffield soon….

To date, local authorities across the Sheffield region have overseen transformational active travel schemes, from the inspirational Connecting Sheffield programme, the establishment of Active Neighbourhoods across South Yorkshire, and the Active Travel Implementation Plan , which sets out how, by 2040, a fully connected network of walking and cycling routes will link the region for safe and active travel.

Active travel will also help Sheffield to become a zero-carbon city by the start of the next decade: both Sheffield City Council and South Yorkshire Mayoral Combined Authority have declared Climate Emergencies – in line with more than 525 other local authorities in the UK – affecting more than 61 million residents. In Britain around 93 per cent of the population lives in areas where the local authorities have declared a climate emergency.

Sheffield appoints first active travel commissioner

Dame Sarah Storey says she hopes to make ‘real changes to the way people travel’, after being appointed Sheffield City Region’s first active travel commissioner.

Announced on 1 April , Dame Storey, Britain’s most successful female Paralympian, will be responsible for encouraging more people in and around Sheffield to travel by foot, bike or public transport.

Dame Storey said: “I believe active travel is a less stressful way of moving about and helps to create the foundation of a happier workforce and a happier population.

“For me, this is about having another string to my bow, and utilising that profile of elite sport to benefit the wider population.

“Not everyone is going to be an elite athlete, but we can all enjoy being more active.”

In her new role, Dame Storey will work closely with Dan Jarvis, mayor of the Sheffield City Region, who says he was inspired by the ‘fantastic’ work of Chris Boardman, Greater Manchester’s active travel commissioner.

Mayor Jarvis said: “To have such an exceptional, inspirational and passionate individual leading our active travel agenda is very exciting.

“Sarah joins us at an exciting time and will play a crucial role in helping us to make sure that active travel remains an absolute priority as we make our region’s transport network fit for the 21st century.

“By prioritising active travel, we can improve people’s health, cut carbon emissions and reduce congestion.

“But you don’t have to be a professional cyclist – or indeed a gold medal winning cyclist – to travel in a more active way. By making little changes to the way that we travel, we can all do our part to create a healthier and more active society.”

‘Cities should be designed around and for people’ To mark the announcement, Cycling UK and Cycle Sheffield have published a study, outlining a shared vision for how the region’s cycling and walking levels can be improved .

The study shows how ‘simple changes’ to roads could encourage more cycling and walking, while still allowing motor vehicle access.

Both Sheffield City Council and the Sheffield City Region support the study, and Cycling UK hopes it will act as inspiration for Dame Storey in her new role.

Ian Carey, Cycle Sheffield co-ordinator, said: “Cities should be designed around and for people, creating healthy places where children can walk and cycle safely to school. Cycle Sheffield has worked with Cycling UK to present a vision for community focussed streets.

“We want to inspire Sheffield City Council and the mayor into building a proper network of safe, pleasant streets that everyone can enjoy.”

Dame Storey’s appointment has also been welcomed by Living Streets , who recommends appointing someone at a senior level to champion walking in its ‘Blueprint for Change’ – a guide for improving towns and cities for walking.

Jenny Wiles, regional director (north), Living Streets said: “More people walking and cycling tackles many of our public health crises, including lethal air pollution and costly levels of physical inactivity.

“If we want to help people be more active, then we need to ensure walking and cycling options are safe, accessible and promoted which having someone in post dedicated to active travel can help to do.”

Sheffield to appoint an Active Travel Commissioner to get more people walking and cycling

Sheffield City Region Mayor Dan Jarvis says he’s been inspired by Chris Boardman’s work in Greater Manchester and wants to get more people in the region walking and cycling Jarvis said he will appointing an Active Travel Commissioner, a role similar to Boardman’s role as Greater Manchester’s walking and cycling commissioner 

Writing in today’s Yorkshire Post the Labour MP said active travel had a "host of benefits".

He stressed that walking and cycling "leads to cleaner air and improved physical and mental health," adding that "the Mental Health Foundation has found that physical activity can be as effective as medication and counselling. It has also been proven to reduce obesity, Type 2 diabetes and heart disease, which is the highest cause of death in the UK."

He continued: "As people increasingly find it difficult to fit exercise into their daily routine, small changes in the way we travel will make a real impact on our health. What’s more, it can help you save money, it can help businesses reduce days lost to employee ill-health and it can reduce the pressures on public services – not least our NHS. 

"In fact, the Department for Transport’s own figures show that active travel schemes can generate a return on investment many times higher than a lot of road building schemes."

This is a reference to the DfT’s findings that cycling schemes have off-the-scale benefit-to-cost ratios . 

"But if we want to help more people get active, then we need to make sure walking and cycling are safe, easy and enjoyable options," pressed Jarvis. 

"It means having a proper network of routes that people want to use, whether that is as part of their daily commute or simply to get outdoors and enjoy our amazing local environment. The time to act is now."

He said he would be working with the "best people in the field", including Professor Steve Haake, from Sheffield Hallam University’s Advanced Wellness Research Centre. He will charged to review active travel strategies from around the world and identify examples of best practice. 

"We can then use these examples to inform our own decision-making here in the Sheffield City Region," said Jarvis. 

He has promised to stage a summit to discuss plans and gather views from academics, policy experts, sustainable transport groups, local residents and other stakeholders. 

"And I will ensure that any devolved Transforming Cities Fund resources include a focus on the promotion of active travel," said Jarvis. He also announced that he would be appointing an Active Travel Commissioner for the Sheffield City Region. 

The commissioner will be charged with emulating the "fantastic work being done by Olympic gold medal cyclist Chris Boardman in Greater Manchester," said Jarvis. 

