Ministry of Health (MOH) Public Health Advisory

Travellers should refer to the  ICA website  for the latest information on travelling to/from or transiting through Singapore. Residents of Singapore intending to depart Singapore are strongly advised to check the latest  MOH Travel Advisory  for outbound travel. Travel Requirements to India

All travellers should preferably be fully vaccinated as per the approved primary schedule of vaccination against COVID-19 in their country .  Given that travel guidelines can change regularly, and there may be additional state-level requirements imposed, travellers to India are advised to refer to the official website of the Ministry of Health and Family Welfare, Government of India, at   https://www.mohfw.gov.in .

You may wish to refer to the official website of the India Ministry of Home Affairs at https://www.mha.gov.in for detailed information on COVID-19 restrictions in different states in India. You may also wish to refer to the official website of the Indian Bureau of Immigration at https://boi.gov.in/ . 

Entry and Exit

Singaporeans are required to obtain a visa before travelling to India. There should be at least six months' validity on your passport on the expected date of departure from India. As visa requirements often change at short notice, we advise you to contact your travel agency, or the High Commission of India in Singapore for up-to-date information.

e-Visa Facility for Entry into India – The Indian e-Visa is valid for entry through 284 designated airports and 5 designated seaports. However, Indian e-Visa holders can exit from any of the authorised Immigration Check Posts (ICPs) in India.  This Indian e-Visa is an addition to the existing Visa services.  Singaporeans need to apply for the electronic Visa (e-Visa) prior to arrival, i.e. submit your Indian visa forms online and secure the necessary approval before departing for India. Upon arrival in India, travellers on the e-Visa would need to proceed to a “Visa on Arrival” counter at the airport to get their visa stamped on their passport. Please refer to the Indian Visa Online website for more information, and beware of fake websites that claim to offer visa services.

There are several types of visas issued for travel to India, such as Tourist, Business, and Medical visas.  The validity of all visas commences from the date of issue of the visa and not the date of arrival in India.  You should ensure that you obtain the right visa for your travel purposes. 

Overseas Citizen of India (OCI) card holders:  OCI cardholders do not require a visa to enter India, and only need to present a valid passport and OCI card.

If your passport is lost or stolen in India, you will need to do the following:

  • Lodge a police report with the Indian authorities.
  • Report a lost passport online with ICA or contact the Singapore High Commission in New Delhi or Consulates in Mumbai or Chennai.
  • Depending on your location, the nearest Overseas Mission will contact you for the collection once your passport or Document of Identity (DOI) is ready.
  • One (for DOI application) or two (for passport applications) passport-sized photographs. Instant photographs are acceptable.
  • A copy of your police report.
  • Documentary proof of your Singapore Citizenship (such as your Singapore Identification Card or Driving License) to verify your identity.
  • Relevant fees for the application.
  • Travellers can refer to ICA's website for more information on loss of passports overseas.
  • For DOI holders, you will need an exit permit from the Foreigners Regional Registration Office (FRRO) . You will need to provide proof of address in Delhi and one passport-sized colour photograph. Please note that exit permits are not issued on weekends or Indian Public Holidays. Safety and Security

Crime and motor accidents:  The rate of crime and motor accidents in India are high.  Travellers should pay close attention to their personal security at all times and monitor the local news on information regarding security risks.  Precautions that travellers can take include:

  • Avoid isolated or unlit areas, including city streets, village lanes and beaches.
  • Do not accept food or drinks from strangers or leave drinks unattended.
  • Do not leave your belongings unattended at all times, and pay close attention particularly in crowded areas.
  • Travel in well-maintained vehicles with seatbelts.
  • Avoid travelling alone on public transport, autos, taxis and rickshaws, particularly at night.

Travel for women in India:  Women should exercise caution when travelling in India.  Women tend to receive unwanted attention in the form of verbal and physical harassment by individuals or groups of men.  There have been sexual assaults on female visitors in tourist areas. Women travellers should respect local dress codes and customs.  Avoid travelling alone, even in major cities and at tourist sites.  Choose safe modes of transport, and arrange airport transfers before arrival.   

