• Hand bag fares available through website and selected travel agents. No free check-in baggage allowance is applicable.

• Fare is only available for domestic sector.

• Hand Baggage Only Fare will be available to book now 15 days in advance.

• Hand Baggage Only Fare will only be available on direct flights only.

• Changes and cancellations are permitted as per applicable rules and charges for hand baggage only fare.

• Pre purchase of excess baggage should not be available under this fare.

• For bookings made under HBOF, each of the passenger shall be allowed to carry only one (01) piece of luggage of maximum seven (07) kg. of weight (having maximum overall dimensions of: 115 cms. (L+W+H) on Boeing aircraft and 108 cms. (L+W+H) on Bombardier aircraft) in addition to a regular sized shoulder laptop bag or a lady’s handbag, free of cost.

• If passenger bought HBAG fares and carrying Check-in Baggage at the last minute then below charges will apply: Passengers on these fares who wish to check baggage will be charged Fare Type Change Fee of Rs.400 at the airport for up to 15kgs. Baggage in excess of 15 Kgs is subject to a fee (Rs.350 per Kg ) to be paid at the airport at check-in.

• Lite Fare will be available on all channels, all domestic flights except connecting flights & flights with a travel date within 15 days of booking date.

• Lite Fare will be applicable on Retail Fare only.

• In this fare, only 7kg Hand Baggage will be allowed.

• No check In baggage will be allowed.

• In case the customer reports with baggage at the airport, a fee of INR 200 will be charged at the airport for 15 KGS baggage allowance.

• For Baggage above 15 KGS excess baggage charges as per policy will be applicable.

e-Initiative of the Defence Account Department E-Ticketing/ Defence Travel System  

1. Introduction

Defence Accounts Department has been one of the pioneers in adopting and leveraging new and emerging technologies in all areas including Accounting, Internal Audit, and Payment and Financial Advice functions. The purpose is to provide value-added services to the Services in an efficient and effective manner. In furtherance of this objective the Defence Account Department came up with the idea of replacing the existing system of manual railway ticketing on warrants/Form D / concession vouchers with an electronic web-based system not only to address issues related to accounting, audit & monitoring in manual system but also to meet the current requirement of Services in a digitally enabled environment.

3. New Defence Travel System

To mitigate various constraints like time consuming manual process, waste of precious man-hours in visiting the PRS counters, difficulty in tracking of manual warrant, lengthy accounting process, budgeting and monitoring issues and with the aim of providing cashless travel booking facility to the units/formations for their employees’ to meet all their travel needs, a new project  ‘Defence Travel System’ was conceptualized by Defence Accounts Department in as early as 2009 by making use of latest digital technologies. The Defence Travel System was a major and right step in the direction of e-governance and digitization towards which a renewed thrust and focus is being laid by the Govt. of India. The services of DTS are available under DTS Travel portal on 24X7X365 days anywhere in India where this facility has been enabled.

4. Development phases

Keeping in view the resources available, wide changing technology and initial constraints from all stakeholders it was thought to implement the project in phases in the following manner:

  • Phase I : Implementation of e-Ticketing platform for three Defence Services for rail travel in lieu of railway warrant.
  • Phase II : Extending the system to cover Air Travel.
  • Phase III : Extending the system to Defence Civilians
  • Phase IV: Online submission of TA/DA Claims

The first phase of the project covering Rail Travel was launched in December 2009 in collaboration with IRCTC. Phase-II covering Air Travel has been launched in May 2015 in collaboration with M/s Balmer & Lawrie Co. Around 3200 units have been issued login IDs for using the system so far and approx   5.10 lakh user profile has been created so far and count on this account is increasing day by day. Further, training is being organized by CGDA at 27 stations across India for all Services in coordination with DG (OL & Strategic Move) in parallel to training at Delhi centre. Extension of the system to defence civilians (Phase-III) is under implementation. As part of the fourth phase of online submission of TA/DA claims, a module for on-line requisitioning of DA advance is being developed which will subsequently be integrated with the Pay Accounts Office for proper accounting and monitoring.

