With the excitement of summer vacation long past and the busyness of Christmas and New Year still a couple of months away, November is a great time to visit Hawaii. If that’s your plan, considering all the aspects of your upcoming trip – travel rates, weather, and local events – will help you get the most out of your time in this paradise.

November Weather in Hawaii 

Since November inches towards winter, expect a dip in the evenings to the high 60s or low 70s, which make it comfortably-chilly to stroll along the beach after the sun goes down. Winter is the rainy season in Hawaii, so November sees higher than average rainfall, with most showers occurring at night. The daytime showers are short and sudden, nothing a jacket or an umbrella can’t handle. Make sure to add these items to your Hawaii packing list.

If you’re not a fan of the rain, consider booking your stay on the south or west sides of the islands, i.e., the leeward side, as they usually receive less rain. The Kona side of the Big Island sees the lowest levels of rain in November.

The weather also varies from island to island. You can swim and sunbathe on a black sand beach or white sand beach on the Big Island (even during winter months, from November to February), and then possibly go for a walk in the snow on Mauna Kea mountain, located about 190 miles from Honolulu.

Technically, November is a winter month in Hawaii, but the daytime temperatures still remain cozy-warm at around 80°F on average. Nighttime lows can drop to around 70°F. This is one of the cheapest months to head for Hawaii, with lower hotel rates and airfare compared to the summer and winter. If you’re on a budget, you’ll be delighted to find plenty of deals on accommodations and flight tickets this time of the year.

The cost of flying into Hawaii in November is also cheaper compared to peak-season months. The Honolulu Airport (in Oahu) and Kahului Airport (in Maui) are the cheapest to fly to, with $550 – $600 for a round-trip ticket. The Kapalua Airport (on the west side of Maui) and the Hilo Airport (Big Island) are the most expensive, with a round-trip ticket costing upwards of $870 in November.

Accommodation

Hotel prices this month stay affordable – generally $250-$275 per night. And if you’re looking to save even more, hostels and Airbnbs or other private rentals are your best bet. You can easily get a room in a dorm or in an Airbnb for $50-$56 per night.

Renting a car can cost you anywhere from $100 to $220, depending on the model and size of the vehicle. Some of the most popular car rental services in Hawaii are Alamo, Enterprise, Sixt, Thrifty, and Hertz.

According to Expedia’s 2022 Travel Hacks report, prices for domestic flights typically start to increase 21 days before departure, while for international flights, the duration is 28 days. The report indicates if you’re flying to Hawaii from the US mainland, 28-35 days in advance is the sweetest spot to book your flight. If you’re flying in from another country, booking 3-4 months in advance will give you the lowest prices.

Is November Crowded in Hawaii?

No, it’s not. November is actually one of the slowest months in Hawaii. Since most families decide to visit between December and February, you can enjoy an affordable and peaceful time during your stay with fewer people around.

However, the week of Thanksgiving is the only exception. This time tends to attract a large wave of tourists, so hotel and airline prices also go up during this week. For a cheaper and quieter November vacation, plan your trip during the first two or three weeks of the month.

With year-round sunshine and balmy weather, any time is a great time to visit Hawaii . But while there are no major seasonal changes in the Islands, there are subtle differences in weather, crowds and prices throughout the year.

Most visitors travel during breaks, so summer and mid-spring are busy. But the busiest time in Hawaii is actually winter – specifically the last two weeks of December through early January – as people flee cold climates for sunny beaches and warm weather. During this peak time, prices for airfare and hotels are the highest. You'll find cheaper rates during late spring and fall, before Thanksgiving.

During the summer, the average daytime temperature is 85°F; in the winter, it's 78°F. But summer tends to be drier and hotter; winter is often rainy and wet. For more tips and advice, read on before you plan your next vacation to the Islands . 

June to August is busy, but the weather is perfect

If you want to experience Hawaii at its best, visit during the summer. The days are long and languid, the weather is almost always sunny, and there's so much to do. But schools are out on summer break, making this a peak season for traveling to the Islands. Expect higher prices on airfare and hotels and longer lines at popular attractions. Reservations for things like Hanauma Bay on Oʻahu and sunrise at Haleakalā National Park  on Maui may be harder to nab.

Surf is up on south-facing shores – like Waikiki on Oʻahu and Poʻipu on Kauaʻi – and outdoor events and festivals are happening on every island. June starts with the annual King Kamehameha Celebration Floral Parade through Waikiki. Every weekend, Japanese temples host bon dances at night, with traditional dancing, music and food. On Maui, there's the annual Kapalua Wine & Food Festival ,  Maui AgFest and Maui Film Festival .

Every island has a county fair, with keiki (kids) rides, live entertainment and food booths. And surfing is celebrated at the annual Duke's OceanFest in August, a weeklong festival in honor of the legendary Duke Kahanamoku, with surf contests, surf polo, swimming, stand-up paddling and Hawaii's only dog surfing competition.

Most plumeria trees will be in full bloom, and it's also mango season, so expect lots of mangoes on the menu in restaurants and at farmers markets across the state.

September to October is the cheapest time to visit

Fall is typically the slower season for travel in Hawaii – you'll run into fewer crowds but still enjoy warm temperatures, averaging a high of 88°F. Airfare from the US mainland is usually at its lowest, and finding deals  (and rooms) at hotels will be easier.

Evenings are balmy – perfect for a quiet dinner at an oceanfront restaurant – and the ocean is actually the warmest it will be all year. It's still hurricane season until November, though, with most hurricanes hitting the Islands in late summer and early fall.

November to January is the best time to escape winter — but expect crowds

It's no surprise the winter months are Hawaii's busiest – you can still lounge on the beaches here and bask in the sun. The days start getting shorter in late fall, and November, namely Thanksgiving weekend, signifies the start of Hawaii's busiest travel period. Rooms may be hard to get, so book early if you're planning a trip to Hawaii during this time. This is also the priciest season, though you can sometimes score deals on airfare.

Winter months bring monster surf to the north shores of all islands. Professional surfers flock to Oʻahu's fabled North Shore for contests, including the Triple Crown of Surfing and the Eddie Aikau Big Wave Invitation – both exciting to watch from shore. (Don't attempt to get in the water when the surf's up.) The Honolulu Marathon happens in December, when thousands of people hit the roads from Waikiki to Hawaiʻi Kai. 

Starting in November, humpback whales – called kohola in the Hawaiian language – start their annual return to Hawaii to breed, birth and nurse calves. An estimated 8000 to 12,000 migrate from Alaska to the Islands' warm, shallow waters from November through April, and the protected marine mammals can be seen from every island.

February and early March are often rainy and slow 

Late winter brings good news for budget travelers and anyone looking for a more relaxing vacation: you can often find discounts on airfare and hotels, and beaches, hiking trails and popular attractions aren't nearly as crowded as during the peak summer and winter seasons.