Terrorism and civil unrest: In November 2008, terrorists attacked a number of sites in Mumbai, including luxury hotels, a railway station and a restaurant.  Over 160 people were killed and scores wounded. A Singapore citizen was also killed.  Terrorist attacks in India can happen with little or no warning.  Terrorists have targeted popular tourist areas.  In addition, violent protests and demonstrations occur sporadically and often spontaneously.  Travellers should exercise vigilance and minimise risks:

  • Monitor the news for new or emerging threats.
  • Heed official warnings seriously and avoid areas identified as possible areas of attack.
  • Stay clear of all demonstrations, political event rallies, processions and large-scale public gatherings.
  • Be particularly vigilant in the period around days of national significance, such as Republic day (26 January) and Independence Day (15 August).

Gold, Silver & Jewellery: There are strict regulations governing the carriage of gold, silver and jewellery into India by International travellers. Please refer to the guide for travellers published by the Central Board of Indirect Taxes and Customs, Department of Revenue, Ministry of Finance, Government of India at https://old.cbic.gov.in/htdocs-cbec/ guide_for_travellers/guide- for-travellers  for information on customs requirements and restrictions. 

Satellite phones: Travellers are advised to ensure that they do not carry satellite phones to India. Satellite phones carried by travellers to India will be detained/confiscated and the traveller may be penalised under the relevant sections of Indian Telegraph Act. Satellite phones are also not permitted to be imported except with a license issued by the WPC wing of Department of Telecommunications. Alcohol: The laws governing alcohol consumption vary from state to state, and it is prohibited in some.  Travellers should seek advice from your local travel agent, hotel or the local authorities before visiting such places.   

Currency: The withdrawal of the old 500 and 1000-Indian banknotes was announced by the Indian government in November 2016.  It is no longer possible for non-Indian nationals to exchange these old notes.  Travellers can refer to the Reserve Bank of India for more information and advice. 

Travel restrictions around designated tribal areas:  The movement of tourists around designated Restricted or Protected Areas requires permission from the Indian authorities.  The list of areas can be obtained from the Bureau of Immigration .  Travellers should seek advice from the High Commission of India to Singapore when planning to visit these areas.      

Additional Information

Natural disasters: India is susceptible to natural disasters like monsoons, cyclones and earthquakes.  There can be widespread disruptions to services when they occur.  Travellers can monitor the media and the India Meteorological Department website  for updates.    

Mosquito-borne diseases:  Malaria is a risk in parts of India, including in major cities.  Dengue fever and Chikungunya fever are quite prevalent.  Travellers should take precaution against mosquito-borne illnesses:

  • Make sure that your accommodation is mosquito-proof, such as through the presence of mosquito nets or screen doors.
  • Take measures to avoid insect bites.  Use insect repellent and wear light-coloured, loose-fitting clothing.  Avoid outdoors at dawn and dusk.
  • Discuss your travel plans and vaccination needs with your doctor prior to travel.

Overseas Travel – Be Informed & Be Safe [Updated on 5 February 2024]

Singaporeans planning overseas travel are reminded to take the necessary precautions, including being prepared to deal with accidents, natural disasters or terrorist attacks. Singaporeans are also reminded to be familiar with your destination’s local laws, customs, and COVID-19 regulations.

Demonstrations do occur in major cities across the world. Such demonstrations can sometimes escalate into violence. It is important for Singaporeans to keep abreast of local news, avoid any protests or demonstrations and heed the advice of the local authorities.

When participating in outdoor leisure activities overseas, Singaporeans should be mindful that certain sporting activities, especially in open seas, may carry risks. Besides ensuring that one has the physical competencies and appropriate condition to undertake the activity, every effort should be made to ascertain if the trip organiser or guide is reliable and competent, and that appropriate safety and contingency plans are in place. When in doubt, Singaporeans should consult the relevant professional bodies or sporting associations for specific advice.

Before travelling

  • Familiarise yourself with our network of overseas missions.

  • Equip yourself with research about your destination’s entry requirements, current situation, local laws and customs.

  • Be prepared for possible delays and last-minute changes in travel plans especially during unforeseen events such as natural disasters, social unrest or terror attacks.
  • Stay connected with your friends and family. Inform them of your whereabouts and provide them with your overseas contact details.