"Last week I met Mayor Andy Burnham to learn more about [Greater Manchester’s] planned “Beelines” network of safe walking and cycle routes, and will be using this example to inform changes we could make here in South Yorkshire."

The Metro Mayor added: "I want employers to get involved by providing secure cycle parking for their staff, changing and shower facilities, and to look at incentives for those employees who travel on foot or by bike."

And he will lead by example: "This week I was pleased to collect my own Mayoral bike, on loan from a local independent bike company."

This bike has been provided by Russell’s Bike Shed , which has locations at Sheffield and Nottingham railway stations.

"And it’s also important that local authorities across our region prioritise active travel, ensuring that cycle routes, safe crossings and pedestrian spaces are designed into future developments," said Jarvis.

He concluded that he wants to create a region where "active travel becomes embedded in our culture."

Is CERN activating the world’s most powerful particle accelerator for the April 8 eclipse? No

CERN restarted its Large Hadron Collider after a regular winter stop for maintenance. It is unrelated to the eclipse.

As people around the country await the April 8 total eclipse, conspiracy theories about a Switzerland-based nuclear research facility have some social media users on edge. In their view is CERN, also known as the European Organization for Nuclear Research.

“Why is CERN being reactivated on April 8, the same day as the infamous eclipse?” asked a  March 29 Facebook post , referencing what it called the group’s plan to activate “the large hadron collider” on the day of the eclipse. “My gut instinct is that something really big is being planned for that day… perhaps a total takedown of both the grid and society in general worldwide.” In  another post  April 1, a man in a baseball cap speculated that CERN is deliberately starting back up April 8 to “open up a gateway, a portal.”

These posts were flagged as part of Meta’s efforts to combat false news and misinformation on its News Feed. (Read more about our  partnership with Meta , which owns Facebook and Instagram.)

It is not unusual for scientists to conduct research during an eclipse, when the sun’s corona becomes visible and areas in totality go briefly dark in the moon’s shadow.  Total solar eclipses   allow researchers “to study Earth’s atmosphere under uncommon conditions.” NASA, for example, is launching three sounding rockets on the day of the eclipse to study its effects on the ionosphere (a mission that also became a  subject of   misinformation ).

But CERN’s research is different. The primary research focus of CERN — an acronym derived from the French name “Conseil Européen pour la Recherche Nucléaire” — is  particle physics , or “the study of the fundamental constituents of matter and the forces acting between them.” The organization seeks to find answers about the  universe’s fundamental structure .

CERN houses the Large Hadron Collider, the  most powerful particle accelerator in the world , which measures around 16.8 miles (27 kilometers) in circumference. The collider’s aim, as  Britannica explains , is to “understand the fundamental structure of matter by re-creating the extreme conditions that occurred in the first few moments of the universe according to the big-bang model.”

CERN spokesperson Sophie Tesauri told PolitiFact in an email that the collider’s activities have nothing to do with the April 8 eclipse.

“What we do at CERN is doing particle physics with accelerators such as the LHC, and this has little to do with astrophysics in a direct way,”  Tesauri said. “So there is no link between the solar eclipse on Monday 8th April, and what we do at CERN.”

CERN has an  accelerator complex  composed of machines with “increasingly higher energies.” A beam of particles is injected by one machine to the next one, bringing the beam to a higher energy — and the Large Hadron Collider is the last element in this complex.

“Hadrons” are a group of particles that include protons and ions. In the Large Hadron Collider,  two beams  travel in opposite directions at nearly light speed and are made to collide. In 2012, Large Hadron Collider experiments led to the discovery of the  Higgs boson particle , a particle named for British physicist Peter Higgs, who in the 1960s postulated about the existence of a particle that interacted with other particles at the beginning of time to provide them with their mass.

Tesauri told PolitiFact that the accelerator complex is restarted every year after a brief winter technical stop, when beam production ceases so that the accelerators can undergo maintenance. Restarting an accelerator like the Large Hadron Collider “requires a full commissioning process in order to check that all equipment works properly.”

“Now that all the checks have been performed, the LHC is ready to provide particle collisions to the LHC experiments, and first collisions for this year should actually happen today 5th April,” Tesauri said in her email. “This will mark the beginning of the physics run for 2024.”

The beams were initially expected to enter collision April 8, according to a  March 14 report . It said, “Depending on how work progresses, this milestone may shift forwards or backwards by a few days.”

On April 5, CERN  announced  that the Large Hadron Collider achieved its first stable beams in 2024, “marking the official start of the 2024 physics data-taking season.” The statement said that from March 8 to April 5, the Large Hadron Collider was set up to handle the beam and tested for any issues.

“Although the solar eclipse on 8 April will not affect the beams in the LHC, the gravitational pull of the moon, like the tides, changes the shape of the LHC because the machine is so big,” CERN’s announcement said. This phenomenon is not unique to an eclipse; a  2012 news release  discussed distortions in the machine brought about by a full moon.

According to CERN’s frequently asked questions page, the Large Hadron Collider is  expected to run over 20 years , “with several stops scheduled for upgrades and maintenance work.”

Conspiracy theories surrounding CERN’s work have been circulating for  years . In a statement to  Verify  fact-checkers, CERN said that its research “captures the imagination of lots of people, which is why CERN has been featured in a lot of science fiction books / even movies, around the world.” CERN said works inspired by its research are fictional and “should not be confused with the actual scientific research.”

False claims about the group’s work are so common that the organization addresses some common theories on its  FAQ page : No, it won’t “open a door to another dimension,” and no, it won’t “generate black holes in the cosmological sense.”