Winter months tend to be rainier than summer, but the showers are usually localized and don't last that long. This is a great time to hit farmers' markets – every island has them! – as avocados, citrus, lychee and other tropical fruits are still in season.

Mid-March to early April is an ideal time for families

With the exception of spring and Easter breaks, spring is a slower time of year for travel. But when schools are out, it's another peak season. The prices aren't as high as they are in the summer and winter months, though, and the weather is cool and comfortable, not summery hot – perfect for outdoor adventures with kids. 

It's a nice time to walk through zoos – the Honolulu Zoo on Oʻahu is the largest in the state, but the Panaʻewa Rainforest Zoo & Gardens in Hilo is charming, with a great playground and botanical gardens. The ocean is fairly calm during this period, making it great for snorkeling and swimming.

And if it rains, there's plenty to do indoors. Oʻahu has a few indoor playgrounds, including Kids City  in Honolulu and Kapolei, Hawaii Children's Discovery Center in Kakaʻako and the new Keiki Kingdom , with the largest ball pit on the island. This is also a great time to take in a luau, which can often be sold out during busier seasons.

May to June is best for couples 

Hawaii is one of the most romantic places in the world, and heading there during a slower time – fewer visitors, emptier beaches – makes for an even more magical trip for the lovers out there. This is just before the peak-summer travel time, so you'll likely find cheaper flights and accommodations.

Temperatures are in the mid-80s, and the weather isn't as rainy as in early spring, which means it's a great time to hit hiking trails, walk along beaches and explore charming neighborhoods, like Kailua on Oʻahu, Paia on Maui and Hanalei on Kauai. This is also a great time to visit Hawaii Volcanoes National Park , as it's not as crowded or rainy. (Still, if you're hiking through the park, you should bring rain gear just in case.)

The weather was great! It rained a little every day but not for long- except one day- it rained all day. That was the day we decided to tour the island by car rental. Even that rainy day didn’t stop us from enjoying ourselves.

I hope Thanksgiving week is good! I am going with my family Nov 23-Dec 5! I’m counting down the months!Lol. I read somewhere that the rain usually happens at night during the “rainy months” so it shouldn’t affect your Vaca to much. Last time I was there when it rained it was for 30 min or less by the beach then it was sunny again. I went last year and the rain was mostly inland not on the beach part in Oahu. We were hoping to have our honeymoon on the Big Island, from October 29th-November 9th. Will the Kona Coffee Festival bring many tourists? I’ve been to the Big Island before but I want to be able to share all of my experiences without too much of a crowd.

Oh my gosh! You have to go to Maui! My husband and I are going for our 3rd time November 10-17. The beaches in Kaanapali are beautiful. There are a lot of beautiful hotels.

We are looking forward to visiting Hawaii November of 2017. Our 50th wedding anniversary is November 23 though since that is so close to Thanksgiving we may go earlier in the month. I’ve heard all good from just about everyone so can’t wait to go!

Just a quick note. Thanksgiving is not the last Thursday in November; it’s the fourth Thursday. Most years, that day coincides. Only important if you’re making plans for that week….

Why Maui in November is the Perfect Time for Your Tropical Getaway — And Why It Isn’t

Planning a getaway before the year-end holiday rush? Maui in November is an ideal time to visit the Hawaiian island — as long as you know what to expect. From cost considerations to typical weather patterns to annual events held this time of the year, we break down the crucial details you should know before you book your fall-season flight to the Valley Isle.

As the leaves change and the air cools in many parts of the world, the allure of a warm, tropical escape acts as a siren call. Instead of pumpkin spice lattes around a fire pit, you dream of coconut shave ice while lying on warm sand.

Enter Maui, with its balmy beaches and welcoming water.

But is November a good time to visit the Valley Isle?

We think November is a great time to visit. The month brings a slight shift in the climate and a dip in the tourist throngs while still offering activities that the island is best known for — beach excursions, hikes, and water adventures, to name a few. 

Yet with all of the month’s benefits, there’s also no such thing as the perfect time. Each season has its benefits and drawbacks.

While the temperature remains relatively warm in November, you may not always encounter the best weather in the fall season. As the island transitions from its drier summer months to its slightly wetter winter, those seeking uninterrupted sunshine may need to adjust their expectations. And humpback whale admirers may find themselves disappointed at viewing opportunities in the fall season.

What the weather is like on Maui in November

For a general idea of what to expect for Maui weather in November, we researched 2023 weather data to compare the month with other times of the year.

November visitors typically enjoy slightly cooler overall average temperature than in the heat of summer, with average temperatures typically in the high 70s . And while November is seen as the start of the rainy season, staying in West Maui (Kaanapali/Kapalua) or South Maui (Kihei/Wailea/Makena) puts you on the leeward side of the island, which is typically drier and warmer than east or north shore of Maui.

Bear in mind that the weather forecast may show Maui as warm and dry in November, but each region of the island has its own microclimate. For example, temperatures in Upcountry Maui are typically cooler than at leeward coastal locations, such as Kihei and Kapalua. Similarly, East Maui sees more rainfall than other parts of the island.

Bottom line: While average temperatures on the island tend to remain warm year round, pack a few light layers if you plan to explore all of the island’s regions. 

What to pack when visiting Maui in November

With Maui’s temperate weather, your packing list doesn’t need to change much based on the time of year you travel. Instead, let your itinerary be your guide .

Planning to hike a lot? Don’t forget your hiking shoes, hiking socks, a hat, and moisture-wicking apparel.

Will you be spending most days on the beach and in the water? Be sure to bring extra swimsuits, a coverup, and mineral-based sunscreen.

Heading Upcountry to Haleakala’s sunrise? Pack a sweatshirt and pants — It gets chilly up there.

Bottom line: Unless the weather report predicts otherwise, pack for warm, tropical weather. Focus on shorts, t-shirts, and dresses in lightweight, breathable fabrics for daytime activities. For evening activities, pack a light sweater and lightweight pants in case of a chilly breeze. Also, pack for specific activities you have planned — whether you plan to hike to a waterfall, snorkel with turtles, or enjoy sunset on the beach. 

Pro tips for packing and preparing for November weather conditions.

  • Check the weather forecast for signs of a storm or unseasonal weather. Maui is a tropical island, after all, and weather systems can impact Maui’s individual microclimates.
  • In general, pack warm weather attire. This includes cotton, linen, and other lightweight breathable fabrics. I’m typically clad in t-shirts, shorts, and sandals when visiting Maui during this time frame.
  • Any time I travel to Maui between the fall months and spring months, I pack a light sweater and lightweight pants as a precaution. While evenings typically remain balmy, the ocean breeze can feel chilly after the sun sets.

