Japan gives green light to non-guided package tours

TOKYO - Japan will conditionally allow foreign tourists to travel without a chaperone from next Wednesday, Prime Minister Fumio Kishida has said.

The daily limit for all arrivals – including Japanese nationals, foreign residents, as well as those entering on business and tourist visas – will be raised to 50,000 from 20,000 people.

Since June, Japan has mandated guided tours for all leisure travellers – a hurdle too high for many prospective visitors who have lamented the lack of freedom.

Japan, which in 2019 received a record 31.9 million visitors, welcomed 8,155 tourists in June and July, said the Immigration Services Agency of Japan. Figures from the Japan Tourism Agency as of last Friday showed that 12,112 tourist visas had been granted for September and another 8,710 for October onwards.

The measures, announced at a news conference on Wednesday, have been cheered as a positive step in Japan’s reopening to tourism, with the country still lagging behind most of the world in easing Covid-19 border controls.

Among the other Group of Seven member countries, Britain, France, Germany and Italy have fully reopened to unvaccinated travellers and have no Covid-19 testing and quarantine requirements.

In the region, Australia, Malaysia and Vietnam have also dropped their border controls.

Mr Kishida, noting that tourism and international exchanges have been on the rebound all over the world, said that the latest steps will “allow foreigners to resume interactions with Japan and to benefit from the weaker yen”.

Yet the impact of the new measures is unclear, given that free-and-easy travel has not resumed and travellers will still be bound by conditions.

First, visas remain mandatory for all travellers. Tourists from all countries must apply for a visa through authorised travel agents by signing up for what Japan describes as a “non-guided package tour”. 

Second, even if travellers no longer have to be chaperoned, the travel agencies that sponsor their visa will likely still have to coordinate and manage itineraries, as well as ensure Covid-19 countermeasures by reporting positive cases.

Third, while Japan is doing away with the requirement for pre-departure polymerase chain reaction (PCR) tests from next Wednesday, this is only for those who have received at least three jabs of approved vaccines.

All other travellers must still take a PCR test within 72 hours before their flight. Japan does not recognise Chinese-made vaccines.

Mr Kishida said on Wednesday, without elaborating, that Japan will “further ease border control measures by taking into account the Covid-19 situation at home and abroad, as well as measures taken by other nations”.

Japan has topped the world in new Covid-19 infections for five weeks in a row, according to World Health Organisation data. But the Omicron-driven seventh wave in Japan appears to have peaked.

There were 169,800 cases nationwide on Wednesday, down 30.2 per cent from a week ago.

After maintaining some of the strictest Covid-19 border controls among major economies since the start of the pandemic, Japan has finally announced updates to its travel regulations. Foreign tourists will be allowed non-guided group travel, with a smoother entry process.

Earlier today, Prime Minister Kishida Fumio announced that Japan will allow non-guided package tours for visitors from all countries. This means that travellers will still have to purchase packages from authorised tour agencies, and keep strictly to the set travel itinerary instead of going off on their own to explore the country. 

The daily entry cap will also be raised to 50,000 people starting from 7th September – which is 2.5 times the current limit of 20,000.

Japan reopened its borders on 10th June to travellers on guided package tours, but remained closed to independent travelers. Kishida said that the easing of border controls is intended to spur visits from people who are looking to visit Japan due to the favourable exchange rates now. 

Covid-test requirement scrapped for vaccinated travelers

Last week, Kishida also announced that from 7th September onwards, travellers who have received three vaccine doses would no longer be required to show a negative Covid-19 result to enter Japan.

Currently, Japan’s borders are only open to their own citizens, as well as people who are holding long-term and pre-issued tourism visas.

From September 7, 2022, Japan will be lifting its restriction on unaccompanied travelers who have booked package tours to the country, as well as increasing the daily visitor cap to 50,000.

Arrivals will also no longer be required to take a PCR test within 72 hours of departure, on the condition that they have received at least three shots of an approved COVID-19 vaccination.

Non-Guided Package Tours to Japan to be Allowed from September 7

The announcement comes at a time when the Japanese yen is relatively weak against other currencies such as the US dollar, making Japan an increasingly attractive travel destination for overseas tourists.

Though tourism has not yet been restored to its pre-pandemic status, the recent change in restrictions is a significant step towards a full reopening to travelers in the not-too-distant future.

