KUALA LUMPUR (March 11): The Ministry of Tourism, Arts, and Culture anticipates tourist arrivals in Malaysia to reach 27.3 million, with an expected income of RM102.7 billion, in 2024.

Responding to a query from Datuk Seri Wilfred Madius Tangau (Pakatan Harapan-Tuaran) during an oral question-and-answer session in the Dewan Rakyat on Monday, Deputy Tourism, Arts, and Culture Minister Khairul Firdaus Akbar Khan said that in 2023, Malaysia recorded 20.1 million tourist arrivals, generating RM71.3 billion in tourism income.

Khairul said that the targets for 2025 are 31.4 million tourists, with an income of RM125.5 billion, and for 2026, the goal is 35.6 million tourists, generating RM147.1 billion.

In an effort to entice an increased number of international visitors to explore the country, Khairul said that several initiatives and strategies had been crafted, notably the Visit Malaysia Year 2026 representing the national focal point for tourism.

"The ministry needs solid support of the state governments, the national tourism industry, and the people in making thorough preparations to welcome the arrival of more foreign tourists to Malaysia," he added.

Khairul noted that the ministry is actively participating in international tourism exhibitions, such as the International Tourism Bourse Berlin, World Travel Market London, Arabian Travel Mart Dubai, and the Asean Tourism Forum, which is crucial amid fierce competition from other countries promoting their destinations in these major exhibitions.

In addition, Khairul said the ministry's focus is also on strengthening airline cooperation for expanded direct flights, and organising familiarisation programmes with media and tourism agencies to promote new tourism products and destinations.

President Appoints Acting Minister of Sport, Arts and Culture

P resident Cyril Ramaphosa has appointed Minister Maropene Ramokgopa to act as the Minister of Sport, Arts and Culture until a permanent appointment is made under the new seventh administration.

This comes after Zizi Kodwa's resignation as Minister and member of Cabinet on Wednesday.

The Minister appeared in the Palm Ridge Magistrate's Court on Wednesday in connection with allegations that he received about R1.7 million in bribes. Kodwa challenges charges against him, which he has denied.

"President Ramaphosa accepted Minister Kodwa's resignation and thanked Kodwa for his service to the nation in his capacity as Deputy Minister of State Security from 2019 to 2023 and Minister of Sport, Arts and Culture from March 2023," the Presidency said on Friday.

Ramokgopa is also the Minister in the Presidency for Planning, Monitoring and Evaluation.

MM2H programme participants must now have RM5mil in fixed deposit, says Tourism Minister

KUALA LUMPUR: The Tourism, Arts and Culture Ministry has officially announced the updated Malaysia My Second Home (MM2H) programme. The "Platinum" category now requires participants to maintain RM5mil in a fixed deposit but no longer offers the option of permanent residence (PR) status.

The newly introduced MM2H programme features three categories, differentiated by the amount of fixed deposit (FD) kept onshore. The "Platinum" category is designated for those maintaining RM5mil in FD.

Previously, the "Platinum" category, as released last December, was eligible for obtaining PR status. However, in the updated version announced on Friday (June 14), this offering has been removed.

Its Minister Datuk Seri Tiong King Sing ( pic ) said participants in all categories of the MM2H program are not eligible to apply for PR status.

He reiterated that it will not continue using the original agents, these updated conditions will serve as the standards for processing and approving licences for agents under the MM2H programme.

All agents with expired licences must reapply according to the new regulations and conditions. They will undergo a strict background check, and those found unqualified will not have their licences renewed.

"We have no intention of making things difficult for anyone. Instead, we hope to establish a more complete mechanism to protect the interests of all parties, thereby ensuring the continued successful implementation of this programme and bringing positive benefits to the national economy," he said in a statement on Friday.

Among the new conditions for obtaining a business licence to operate tourism under the MM2H programme, the paid-up capital requirement has been raised from RM50,000 to a minimum of RM200,000. The annual licence fee is set at RM2,500. Business premises must have a valid address, and companies are required to provide a bank guarantee amounting to RM200,000.

Companies must also establish contracts and register representatives, which may include foreign businesses or individuals. Detailed explanations of these conditions can be found in the MM2H Business Licence Application Guidelines, available on the Ministry's website.

Engagement in business, investment activities, or employment in Malaysia is exclusively granted to participants in the "Platinum" category. Those in the "Gold" and "Silver" categories are not permitted to engage in such activities. Special cases requiring exceptions must be individually submitted to the relevant authorities for approval.