How Maui crowds and tourist traffic compare in November to other months

While November falls within Maui’s shoulder season, when tourism dips after the summer rush, expect to find more crowds (particularly families with children from the United States) on the island during Thanksgiving week. But even with this holiday bump in tourism numbers, Maui tends to see fewer crowds in November than the busy summer months of June and July.

This overall dip in arrivals to Maui in the fall season is one of the reasons why we commonly visit in November. Restaurant reservations are easier to get when there are fewer people on the island. The cost of flights, rental cars, and accommodations also tend to dip when demand is lower. And finding an open lounge chair by the pool is much easier during the quieter shoulder season months, such as November.

How does Maui’s November visitor count compare to other months in the year?

In November 2022, a little over 230,000 visitors flew to Maui. This is around 13% less than the December holiday season, when nearly 260,000 visitors arrived on Maui by plane.

Compared to the July 2022, the busiest month of the year, Maui received nearly 25% fewer visitors in November of that year.

However, there were also 20% more visitors to Maui in November 2022 than in January 2022.

Bottom line: November isn’t the busiest month to visit Maui, but it isn’t typically the slowest month, either. It’s considered shoulder season, which is the in-between period between Maui’s slower tourist season and busy season.

Tips for avoiding crowds around Maui

If Maui seems particularly crowded when you’re on the island, don’t despair. These are a few of our tips for enjoying the island without too many people around.

Get an early start. Visiting the most popular sights early in the day will help you avoid the crowds. I’ve had Instagram-worthy beaches such as Makena’s Secret Beach , a cozy oasis in South Maui, all to myself when I’ve arrived early enough. 

This same advice goes for the famous Road to Hana drive . There’s a world of difference, in terms of traffic and crowds at each stop, if you start your journey to East Maui at 7:30 a.m. versus 10:30 a.m.

Head Upcountry. While many visitors make the pilgrimage to Haleakala National Park for sunrise or sunset, or to Makawao for malasadas, many tourists miss out on other delightful offerings in this region. A local winery, a lavender farm, a goat farm tour, and a weekly farmer’s market are just a few places to visit in Maui’s rural Upcountry. And you won’t have to battle a throng of tourists.

Stay overnight in Hana. While the famous road through Hana sees its daily share of tourist traffic, the town (and neighboring sights) is virtually deserted in the evening and early mornings, when the crowds flock back to the resort districts of West Maui and South Maui. Imagine enjoying the sunrise on the black sand beach of Waiʻānapanapa State Park (with a timed reservation) without sitting shoulder to shoulder with other travelers. Or hearing the wind rustle through the bamboo forest at Pīpīwai Trail without weaving your way through a throng of other hikers.

Spending the night at a relatively remote location such as Hana will give you plenty of seclusion from the busyness of the more developed tourist districts on Maui.

What traveling in November will cost you compared to other months

November is considered Maui’s shoulder season, which is when tourism traffic dips slightly compared to other times of the year. With less demand typically follows lower costs — but that’s not always the case. These are the cost factors to consider when booking your Maui vacation in November.

Hotel cost. According to the Hawaii Tourism Authority, November 2022 was the third cheapest month of the year to book a hotel, on average. The average daily rate was just behind September and October in least expensive hotel pricing.

And while November isn’t the least expensive month for booking a hotel on Maui, hotel daily averages for the month were approximately 26% lower in 2022 than the most expensive month of the same year, December.

Cost of flights to Maui. There are too many pricing variables to make generalizations about whether November is the best month for booking a flight. Not only do school holidays factor in, but your departure airport, the number of flight routes to the Hawaiian islands from your airport, and how much demand the airline sees on that route all factor into the airlines’ dynamic pricing.

For example, one popular Hawaii-based travel blogger states that January and February are the cheapest months for flying to Maui. While that may be true when flying from some cities, we’ve found that this isn’t the case when flying from the Seattle area, when many locals book trips to Maui to escape the gloom and rain of the winter months.

Tips for finding the best flights to Maui in November

  • Research historical flight costs departing from your local airport using online tools such as Google Flights or Kayak. These travel sites aggregate flight cost data for specific routes.
  • Avoid school breaks. When kids are out of school (such as the third week of November for United States-based students), more families are free to travel, driving up demand — and fares.
  • Fly midweek. We’ve found that fares tend to be lower when traveling midweek than on the weekend.

Don’t miss these key events and festivals happening on Maui during the month of November.

Made in Maui County Festival

Typically held the first weekend in November, the annual Hawaiian Airlines Made in Maui County Festival attracts approximately 10,000 attendees while showcasing local businesses and locally made products. It’s a great place to kick off the holiday season with a head start on gift shopping with the whole family. Peruse the vendor stands, grab a bite from one of the local food trucks, and enjoy the live music and performances at this popular event.

Valley Isle Road Runners Turkey Trot

Join the Valley Isle Road Runners for their annual 5K Turkey Trot, a fun and festive way to kick off your Thanksgiving Day. This friendly run benefits the Maui Food Bank. The course weaves through a scenic Maui Upcountry route, offering breathtaking views and a great opportunity to bond with the community before the holiday feast.

Hui Holidays

Support local artists and crafters while shopping for souvenirs and holiday gifts at the cultural center’s annual event. The Maui Arts Center bazaar features unique, handcrafted treasures with something for the entire family. This multi-day event at Hui No’eau Visual Arts Center typically starts in mid-November and runs through December.

Thanksgiving Luau

For an unforgettable Thanksgiving treat, experience a unique twist on tradition with dinner at a Thanksgiving luau. Savor a sumptuous spread that blends classic Thanksgiving dishes, such as turkey, with the flavors of traditional luau cuisine for a memorable holiday experience on Maui.

Outdoor activities and adventures in November

Whale-watching tours in November . November is the very start of when humpback whales begin to appear off the shores of Maui. However, November doesn’t fall into prime whale watching season, which typically takes place from December through May. The very peak of whale watching season occurs from January through March. Inquire with local tour operators before your trip for a better idea of what to expect on your whale watching excursion.

Snorkeling and water sports in November. While not the warmest time of the year to enter the water, November is still a fantastic month to dip into the ocean waters around Maui. 

While November is considered the start of the rainy season on Maui, the resort districts on the South Maui and West Maui coasts lie on the leeward side of the island. The microclimates for both areas offer some protection from strong trade winds and storms that could affect visibility when underwater. 

November water temperatures are also slightly chillier than the late summer months of July and August. According to Auntie Snorkel, fall ocean temperatures typically range between 77 and 79 degrees Fahrenheit, while late summer temperatures fall between 79 and 85 degrees Fahrenheit. 

Warning: In the event of a recent storm, stay out of the water — particularly if it’s murky. There’s a danger of cross-contamination from runoff and a higher likelihood of shark activity.