What These Changes Mean for Tourists

Leisure travelers from overseas will no longer be required to book guided tours to be allowed entry, although they will be required to book a package tour with an approved travel agency . The role of travel agencies, in this case, is to offer travelers support if they got infected with COVID-19 during their trip to Japan.

There have not been any announcements regarding a change in the need for visas to enter, and proof of vaccination will be required for all visitors.

Though not a complete reversal of restrictions, this will likely come as good news for many of those eager to visit Japan, and it is expected that restrictions will continue to be eased in stages, with an eventual full reopening now on the horizon.

COVID-19: Japan eases travel rules with unguided tours from 7 September

August has just ended on a high note with the latest series of announcements by Japan’s Prime Minister Kishida Fumio, detailing further easing of border measures for travellers to Japan. The following measures have been announced and will come into effect from 7 September 2022.

  • Daily visitor arrival cap will be raised from 20,000 to 50,000.
  • Entry of tourists on non-escorted travel tours will be allowed.
  • Pre-arrival PCR test is not required for travellers who have received at least 3 doses of the COVID-19 vaccine.

What does this mean for us non-Japanese people itching to go on holiday to Japan, you ask? Let me break down each point for you in our latest COVID-19 update article.

Perhaps the update received with the least fanfare this month was the increasing of the daily visitor arrival cap from 20,000 to 50,000. While the number jump may seem quite significant, this change will most likely have no immediate short-term effect on the current travel situation. For reference, according to the Japan National Tourism Organisation , approximately 144,500 visitors entered Japan in June 2022 alone, a number that falls comfortably within the previous 20,000 persons per day limit.

One more pre-flight requirement you may strike off your to-do list come 7 September is proof of a negative PCR test taken within 72 hours of departure, as long as you possess a valid vaccination certificate showing that you’ve taken at least three doses of a recognised COVID-19 vaccine. This is welcoming news for the majority of us as it would greatly reduce the current hassle of making preparations for Japan at the moment, although we still have to install the mandated apps as required by the Japanese Ministry of Health, Labour and Welfare.

Perhaps the biggest and most welcome update coming this September is the allowance of tourists in the country on non-guided package tours. To put it plainly, you can approach a travel agency, purchase or plan an itinerary with them, apply for your travel visa, and then fly over to Japan and enjoy your trip with their stamp of approval.

While this effectively means that you’ll be able to travel the country without being chaperoned by a tour guide or herded in a group of fellow tourists, participants in these non-guided package tours would still need to follow the rules and itineraries approved by their travel agencies, and will not be allowed to go off exploring on their own outside of their planned schedule. How these travel agencies plan to enforce these policies is up to them, but all of this is mainly to ensure that foreign travellers are continually monitored so that contact tracing can be done in the event that someone is infected with the coronavirus.

As fully-planned itineraries tend to not be popular with some travellers, some travel agencies have free-and-easy packages that allow travellers to plan and customise their own itineraries. Do not, however, expect the same level of freedom and cost-efficiency as you would normally have had when you planned your own itineraries pre-COVID-19. Many agencies would require you to follow their strict arrangements for air tickets, transportation, accommodation, and much more before giving your itinerary their stamp of approval.

If all of the measures above come into effect without a hitch, it would certainly be a lot easier for more people to fly to Japan for holiday. Keep in mind, however, that we still have long ways to go before we can truly enjoy independent travel as we once did. 

Perhaps the most time-consuming factor for travelling into Japan at the moment is the process to obtain a travel visa, as visa-free entry into Japan has been suspended since the early days of the pandemic. This would require you to prepare a variety of documents, as well as for you to have a sponsor in Japan (in this case, a travel agency) apply for you through the Entrants, Returnees Follow-up System (ERFS) . The ERFS is an application process that is necessary for any foreign national applying for a short-term visa stay (less than 90 days) in Japan.

All this additional paperwork means that you may not be able to have your pre-travel requirements ready for a quick trip as soon as you’d like, as potential travellers will need to start planning 2-3 months in advance. But if you’re adamant on enjoying the breezy Japanese autumn season before the floodgates fully open and don’t mind the extra costs and caveats that come with the current system, I’d say go for it — you deserve the break after waiting for over two long years!