Advisory: Email Scams

There have been reports of individuals receiving scam emails/messages purportedly sent from friends in distress overseas. These emails/messages typically originate from an email address/social media known to the receiver bearing claims of the sender getting into trouble overseas and urgently requesting financial assistance. The sender would also claim to have approached a Singapore Embassy/Consulate and the local Police for help to no avail.

MFA takes the safety of all Singaporeans very seriously.  Singaporeans in distress approaching our Overseas Missions for assistance will be rendered with all necessary consular assistance.  If you receive such emails/messages from purported friends seeking funds transfers, we strongly advise you to call them first to verify the authenticity of the emails/messages before responding to their request.  It is also not advisable to give out any personal information such as NRIC/passport numbers, address, telephone number, etc.  Any form of reply, even one of non-interest, could result in more unsolicited emails.  Members of the public who suspect that they have fallen prey to such scams should report the matter to the Police immediately.  Should Singaporeans abroad require consular assistance, they can contact the nearest Singapore Overseas  Mission  or call the Ministry of Foreign Affairs 24-hr Duty Office at +65 6379 8800/+65 6379 8855.

India makes Covid-19 test mandatory for travellers from 6 locations including Singapore

NEW DELHI - India will make a Covid-19 negative test mandatory for travellers from China, Hong Kong, Japan, South Korea, Singapore and Thailand from Jan 1, its health minister said on Thursday.

Travellers from these places will have to upload their test reports on the Indian government’s Air Suvidha portal – which had been discontinued last month – before their departure, minister Mansukh Mandaviya wrote on Twitter.

“This is being done in view of the evolving Covid-19 situation across the world, particularly in the aforesaid countries,” the Health Ministry said in a statement.

It added that the test should be taken within 72 hours of travel to India.

The new requirement for a Covid-19 test would be in addition to the random tests on 2 per cent of all international passengers arriving in India.

India on Thursday reported 268 new Covid-19 cases, the highest since Dec 2, according to data from the federal Health Ministry.

The country joins the United States, Japan, Italy and Taiwan in imposing mandatory Covid-19 tests for travellers from China , amid a Covid-19 surge there after the authorities relaxed strict zero-Covid rules.

Top health officials from the European Union are holding talks on Thursday to try to coordinate very different views on how to respond to China’s decision to lift its Covid-19 restrictions amid a wave of infections there. BLOOMBERG, REUTERS

In order to manage travel during the COVID-19 pandemic, Singapore has taken precautionary measures to ensure the safety of all citizens and visitors. Here’s a list of things one needs to keep in mind before planning a trip to Singapore.

The Vaccinated Travel Lane (VTL) scheme allows travellers from specific countries to enjoy eased travel guidelines upon entry in Singapore . The VTL scheme has been expanded to include more cities in Malaysia, Indonesia and India. The VTL for India will be extended beyond Chennai, Delhi and Mumbai. Starting 16th March all flights from India to Singapore will be included. 

The Civil Aviation Authority of Singapore (CAAS) has also said that new VTLs will be launched for Greece and Vietnam.

Here’s what you need to know

  • All fully vaccinated travellers can now enter Singapore from most cities in Malaysia , Indonesia and India without quarantine.
  • All passengers must possess a negative RT-PCR test administered no more than 72hours prior to their travel to Singapore.
  • All passengers travelling from VTL cities/countries need not do an RTPCR on arrival, but can do an unsupervised Antigen Rapid test within 24 hours of landing in Singapore.

Flights to Singapore are available from most major airports in India, including Mumbai, Delhi and Chennai. Airlines including Air India, Singapore Airlines, IndiGo, Vistara are now operational.

Visas to Singapore

Travellers require a visa for tourist or business visits to Singapore. It is advisable to apply for an entry visa within 30 days prior to travelling to Singapore.

Planning to travel from India to Singapore? Here's how you can apply for the Vaccinated Travel Pass

Fully vaccinated Indians who wish to travel to Singapore can now apply for a Vaccinated Travel Pass (VTP). The development came after aviation regulators from both countries decided to resume daily commercial passenger flights from India from November 29.