5. Benefits Availability of travel planning and on-line reservation system to Defence personnel in remote and far flung areas of their posting is a widely acceptable benefit that has accrued from the project. It has also saved the time required to visit to PRS counters. Further, audit of the travel entitlement and authorization is automatically carried out before allowing the booking itself and real time accounting is possible as rules and regulations are inbuilt in the system. Proper budgetary control can be exercised and different MIS can be generated for informed decision making. Cash handing is nil as all debits and credits are done through pay bills/ledger accounts and hence, possibility of fraud/wrong claim is also completely eliminated.

7. Security Features Entry to the portal www.pcdatravel.gov.in   is through e-Token only by the authorized user. The domain is not made available to the public and https secured protocol is followed for transmission. Three layers security features are available for role based access into DTS Portal:

  • Digital Certificate -Without digital certificate (e-Token), DTS Portal cannot be accessed.
  • Login Credentials-Credential needs to be provided before entered into DTS portal.
  • Security Question- At third layer security question/answer that is randomly generated is asked from the user. If user is not having actual answer, he cannot login to the site.

Once all the above stated conditions are passed, then only the user will be able to log into the DTS portal. Further, User Audit log (with IP address, time and date stamp) is maintained. Exchange with IRCTC is through SSL. At the time of launching of the system in 2010, security vetting of DTS portal was done by Army Cyber Security Establishment of Army HQ, NTRO and also by Cert-In, the nodal agency of Govt. of India. Presently also, security audit for additional features is in progress.

8. Future of the System             The system has enormous potential as it not only caters for meeting the travel need of Defence Personnel’s and Defence Civilians but also has inbuilt features of accounting, audit, authorization and entitlement checks which facilitate generation of different types of MIS and thus enables rule based decision making at all levels. Once the system for on-line submission of DA advance and subsequently TA/DA adjustment claim is developed and implemented (work for which is in progress), the cumbersome system of manual TA/DA Claim will be eliminated and it will complete the cycle of cashless, error free and transparent system of travelling for all the users. This will also ensure better monitoring of available budget by the management who can plan the travel needs in a more effective manner.

e-Post Audit was conceived as an e-Governance initiative to bridge the IAF-PCDA interface and allow for easy and seamless flow of documents for the activity of post audit. Parallel run of e-Post Audit at both PCDA(AF) Dehradun and JCDA (Nagpur) commenced on 09 December 2013. Formally inaugurated by CGDA in February 2015 e-Post Audit has fully gone online in January 2015 in the office of PCDA (AF) Dehradun and JCDA (Nagpur). e-Audit on IMMOLs is one of the best example of mutual cooperation between service provider i.e PCDA (AF) and user i.e. Air Force.

This IAF-PCDA interface on AFNET allows seamless flow of documents for post audit and dispenses with the printing of auditable documents. Not only does this enable saving a sum of Rs. 5 Crore annually but also invaluable saving of time as the documents are readily available on AFNET in soft format thereby obviating the need for manual handling of documents for next thirty years. Consequentially paperless office will give a healthy work environment to people working in the concerned sections.

e-Concurrence is a facility on IMMOLS System developed by Air Force providing an interface with IFA functionaries to allow online financial concurrence of the cases up to AON stage, without having to refer to physical files at offices of IFAs.

Formal approval of CGDA for e-Concurrence on IMMOLS for processing of cases up to AON stage fully online was given in April, 2015 and since then it has been implemented successfully in the office of IFAs.

As the system provides for complete unhindered access to information, it allows for more comprehensive vetting of proposals. All the previous cases are archived in the system, hence it provides for easy and efficient retrieval of the cases. Most importantly e-Concurrence provides for progression of proposal in an efficient and transparent manner, in digital medium giving total visibility to all.

As per the existing procedure sanction of pensionary benefit are being notified through Pension Payment Order. Under the e-PPO project digitally signed e-PPO in pdf file format and PPO data in xml file format will be sent directly to banks through a Secured File Transfer Protocol (SFTP). This will hasten the timely payment of pensionary entitlement to the Defence Pensioner. This will also eliminate the manual intervention / data entry to a large extent at CPPC level. This initiative will contribute to the government’s commitment to build a Digital India.

Benefits of the ePPO project are timely and correct payment of pension, Enhanced security of PPO and minimum manual intervention and promotion of e-governance.

