What to Look for in Travel Nursing Agencies

When looking into travel nurse agencies you should first make sure that they provide the basics: free housing or a housing stipend, health and dental insurance, a retirement plan, travel reimbursement, 24-hour customer support, and a variety and abundance of travel nursing jobs all over the country.

Here are a few tips from my experience about the basics:

Travel Nurse Housing:

Do you want your agency to find housing for you, or do you want to take the housing stipend and search for housing yourself?

I personally found it much easier to have my agency set up my housing for me. This way I knew it was safe, furnished, close to where I was working, and paid for. If there were any problems, all I had to do was call my company and it would be handled.

Many people choose to find their own housing and take the housing stipend instead. There are pros and cons to this choice:

Pros To Choosing Housing Stipends

  • Your housing stipend depends on the city you live in, but oftentimes, it is more than the rent you end up paying. This is a good way to make some extra tax-free cash.
  • You can find exactly the type of housing you’re looking for at the price you’re willing to pay. You can rent just a room for yourself and pocket a lot of cash. Or rent an entire house if you’re bringing your family or pets along. If you’re traveling with fellow coworkers, you can find a bigger house to share that fits everyone.
  • You can choose where you live. Maybe you’re going to Seattle and you’d rather live downtown and commute to work than vs. living next to the hospital in the suburbs.
  • There are several websites and groups now to help you find housing
  • Once you’ve done it once, you understand how to find housing and can repeat the process in the next location.

Cons To Choosing Housing Stipends

  • It can be difficult to find short-term furnished housing.
  • Many landlords require a deposit, so you have to front that money before you get your first paycheck.
  • If you end up extending your contract, it’s not guaranteed that your landlord hasn’t rented out the place to someone else.
  • If you have never been to that city before, it can also be tough to determine whether a neighborhood is safe or not.

Another thing to keep in mind, if you are traveling with a pet, it may make it difficult to find your own housing. Oftentimes, travel nurse agencies have housing already contracted that accepts pets.

There are pros and cons to using your a travel nurse agency’s contracted housing vs. finding your own housing. It just depends on how much time and effort you can put into the search and if you’re hoping to pocket any extra housing stipend cash.

Benefits for Travel Nurses:

  • The majority of travel nurse companies offer health and dental insurance.
  • Now that the Affordable Care Act is in place, it might be wise to research whether or not it would be more cost-effective for you to go with your agency’s healthcare plan or purchase one of your own through healthcare.org. The benefit of going through healthcare.org is that if you do plan on switching travel nurse agencies, you won’t have to change your insurance.
  • Some smaller travel nurse companies will give you a healthcare stipend if you don’t take their health insurance so you can purchase your own.
  • As far as retirement plans go, I decided to open up my own Roth IRA and not contribute to the 401K because I didn’t know how long I was going to be traveling.  With some companies you can contribute to your 401K from day 1 and with others you have to wait as long as 1 year.

Travel Nurse Reimbursements

When talking with your potential travel nurse agency, make sure you ask them what the reimbursement is for travel. “Travel” cost is considered the amount of money it takes you to get from your “tax home” to your travel assignment or from one assignment to the next. Often times this can be negotiated if there is a high need in one state that happens to be across the country.

I have found that the average reimbursement is $500.

They will pay you half on your first paycheck and the other half when you complete your assignment. You have the option of either driving or flying to your next destination. I personally drove to each of my assignments; I couldn’t imagine trying to fit all my belongings into suitcases and I love road trips.

Important Pay and Benefits Questions to Ask

Not all benefits or pay packages are created equal. It is important to find an agency that offers benefits, housing, and pay packages that are specific to your needs.

1. What destinations does your agency serve?

The whole point of travel nursing is to travel…right? So it is important to find a company that serves the city or cities you want to travel to. Some agencies claim they have contracts nationwide, however, that may not be the case.

If you know of a specific hospital that you would like to travel to because it looks good on your resume or a specific city you want to explore, then make sure your potential agency has a contract at that location. This is especially important if you want to travel to places such as Hawaii and Alaska.

2. How are your pay packages broken down?

Does the company tend to pay a higher base rate with lower non-taxable reimbursements or a lower base rate with higher non-taxable reimbursements?