Hiking Maui in November. Some of the most popular hiking trails on Maui lie in the West Maui mountains and in the East Maui region, along the Road to Hana. This includes ʻĪao Valley State Monument, Twin Falls, and Waihe’e Ridge Trail. 

In November, you’re more likely to encounter rain showers in both of these regions for two reasons: 1) both areas are rainforest microclimates and 2) November marks the start of Maui’s rainy season. 

When hiking these areas in the month of November, we recommend bringing weather-resistant shoes, extra socks, and a rain jacket or lightweight poncho. 

Should you vacation on Maui in November?

If your calendar is open and you’re pondering the best time for a Hawaiian getaway, November might just be the perfect fit. 

This month offers a unique opportunity to experience Maui while avoiding bustling crowds that flock to the island during peak season. With the exception of Thanksgiving week—a time when the island sees a slight uptick in visitors—November is nestled comfortably within what’s known as the shoulder season, providing a quieter and more intimate setting for your vacation.

One of our favorite activities is the Waikiki Beach Walk, which takes place at Ala Moana Beach Park (next door to The Outrigger Waikiki Beach Resort). The walk starts at 11 am and lasts about an hour and 15 minutes. The walk consists of walking along a boardwalk that runs parallel with some of Waikiki’s famous hotels, including The Outrigger and Sheraton Maui Resort & Spa.

There are also various stops where visitors can take photos of waterfalls or enjoy food from local vendors.

Wine tours in Hawaii are a great way to learn more about the islands. Wine lovers will be delighted with the variety of wines on offer and the fact that many wineries have a tasting room. It is also possible to take wine tours of vineyards around Hawaii. Many wine tours are available, including food tastings and cultural activities.

You can enjoy wine tours in Hawaii if you love wine and are interested in learning more about it. They are trendy among those who want to visit Hawaii for a vacation because they provide a unique opportunity to sample some of the best wines from around the world.

The Kona Coffee Festival

Does Hawaii Celebrate Thanksgiving?

In the modern day, yes! Thanksgiving is widely celebrated across Hawaii, similar to the Mainland. You’ll be able to find delicious food and parades, but sadly no football games.

It is noteworthy that the celebration of Thanksgiving in Hawaii is a recent development, as Native Hawaiians were not connected to Thanksgiving’s historical origin relating to pilgrims and Native American.

Instead, in the past, Native Hawaiians had a celebration called Makahiki with somewhat similar themes and traditions. Makahikiki was the Hawaiian New Year Festival. Natives would exchange gifts, pause conflicts, and practice gratitude to honor Lono, the Hawaiian god of agriculture.

Now, while Makahiki is still in practice on the islands, islanders often celebrate Thanksgiving with immense feasts similar to those on the mainland due to increased Western influence that began roughly a century ago.

Another important aspect of Thanksgiving celebrations in Hawaii is that they do not emphasize the arrival of Pilgrims as an aspect of the celebration. Instead, they focus largely on the spirit of thankfulness.

How do Hawaii Locals and Residents Celebrate Thanksgiving?

When Americans think of celebrating Thanksgiving, they often think of huge family gatherings and a feast filled with foods: mashed potatoes, gravy, and of course, a whole roasted turkey with cranberry sauce.

Hawaiian Thanksgiving celebrations are similar – but, unsurprisingly, incorporate many aspects from traditional Hawaiian culture that makes the holiday celebrations arguably even more special! 

When Native Hawaiians think of feasts, instead of turkey and mashed potatoes, they think of a traditional luau. Even without festivities or holidays, luaus are considered traditional Hawaiian feasts meant to bring families together.

Thanksgiving dinner in Hawaii therefore often incorporates Hawaiian luau aspects alongside mainland Thanksgiving dishes.

While you may feel hesitant at the change to the age-old Thanksgiving menu, I can guarantee that you’ll enjoy the food. I’d definitely recommend trying the kalua pig, which is often served as a main course, covered in taro leaves and slow-roasted in an imu (underground oven).

Of course, there are many other delicious Hawaiian thanksgiving dishes as well, such as turkey roasted in an imu , poke and poke bowls, deliciously seasoned rice, and many poi – a traditional Polynesian staple food made by mashing cooked starch against a wooden board with a pestle.

Is November A Good Month To Visit Hawaii?

Although it depends on your personal preferences, I’d argue that overall, November is an amazing time to be visiting Hawaii! 

November is the perfect time to be visiting Hawaii if you’re a budget-minded tourist. Because it’s one of the least popular time periods to be visiting the islands, resorts, airplane tickets, and vacation rentals cost much less than they would during other times.

Another benefit to visiting during November is that because of the popularity mentioned above, no matter which island you stay at or what attractions you visit, there will generally be much less tourist activity, which makes activities more enjoyable and easier to access.

One of the only negatives to visiting Hawaii during November is that November is part of Hawaii’s winter rainy season. While the weather will still be pleasant, sunny, and warm enough during the daytime to continue swimming or snorkeling, you’ll experience more rain and chillier nights. 

What’s the Weather Like in November in Hawaii?

Hawaii is widely known for its wonderful weather: warm sunny weather, clear blue skies, and no gray clouds. It maintains this paradise-like environment during the winter, which makes it a welcome contrast to the dreary gray cold of mainland November weather.

Hawaii’s weather in November is tropical and warm. Similar to December and October, temperatures remain in the mid 80s during the daytime but sink to the low 60s during the nighttime.

November is one of the least crowded months for many reasons. Most children are at school for the vast majority of the month, and time periods like spring break, summer break, and winter break are generally more popular times to visit. 

Families also generally prefer to stay home during the short Thanksgiving break, as schools commonly only give kids a few days of break.

I’m completely sold on Maui in November. November is the best Hawaii low-season month to visit. If you can steal yourself away from work or school or both, get out to Maui. 

Upon visiting Maui in November, one will find the lowest vacation rental rates, no crowds, the 4th cheapest month for hotels, and temperatures in the high 70s. Maui is worth visiting in November before the December holiday rush starts.

Last November saw my whole family come out to Maui for Thanksgiving. We all got our Christmas card pictures for the year. If getting Christmas card photos done doesn’t tempt you to visit Maui in November, I don’t know what will.

Maui is nice in November. The weather has cooled off from the summer months making for relaxing, tropical weather. One doesn’t have to run for the shade like in July and August. 

The average high is 82°F and the average low will be around 70°F.

Of all the islands, Maui is the island with the least rainfall. It still rains here, but not as much as, say, Kauai. 

November is the start of the wet season on Maui. The weather starts to get wetter, cloudier, and colder in November but remember to stay grounded. You will still be in the tropics. The weather will be far better than anywhere on the mainland.