If your preferred style of holiday, however, is to save on costs or to freely roam as you please without a tight schedule weighing you down, then I’d suggest you hold on just a bit longer as it remains to be seen when true, independent travel to Japan will return.

Japan to allow “non-escorted package tours” from 7 September

From 7 September, Japan will remove the chaperone requirement for tourists and scrap pre-departure testing, as it inches towards reopening.

Japan’s never-ending charade of will-they-won’t-they looks set to continue, as the country announces a further easing of tourism restrictions effective 7 September 2022. 

First, the bad news: free-and-easy travel still won’t be possible. If you were hoping to book your own ticket, fly to Japan and start exploring at your leisure, you’ll still need to wait.

The good news, if it can be called that, is that Japan will no longer require escorted tours. Tourists will be allowed to purchase nonguided packages from a tour operator, without constant supervision from a handler ala North Korea. 

I suppose that’s somewhat better, but I can’t be the only one frustrated by all this edging. 

Japan further eases tourism restrictions

International tourists to Japan are currently required to be part of an organised tour group, following a fixed itinerary and accompanied by a tour guide from entry to departure. The guidelines are 16 pages long, which hint at how far this arrangement is from business as usual. 

From 7 September 2022, Japan will scrap the requirement for constant supervision. Tourists will be able to purchase “nonguided package tours”. It’s not clear at the moment what exactly that means, but what’s clear is that free-and-easy is not on the cards just yet. 

What I envision is buying a tour package that comes with admission to several attractions, with dining, accommodation and transport arrangements included as well. It’s highly unlikely that travellers will be permitted to book their own flights or hotels, which is bad news for miles and points users.

I don’t really see the public health angle to this, so all I can surmise is it’s a measure to placate local tourism operators.

In other tourism-related developments, Japan will end its pre-departure test requirement for vaccinated and boosted travellers from 7 September 2022 as well.

On arrival in Japan, the relevant testing and quarantine measures depend on your 14-day travel history  and vaccination status. 

Singapore is currently classified as a Blue List country, which does not require on-arrival testing or quarantine, regardless of vaccination status. However, if your 14-day travel history cuts across various categories, the restrictions of the strictest one will apply. You can view the categorisation of countries here.

At the time of writing, Japan has suspended visa-free entry, and all tourists will be required to apply for a visa.

Japan will further ease its tourism restrictions from 7 September, scrapping pre-departure testing and the requirement for a continuous escort throughout the stay. A package tour and visa are still required, however.

Unfortunately, this isn’t the reopening we were all hoping for. But airlines seem to be betting it happens soon, and I mean, that’s got to be the next step right?

That’s the thing, no one fucking knows because the Japanese government never gives full details on their travel programs until last minute. It’s driving me insane; my honeymoon flight is booked for October and I’m unable to make plans for my honeymoon or to instead spend time with friends and family because they have to make slow changes and never be clear with the information they give, and since the trip is two months long I need to use miles to afford all those hotels. Needs a little more detail…. Japanese travel agency are quoting people a minimum 10,000 Yen/day/pax levy. So not only do you have to book your itinerary though them where you must only do at that time what is on there, you also have to book your hotel, etc. on top of that. I’ve seen some quotes today on the “tourist tax” at up to 25,000 Yen/day. For all those complaining, this is similar to the updated tour package rules for Bhutan (I’ve been to both countries). Do you have some specific articles I could read about this daily tax? I spent a couple years before COVID saving up to take a month-long trip to Japan in 2020, which obviously never happened. Unfortunately, while I managed to never spend any of my Japan Trip fund, and even managed to set aside more money, there’s no way I could afford an extra $3000+ dollars being tacked on to the cost of the trip. 🙁 Realistically, I suppose I’m not the lucrative traveler Japan is trying to attract. Spore Japan Embassy has except visa application for Individual for less than 30 days sightseeing tour. The form required did not specify you must book thru a travel agent, just your detail itenery and hotels needed. However all appointments for visa application has been filled till late October.

Japan Is Making It Easier for Tour Groups to Visit — Here's How

Although individual tourists are still not allowed, Japan is easing its rules when it comes to group tours.

Japan will allow tour groups without a guide starting next week in the latest lift of its pandemic-era travel rules.