Having a higher base rate may serve you better if you plan on taking company housing, plan on buying a house, or getting a loan in the near future. If you are someone who likes to find their own housing, then a higher housing stipend may be the way to go with a lower base rate.

3. What types of housing do you provide?

Most agencies offer a one-bedroom furnished apartment for your typical 13-week contract. This typically does not include dishes, linen, a washer and dryer, a T.V., or even a vacuum. If you don’t like lugging your belongings around with you all over the country or paying out of pocket to rent this stuff, then it may be wise to either ask if the agency provides any of these necessities at no cost or find your own housing.

If your contract is only eight weeks, then you could get stuck in an extended-stay hotel. I personally like to have nice housing, so I wanted a company that focused on providing comfortable and safe housing options. If you like to find your own housing then this may not apply to you.

4. What type of benefits do you offer?

Most agencies offer medical/dental benefits and a retirement package. If these benefits are important to you, then finding a company with good benefits is essential.

If you like to live on the edge with no health benefits and you brush and floss your teeth like a champ, then maybe you don’t care about benefits. If this is the case then you can ask the company if they are willing to pay you a higher base rate for not taking their benefits.

As far as retirement packages go, I found it easier to do my own Roth IRA on the side. This way, if I switched companies I didn’t have to worry about moving my money all over the place.

5. What types of extra work-related costs do you reimburse for?

Travel nurse companies can reimburse you for the following:

  • Licensing fees
  • CEU (Continuing Education) requirements
  • Certifications
  • Required immunizations

Some travel nurse agencies have a CEU database that is free for their employees. This helps cut costs in those states that require a certain number to maintain or acquire a new license.

These extra costs add up over time so it’s nice to know your agency is looking out for your pocketbook.

6. What are your missed and canceled shift policies?

A missed shift means you called in sick, and a canceled shift means they canceled you for low census. For the most part, the hospital determines how the travel nurse agency handles this, and it will be written in your contract.

This is important because in the travel nurse world if you don’t work, you don’t get paid. And in some cases, you may have to reimburse your agency for housing costs.

There may be a clause written in your contract that allows you to “miss” a certain amount of shifts without being penalized. There will also be a clause that states how many shifts the hospital can cancel you. Usually, it’s once a pay period, and your agency shouldn’t require you to reimburse them for housing costs.

There are even some agencies that offer 100% guaranteed shifts meaning no matter what you will not get canceled.

I n the 40 years that Jennie Kahn has worked as a registered nurse, the last two have been by far the most grueling.

A lot of that is due to COVID-19, which transformed health care facilities, including Thomas Health’s hospital system in Charleston, West Virginia, where Kahn works, into triage centers and forced nurses to take on an extraordinary amount of personal risk and heartache. It’s no mystery why some 18% of health care workers quit their jobs between Feb 2020 and Sept 2021, according to a Morning Consult poll.

But another reason these past two years have been so punishing, Kahn says, is that hospital nursing staffs have been subject to extraordinary churn as thousands of nurses have quit their staff positions to become contract travel nurses, where the pay is often two to four times higher. This rapid turnover has triggered a costly feedback loop: hospital administrators, facing shortages in staff nurses, spend a mint hiring contract nurses, which makes them less able or willing to increase their staff nurses’ pay. So more staff nurses quit to become contract nurses, thus further lowering nurse supply and driving demand for contract nurses. “It is a vicious cycle,” says Kahn, the hospital system’s chief nursing officer.

Meanwhile, contract nursing agencies have increased their prices. The advertised pay rate for travel nurses has surged 67% from January 2020 to January 2022, according to Prolucent Health, a workforce management tool for healthcare companies, while some staffing agencies such as AMN Healthcare, told TIME that pay rates for travel nurses at facilities they work with rose by 164% from the fourth quarter of 2019 to the fourth quarter of 2021. Some of these agencies’ profit margins top 20%.

Some hospital administrators, many of which saw their facilities’ profits shrivel during COVID, say they’ve reached a crisis point and are calling on Congress and the Biden Administration to step in. They argue that contract nursing agencies are exploiting circumstances resulting from COVID-19 to pad their own pockets. The agencies say their prices are merely a reflection of growing demand. Nurses, meanwhile, argue that hospital administrators, who are somehow finding a way to pay premium rates for contract nurses, could have avoided the mass nurse exodus by paying their staff nurses better and improving working conditions from the start, and that a fragmented nursing force with quick turnover is bad for patients’ health.