The rains do start to come to Maui in November. November is in the top 4 of the wettest months on Maui and at the end of the Hawaii hurricane season (June 1 – November 30). But, you can avoid most of the rain by staying in Ka’anapali or Kihei/Wailea. These areas are still dry so the most you can expect if you are unlucky is a shower in the morning or late afternoon. But it is rare to rain all day.

All this means November is looking good on the weather front. You can expect mostly sunny days, warm temperatures, and an ocean begging to be jumped into.

Where to Stay in Maui in November?

Stay in South Maui if you plan to visit Maui in November. That means finding a place to stay in Kihei or Wailea for your November Hawaii getaway. 

South Maui in November has the warmest weather, the least amount of rain compared to Ka’anapali (West Maui) and Hana, and you can find the best deals on vacation rentals. Look for vacation rentals around Kihei as Wailea is mostly resorts.

The Ka’anapali and Lahaina area would be my second choice for where to stay in November . You will still get good weather and you’ll find better hotel deals in West Maui also. Plus, West Maui is home to the best snorkeling on the island and makes for easy day trips to Lanai .

How Busy is Maui in November?

November is one of the best times to visit Maui because it is during the slow season. September to November is the shoulder season in Hawaii. You can expect short or no waits at the popular restaurants, activities not booked up, and roads without traffic. 

A low-season in Maui doesn’t mean the Hawaiian islands shut down. With the great weather all year long, the slow season just means a few thousand fewer visitors on Maui for the month. 20,000 fewer than the average to be more specific. 

November isn’t the least busy month in Maui but it is pretty close (September holds the title). 

If you don’t want to visit Maui when it is full to the brim, then figure out a way to talk the family and your boss into letting you go to Maui for November.

Is Maui Cheaper in November?

If you are looking for a vacation rental, November is the cheapest month on Maui. Log into Airbnb or Vrbo to start shopping for some deals. 

In 2019, the average for Maui County was $220 a night for a vacation rental (source: Hawaii Tourism Authority ). That is a far cry from February peak of $291 a night. Rates are higher in West Maui where there are more rentals but look to Kihei, Paia, or Upcountry for some deals.

For hotel rates, November is once again in the lower quartile of the cheapest months. $299 a night was the 2019 daily average hotel rate in the West Maui area. That is surprising as West Maui includes the resort stretch of Ka’anapali. The average hotel rate across Maui was $354 a night. I’m sure rates will come down in 2020.

Flying to Maui in November is not the cheapest time to go (spoiler: January and February are the cheapest months to fly). But you can still find deals, especially in the early part of November.

The 8 best Hawaii cruises in 2024 and 2025

C ruising the Hawaiian Islands offers U.S. travelers an immersive South Pacific escape with all the comforts of home. In fact, the Aloha State is in many ways an ideal cruise destination. It has year-round sunny weather, four main islands featuring varied topographies — including sandy beaches, cascading waterfalls, volcanic mountains and vibrant green valleys — and a wide array of land- and water-based activities.

The main caveat? Hawaii cruise options are somewhat limited — just a fraction of what's available in the Caribbean — and many itineraries involve multiday crossings from the West Coast. Only one cruise line offers Hawaii itineraries throughout the year; most others visit during specific months or when repositioning ships in spring and fall.

Looking for the Hawaiian Islands sailing that's right for you? Here's a look at the eight best Hawaii cruises for every type of traveler.

Norwegian Cruise Line's 7-night Inter-island Hawaii

For travelers who want more aloha time than the typical eight-hour port call allows, Norwegian Cruise Line has a solution. Its 2,186-passenger Pride of America lets vacationers sample four Hawaiian islands over seven days, with overnights in Maui and Kauai, plus port calls on both Hilo and Kona on the island of Hawaii. In total, this itinerary offers nearly 100 hours of shore time.

Pride of America sails round-trip from Honolulu every Saturday year-round. As a U.S.-flagged ship, it's the only large vessel permitted to sail this way. Not only do you skip the long Pacific crossing that most cruise ships do to reach Hawaii, but passports are not required for U.S. citizens, and you can tack on pre- or post-cruise stays on Oahu.

The overnights on Maui and Kauai also mean it's possible to try several of Hawaii's signature experiences that most port calls don't allow. Passengers can catch dusk or dawn from atop Maui's massive 10,023-foot dormant volcano with sunrise and sunset excursions to the Haleakala Crater. And with the ship in port all night on Kauai, guests who want to enjoy traditional Hawaiian cuisine, music and hula performances can book the Luau Kalamaku for a fun evening out.

Pride of America, which has been cruising Hawaii since 2005, doesn't have the onboard thrills (race track, virtual-reality gaming, waterslides) of Norwegian's newer ships , but that's okay because the islands, not the ship, are your main destination. Its American-themed decor celebrates U.S. cities in a vibrant, and at times, kitschy way, but a 2021 refurbishment left its cabins and public spaces feeling refreshed.

Many of Norwegian's specialty dining venues (which incur a surcharge) are on board, including Cagney's Steakhouse, Le Bistro (here, it's Jefferson's Bistro), Moderno Churrascaria and Teppanyaki.

Who should go: Anyone seeking a convenient way to island-hop — and see a lot of Hawaii — by making the most of the generous shore time with a combination of independent exploration and shore excursions. Most sailings attract couples ages 50 and older, although summer and holiday sailings have plenty of families on board.

UnCruise Adventures' 7-night Hawaiian Seascapes

Cruisers seeking a less traditional, more carefree Hawaii experience can have it from November to April aboard UnCruise Adventures ' 36-passenger Safari Explorer. The seven-night Hawaiian Seascapes itinerary, which begins either on Molokai or the island of Hawaii, is an unconventional one designed for those who enjoy going off the beaten path in an intimate and more authentic setting. U.S. passports aren't required to sail.

UnCruise visits four islands — Maui and Lanai plus Molokai and Hawaii — and focuses on not only their striking landscapes and underwater beauty but also the cultural traditions, cuisine and music of the Hawaiian people. On Molokai, where there's not a single traffic light and the lifestyle is slow-paced, passengers get a chance to "talk story" with locals and enjoy a pa'ina (feast) and evening jam session. Lanai activities range from snorkel, paddleboard and kayak excursions to off-road adventures exploring the privately owned island's dramatic sea cliffs, red rock formations and vast fields once filled with Dole pineapples.

Most UnCruise sailings are during Maui's humpback whale season, so sightings while cruising off the coast of Maui are possible. You might also catch glimpses of dolphins and sea turtles. A "Captain's Choice" day is a wild card determined by the weather, marine life in the area and other factors, while the final two days are spent exploring the Big Island of Hawaii — including a hike up Hualalai volcano and a skiff ride along the rugged coast.