Under the "Platinum" tier, participants must maintain a fixed deposit (FD) of RM5mil (approximately US$1.05mil). After one year, a maximum withdrawal of 50% is allowed for property purchase (with a minimum value of RM2 million), healthcare, and domestic travel within Malaysia.

The "Gold" tier requires an FD of RM2mil (approximately US$420,800) with similar withdrawal provisions for property purchases (minimum value of RM1 million), healthcare, and domestic travel.

The "Silver" tier requires RM500,000 (approximately US$105,000) in FD with similar withdrawal provisions.

Irrespective of the chosen tier, all participants must fulfil the minimum stay requirement of residing in Malaysia for a cumulative total of 60 days annually.

At present, intermediary companies that comply with the new regulations and have obtained operating licences can submit their applications for the MM2H program at the one-stop MM2H centre counter in Putrajaya. Once the system is fully operational, applications will also be accepted online.

The international collaboration between Arizona State University and Hainan University (HNU) in southern China has some milestones to celebrate this year.

The Hainan University–Arizona State University International Tourism College (HAITC) received a prestigious award from the Chinese Ministry of Education as it honored its first cohort of master’s degree recipients in late May. In June, ASU and HNU also agreed to renew their joint administration of HAITC for a new five-year term.

HAITC, which offers degrees in tourism management and parks, recreation and sport management, as well as in public service and public policy, was named among only 20 international joint programs by the Chinese Ministry of Education on its inaugural list of Excellent Cases of Chinese-Foreign Cooperatively-Run Schools.

Kelly Bricker , HAITC director and professor in the School of Community Resources and Development in the Watts College of Public Service and Community Solutions , said the Excellent Cases award is a huge honor for HAITC and ASU. “The word is getting out. It’s the excellence of our program content, supported by a high-quality faculty and staff,” she said.

This year marks the first time the Excellent Cases designation was issued, the ministry said in a statement, “marking a milestone and providing a powerful reference for society to understand Chinese-foreign cooperative education comprehensively and objectively. This groundbreaking evaluation initiative will promote the development of Chinese-foreign cooperative education to a higher and deeper level, injecting new vitality into China's high-level education and opening up to the outside world.”

Bricker said HAITC, established in 2017, is the newest program among the 20 to be recognized. She said the award is an affirmation from the Ministry of Education that HAITC is a high-quality program.

HNU officials were in Tempe on June 13 to join ASU Executive Vice President Chris Howard, chief operating officer of the university’s Academic Enterprise, in signing an agreement pledging to extend the two universities’ relationship for a new five-year term.

The agreement also calls for both institutions to support future academic programs and research development and renew both parties’ commitment to excellence in instruction and program design, said Bricker, who also is a Watts College associate dean.

The universities also agreed to begin developing a program originating in ASU’s Thunderbird School of Global Management. New students would start enrolling in the program in fall 2025.

New master’s degree alumni

Bricker said HAITC students earned master’s degrees for the first time this spring.

The college honored 12 new master’s degree alumni at a May 24 ceremony in China that also celebrated students earning bachelor’s degrees, where Bricker and Watts College Dean and President’s Professor Cynthia Lietz were in attendance. Seven students are receiving Master of Public Administration degrees from ASU this year, while five are receiving Master of Science degrees in tourism management.

HAITC’s spring 2024 cohort of 262 bachelor’s degree recipients is larger than the spring 2023 cohort of 255, according to ASU statistics. Bricker said HAITC’s bachelor’s and master’s degrees will be officially conferred later in June.

This fall, HAITC expects to welcome 30 new master’s degree students, and more than 70% of HAITC’s bachelor’s degree recipients have applied to graduate school, Bricker said. “A very high percentage of them got in.”

“It’s really a true testament to the quality of education our faculty is giving to our students. I’d be remiss if I didn’t recognize the amazing faculty and staff. Without them, none of it would be possible,” Bricker said. “It’s a testament to their dedication to excellence and high quality.”

Credit is also due to the quality of collaboration between the two institutions, Bricker added.

“We have such a dedicated faculty and staff at ASU and HNU, who collaborate to make this work,” she said. “Patience, concern, kindness, inspiration and knowledge peppered with a willingness to be innovative and create something very special with our students is what makes this work. It takes a village, actually two very large villages, dedicated to excellence, to make this happen. We are very fortunate to be a part of this uniquely situated program and partnership.”

Lietz agreed, saying, "It was an absolute pleasure to be able to recognize the graduates of our HAITC program in person this year. I was so impressed by their poster presentations, and celebrating with them on stage was truly an honor. I am grateful for this impactful partnership and cannot wait to return next year to recognize our next group of graduates.”