The country, which first reopened to escorted group tours in June, will now allow unescorted visitors on "package tours" starting Sept. 7, Prime Minister Fumio Kishida said Wednesday, according to The Japan Times . The country will also raise its daily arrival cap to 50,000, an increase from its initial cap of 20,000. 

Kishida said he would consider easing border restrictions even further in the future.

“In countries worldwide, international exchange is growing,” Kishida said, according to the site. “To participate in these exchanges and to benefit from the weaker yen, we will raise the daily arrival cap to 50,000 from Sept. 7, as well as allow [tourists on] nonguided tours from all countries to enter the country.” 

Under the new rules, tourists will no longer need an escort, but they will still need “sponsors,” or travel agencies in Japan, The Japan Times reported. Individual tourists are still not allowed.

Earlier this month, Japan took another step to ease entry rules, dropping its pre-departure test requirement for travelers who received at least three doses of a COVID-19 vaccine, according to the Ministry of Foreign Affairs of Japan . That rule also goes into effect on Sept. 7. Until then, travelers must submit proof of a negative COVID-19 test taken within 72 hours of their departure.

Japan’s tourism industry has been struggling. As of the end of July, just over 8,000 foreign tourists had visited the country since it re-opened, The Japan Times noted, citing the Immigration Services Agency.

Japan maintains some of the strictest border rules in the region with countries like Thailand and Singapore dropping testing and quarantine rules and allowing visitors to travel freely. 

In anticipation of demand, Delta Air Lines is making it easier to get to Japan , resuming service from Los Angeles to Tokyo on Oct. 30 and adding a new flight from Hawaii on Dec. 1, as well as  opening its only international Sky Club lounge in Haneda Airport last month.

Japan will allow non-guided package tours from all countries from Sept 7 and more than double the number of people it permits to enter daily as it further rolls back some of the strictest Covid-19 border controls among major economies.

The moves announced Wednesday by Prime Minister Fumio Kishida, however, do not allow for entry of individual tourists. The premier also didn’t lay out any changes for visa restrictions that place a high bar for entering the country.

Kishida said the daily entry cap would be raised to 50,000 people from the current 20,000. He also said he wanted to ease border controls to spur visits from people trying to take advantage of a weak yen -- eventually loosening border restrictions to the same level as other members of the Group of Seven industrialised nations.

Kishida’s government began to allow limited numbers into the country from June, subject to strict rules such as being part of a package tour with a guide and wearing face masks. Japan had about 246,000 foreign visitors last year, a far cry from the record 31.9 million in 2019. 

Participants in the non-guided package tours would still need to adhere to itineraries set by travel agencies, and individuals won’t be allowed to go off exploring on their own under the relaxed rules. The ongoing restrictions are more stringent than places such as Australia, Singapore and the United Kingdom, which impose few if any measures to entry, and are getting a head start in reviving their beleaguered tourism industries. 

Airlines, hotels and retailers in Japan are all eager to regain the business they lost. The small trickle of foreigners allowed into the country last year spent 120 billion yen ($866 million). In 2019, they spent 4.8 trillion yen, or 40 times more, according to the Japan Tourism Agency.

Tourism-related stocks rose after Kishida’s announcement, with airlines ANA Holdings Inc closing the morning session in Tokyo 2.9% higher and Japan Airlines Co up 3.4%.

Last week, Kishida said that from Sept 7 Japan would scrap a requirement to show a negative Covid-19 result to enter the country for travellers who have received three vaccine doses. 

While the testing requirement is being relaxed, there’s still the issue of entry visas. Japan’s border is currently only open for people with Japanese nationality, as well as those with long-term and pre-issued tourism visas. It stopped visa waivers for applicable passports during the pandemic.

Japan has further relaxed its COVID-19-related travel restrictions, finally allowing travelers to visit the Land of the Rising Sun without an escort.

From Sept. 7, foreign tourists will be able to visit the Pacific archipelago without being tied to a guided tour. Additionally, the arrival cap will marginally increase from 20,000 to 50,000 daily tourists.

Prime Minister Fumio Kishida said he hoped the new measures would awaken the former economic powerhouse's tourism industry, still groggy from almost three years of travel restrictions. He added that tourist-friendly exchange rates in particular should prove a major lure.

"In countries worldwide, international exchange is growing," said Kishida. "To participate in these exchanges and to benefit from the weaker yen, we will raise the daily arrival cap to 50,000 from Sept 7, as well as allow [tourists on] nonguided tours from all countries to enter the country."