The solution is not straight-forward. Health care facilities, desperate to keep nurses on staff, may have to improve salaries and working conditions, but at many facilities, that’s easier said than done. At long-term care centers, bottom lines are dictated by Medicare and Medicaid reimbursement, and at many small and medium-sized hospitals, the cost of personal protective equipment and patient loads have fluctuated dramatically since March 2020.

“This is not anything that any health system can sustain for a long period of time,” says Kahn. “If the rates do not decrease or if travel nursing is not reduced somewhat, hospital systems are going to have to find alternative ways to provide patient care.”

An explosion of temporary staffing

Travel nurses have been around for decades and became more widespread in the 1980s, as nursing shortages grew, but it’s really the pandemic that changed the landscape of the profession. In some healthcare settings, contract nurses are now almost as prevalent as staff nurses.

Jeffrey Tieman, president and CEO of Vermont Association of Hospitals and Health Systems (VAHHS), says that prior to COVID-19, his system used travel nurses “as a stop gap”; now he says they’re “in every department of the hospital every day of the week.” The same is true of Thomas Health, Kahn says. When she first became the hospital system’s chief nursing officer in 2019, the acute care team didn’t rely on traveling nurses at all; these days, about 40% of her acute care nurses are on temporary contracts.

The financial fallout of this trend for hospitals’ and nursing homes is staggering. Due largely to the increase in contract nurses, Thomas Health is now roughly 100% over its previous staffing budget, the hospital system tells TIME. Between Fiscal Years 2020 and 2021, VAHHS’s outlay for contract nurses increased $29 million, or 35%, the group says. “As the pandemic picked up and dragged on, the need for nurses intensified when the supply of nurses diminished,” Tieman says.

Depending on contract nurses also creates logistical problems, says Deb Snell, a registered nurse and the president of the Vermont Federation of Nurses & Health Professionals. “It is difficult when you have new people coming in every 12-13 weeks, and orienting them to your floor, making sure they know where equipment is, where meds are, who to call for a problem,” she says. “It’s constant turnover.”

Struggling to fill empty roles and way over budget on staffing, VAHHS reached out to Vermont Congressman Peter Welch for help coming up with a solution, and on Jan. 24, Welch and Morgan Griffith of Virginia wrote a letter to the White House, cosigned by nearly 200 other members of Congress. The letter urges the Biden Administration to investigate the extent to which contract nursing agencies are exploiting the pandemic to drive their profits by engaging in anticompetitive activity. “We are writing because of our concerns that certain nurse-staffing agencies are taking advantage of these difficult circumstances to increase their profits at the expense of patients and the hospitals that treat them,” the letter says.

Days later, the American Hospital Association and the American Health Care Association/National Center for Assisted Living, the major nursing home trade group, threw their support behind Welch and Griffith, calling on the Administration to help prevent the travel agencies “from exploiting our organizations’ desperate need for health care personnel.”

Travel nurses, meanwhile, were incensed. On social media and message boards, they begged supporters to call their members of Congress to defend them and their pay schedules. “Wait, what? They want to cap travel nurse pay but they won’t cap CEO and executive pay? Well… I guess they know who their true masters are, and it sure as hell ain’t the voters,” wrote one Reddit user.

“It’s just because they can get away with it”

Welch says capping contract nurses’ take-home pay was never the intention of his letter. “I never have and never would propose a cap on nursing pay,” he says. “Nurses are the frontline, and they’re overworked, they’re underpaid, and they legitimately point out how the executives get fat salaries while they have to do all this work.”

Instead, he says, one big reason for the financial burden on hospitals is the fees that nurse staffing agencies charge to assign travel nurses to health care settings that need them. Proculent Health, the workforce management tool used by healthcare companies, estimates that hospitals and other healthcare facilities are billed an additional 28% to 32% above the wages the agencies pay contract nurses.