Documents needed to apply for VTP

-Travellers must have full digital proof for vaccination against Covid-19 to apply for VTP.

-Passengers are also required to undergo two Covid-19 tests, of which the first test has to be taken before departing for the city-state. The other test has to be taken upon arrival at the Changi Airport, after which the travellers will have to keep themselves under self-isolation till the result turns out to be negative.

-In case of short-term visitors, a Covid-19 insurance policy is also needed. The short-term visitors travelling to Singapore under VTL have to purchase travel insurance with a minimum coverage of $30,000 against pandemic related medical expenses.

Here's how you can apply for VTP

Step 1 : Go to the official website of the Singapore Government Agency . Click on 'Create New VTP Application'.

Step 2 : Enter your name and active e-mail address. An OTP will be generated.

Step 3 : Enter the OTP and captcha displayed on your screen. Now, add your travel details-country of departure. For India, the details are available from Monday after 6PM and the intended date of travel.

Step 4: You will be asked to enter all your personal information, such as your passport number. Click on 'Submit'.

  • Entering, Transiting and Departing

Entering Singapore

To ensure a smooth journey, travellers seeking to enter Singapore should comply with the  Entry and  Public Health requirements listed below.

1) General Entry Requirements

To enter Singapore, travellers must meet the following immigration requirements:

i) Passport Validity

  • Have minimum 6-month passport validity if you are not a Singapore passport holder
  • Short term travellers holding a passport or travel document from a visa-required country/region must  apply for a Visa
  • Visa-required travellers can use the  Visa-Free Transit Facility  for stay of less than 96 hours in Singapore, if eligible

iii) Security and Immigration Processes on Arrival

  • Ensure that you do not bring prohibited items  into Singapore
  • Familiarise yourself with  immigration/customs clearance procedures , including whether you are eligible for automated clearance
  • Short-Term travellers should have sufficient cash and proof of onward travel (tickets, visas), and ensure that you do not stay beyond your visit pass validity. You may retrieve your e-Pass after arrival using the  e-Pass Enquiry Portal  or check your visit pass validity using the  visit pass validity tool .
  • Those transiting/transferring through Singapore without seeking immigration clearance; and
  • Singapore citizens, Permanent Residents and Long-Term Pass Holders entering via land checkpoints.

Submission of SGAC is Free and can be done via the SGAC e-Service  or MyICA Mobile app . Please refer to SGAC with Electronic Health Declaration  for more information.

Short Term Visitors

  • Visitors who wish to stay beyond the period of stay granted can apply for a  visit pass extension  online using the  e-Service . Applications are subject to approval.
  • Travellers on short-term visit pass are also not permitted to engage in any business, professional or paid employment activities when in Singapore. Overstaying is also a punishable offence in Singapore.

2) Public Health Requirements

To avoid tests and quarantine, travellers must fulfil the public health requirements below. Travellers who cannot meet the public health requirements and refuse any test(s) and/or quarantine may be turned away from Singapore.

Produce an International Certificate of Vaccination for Yellow Fever , if you have visited any country at risk of Yellow Fever transmission  in the six (6) days prior to arrival in Singapore.

Travellers must serve quarantine for six (6) days from date of departure from countries with risk of yellow fever transmission if they cannot meet the requirement. Quarantine also applies to those who are ineligible to receive the vaccination e.g., children aged one year and below and individuals with contraindications, and travellers whose yellow fever vaccination certificate has yet to become valid.

There are no longer any COVID-19 measures for travellers arriving in Singapore from 13 Feb 2023 , regardless of vaccination status or traveller profile.

They were able to assist my elderly father and myself after not being able to check in to scoot. The counter service was phenomenal. They did what they could to get us on the next plane so we could catch our Connecting flight. Scoot closed early on us so we ended up missing our flight.

Indigo attempts to make you pay for a seat during check in. I opted to not do this. The result - they allotted me and my minor son seats apart. In the interest of making maximum money, they seem to have lost common sense too. Similarly, even during the flight, the crew are busy trying to serve food to those who’ve already paid for it. By the time they’re done, it’s time to land and no one else is able to get anything. Sadly this seems to be what makes them profitable, customers just need to bear with it till a better airline comes along.