Tourists will still need to be vaccinated and assigned to a package tour to obtain a visa, but they will no longer need to be supervised.

What exactly constitutes a package tour is not clear, but ministers said guidelines will be released in the coming days.

This is a big step for Japan. One of the world's last COVID-19 travel-ban holdouts, it had been closed to tourists since 2020.

In June, it began allowing foreign tourists into the country, but only on tightly controlled guided tours. On top of that, visitors were expected to provide proof of a negative test up to 72 hours before departure and apply for a visa — a laborious and time-consuming process that industry experts said turned people off from visiting Japan.

Ministers hope that loosening their current restrictions will breathe life into the nation's wheezing economy, as the strict, guided tours have not been popular with tourists. According to Japan's Immigration Services Agency, only 8,155 foreign tourists visited Japan in June and July. Maintaining a strict 50,000-tourist arrival cap could still deter some tourists from booking trips.

What do I need to enter Japan?

At the time of writing, the U.S. Department of State has not yet updated guidance on its website; however, you will no longer need to provide proof of a negative COVID-19 test up to 72 hours prior to your departure, nor will you have to be signed up for an approved tour.

Instead, you simply need to be fully vaccinated and signed up for a package tour, the exact details of which are not yet available.

What does it mean to be 'fully vaccinated' in Japan?

If you can prove you have received two doses of the AstraZeneca, Pfizer or Moderna vaccines (or one of the Johnson & Johnson vaccine) as well as an additional booster shot from Pfizer or Moderna, then you will be considered fully vaccinated. You will be exempt from quarantine and self-isolation. AstraZeneca is not accepted as a valid booster.

If you are identified as a close contact of someone who tests positive on arrival, you will be required to quarantine or self-isolate for seven days.

Unvaccinated travelers no longer need to self-isolate but are expected to provide proof of a negative test up to 72 hours before departure; it must be signed and stamped by the laboratory where the test was taken.

As of October 11, 2022, Japan will open its borders to all Europeans (including the European Union, the United Kingdom and Switzerland) and North Americans (Canada and the United States) without requiring a visa.

Only non-triply vaccinated travelers need a negative PCR test performed within 72 hours prior to departure.

Do I still need a visa to travel to Japan as a tourist?

No, no visa is required for blue countries including all European countries (European Union, United Kingdom and Switzerland included) and North American countries (Canada and United States). I do not have 3 doses of vaccine or I am not vaccinated against COVID, can I enter Japan?

Proof of Covid vaccines is no longer required for travelers from "blue" countries. Therefore, unvaccinated travelers can enter Japan if they live in blue countries. But a negative PCR test is required at embarkation for travelers who are not vaccinated 3 times.

Is there still a quarantine upon arrival in Japan?

Quarantine and testing on arrival have been eliminated for travelers from blue countries.

Is insurance mandatory?

No, but it is recommended. Japan Experience, as an option of its tours, provides appropriate travel insurance solutions.

What anti-covid measures are still in place in Japan?

The mask must be worn indoors (except in exceptional cases) and in transportation.

What applications should I download before entering Japan?

For tracking the evolution of the coronavirus epidemic, the Japanese government recommends downloading several applications:

MySOS, the health and location tracking app (it will be used to confirm your location, health status and accommodation).

COCOA, the COVID-19 contact confirmation app (this will be used to notify you of possible contact with a COVID-19 positive person).

I’d already booked my (refundable) air tix from Singapore to Hokkaido (16-23 Dec 2022) for my son and I. Have been hoping for complete lift of travel restrictions by then. But with the latest restrictions still in place as of 7 Sep i.e. travelers still need to be on packaged tours, am wondering if I should play it safe by booking us on a “non-guided package tour” instead? But am struggling to find out what this even means. Called a Japanese travel agency in Singapore, and they are “still waiting for official guidelines”.

Our original plans are to spend about 4 nights in Niseko (Hirafu), and the remaining nights in Sapporo for easy access to quick day trips to Otaru etc. Would anyone know of travel agencies who can arrange for something like that for us, and most importantly the travel visa? Or where to access helpful info?

This isn’t our first trip to Hokkaido. We’ve already done all the tourist-y stuff there. Just hoping to learn a bit of skiing, play with snow and eat lots of good Japanese food this time round.