Welch argues these agencies may be exploiting the pandemic’s circumstances at the expense of hospitals, health centers, and the patients who seek care at them. “The fee that the agency charges is not related to any additional work they do, or any value added,” Welch tells TIME. “It’s just because they can get away with it.”

AMN Healthcare Services reported its gross profits were $434 million in the fourth quarter of 2021, up 109% from a year prior, according to an annual earnings report . Its net income, which takes into account all business related expenses and taxes it had to pay, was $116 million, an 1100% increase. Another healthcare staffing agency, Cross Country Healthcare, saw its revenue increase 93% between the third quarters of 2020 and 2021. It also reached $1 billion in annual revenue for the first time in the company’s history in 2021.

In recent months, private equity firms have begun acquiring contract healthcare staff agencies at a rapid clip, signaling to Welch that investors believe there is even more money to be made off the travel nurse industry in years to come—which would put hospitals under even greater strain. One of the largest healthcare staffing agencies, Medical Solutions, was purchased by two private investment firms in August. Favorite Healthcare, another large staffing group, was bought by a private equity-owned staffing firm in January.

“Three of the 10 largest staffing agencies—and probably more—were purchased by private equity right around the time that the pandemic began,” Welch says.

Staffing agencies argue that the higher prices health care facilities are paying are driven primarily by the higher wages the agencies pay nurses to meet the demand. In 2020, 75% of revenue nurse staffing agencies made went to wages and the costs of employing nurses, including payroll taxes, worker’s compensation and unemployment insurance payments, and other benefits, says Toby Malara, vice president of government relations for the American Staffing Association (ASA), a trade group for the staffing industry. He adds that most of the association’s nurse staffing agencies have seen their profits remain “relatively stable” during the pandemic.

Nurses worry about pay cuts — for good reason

Many nurses are worried that heightened government scrutiny will result in lower take-home pay for them — and that anxiety is not necessarily unfounded. Some states already cap nurse pay under certain situations, or are considering legislative action to do so. Minnesota, for example, caps contract nurses who work in nursing homes. The most that an RN can earn per hour during non-holidays is $62.36, according to documentation provided by the state’s Department of Health. Massachusetts caps pay for RNs at hospitals around $120 per hour. At nursing home facilities, the state caps an RN’s pay around $79 per hour, the state’s Executive Office of Health and Human Services says .

Other states including Kansas, Ohio, Oregon, Illinois and Pennsylvania are now considering legislation to cap nurse pay in some cases. Pennsylvania state Rep. Timothy Bonner has introduced a bill to establish maximum rates for employees of travel nursing agencies in his state that would be no higher than 150% of the average statewide pay rate for similar jobs. “[Staffing] agencies have seized on the pandemic and the critical need for workers,” he wrote in a letter to his statehouse colleagues, according to the Lewistown Sentinel , “and have raised their hourly rates to 100 percent, 200 percent or even 400 percent above the current median wage rate.”

The White House referred TIME’s questions about how regulatory action against the contract nursing industry would work to the Federal Trade Commission, which did not return a request for comment.

Many nurses say arbitrary pay caps are unfair. The problem is not high pay, they say; it is that there aren’t enough nurses to do an increasingly challenging job for relatively low wages. And while the pandemic exacerbated nurse shortages nationwide, the problem long preceded COVID-19’s added pressures. “Things were already getting tight even prior to the pandemic,” says Snell in Vermont. “Nurses have known and seen this coming for a while. We just couldn’t get people to listen.”

Part of the issue is demographics. The median age of RNs in 2020 was 52, according to a recent survey from the National Council of State Boards of Nursing, and with baby boomers retiring, more nurses will need replacing. But there’s no lack of interest. Enrollment in baccalaureate and higher-degree nursing programs increased in 2020, according to the American Association of Colleges of Nursing, and nurse practitioner graduates have swelled in recent years too. Nursing schools could be training even more graduates, experts say, but the cost of nursing school can be a barrier for students, and schools are also experiencing a shortage of nursing instructors.

But the largest factor, according to nurses unions and professional groups, is how low the pay is compared to how difficult the work environment is. “There is no nursing shortage in the United States. There is a shortage of nurses who are willing to work in these conditions,” says Michelle Mahon, a registered nurse who is assistant director of nursing practice at National Nurses United (NNU), the largest nurses union in the country. “This is something that’s been created by health care employers over a very long period of time.”