Constructed in 1998, Safari Explorer was designed with adventure itineraries in mind (in summer the U.S.-flagged ship repositions to Alaska). Its size allows it to navigate areas larger ships can't reach, which in Hawaii means bays and coves ideal for snorkeling or watersports.

With such a small number of passengers aboard, guests get to know each other — and Safari Explorer's friendly and knowledgeable crew — quite well. Passengers come together over meals featuring locally sourced ingredients, and as all UnCruise fares include unlimited wines, spirits and microbrews, shipmates can raise a glass without worrying who's buying a round. It all lends itself to an exclusive yet utterly relaxed week of cruising.

Who should go: The ship's laid-back onboard vibe paired with its land- and water-based activities make the Hawaiian Seascapes itinerary ideal for active travelers seeking a nature-focused itinerary — although cruise fares (which start around $5,900 per person) are among the priciest for a Hawaii cruise.

Holland America's 17-night Circle Hawaii

Travelers who have more than two weeks to spare and who prefer to arrive in Hawaii via ship rather than an airplane can do so on Holland America 's 17-night Circle Hawaii itinerary. They'd better also love sea days because crossing the Pacific from San Diego or Vancouver to Honolulu and back requires 10 days.

That means passengers enjoy five or six days in Hawaii on Kauai, Oahu, Maui and the island of Hawaii. Some itineraries stay in select ports overnight. Cruises departing from San Diego also call on Ensenada, Mexico. With either departure port, passports will be required.

The itinerary is offered in 2024 and 2025 on the 2,650-passenger Koningsdam and 1,432-passenger Zaandam.

Travelers with more time on their hands can also visit Hawaii as part of longer Pacific island cruises with Holland America. Koningsdam will sail a 35-night Hawaii, Tahiti & Marquesas itinerary in 2025 that combines visits to four Hawaiian islands with calls on five islands in French Polynesia and Fanning Island, Kiribati (and 20 sea days).

Zaandam will also sail 51- to 56-night Tales of the South Pacific itineraries that visit multiple islands in Hawaii and French Polynesia along with ports in the Cook Islands, American Samoa and Fiji.

Holland America is popular with cruisers ages 60 and older, many of them retired, who have time to enjoy longer itineraries on ships that offer good value with a focus on culinary and musical enjoyment. Two of Koningsdam's most popular venues are its live entertainment area with three venues — B.B. King's Blues Club (for Memphis-style rhythm and blues), Billboard Onboard (for chart-topping hits played by a live pianist) and Rolling Stone Rock Room (for a live band playing classic rock), and World Stage, a theater with a 270-degree screen used for both special BBC Earth in Concert and theatrical productions.

Onboard specialty dining options (at an added cost) include Pinnacle Grill for steaks and seafood, Tamarind for Pan-Asian cuisine and Rudi's Sel de Mer for French Brasserie specialties and seafood.

Who should go: Mature travelers who prefer not to fly and who enjoy a more traditional cruise experience. They should also love sea days as much (or even more so) than port exploration.

Princess Cruises' 15- or 16-night Hawaiian Islands

Princess Cruises is also a good option for longer sailings. The cruise line offers numerous round-trip itineraries to Hawaii from Los Angeles, San Francisco and San Diego in the fall and winter.

The majority of sailings are aboard the 3,080-passenger Crown Princess and Ruby Princess from San Francisco, and the 2,600-passenger Grand Princess and 3,080-passenger Emerald Princess from Los Angeles.

Ships are in port for nine to 11 hours in Hawaii (Hilo), Kauai and Maui and for 16 hours in Oahu. Itineraries include a stop in Ensenada, Mexico (so passports are required), plus nine or 10 sea days.

The ships feature many of Princess' popular dining venues, including Alfredo's Pizzeria (a sit-down venue serving personal-size pizzas), Crown Grill for steaks and Sabatini's Italian Trattoria. There's plenty of outdoor space for soaking up the sun — including an adults-only sun deck — and a dazzling Piazza for enjoying cocktails, gelato and pop-up street performers.

Fans of Princess' Movies Under the Stars poolside screenings (with free popcorn) and Discovery at SEA enrichment programming will have ample time to enjoy these perks on a Hawaii sailing.

Who should go: These sailings will appeal to couples or groups of friends who prefer to have a wide choice of sailing dates, can take the time to enjoy a leisurely Pacific crossing and appreciate Princess' focus on quality cuisine and a sun deck designed for relaxation rather than thrills.

Celebrity's 9- to 12-night Hawaii Cruise

Travelers seeking modern interior decor on a ship designed with couples in mind can visit Hawaii aboard Celebrity Cruises ' 2,852-passenger Celebrity Solstice or 2,918-passenger Celebrity Edge on itineraries ranging from nine to 13 nights — but only if the timing is right. That's because the line offers only two sailings per ship each year (in spring and fall) as the ships reposition between Alaska and destinations in the Pacific. The itineraries are one-way (Vancouver to Honolulu or vice versa) with passports required.

These cruises call on three ports on two islands: Honolulu (Oahu) and Hilo and Kona (Hawaii), with one or two overnights in port and 10 hours ashore on one-day visits. All include five days in a row at sea. Since the itineraries either begin or end in Honolulu, there's also a chance for some pre- or post-cruise exploration.

Sea days offer opportunities to enjoy the chic, grown-up ambience and amenities aboard these ships. Each vessel offers multiple complimentary and extra-fee specialty restaurants. Celebrity Solstice features Tuscan Grille for Italian specialties and steak and Murano for modern French cuisine, while Celebrity Edge offers the whimsical Le Petit Chef and the international Eden Restaurant.

Celebrity's signature Martini Bar and many other onboard watering holes keep the grown-up vibe going day and night. Choose cruise fares that include alcohol and Wi-Fi, or pay a lower rate and pay for your drinks as you go.

Who should go: The slightly shorter one-way sailings and the ships' contemporary ambience make these itineraries ideal for couples and groups of friends seeking a relaxing escape — especially Gen Xers in their 40s and 50s, who are Celebrity's target market.

Carnival's 14- or 15-night Hawaii from Los Angeles

If fun is your cruise mantra, the "Fun Ship" brand Carnival Cruise Line offers a handful of round-trip sailings to Hawaii from Los Angeles (Long Beach) aboard the 2,984-passenger Carnival Radiance. Like other roundtrips from the West Coast, these itineraries spend just five days in Hawaii, offering eight to 14 hours of shore time in ports on four islands: Maui, Kauai, Oahu and Hawaii. Along with enjoying eight sea days, guests will also call on Ensenada, Mexico, so passports are required.

Carnival Radiance first sailed under that name in 2021, but it's not a new ship. Before an epic makeover, it sailed for the cruise line as Carnival Victory. Ship features include many of Carnival's signature complimentary and extra-fee dining venues, including Guy's Burger Joint and Pig & Anchor Bar-B-Que Smokehouse, BlueIguana Cantina, Fahrenheit 555 Steakhouse and Bonsai Sushi Express.