INDIGO Never On Time & Always Prefer to Shuttle Passengers Like shuttle Corks

I did not like the communication gap existing amongst the staff and the customer. My flight to Nagpur was delayed by two and half hours but it was informed to me on email ( not by W.A. or SMS) when I have already left my home in Baner area. I was painfully detained at airport with luggage when the gate no. 10 was changed to 5. I'll never recommend your flight to anybody.

Seats don't recline, no charging points. New aircraft and very clean. Crew should serve some water atleast.

There was inordinate delay without any plausible reason. This has become a normal feature of Indigo now a days.

We had 2 attempts to land at Singapore Changing during a thunderstorm. Everything was delayed by 1 hour plus.

Boarding was not accordingly after front seat, bmf then back seat. This delayed for at least 40mins or more. The staff at Jakarta can do better. Is chaos at the entry to board the plane. This tarnished Scoot reputation when everyone was talking about it.

The crew was not customer oriented at all, even confrontational . The aircraft needs more attention to detail as far as comfort, and the 1 hour sitting at the gate with no air is inexcusable

We flew on the 787 Dreamliner direct to main gate at KLIA2, quick entry via eGate and on the train 41mins after touchdown. Go well SCOOT

Was on scoot plus. The only good thing about the flight was the spacious seats. Tables and armrests were extremely dirty Food: bad Entertainment: non existent Wifi: unable to connect, then was painfully slow that we couldn’t even send messages Good thing we had a night flight, so we just slept throughout.

Not clear why boarding passes could only be issued at the counter and not through the kiosk. I had already check-in on the web, so waiting to obtain a boarding pass 1.5 hours before the actual flight defeats the purpose of early web check-in.

We were delayed, but there was never any update given. Everyone was standing at the gate as boarding was supposed to commence at 13:10 for a 13:55 flight. We didn't actually start getting on the shuttles to the plane, until after 14:00. No updates, no information given at all.

Communication was terrible. Flight was delayed for 4-5 hours in DC (on the front end, and also after we boarded, we had to get off - some issue with fueling the old plane correctly). There was little to no information on timing or what was happening. Once we reach Delhi airspace, apparently there was weather that caused us not to land - we were actually near the ground, saw the run way, and lifted back up to the sky after being sooo close. Then we circled for about 30 minutes, and they decided to go to Jaipur to land until the weather cleared and to refuel. Again, once we landed in Jaipur (wrong city), there was little to no information on timing or what was happening. Then we heard that the crew was reaching their 24 hours. We sat on the place, on the tarmac for another 3 HOURS, with no food and not enough water for everyone on the flight. Then, they kicked us off the plane with no plan, in the wrong city. We went thru customs, got our bags (thank goodness), and had to ask a bunch of staff what was happening and what to do. Eventually, their soltuion was to bus people back to Delhi (like 6 hours we were told) but not everyone would fit on the bus, and unknown timing on when it would leave. At this point it was 9PM (we were scheduled to arrive in Delhi at 11AM...). My husband and I decided to risk it and take a cab that we had to pay ourselves (about $200 US dollars) to get to Delhi (about 5 hour drive). We both had terrible trips back to the US as well - almost missed connecting flight, forced to pay for carry-on luggage (a small back pack!) and duty-free goods by the Air India staff last minute. Just terrible experience all around. Never again with AI! The ONLY good thing was the air hostesses were kind and patient - example: they made sure people with food allergies got their correct. However, the TV's in our entire row did not work so I'm glad we brought our own entertainment......

Need to update the staff of the airport. They tell luggage weight according to they want.

Their security process is excessive. We were checked when we got off our incoming plane, at the gate and up the stairs when boarding the plane. Come on.

Mediocre staff, crappy food selections and no entertainment for a 14 hour flight. The only good thing was that it was a direct flight.

Not comfortable for sitting. Sits are too close to each other and it’s too hard for butt..you need to improve your entertainment section like tv programming, Movies, it’s so hard to kill 15 hrs in long flights .you don’t serve good food like other competitive airlines thats my opinion

Unlike most of its Asia-Pacific neighbours who are still embracing a "zero-Covid" strategy, Singapore which has no domestic market or natural resources sees this not only as a way to getting ahead of regional countries but also as a matter of survival.