Balmer Lawrie and CGDA launch air travel portal for armed forces

An air travel module, developed and implemented by balmer lawrie in the defence travel system (dts), was launched as an additional facility for armed forces personnel.

An air travel module, developed and implemented by Balmer Lawrie in the Defence Travel System (DTS), was launched jointly as an additional facility for armed forces personnel by Arvind Kaushal, IDAS – Controller General of Defence Accounts (CGDA) and Viren Sinha, C&MD, Balmer Lawrie.

The Defence Travel System which was developed in 2009 provided the facility of booking railway tickets only. Senior officials of both the organisations were present on the occasion. Speaking on the occasion, Sinha said, “Post signing of the MoU, Balmer Lawrie successfully developed the system within three months, which is well within the time-frame.” He reiterated that Balmer Lawrie is committed to providing efficient ticketing services to all the defence personnel through the DTS and will ensure high customer satisfaction. While launching the system, Kaushal appreciated the efforts of Balmer Lawrie and mentioned that the system is another milestone in the digitisation of activities of the Defence Accounts Department. He suggested that the system should be leveraged to offer solutions for all travel requirements of an officer going on outstation deputation and official journeys. He also stated that sufficient security within the system should be ensured and a joint review mechanism should be put in place to achieve optimal results.

The air travel module facilitates transactions in a cashless environment and online submission of travel claims, thus creating a paperless and environment friendly office. It would also promote efficiency and transparency in various dealings.

Subject: Air Travel – Accounting and Payment by PAO

Reference: HQrs Office letter No.Mech/EDP/861/E-Ticketing/Phase-III dated:21-12-2015.

It is intimated that under the e-Ticketing system – wherein Rail Tickets are being booked in lieu of warrants, an Air travel module has also been launched in collaboration with Balmer Lawrie to cover all types of moves like Temporary Duty, Permanent Transfer, LTC All India and LTC Home Town. Air tickets are being booked through DTS since 11 September 2015 by various units across Services under different PAOs. The payment procedure as agreed between CGDA and Balmer & Lawrie is post payment.

2. All PCsDA/CsDA/PCA(Fys) along with this HQrs office has been issued two set of tokens/login-id for this purpose.

(a) One set of Token /Login-Id for DAD Employee: – For booking of Air Tickets i.e. Master Booker Tokens and Competent Authority Approval Tokens for booking of Air Tickets for entitled DAD officers (already issued during training in the Jan, 2016).

(b) PAO tokens for generating and downloading of system generated booking details /Bills and invoices of air tickets booked for DAD entitled officers for payment. Such Tokens (Issued recently) cannot be used for booking of Air Tickets.

3. Process of Booking of Air Tickets : As mentioned in para 2(a) above, one set of Token/Login Id has already been issued for DAD Employee for profile creation of all officer/staffs entitled to travel by Air and booking of Air Tickets. Air Tickets. Initially, profiles of all the officers/staffs working under jurisdiction of each PCsDA/CsDA and PCA(Fys) need to be created for booking of Air Tickets. The creation of profile is a onetime process and need not be done again. When an officer/staffs will be transferred from one PCsDA/CsDA to another, in such case his profile need to be “Transferred out” by the old office and accordingly his new office will perform the activity of “Transfer in” of such officers/staffs. All such activities like profile creation, editing of profile, Air Travel Booking request and cancellation request are performed by master booker /Booker token. At the same time, Approval/Approving token is used for approval of all such request as forwarded by the master booker token through DTS system. Accordingly, once travel request is approved by Competent Authority/Approving Authority, Master Booker/Booker Token can book the Air Ticket as per Travel Regulation and Movement Sanction.

4. Process of Payment of Air Tickets to Balmer Lawrie & Co. : – As mentioned above, the booking of Air Tickets has been launched in collaboration with Balmer Lawrie, the payment procedure as agreed between CGDA and Balmer & Lawrie is post payment. Following steps are involved in processing of payment of Air Tickets to Balmer Lawrie & Co.

(a) Online Accounting and Payment Module for Air Travel : – As mentioned in para 2(b) above, Air Ticket booking details and voucher for Air Ticket booked during a particular period can be generated by logging in to the PAO Module for further processing of payment to Balmer & Lawrie Co.