Additional guest favorite destinations on board include the RedFrog Pub, Alchemy Bar and WaterWorks aquapark. Expect high-voltage theater shows from Playlist Productions at night and poolside interactive contests by day.

Who should go: Socially inclined cruisers who love Carnival's emphasis on onboard fun and can appreciate a colorful ship with a lively ambience and lots of day and evening activities.

Royal Caribbean's 9- to 13-night Hawaii Cruises

A megaship cruise experience to Hawaii is available, too — with pricing that's quite affordable. Royal Caribbean cruises there on two vessels in one of its newer classes of ships: the 4,180-passenger Quantum of the Seas and Ovation of the Seas.

All are one-way cruises just before or after the Alaska cruise season (so late April or early October) between Oahu and Vancouver (or vice versa). The ships call on two Hawaiian islands and spend four or five days in a row at sea. Passports are required since these itineraries begin or end in Vancouver.

Ovation of the Seas and Quantum of the Seas feature a mix of thrills for all ages. These include RipCord by iFly simulated sky diving, FlowRider simulated surfing, bumper car racing in the SeaPlex indoor activity complex and the North Star sightseeing capsule, which ascends 300 feet above the top deck for 360-degree views.

Both ships also offer 14 dining venues, including the innovative Wonderland, Jamie's Italian by Jamie Oliver and kid-favorite Dog House, as well as bar options that include Schooner Bar for by-request piano tunes, Boleros for mojitos and merengue and Bionic Bar for drinks poured by robotic bartenders. Entertainment includes live cover bands in the Music Hall and multimedia music and dance performances in Two70.

Who should go: Cruisers who love a big ship with a wide array of dining choices, all kinds of evening entertainment and plenty of exciting activities to pass the time on sea days. Quantum-class ships are great for families, but the sail dates might not work for those with school-age kids.

Viking's 16-night Hawaiian Islands Sojourn

For a guaranteed adults-only sailing in a relaxed, boutique-style setting, upscale cruise line Viking also offers round-trip Hawaii cruises from Los Angeles in late 2024 and early 2025 on its 930-passenger Viking Neptune.

What sets Viking apart from most of the other lines offering Hawaii cruises is that it includes a free shore excursion in every port. These include a highlights tour of Honolulu and Pearl Harbor on Oahu and a visit to a scenic waterfall and the Kilohana sugar plantation on Kauai. Additional excursions can be booked at an extra charge.

The 16-night Hawaiian Islands Sojourn sailings visit four islands — Hawaii (Hilo), Oahu, Kauai and Maui — and like other round-trip sailings from the West Coast include 10 sea days and a call on Ensenada, Mexico, so passports are required.

Viking Neptune will also do 32-night Grand Hawaii and Polynesia sailings round-trip from Los Angeles in late 2024 and early 2025 that visit four islands in Hawaii and four in French Polynesia.

The ship, which debuted in 2022, features sleek Scandinavian-inspired decor, a soothing spa with a complimentary thermal area, an aft infinity pool and hot tub, a panoramic Explorer's Lounge and five onboard restaurants. Specialty restaurant Manfredi's serves an extensive menu of Italian specialties, while The Chef's Table offers rotating five-course themed menus, including Asian, French and California-inspired.

In addition to the free shore excursions, pricing includes complimentary wine or beer with lunch and dinner, specialty dining at no extra charge, crew gratuities and transfers.

Who should go: Couples who prefer the quieter ambience of a ship that doesn't allow anyone under 18 onboard, doesn't have a casino and offers presentations by regional experts that enhance immersion into local culture. Viking cruisers are generally over age 55.

Taxes, Housing And Fighting Chickens Are Up For A Vote As The Hawaii Legislature Heads Into The Home Stretch

Lawmakers also hope to put a question securing same-sex marriage on the ballot this fall.

House lawmakers on Tuesday rejected a bill that would have exempted more families from Hawaii’s estate tax, but voted to approve a separate measure to authorize Hawaiian Electric Co. to impose a fee of up to 5% on ratepayers to help the utility manage wildfire risks.

The House also advanced a bill to authorize the counties to regulate or phase out transient vacation rentals, a measure supporters said is urgently needed to increase the supply of affordable housing in Hawaii.

Meanwhile, the state Senate easily approved House Bill 2802 , which will ask voters in November to rescind a provision in the Hawaii Constitution that gives the Legislature the authority to limit marriage to opposite-sex couples.

But the Senate rejected a measure Tuesday that would have upgraded the crime of sponsoring or organizing a cockfight from a misdemeanor to a felony. That measure, House Bill 1980 , was voted down 14-11.

Those House and Senate votes came as this year’s session approaches the home stretch. Most of the bills approved Tuesday will advance to conference committees later this month, where lawmakers will try to resolve differences between the House and Senate drafts of each bill.

Bills that fail to emerge from those conference committee meetings by the end of this year’s session will die for the year. The session is scheduled to adjourn on May 3.

Lawmakers took up two major tax bills on Tuesday , including a measure to expand the number of people who can be exempted from the inheritance tax, and another bill to provide some state income tax relief to lower-income working families.

The income tax relief bill , which would more than double state taxpayers’ standard deductions, unanimously passed in the Senate with little discussion. That measure would also index state income tax brackets to inflation, a step that will provide additional tax relief in the years ahead.

Senate Bill 3289 , which would have exempted more higher-income people from the estate tax, proved to be more controversial. The House shelved that measure in a voice vote after meeting in a closed-door caucus on Tuesday.

House Majority Leader Nadine Nakamura announced after the caucus that the House Democratic majority was recommitting the inheritance tax bill to the House Finance Committee without taking a final vote because the state is facing a range of “fiscal constraints.”

Those include costs associated with the Aug. 8 wildfire, the cost of pandemic hazard pay for public workers, the need to finance affordable housing on Maui, homelessness and the need for mental health services, she said.

Given those fiscal demands this may not be the time to approve the inheritance tax break, Nakamura said. “We need to focus on the immediate needs at hand.”

Critics have said the bill would exclusively benefit the wealthiest 0.2% of Hawaii residents by expanding an existing inheritance tax exemption for spouses to include any immediate family member, including grandchildren.

The state Tax Department calculates that the bill would cost the state $43 million per year in lost tax collections, although some supporters of the measure contend it would actually reduce collections by only about $14 million.

In the Senate, meanwhile, a similar estate tax exemption advanced as House Bill 2653 on a 23-2 vote.

Sen. Donovan Dela Cruz supported the estate tax break, saying said that only 12 states now have estate taxes, and the clear trend is to phase them out nationally.