At a virtual media conference last week, Singapore's Transport Minister S. Iswaran said that the border closures induced by the Covid-19 pandemic have exacted a heavy toll on the aviation sector and related industries, which employ more than 190,000 people. He added that the longer Singapore remains closed, the greater the risk of lasting damage to its economy and its status as an aviation hub. At the same time, he assured residents that the Singapore government is reopening in a cautious manner as it wants to minimise the risk of imported cases as much as it can.

Singapore's roadmap to reopening is being closely watched by other countries who may consider changing their strategies to see if it's possible to live with the virus safely and a means to reopening their economies.

Singapore is now allowing up to 50 percent of workers to return to their offices and increased event sizes to 1,000 fully vaccinated people.

It also announced a plan which took effect from midnight on August 21 to group countries and regions into four categories based on their risk profiles. Category One covers countries with the lowest risk and Category Four countries are those with the highest risk.

Travellers from Category One countries can enter Singapore without having to spend time in quarantine or isolation. They will be subject only to an on-arrival Covid-19 polymerase chain reaction (PCR) swab test and can go about their activities if they test negative.

The prior 21 days travel history of those entering Singapore will be taken into account with the most stringent criteria based on the countries visited being applied.

Countries in Category One include China (excluding Jiangsu province), New Zealand, Taiwan, Hong Kong and Macau.

Category Two countries comprise places with similar Covid-19 risk profiles to Singapore. Travellers from places in this category will be required to undergo seven-day isolation at an accommodation of their choice.

Singapore citizens, permanent residents and long-term pass holders may serve their seven-day isolation at their place of residence if conditions are suitable. Australia, Brunei, Canada and Germany are in this category.

Travellers from countries and regions with higher risks will have to undergo minimum of 14-day stays at dedicated facilities or may be barred from entering.

As part of its plan to cautiously reopen the country, Singapore also announced a vaccinated travel lane (VTL) with Germany and Brunei for all types of travellers including tourists.

This means anyone travelling from Germany and Brunei to Singapore do not have to quarantine. The VTL which will start from September 7 comes with certain conditions.

Travellers under this scheme will have to take four Covid tests, one within 48 hours before departure, one upon arrival and another two on day three and day seven.

In addition, they must travel on designated VTL direct flights, must have been in Brunei or Germany 21 consecutive days before departure and use Singapore's contact tracing app.

Although Brunei remains closed to leisure travel Germany already allows vaccinated Singapore residents to enter free from quarantine.

If the VTL is fully taken up, it would add up to 2,000 travellers coming into Singapore a week.

Business leaders are encouraged by the move and believe this will help companies as well as improve the city-state's economic outlook.

Victor Mills, chief executive of the Singapore International Chamber of Commerce was quoted by The Straits Times as saying, "This is good news for incoming travellers based on differentiated treatment for vaccinated people."

How will this affect visitors from India especially those travelling for business?

Singapore and India have enjoyed robust trade relations over the years. Recently, Singapore has been the top source of foreign direct investments into India. Furthermore, India has been a top ten trading partner to Singapore for many years.

According to data from Singapore's Department of Statistics, Singapore and India bilateral merchandise trade has been averaging around USD 18 billion per year in total value in the last five years prior to Covid. However, in 2020, total trade fell about 20 percent.

Unfortunately, at the moment, in line with current restrictions, individuals who are not Singaporeans or permanent residents that are travelling from Bangladesh, India, Myanmar, Nepal, Pakistan and Sri Lanka, are unable to enter Singapore.

However, if the Germany and Brunei VTL works, Singapore plans to expand the scheme to more countries. It is hoped that at some point in the near future, travel regulations between Singapore and India will be less restrictive.

What and where to eat in Singapore

Singapore’s food culture is as diverse as its population, with Michelin-starred restaurants, innovative cocktail bars, hawker stalls and family-run zi char joints drawing on influences from China, India, Malaysia and beyond.

The unmistakable aroma of coffee fills the room — it’s nutty and chocolatey with a pleasantly smoky quality. I breathe it in before I see its origin: a plate heaped with crispy chicken slathered in dark sticky coffee sauce. It arrives at my table accompanied by a dish of golden butter cereal prawns and moonlight horfun — stir-fried beef noodles served with a raw egg in the middle.