NNU has frequently criticized hospitals for adopting what it says are policies of chronic understaffing in order to help their bottom line. High patient-to-nurse ratios deteriorated patient care and put nurses at increased risk of workplace injuries and infections before COVID-19, Mahon says. Then when the pandemic swept in, hospitals that had prioritized cutting costs were unprepared.

Health care doesn’t operate like a free market

While some nurse unions have been able to demand raises from large hospital systems during the pandemic, health facilities that see primarily patients who have government health insurance are often more limited in what they can pay. Nursing homes are overwhelmingly paid by Medicaid and Medicare, so they say the rates they can pay nursing staff are largely determined by how much the government programs reimburse per patient, and hospitals in low-income areas can face similar situations.

About 70% of the costs of operating a nursing home are related to labor, according to Clif Porter, senior vice president of government relations at AHCA/NCAL. But even as facilities have had to pay two to three times normal wages to hire temporary nurses during the pandemic, their reimbursement rates have not kept pace. “I can’t pass on inflation to my customer,” he says. “This creates a situation where our expenses exceed our revenue. It’s just that simple. And that’s just not sustainable.”

Porter says that he doesn’t want maximums for what nurses can make, but floats the idea of a cap on agency profits or regulations that stipulate how much of what a staffing agency charges it must pass on to its workers.

“If the legislation were to directly impact the [agency] overhead, we don’t believe that nurses salaries would be impacted,” says Ernest Grant, president of the American Nurses Association. But the ANA does not support any effort to lower nurse wages, and Grant added that the concern over price gouging has “become quite a distraction.”

Mahon agrees, saying the idea of investigating these staffing agencies will not solve the staffing crisis. Even if the health care facilities are not happy about the rates these staffing agencies are charging, she notes, they have found the money to pay them. “If there was serious reflection and introspection and desire to solve [the nursing shortage], it would be focused inward by this industry,” Mahon says.

More nurses, better treatment

Nurses groups’ say there are other solutions that could retain and attract a larger workforce. NNU would like to see minimum staffing ratios, enhanced workplace safety measures, and increased funding for nursing education, for example. The ANA has also promoted ideas including improving nurse hours and mental health support, adjusting the Centers for Medicare and Medicaid Services payment methods, and removing barriers that make it difficult for nurses to practice. “We really need to address it once and for all, and not just cap it off at this particular time,” Grant says.

Desperate to retain staff, Thomas Health, where Jennie Kahn works, has increased bonus pay, instituted recruitment bonuses, expanded its tuition repayment programs and started offering its staff free meals at hospital cafeterias.

The University of Vermont Medical Center, meanwhile, just agreed to raise its nurse’s wages by 20% over two years, with 10% being implemented now and an additional 5% coming in October 2022 and an additional 5% coming in October 2023.

Though Snell says the raises are a positive step toward retaining staff, she’s not certain it is sufficient to stop the bleeding. A study released in October by the American Nurses Foundation reports 21% of nurses nationwide said they planned to resign from their jobs within the next six months. Another 29% said they were considering leaving. University of Vermont Medical Center is not immune.

“We have a lot of nurses leaving our hospital to go travel,” she says. “I’m hoping the 10% right now will be enough to maybe keep some of them in place.”

But as climate change leads to an increase in extreme weather events, more travel industry players are trying to ease the blow of a rainy spell, scorching afternoon or even disappointing lack of natural phenomena.

“The experience matters so much more than the money to people,” said Nick Cavanaugh, founder and CEO of Sensible Weather , which pays travelers if the forecast meets certain conditions. “For many trips, the weather is the make-or-break for the experience.”

Weather guarantees are different from traditional travel insurance policies, which typically covers costs if a vacation has to be canceled or cut short because of a covered emergency such as illness, injury or natural disaster, said Jenna Hummer, spokeswoman for the travel insurance comparison site Squaremouth. Insurance policies can cost roughly 5 to 10 percent of the cost of a trip.

“That would be super frustrating if you spend X amount of money and go on a beach vacation and it rains the entire time,” she said. “Unfortunately, travel insurance does not cover loss of enjoyment.”