With the passing of HB 2653, Dela Cruz argued, family businesses like City Mill, ABC Stores Hawaii, Martin & MacArthur and Hawaii National Bank will invest in Hawaii, create jobs and generate more revenue from income, excise and property taxes.

“Public companies, those listed on the stock exchange, don’t pay estate taxes and don’t worry about them,” Dela Cruz said. “Hawaii family businesses are private companies. Unlike public companies, shareholders and family businesses are one. Shareholders are not able to sell their shares easily, so the family business must loan funds to them and sell off parts or all of their businesses to provide funds.”

Sen. Karl Rhoads was one of just two senators voting against the estate tax legislation.

“I’ve introduced several bills over the years to raise taxes on the wealthy and the very wealthy, and this bill goes in the opposite direction,” he said during floor debate Tuesday. “It doesn’t affect anybody if they have an estate smaller than $5.5 million, which is almost no one. And it also gives a tax break to people who are way above that in terms of wealth. So my personal feeling is that we’re going in the wrong direction on this one.”

Opponents of the bill said at a press conference after the vote they will continue to oppose the estate tax measure as approved by the Senate. If the House continues to oppose the estate tax break, HB 2653 will die later in the session.

A bill backed by HECO to impose a fee of up to 5% on ratepayers to help finance the cost of coping with the wildfire risk passed easily in the House Tuesday despite objections from some lawmakers.

HECO has said it plans to use the revenue stream from the new fee that would be authorized by Senate Bill 2922 to finance bonds to pay costs needed to cope with the risk of catastrophic wildfires.

Some of the money from the fee would be used to fund a wildfire mitigation program to prevent future fires, an effort that is expected to cost hundreds of millions of dollars. The Public Utilities Commission would also oversee the mitigation plan.

But Rep. Terez Amato, who represents Kihei, said “this bill does not serve the people of Hawaii. It serves and benefits the HECO shareholders. It is time we stand up for the rights of the middle class.”

Republican Rep. Gene Ward disagreed, telling his colleagues that when Hurricane Iniki destroyed much of Kauai in 1992, “everybody paid for Kauai. Everybody chipped in for Kauai.”

“The point is, if we want HECO to survive, and we don’t want a mainland firm to come and take over, this bill is one of those steps that we need to secure HECO,” he said. The measure passed in a 41-10 House vote.

House lawmakers also approved Senate Bill 2919 , which makes it clear the counties have the authority to use their zoning powers to regulate where transient vacation rentals can operate, and also that TVRs can be amortized or phased out by the counties.

That bill was opposed by Republican Rep. Elijah Pierick, who said short-term rentals are “a vibrant part of our economy. Six billion dollars of our economy come through short -term rentals. Forty-eight thousand different jobs in our state come through short-term rentals, and these short-term rentals are mostly owned by local residents.”

But Rep. Lisa Marten, who represents Kailua, said the bill supports “home rule” by the counties.

She said the aftermath of the Maui wildfire exposed just how many housing units there are used as vacation rentals, and are therefore unavailable to residents who need a place to rent for the long term.

“This has been a problem in my community on Oahu for decades,” but state law prevented the counties from getting control of the situation, she said.

“This allows them to implement what they have been trying to do to decrease the number of vacation rentals that are residential homes that have been taken out of residential use and put into resort use at a time when we have a housing crisis,” Marten said.

The House approved the bill in a 45-6 vote, with Republican Reps. Pierick, Ward, David Alcos, Diamond Garcia and Kanani Souza and Democrat Sam Kong voting no.

Debating Animal Cruelty

Supporters of legislation intended to penalize people who harm pets and other animals held a press conference prior to the Senate session Tuesday morning, hoping to influence the outcome of several bills.

Honolulu Police Chief Joe Logan spoke strongly in favor of House Bill 1980, the cockfighting measure, and a related measure on animal cruelty penalties. 

“These bills, as they’re written, are hopefully going to deter people from engaging in criminal activity,” he said near the Capitol Rotunda. “You know, dogs are a very important part of people’s lives. Chickens are a very important part of people’s lives, but not for the purposes of fighting. Those are illegal operations. They breed criminal activity.”

The Hawaiian Humane Society was also in favor of the legislation. Stephanie Kendrick, the group’s communications director, said animal cruelty cases tend to be lightly prosecuted.

“And we’re talking about the most serious offenses,” she said. “These are offenses that are either heinous by their nature or result in the death of the animal.”

But Sen. Tim Richards said HB 1980 was too broadly written and would hurt the animal industry at a time when the state is pushing for greater food sustainability.

And Sen. Lynn DeCoite said that House Bill 1580 , which would increase penalties for various animal cruelty offenses, could inadvertently harm pet owners, people involved with animal husbandry and ranchers that may use animals in their work.

After the floor votes, Inga Gibson of the Animal Welfare Institute said her organization was “extremely” disappointed.”

“Sen. DeCoite and Sen. Richards misinformed their colleagues that these bills would impact animal agriculture operations,” she said. “Sen. Richards is a veterinarian and he should know better. Sen. DeCoite, however, has long supported cockfighting.”

Another animal cruelty bill, which would prohibit owners from performing surgery on animals, did pass. The surgery would include cesarean sections, ear cropping and tail docking. House Bill 1527 could now be headed to conference committee later this month to work out the Senate’s differences with the House.

A related measure, House Bill 2058 , would set up requirements and penalties for owners of dangerous dogs and allow for impoundment of the dogs. It also passed the Senate and now awaits House consideration.

A ConAm In November

In other Senate floor action, a measure was approved to potentially alter a section of the Hawaii Constitution that has long irked advocates of marriage equality in the islands.

Article 1, Section 23 reserves to the Legislature the authority to define marriage, even as same-sex marriage has been federal law since 2015. A constitutional amendment to limit marriage to opposite-sex couples was approved by a majority of voters in 1998.

Now, more than a quarter century later, voters will be asked whether to repeal that section of the Hawaii Constitution through a constitutional amendment ballot question on Nov. 5. Marriage equality advocates are hopeful, as HB 2802 passed the Senate 24-1 on Tuesday.

“Hawaii faces many challenges this year, led by the ongoing needs of those displaced by the Maui wildfires,” said Jeffrey Hong, chair of the Change 23 Coalition, a group that includes ACLU Hawaii, the Hawaii LGBT Legacy Foundation and the Council for Native Hawaiian Advancement. “With some on the U.S. Supreme Court indicating a willingness to upend marriage equality at the federal level, it’s important for those in our state to ensure that our constitution not be marred by the exclusion embodied in Article 1, Section 23. We look forward to engaging with the people of Hawaii in the months ahead.”

California voters also will consider eliminating their state constitutional prohibition against same-sex marriage in November, while Nevada voters repealed theirs in 2020.