I’m at Keng Eng Kee Seafood , affectionately known as Kek to its regulars. The third-generation, family-owned and run restaurant is one of Singapore ’s zi char (‘cook fry’) establishments offering traditional Chinese Hokkien food with Malay and Indian influences, served family-style for everyone to share. “We’re all immigrants here; we’ve all come from somewhere,” says my guide, Naseem Huseni. “So, it’s not unusual to see typically Malay ingredients used in Indian dishes, or saffron with noodles and so on.”

This eclectic blending of flavours and convergence of traditions also manifests itself in Singapore’s Peranakan culture. A centuries-long mixing of Chinese, Malay and Indonesian influences has created a hybrid culture with its own cuisine, language and art — for many, the highly decorated and colourful Peranakan houses are a symbol of Singapore.

Naseem explains that the complex and typically slow-cooked dishes of Peranakan cuisine, once out of fashion, are enjoying a surge in popularity. This is in no small part thanks to Candlenut , which in 2016 became the world’s first Peranakan restaurant to be awarded a Michelin star. Its menu changes according to the season and is updated monthly. When I visit, a salad of sweetcorn, peppery mizuna greens and Java apple, with crispy anchovies and a dressing of sesame and gula melaka — a type of palm sugar with a deep, molasses-like flavour — is a zingy standout. Its balance of sweet, salty and piquant is the perfect counterpoint to the beef rendang that follows, a melt-in-the-mouth tender Malaysian stew, and Candlenut’s take on ikan gulai, a fiery red snapper curry with mellow coconutty notes that are a balm to the dish’s spicy burn.

The feast ends with buah keluak, candlenut ice cream. “You know it can be highly toxic,” Naseem says, laying out the consequences of an improperly prepared candlenut. I take the leap anyway and shove a whole spoonful of the dessert into my mouth. In skilled hands, the nut imparts an earthy, slightly bitter flavour akin to dark chocolate, while sea salt caramel and chocolate chilli crumble add rich layers of flavour.

Hawker heaven

High-end dining is a huge part of Singapore’s food culture. During my visit, I indulge in an omakase menu celebrating premium ingredients like Wagyu beef at Keyaki . And try the mind-boggling creations of chef Edward Chong at Peach Blossoms , including an umami-rich deep-fried ‘cigar’ of snow crab, prawn mousse, foie gras and black truffle, and a dainty pastry crafted into the shape a bee and filled with flavourful honey. But it’s Singapore’s hawker centres — a local version of a food hall — that really capture the essence of this city-state.

“We don’t have a common history or traditions; sometimes we don’t even speak the same language,” explains Naseem. “So, you have to wonder — what is it that unites Singaporeans? Any Singaporean will tell you that when they leave home, they only miss one thing — food.”

We’re navigating the lunch crowd at Maxwell Food Centre, near Chinatown, and it isn’t long before I’m dazed by the choice on offer — there are more than 100 stalls here, serving everything from simple-yet-hearty stir-fried noodles and steamed cockles to complex seafood curries and a Singaporean signature, chilli crab. Naseem has her sights set on Tian Tian Hainanese Chicken Rice and its feted dish of Hainanese chicken and rice. What started as a frugal way to make chicken go a little further in less prosperous times is now a meal so popular it competes with chilli crab for the title of Singapore’s national dish.

We have to brave a long queue to get our hands on it: a deceptively simple combination of seasoned rice and tender poached chicken, with some greens on the side — often accompanied by dark soya sauce, chilli-garlic and ginger dips. It’s most Singaporeans’ comfort food of choice, and while it might look rather plain to the eye, its real secret lies in the skill of building the depth of flavour.

“Recipes are often passed through generations and haven’t changed in decades,” Naseem says, also explaining that the real star of the dish is actually the rice, cooked with chicken fat and stock from poaching the bird. As I savour another mouthful of the fluffy rice topped with slices of juicy chicken, fragrant with fresh garlic and ginger, I wholeheartedly agree.