Guarantees for northern lights, powdery snow

Individual hotels, ski resorts, destinations, cruise lines and others have all offered their own twists on weather guarantees.

In 2019, the Italian island of Elba promised a free overnight stay (which is no longer in place) on days when it rained for more than two hours during peak activity times.

The InterContinental Singapore advertises a Rain Resist Bliss package for certain suites, good through the end of the year, that gives a one-night rebate if plans are disrupted by rain. Many ski resorts allow visitors to get a rain check on lift tickets if the snow doesn’t meet expectations.

SeaWorld offers a “Weather-or-Not Assurance” for its marine-themed parks and other brands that guests can return free within a year if extreme weather, including heat, puts a serious dent in their plans.

Holland America Line dangles a “glacier guarantee” for Alaska cruises, promising a credit for a future cruise equal to 15 percent of their fare if a voyage unexpectedly skips a glacier visit. At least two other cruise lines, Norway-based Hurtigruten and Havila Voyages , make a “Northern Lights Promise” for a free cruise if no aurora occurs during a sailing at certain times of year.

“The northern lights is a bucket-list [event] for so many travelers,” said Anders Lindström, spokesman for Hurtigruten, which has offered its promise for nearly a decade. “We know people book with us for the northern lights.”

He said chances are high for viewing the phenomena in Arctic Norway between October and March; travelers “almost never” have to take the cruise line up on its free-cruise offer — and if they did, they would still have to pay for flights to get to the ship. Still, Lindstrom says the guarantee helps guests have confidence to book in the first place.

“We’re not in charge of the weather,” he said. “I wish we were.”

Bad forecast = money back

Sensible Weather, which started offering weather promises in 2021, has sold more than 100,000 guarantees covering rain since then. The company partners with 3,500 businesses including campsites, tour operators, hotels, golf courses, attractions and others; those businesses allow customers to buy a “Weather Guarantee” as part of the checkout process. Sensible Weather mostly covers rain and, at ski resort partners, too much snow, but it started offering heat protection earlier this year. Cavanaugh said he is also interested in potentially adding air quality, following last year’s inundation of wildfire smoke.

The cost to insure against bad conditions is generally 5 to 10 percent of what a traveler is spending, Cavanaugh said. The parameters — for example, how many hours the rain forecast needs to be to get reimbursement — are set when the purchase is made. If the forecast meets that requirement, customers automatically get reimbursed, even if they move forward with their plans in the rain. The thresholds and prices vary according to the risk, and of course the weather could be good, which means no money would get returned.

“You can still go jet-skiing in the rain,” Cavanaugh said. “You cannot go jet-skiing in the rain and take the money we give you and go get a massage.”

The company provided some examples of how the coverage works: a couple who paid $12.78 to protect their $115 cost to camp for a June night in Tennessee was guaranteed a 100 percent payout if it rained for at least three hours. They got that $115 back after the rain lasted four hours.

In Utah, the cost was $3 to protect a one-night, $122 hotel stay in August with the promise that one hour of rain would result in reimbursement. The customer got $122 back after rain fell for an hour.

Because payments are made based on forecasts, people get their money back even if predicted weather doesn’t show.

“It’s a win-win,” Cavanaugh said. “We’re trying to get people money as soon as possible, ideally before the bad thing happens, to sort of maximize the probability that you have a good day.”

A newer company, WeatherPromise , also promises guarantees against rain for a price.

Campspot , a site that lets travelers book camping and RV sites, partnered with Sensible Weather last year after customer research revealed unpredictable weather “was the most stressful part” about booking a trip and camping, said Jeff Bettin, vice president of commercial strategy and performance.

He said the company found that customers were more likely to book after the guarantee was introduced.

“We think it’s potentially providing more confidence to get over that mental hurdle: ‘Oh, what if it rains?’" he said. “Now you have some peace of mind.”

Policies cover comfort

Collective Hill Country , a glamping site in Texas, is the first partner to offer guests the heat option as the outdoor hospitality company seeks to extend the dates it operates in the summer. Chief hospitality officer Vanessa Vitale Hughes said that the property already offers air conditioning, running water, showers, steel pools and foods appropriate for warm weather.