Any suggestions will be much appreciated!!

I think you should call the Japanese Embassy in Singapore and ask when the official guidelines will come out.

non-guided package tour - has been a rumour for a few weeks but nothing official has been announced yet. Japan is still closed to individual tourists as of now.

Despite PM Kishida's press conference, no useful details have been released today.

Thank you everyone. In the face of such ambiguity from the Japanese authorities, your responses have actually provided me with some clarification :) Good to know that it’s not me being entirely clueless. Guess we just have to continue waiting….

Excellent tour that covered pretty much all the hotspots along the way. Nice and clean hotels with the exception of one. Coaches were clean and the drivers carried water bottles in the fridge... you can get one for a Euro if needed. Europamundo's own coaches have vending machines in the bus and you can fetch water, coke, and other drinks. Most of the coaches did not have usb charging points which is a big negative as we spent lot of time on the road and phone needed charging. Tour guides were awesome, knowledgeable, and accommodative. Having exclusive local guides at some places was great as we got direct knowledge and in-depth history of the place during the visits. Overall it was a great experience on a 17 days tour from Rome to Paris.

Great diversity of countries and cities but WAY too fast paced. One night in Slovenia and Poland was ridiculous and with travel time some days we spent less than 15 hours in the city. The guide was a but inexperienced so we didn't have a good description of some of the cities. Great way to make friends and see cities! Would recommend going end of August or later as it was still very hot going through the cities!!

Excellent tour with fantastic tour guide (Noddy). It's a tour aimed at younger (under 40) travellers, so the accommodation is mainly hostels and the pace is pretty fast but we still managed to spend a reasonable amount of time in each place. There was a good balance of history/culture and activities, and there is a lot of flexibility with the optional activities and free time to spend more or less time at the beach, museums, etc. Highly recommended as an introduction to the Balkans!

My wife and I enjoyed the Balkan overview w Penguin Travel. The tour is geared towards independent travelers with good mobility. Most of our fellow travelers were experienced and took advantage of the free time offered. The hotels were 3 star on average and despite some minor issues were clean and comfortable. We are glad we did not drive since the roads traveled were hilly and the speed limits as low as 18mph made the bus drive slowly and there were 16 border crossings. Enjoyed meeting fellow passionate travelers. Overall a good price given what was involved.

Ivan is incredibly knowledgeable and welcoming. I felt very safe at all times and he was very accommodating. Ivan made sure that everyone was super comfortable and happy, it was great to be apart of such a trip! He was even able to change the trip on the fly as there was bad weather that would have precluded a lesser guide from being able to keep everyone happy and comfortable. However, Ivan accommodated everything with grace and courtesy.

My overall review was that the tour was quite good with some days with more free time than others. Our tour guide, Tom, gave us the history of events shaping Ireland and Scotland and our bus driver was a safe and efficient driver. My only suggestion was luggage portage should be included because at times it was quite difficult with the stairs although Tom lent a hand too.

Unfortunately, the group was all 60+ years old couples, mostly Americans, 4 Australians and 2 Germans. I never felt more alone in a group like in this trip. Group members were more than punctual they are always 20 minutes ahead of time and complaining about my "tardiness" although I showed up on appointed time. One of the American ladies commented that it was a cultural thing. I told her no it's an age thing because my parents do like them. We had two tour leaders the one who accompanied us from Vilnius to Tallinn (Lamija) was very knowledgible with great personality. The one who accompanied us from Tallinn to Helsinki (Nathalia) was the exact opposite. Not only did she not lack all the guiding skills but She was also impolite to me and she claimed that she was joking.

What people love about Budget Tours in Europe

So honestly when we were assigned to this company through Tour Radar and looked at the reviews we were a little worried. I tried to hope for the best and assume that people who DO NOT have great experiences write more reviews. I was absolutely correct. We had AMAZING tour guides. Knowledgeable, kind, helpful. I think this company does an amazing job of moving people from one destination to another especially when it seems that itineraries overlap offering everyone the trip they desire. The hotels far outweighed our expectations. Of course there were small hiccups with time losses and changes in plans for the day but for the price and to get a brief view of Europe I would call it an outstanding tour.
The tour is generally good. I wish though that more time are given to explore major places. Some places can be skipped already since there was nothing much to see.