After hours

Another unmissable element of Singapore’s culinary patchwork is its cocktail culture. And its threads stretch much further back than the 15 or so years since creative craft cocktail bars started springing up across the city. Singapore, after all, is the birthplace of the eponymous sling: the cocktail created in the Long Bar at Raffles hotel in 1925. A rosy, pink drink with an elegant foam top that resembles an innocent fruity punch, the Singapore sling was invented so women could enjoy an alcoholic drink discreetly, in a time when such hedonism wasn’t socially acceptable.

Discarded peanut shells crunch underfoot as I’m shown to a table. Long Bar tradition has it that once you’ve shelled your monkey nuts — bags of which accompany each drink — they’re discarded on the floor. Salty snack thus dispatched, it’s not long before I’ve slung back the sling, a sweet yet refreshing way to while away an hour or so on a hot and humid day.

Singapore’s cocktail scene offers abundant choice, its bars often weaving in stories of the city-state in their historic locations and creative libations. Mama Diam , where I spend my final evening in the city, is named after the sundry ‘mama’ shops that occupy the ground floor of housing blocks built in the 1950s and 1960s. I find its entrance masked, speakeasy style, by a mock shopfront where a secret sliding door opens to reveal the dim interior.

After a can of milk tea, transformed into a creamy sweet cocktail of whisky and amaretto, I head upstairs to find an elevator door. At the press of a button, the door opens, and I step through and out the other side into another era. Cafe-cocktail bar Lou Shang has seating arranged along two countertops at the centre of what looks like a 1950s housing block — laundry hung out to dry, electricity meters, plant pots and all. The bar menu is similarly nostalgic, organised into evocative categories such as ‘coming home’ and ‘staying home’, with home-made noodles and comfort food favourites like chicken poppers and banana peanut cake.

When it’s time to pack, I have comfort food of my own to take home: a jar of Kek’s incredible house-made coffee sauce, gifted to me by one of its third-generation owners, Jiamin Liew. “Oh, it’s no problem, please enjoy!” she’d said, with a generous smile. “Singaporean food is meant to be shared!”

SINGAPORE: Singapore Airlines (SIA) has been ordered to pay a couple in India more than S$3,500 after their seats failed to electronically recline during their journey from India to Australia last year.

The District Consumer Disputes Redressal Commission in Hyderabad ruled in favour of Ravi Gupta and his wife Anjali Gupta, media outlets in India reported on Thursday (Apr 25).

According to a report by the Deccan Chronicle, the couple had travelled from Hyderabad to Australia via Singapore on May 23, 2023. 

They complained during the flight that their business class seats, which were supposed to recline electronically, had malfunctioned.

India Today reported that the couple were "forced to stay awake throughout the journey", after forking out 66,750 rupees (S$1,090) for each ticket.

Singapore Airlines had initially offered 10,000 KrisFlyer miles per person, but the offer was rejected by the complainants.

Mr Gupta, who is Telangana's director general of police, reportedly claimed that they were treated as "economy class passengers", except for the extra legroom, the Deccan Chronicle reported.

The commission ruled that SIA should refund 48,750 rupees to each complainant, along with 12 per cent interest. 

Additionally, the airline was ordered to pay a compensation of 100,000 rupees for "mental agony and physical suffering", as well as 10,000 rupees for the costs of the complaint, the media outlets reported. 

In total, the airline was ordered to pay 219,200 rupees, which is about S$3,580.

"OFFERED TO MANUALLY RECLINE THE SEAT"

In response to queries from CNA, the airline on Sunday said it acknowledged the decision of Hyderabad’s District Consumer Disputes Redressal Commission and apologised to the couple for the inconvenience caused by the mechanical issue.

SIA confirmed that while the automatic recline function on Mr and Mrs Gupta’s seats was faulty, "the manual recline function was working on their flight from Hyderabad to Singapore".

"The flight duration from Hyderabad to Singapore is typically around four hours. As it was a full flight, SIA staff unfortunately could not reseat them elsewhere in the Business Class cabin.

"Our crew proactively checked in on these customers regularly and offered to manually recline the seat when needed," said SIA.

The airline also added that there were no issues with Mr and Mrs Gupta's connecting flight from Singapore to Perth.