(b) Preparation of Punching Medium : – After generation of the voucher by logging-in to the PAO Module, PCsDA/CsDA will prepare Punching Medium to compile under respective code head as per classification hand book.

(c) Payment Through NEFT : – After preparation of Punching Medium and Daily Payment Sheet, PCsDA/CsDA will make payment of the due amount through NEFT or through any other process is being followed in their offices. (d) Voucher Settlement: – After payment PCsDA/CsDA will log-in to the PAO Module and will mark against each invoices as payment done.

(e) Voucher Acknowledgemen t: – All payment will be acknowledged by Balmer & Lawrie through System and PCsDA /CsDA will be able to download Receipt voucher of payment from the system.

4. Claim Submission : – As the Air Ticket booked through system is given to the officer is as good as advance to the officer/staff serving in the PCsDA/CsDA offices, traveler will submit his final claim within one month after completion of the journey along with original boarding pass and a copy of the Air Ticket booked through DTS

5. In this regard it is intimated that PCsDA/CsDA who are not having PKI tokens (One set of Booking Token with two tokens (One for Master Booker/Booker Token and another for Approval Token)) for booking of Air Tickets through DTS and one PKI token (PAO Token) for generation of voucher and processing payment are requested to intimate to this HQrs office for issuing of the same. PCsDA/CsDA/PCA(Fys) offices in possession of one set of PKI token (One for Master Booker/Booker token, another for Approval token) are requested to start booking of Air Tickets through DTS immediately.

Balmer Lawrie & Co Ltd of the petroleum and natural gas ministry has launched an air travel portal for armed forces personnel in partnership with the Controller General of Defence Accounts, the state-run enterprise said Saturday.

“The defence travel system developed in 2009 provided the facility for booking railway tickets only. The air travel module is an additional facility for armed forces personnel,” Balmer Lawrie chairman and managing director Viren Sinha said in a statement here.

The system, which will provide efficient ticketing services to all defence personnel, is yet another effort to digitise the activities of the defence accounts department.

“The system will be leveraged to provide solutions for travel requirements of an officer on deputation and official journeys,” said Indian Defence Accounts Service head Arvind Kaushal.

The air travel module facilitates transactions in a cashless environment and online submission of travel claims, thus creating a paperless and environment-friendly office.

“Security within the system should be ensured and a joint review mechanism should be in place to achieve optima results,” Kaushal said.

Besides steel barrels, industrial greases and specialty lubricants, the company offers corporate travel and logistic services.

“We have been responding to demands of an ever changing environment, leveraging every change as an opportunity to innovate and emerge a leader in industry,” Sinha added. (IANS)

Balmer Lawrie signs MOU with CGDA for Air Travel 26 February 2015

Balmer Lawrie signs MOU with CGDA for Air Travel A Memorandum of Understanding was signed between the Controller General of Defence Accounts (CGDA) and Balmer Lawrie & Co. Ltd. on 25 February 2015 for the development and implementation of an Air Travel module in the Defence Travel System. Currently the Defence Travel System provides the facility of booking railways tickets to Armed Forces personnel. After the development of the Air Travel module, air tickets can also be booked on the Defence Travel System. On this occasion, Mr. Arvind Kaushal, IDAS (CGDA), Mr. Viren Sinha, C&MD (Balmer Lawrie & Co. Ltd.) and senior officers representing both the organisations were present. Speaking on the occasion, Mr. Sinha applauded the efforts and initiatives taken by the Defence Accounts Department for the adoption of e-Systems. He said that this was the need of the hour, considering the efficiency and transparency every government department and corporate need to practice in their various dealings. He assured that all efforts will be made to ensure the successful roll out of the system within the agreed time frame. CGDA stated that Balmer Lawrie & Co. Ltd. is one of the oldest PSUs and is efficient in handling their travel needs. He emphasized that the Air Travel module will be a great step towards digitization as this will not only facilitate Armed Forces personnel in booking air tickets for their official journey in a cashless environment but will also lead to online submission of travel claims. This in turn will help to create a paperless and environment friendly office and will ensure higher customer satisfaction.