“I think that we’ve done a very good job of ensuring comfort in all types of conditions,” she said. “And I think it also depends a little bit on the guest — which is why any type of weather guarantee is an extra layer of protection for those who need it.”

The company has offered the rain protection at its property in New York City as “kind of an extra raincoat, if you will,” Hughes said, and got good feedback.

She said that in Texas, if the weather reaches temperatures set by the policy, guests will still be able to take part in whatever activities they’re comfortable doing — they'll just get money back for the day.

Carolin Lusby, an associate professor at the Chaplin School of Hospitality & Tourism Management at Florida International University and co-director of the Global Sustainable Tourism program there, said there are some travelers who would be most likely to opt to purchase weather promises. Potential customers include families and those who are risk-averse, big spenders who have more to lose from a disruption.

Lusby, who is organizing a conference about sustainability and climate change, said she expects the warming earth to continue to affect travelers in meaningful ways.

“It’s changing weather patterns," she said. “It’s something that’s going to impact us for sure.”

  • Both parents or guardians must approve that we can issue a passport to a child, and go with the child to apply in person.
  • If one or both parents or guardians cannot apply with their child, you will need to show us more documents.
  • You cannot renew your child's passport using Form DS-82.
  • Passports for children under age 16 are only valid for 5 years. 

Steps to Apply

1. fill out form ds-11 and print it.

Tips to complete your child's form :

  • Do not sign your child's form until asked to do so by a passport acceptance agent or employee. 
  • You can apply for a passport book , a passport card , or both documents.
  • You may ask for a larger passport book with more visa pages, at no extra cost, by checking the 'large book' box at the top of the DS-11.

2. Get Evidence of U.S. Citizenship (and a photocopy)

Your evidence must be an original or replacement copy. The document must have the official seal or stamp of the office which issued it. You must submit one of the following documents for your child:

  • Issued by the city, county, or state of birth
  • Lists applicant's full name, date of birth, and place of birth
  • Lists the parent(s)' full names
  • Has the date filed with registrar's office (must be within one year of birth)
  • Has the registrar's signature
  • Has the seal or stamp of the city, county, or state which issued it
  • Consular Report of Birth Abroad or Certification of Birth
  • Certificate of Citizenship
  • Please note you must also provide a document, such as a birth certificate, that lists the parent(s) or legal guardian(s) of the child. Full validity means the document is or was valid for 10 years for adults and 5 years for children under 16.

Paper only : You cannot submit digital evidence of U.S. citizenship such as a mobile or electronic birth certificate. You must submit physical evidence of U.S. citizenship and a photocopy of the document. 

Returning your child's document : We will return your child's document in a separate mailing up to 8 weeks after you receive the new passport.

Tips for making a photocopy :

  • Black and white (no color)
  • Use 8.5 inch by 11 inch paper
  • Use a single side of the paper

If you do not submit a photocopy, you must submit a second copy of your citizenship evidence. We will keep this copy for our records.

3. Show Your Relationship to Your Child

You must submit a document that lists the parent(s) or legal guardian(s) of the child. Examples include:

  • U.S. birth certificate (also evidence of U.S. citizenship)
  • Foreign birth certificate
  • Adoption decree
  • Divorce or custody decree
  • A court order

Some documents, like a U.S. birth certificate, show  both  U.S. citizenship and parental relationship. These documents must be originals or certified copies (not photocopies).

You and your child may have different last names, as long as the document showing your relationship to your child lists your full name.

If your name is different than the one on the document showing your relationship to your child, submit proof of your legal name change.

4. Get a Photo ID (and a photocopy)

Both parents or guardians must bring a physical, photo ID and a photocopy of it. If your photo ID is from a different state than the state in which you are applying, bring a second photo ID. 

