Welcome! I recommend to read first on this page (top right):

Top questions about Tibet

How to visit Tibet: Rules and Permit info

https://www.tripadvisor.com/Travel-g294211-c187076/China:How.To.Visit.Tibet.html

You will need to contact a travel agency and book a group tour.

Many of your questions are answered in the recent post "Tibet from Kathmandu, link https://www.tripadvisor.com/ShowTopic-g294222-i6446-k11577342-Tibet_from_kathamndu-Tibet.html

And you can find very good info on the website of Lobsang, an American guy, of the Land of Snows http://www.thelandofsnows.com/tibet-travel-guide/

How to get into Tibet tar region is the questions for most new travelers , you will have to obtain your china visa from your home country and once you are in China, you can book your tour with local tour for that matter, they will get your travel permit to visit Tibet Tar, without guide it is not possible to visit sights in tibet, however outside Tar it is possible. There are few Cheap hostel for backpackers such as Namchen hostel in Lhasa on Barkhor street for back packer, Tashi chorrten hostel in old city Lhasa , Kangshon hostel in Shigatse. Might take some to get use to food here, however most food you will get around are Tibetan food, bread, rice ,vegetables and non veg, bit oily for what I have heard from most of the traveller.

NB : a standard Chinese visa is useless coming from Nepal. Only a group visa will give you entry from Nepal , and the embassy in Ktm will not interact with you - you have to buy a tour which includes the visa.

I would ask some questions

If I have train ticket from the local tour that they give me for Tibet permit and to get off to Lhasa, can I look at around Lhasa city without local guide except at outside Lhasa?

You can do some basic sightseeing in Lhasa , and take taxis . You cant see Potala , the Jokhang etc unguided , and you will pay for the guide regardless if you use it or not.

Why are you so keen to avoid using a knowledgeable guide? It sounds like you do not even have a guide book either.

Do you have some nefarious purposes that you do not want anybody to know about? ;-)

If you cannot afford a group tour to Tibet, had you thought about exploring the Tibetan borderlands in Yunnan?

You can travel (mostly) freely and cheaply in the eastern parts of Tibet located in Qinghai, Sichuan, Gansu and Yunnan. It will be adventurous and not easy (language problems mostly), but the culture is actually in many ways more Tibetan and pure than in TAR, with less Chinese interference and access restrictions. The biggest monasteries and the two huge Buddhist institutes are in Amdo and Kham, not in TAR, and more Tibetans live there than in TAR also. These are often forgotten facts also here.

Try to get to Repkong during the Shaman festival, which is held July 28th to August 6th this year (2018).

Pictures here, albums 1-3 and 6-9: https://www.flickr.com/photos/112698197@N08/albums

#9 leaves out that the biggest Buddhist institute in Kham, Larung Gar, is already two years closed for foreign travelers.