You must show at least  one  of these photo IDs:

  • Valid or expired, undamaged U.S. passport book or passport card 
  • In-state, fully valid driver's license or enhanced driver's license with photo
  • Certificate of Naturalization 
  • Certificate of Citizenship 
  • Government employee ID (city, county, state, or federal)
  • U.S. military or military dependent ID
  • Current (valid) foreign passport
  • Matricula Consular (Mexican Consular ID) used by a parent of a U.S. citizen child applicant
  • U.S. Permanent Resident Card (Green Card) used by a parent of a U.S. citizen child applicant
  • Trusted Traveler IDs (including valid Global Entry, FAST, SENTRI, and NEXUS cards)
  • Enhanced Tribal Cards and Native American tribal photo IDs
  • In-state, fully-valid learner's permit with photo
  • In-state, fully-valid non-driver ID with photo
  • Temporary driver's license with photo

5. Show More Documents (if both parents or guardians cannot apply)

  • Both parents or guardians must approve that we can issue a passport to a child, and go with the child to apply in person.
  • If one or both parents or guardians cannot apply in person with their child, you will need to show more documents.

Important : Submit  Form DS-3053  and other notarized statements within three months of signing them.

6. Provide a Photo

You must provide one photo with your child's application. Go to our  Passport Photo page  for photo requirements and to see examples of photos. 

  • Do not attach or staple your child's photo to the form. The acceptance agent or passport employee will review the photo and staple it to your form.
  • Some  passport acceptance facilities
  • A company which offers photo services
  • Home. Ask your friend or family member to take your child's photo. Print it on glossy or matte photo quality paper. 

7. Calculate Fees

When applying using Form DS-11, you will pay two separate fees - an application fee and an execution (acceptance) fee. You will pay the application fee to the U.S. Department of State, and the execution (acceptance) fee to the facility which takes your application. 

  • Add $60 to your application fee if you want  expedited service .
  • Add $19.53 to your application fee if you want us to ship your completed passport in 1-2 days after we issue it.

*How to fill out your check and pay the application fee to the U.S. Department of State. Please note you must pay a separate execution (acceptance) fee. 

Families may write one check or money order to the U.S. Department of State if they are applying at the same time. The check or money order must include the name and date of birth of each applicant.

8. Find Location to Apply

In the United States:

  • Traveling in more than 3 weeks?  Go to a  passport acceptance facility  such as a post office, library, or local government office. Check with the facility to see if you need to make an appointment. 
  • Traveling in less than 3 weeks?   Make an appointment  to apply at a passport agency or center.

In another country:

  • Contact your  U.S. embassy or consulate .

9. Track Your Application Status

You can  subscribe to email updates  about your application status, and  learn more about each status update .

It may take 2 weeks from the day you apply until your child's application status is “In Process.” 

Frequently Asked Questions

How will you send my child's passport and supporting documents.

You will get multiple mailings. The number of mailings depends on what document(s) you asked for.

Passport Book : You may get your new passport and citizenship documents in two mailings. You may wait 8 weeks after getting your passport before you get a second mailing with your citizenship documents. We will return the passport book using a trackable delivery service.

Passport Card : You may get your new passport card and your citizenship documents in two mailings. You may wait 8 weeks after getting your passport before you get a second mailing with your citizenship documents. We only send the passport card via First Class Mail. We do not send cards using 1-2 day delivery services.

Both a Passport Book and Card : You may get three separate mailings:

  • New passport book
  • New passport card
  • Citizenship documents

Contacting Us : If you have been waiting more than 8 weeks for your documents, call us at  1-877-487-2778  to report that you have not received your documents. 

If you want us to reimburse you for a lost supporting document, you must contact us within 90 days of the date which we mailed your passport. You will also need to provide a receipt to show the cost of replacing the document. 

Can I pay for faster delivery and return shipping?

Yes. You may choose one or both of the following shipment options:

  • Delivering application to us : Pay for Priority Mail Express for faster shipping. The price for this service varies depending on the area of the country.
  • Returning the passport to you : Pay $19.53 for 1-2 day delivery. This means you will receive your passport   1-2 days after we send it. Include this fee with your check or money order payable to the U.S. Department of State. Do not submit a return envelope to us with postage pre-paid. 

You may receive your passport and supporting documents in separate mailings. If you are renewing a passport card, we will send it to you via First Class Mail. We do not use 1-2 day delivery services if you only applied for a passport card.

What countries require Form DS-3053 "Statement of Consent" to be notarized at an embassy or consulate?

In certain countries, a DS-3053 must be notarized at a  U.S. embassy or consulate  and cannot be notarized by a local notary public. Currently, these countries include:
