As per 7th CPC level 6 to 8 as entitle for travel in AC-II/by air in economics class on (on duty).my question is I am a sports player participating in departmental sports & national sports on on duty I will get same facility on on duty in sports to participate in outside the state.

A.(i) Travel Entitlements within the Country

Pay Level in Pay Matrix Travel entitlement 6 to 11 Economy class by air or AC-II by train

As per 7 CPC for the Pay level mentioned above it says that 6 to 11are eligible for AIR travel entitlement . I being sports men represent Department in Central Revenue sports meet and travelled by Air. Whereas on submission of my TA claim PAO rejected my claim stating that journey/tour performed by sportsperson are considered as recreation purpose hence only 3rd AC is eligible. Is that correct pls clarify

Travelling Allowance Rules – Implementation of the Seventh Central Pay Commission.

OFFICE MEMORANDUM

Subject: Travelling Allowance Rules – Implementation of the Seventh Central Pay Commission.

Consequent upon the decisions taken by the Government on the recommendations of the Seventh Central Pay Commission relating to Travelling Allowance entitlements to civilian employees of Central Government, President is pleased to decide the revision in the rates of Travelling Allowance as set out in the Annexure to this Office Memorandum.

2. The ‘Pay Level’ for determining the TA/DA entitlement is as indicated in Central Civil Service (Revised Pay) Rules 2016.

3. The term ‘Pay in the Level’ for the purpose of these orders refer to Basic Pay drawn in appropriate Pay Level in the Pay Matrix as defined in Rule 3(8) of Central Civil Services (Revised Pay) Rules, 2016 and does not include Non-Practising Allowance (NPA), Military Service Pay (MSP) or any other type of pay like special pay, etc

4. However, if the Travelling Allowance entitlements in terms of the revised entitlements now prescribed result in a lowering of the existing entitlements in the case of any individual, groups or classes of employees, the entitlements, particularly in respect of mode of travel, class of accommodation, etc., shall not be lowered. They will instead continue to be governed by the earlier orders on the subject till such time as they become eligible, in the normal course, for the higher entitlements.

5. The claims submitted in respect of journey made on or after 1 st July, 2017, may be regulated in accordance with these orders. In respect of journeys performed prior to 1 st July, 2017, the claims may be regulated in accordance with the previous orders dated 23.09.2008.

6. It may be noted that no additional funds will be provided on account of revision in TA/DA entitlements. It may therefore be ensured that permission to official travel is given judiciously and restricted only to absolutely essential official requirements.

7. These orders shall take effect from 01 st July, 2017

8. Separate orders will be issued by Ministry of Defence and Ministry of Railways in respect of Armed Forces personnel and Railway employees, respectively.

9. In so far as the persons serving in the Indian Audit & Accounts Department are concerned, these orders issue in consultation with the Comptroller & Auditor General of India

In supersession of Department of Expenditure’s O.M.No.19030/3/2008-E.IV dated 23.09.2008, in respect of Travelling Allowance the following provisions will be applicable with effect from 01.07.2017:

2. Entitlements for Journeys on Tour or Training

A.(i) Travel Entitlements within the Country

(ii) It has also been decided to allow the Government officials to travel by Premium Trains/Premium Tatkal Trains/Suvidha Trains, the reimbursement to Premium Tatkal Charges for booking of tickets and the reimbursement of Dynamic/Flexi-fare in Shatabdi/Rajdhani/Duronto Trains while on official tour/training. Reimbursement of Tatkal Seva Charges which has fixed fare, will remain continue to be allowed. Travel entitlement for the journey in Premium/Premium Tatkal/Suvidha/Shatabdi/Rajdhani/Duronto Trains will be as under:-

(iii) The revised Travel entitlements are subject to following:-

In case of places not connected by rail, travel by AC bus for all those entitled to travel by AC II Tier and above by train and by Deluxe/ordinary bus for others is allowed.

In case of road travel between places connected by rail, travel by any means of public transport is allowed provided the total fare does not exceed the train fare by the entitled class.

All mileage points earned by Government employees on tickets purchased for official travel shall be utilized by the concerned department for other official travel by their officers. Any usage of these mileage points for purposes of private travel by an officer will attract departmental action. This is to ensure that the benefits out of official travel, which is funded by the Government, should accrue to the Government.

In case of non-availability of seats in entitled class, Govt.servants may travel in the class below their entitled class.

B. International Travel Entitlement:

C. Entitlement for journeys by Sea or by River Steamer

(i) For places other than A&N Group of Islands and Lakshadweep Group of Island:-

(ii) For travel between the mainland and the A&N Group of Islands and Lakshadweep Group of Island by ships operated by the Shipping Corporation of India Limited:-

D. Mileage Allowance for Journeys by Road:

(i) At places where specific rates have been prescribed:-

(ii) At places where no specific rates have been prescribed either by the Directorate of Transport of the concerned State or of the neighboring States:

At places where no specific rates have been prescribed, the rate per km will further rise by 25 percent whenever DA increases by 50 percent.

E (i). Daily Allowance on Tour

(ii) Reimbursement of Hotel charges:- For levels 8 and below, the amount of claim (up to the ceiling) may be paid without production of vouchers against self-certified claim only. The self-certified claim should clearly indicate the period of stay, name of dwelling, etc. additionally, for stay in Class ‘X’ cities, the ceiling for all employees up to Level 8 would be Rs.1,000 per day, but it will only be in the form of reimbursement upon production of relevant vouchers. The ceiling for reimbursement of hotel charges will further rise by 25 percent whenever DA increases by 50 persent.

(iii) Reimbursement of Travelling charges:- Similar to Reimbursement of staying accommodation charges, for level 8 and below, the claim (up to the ceiling) may be paid without production of vouchers against self-certified claim only. The self-certified claim should clearly indicate the period of travel, vehicle number, etc. the ceiling for levels 11 and below will further rise by 25 percent whenever DA increases by 50 percent. For journeys on foot, an allowance of Rs.12/- per kilometre travelled on foot shall be payable additionally. This rate will further increase by 25% whenever DA increases by 50%.

(iv) Reimbursement of Food charges:- There will be no separate reimbursement of food bills. Instead, the lump sum amount payable will be as per Table E(i) above and, depending on the length of absence from headquarters, would be regulated as per Table (v) below. Since the concept of reimbursement has been done away with, no vouchers will be required. This methodology is in line with that followed by Indian Railways at present (with suitable enhancement of rates). i.e. Lump sum amount payable. The lump sum amount will increase by 25 percent whenever DA increase by 50 percent.

(v) Timing restrictions

Absence from Head Quarter will be reckoned from midnight to midnight and will be calculated on a per day basis.

(vi) In case of stay/journey on Government ships, boats etc. or journey to remote places on foot/mules etc for scientific/data collection purposes in organization like FSI, Survey of India, GSI etc., daily allowance will be paid at rate equivalent to that provided for reimbursement of food bill. However, in this case, the amount will be sanctioned irrespective of the actual expenditure incurred on this account with the approval of the Head of Department/controlling officer.

Note: DA rates for foreign travel will be regulated as prescribed by Ministry of External Affairs.

3. T.A. on Transfer

TA on Transfer includes 4 components:- (i) Travel entitlement for self and family (ii) Composite Transfer and packing grant (CTG) (iii) Reimbursement of charges on transportation of personal effects (iv) Reimbursement of charges on transportation of conveyance.

(i) Travel Entitlements:

Travel entitlements as prescribed for tour in Para 2 above, except for International Travel, will be applicable in case of journeys on transfer. The general conditions of admissibility prescribed in S.R.114 will, however, continue to be applicable.

The provisions relating to small family norms as contained in para 4(A) of Annexure to M/o Finance O.M.F.No. 10/2/98-IC & F.No. 19030/2/97-EIV dt. 171, April 1998, shall continue to be applicable.

(ii) Composite Transfer and Packing Grant (CTG):

The Composite Transfer Grant shall be paid at the rate of 80% of the last month’s basic pay in case of transfer involving a change of station located at a distance of or more than 20 kms from each other. However, for transfer to and from the Island territories of Andaman, Nicobar & Lakshadweep, CTG shall be paid at the rate of 100% of last month’s basic pay. Further, NPA and MSP shall not be included as part of basic pay while determining entitlement for CTG.

In cases of transfer to stations which are at a distance of less than 20 kms from the old station and of transfer within the same city, one third of the composite transfer grant will be admissible, provided a change of residence is actually involved.

In cases where the transfer of husband and wife takes place within six months, but after 60 days of the transfer of the spouse, fifty percent of the transfer grant on transfer shall be allowed to the spouse transferred later. No transfer grant shall be admissible to the spouse transferred later, in case both the transfers are ordered within 60 days. The existing provisions shall continue to be applicable in case of transfers after a period of six months or more. Other rules precluding transfer grant in case of transfer at own request or transfer other than in public interest, shall continue to apply unchanged in their case.

(iii) Transportation of Personal Effects:

The rates will further rise by 25 percent whenever DA increases by 50 percent. The rates for transporting the entitled weight by Steamer will be equal to the prevailing rates prescribed by such transport in ships operated by Shipping Corporation of India. The claim for reimbursement shall be admissible subject to the production of actual receipts/vouchers by the Govt servant. Production of receipts/vouchers is mandatory in r/o transfer cases of North Eastern Region, Andaman & Nicobar Islands and Lakshadweep also.

Transportation of personal effects by road is as per kilometre basis only. The classification of cities/towns for the purpose of transportation of personal effects is done away with.

(iv) Transportation of Conveyance.

The general conditions of admissibility of TA on Transfer as prescribed in S.R. 116 will, however, continue to be applicable.

4. T.A. Entitlement of Retiring Employees

TA on Retirement includes 4 components:- (i) Travel entitlement for self and family (ii) Composite Transfer and packing grant (CTG) (iii) Reimbursement of charges on transportation of personal effects (iv) Reimbursement of charges on transportation of conveyance.

(i) Travel Entitlements

Travel entitlements as prescribed for tour/transfer in Para 2 above, except for International Travel, will be applicable in case of journeys on retirement. The general conditions of admissibility prescribed in S.R. 147 will, however, continue to be applicable.

(ii) Composite Transfer Grant (CTG)

The Composite Transfer Grant shall be paid at the rate of 80% of the last month’s basic pay in case of those employees, who on retirement, settled down at places other than last station(s) of their duty located at a distance of or more than 20 km. however, in case of settlement to and from the Island territories of Andaman, Nicobar & Lakshadweep, CTG shall be paid at the rate of 100% of last month’s basic pay. Further, NPA and MSP shall not be included as part of basic pay while determining entitlement for CTG. The transfer incidentals and road mileage for journeys between the residence and the railway station/bus stand, etc., at the old and new station, are already subsumed in the composite transfer grant and will not be separately admissible.

As in the case of serving employees, Government servants who, on retirement, settle at the last station of duty itself or within a distance of less than 20 kms may be paid one third of the CTG subject to the condition that a change of residence is actually involved.

(iii) Transportaion of Personal Effects:- Same as Para 3(iii) above.

Transportation of Conveyance:- Same as Para 3(iv) above.

The general conditions of admissibility of TA on Retirement as prescribed in S.R. 147 will, however, continue to be applicable.

Travelling Allowance is not a regular allowance for all employees! Travelling Allowance is that the permission to avail reimbursement of the expenses incurred by an employee while on duty in outstation! Travelling Allowance is the package of various allowances. Travelling Allowance and Daily Allowance (TA-DA),  Hotel Charges, Travelling Charges, Food Charges, Mileage Allowance, Reservation Charges, Internet and E-Ticketing Charges, Cancellation Charges, Conveyance Charges, TA on Deputation, TA on Transfer and TA on Retirement.

New Revised Rate and Entitlements of Travelling allowance as per 7th pay commission with effect from 1st July 2017: For Armed Forces Defence Personnel and Railway employees, the concerned department will issue separate orders on this subject respectively. Supersession of all orders issued earlier, particularly DoE Office Memorandum No.19030/3/2008-E.IV dated 23.9.2008, in respect of Travelling Allowance rules.

TA/DA Rules for Central Govt Employees

What is ta/da.

TA/DA stands for Travelling Allowance and Daily Allowance (not Dearness allowance ). TA means the travel expenses as per entitlement on official duty. DA means the food and accommodation charges as per the entitlement. Travelling allowance and Daily allowance are fixed amounts as per the pay matrix level after the 7th pay commission.

What is Travelling Allowance?

A reimbursement system for travelling expenses while on duty (official duty or temporary duty). And any kind of travelling expenses is permissible as per entitlements of TA/DA Rules. Other than travel expenses, accommodation, food and other related expenses are also eligible for reimbursement under Daily Allowance. The revised rates of TA and DA allowances after the 7th pay commission are given below in detail.

Reimbursement of Hotel charges

Claiming of hotel charges procedure for CG Staff and Officers with effect from 1st July 2017 as per the recommendations of 7th pay commission.

Reimbursement of Travelling charges

Reimbursement of TA for Central Government Officers and Staff from 1st July 2017.

The self-certified claim should clearly indicate the period of travel, vehicle number, etc. the ceiling for levels 11 and below will further rise by 25 per cent whenever DA increases by 50 per cent. For journeys on foot, an allowance of Rs.12/- per kilometre travelled on foot shall be payable additionally.

Reimbursement of Food charges Procedure

Reimbursement of food bills procedure for CG Employees after 7th pay commission.

There will be no separate reimbursement of food bills. Instead, the lump sum amount payable will be as per Table E (i) above and, depending on the length of absence from headquarters, would be regulated as per Table (v) below.

Since the concept of reimbursement has been done away with, no vouchers will be required. This methodology is in line with that followed by Indian Railways at present (with suitable enhancement of rates). i.e. Lump sum amount payable.

Timing restrictions – Absence from HeadQuarter

Absence from Head Quarter will be reckoned from midnight to midnight and will be calculated on a per-day basis.

If absence from headquarters is less than 6 hours = 30% of Lumpsum amount

If absence from headquarters is between 6 -12 hours = 70% of Lumpsum amount

If absence from headquarters is more than 12 hours = 100% of Lumpsum amount

The travelling allowance referred to will be admissible in respect of the journey of the Government servant and members of his family from the last station of his duty to his home town or to the place where he and his family is to settle down permanently even if it is other than his declared home town and in respect of the transportation of his personal effects between the same places.

S.R. 147 the expenditure on transportation of conveyance by government servants on their retirement shall be reimbursed without insisting on the requirement that the possession of the conveyance by them while in service at their last place of duty should have been in the public interest. TA/DA Rules for Retiring Employees

TA on Retirement includes 4 components:-

  • Travel entitlement for self and family
  • Composite Transfer and packing grant (CTG)
  • Reimbursement of charges on transportation of personal effects
  • Reimbursement of charges on transportation of conveyance.

(i) Travel Entitlements

Travel entitlements as prescribed for tour/transfer in Para 2 above, except for International Travel, will be applicable in case of journeys on retirement. The general conditions of admissibility prescribed in S.R. 147 will, however, continue to be applicable.

(ii) Composite Transfer Grant (CTG)

(a) The Composite Transfer Grant shall be paid at the rate of 80% of the last month’s basic pay in case of those employees, who on retirement, settled down at places other than the last station(s) of their duty located at a distance of or more than 20 km.

However, in case of settlement to and from the Island territories of Andaman, Nicobar & Lakshadweep, CTG shall be paid at the rate of 100% of last month’s basic pay.

Further, NPA and MSP shall not be included as part of basic pay while determining entitlement for CTG.

The transfer incidentals and road mileage for journeys between the residence and the railway station/bus stand, etc., at the old and new station, are already subsumed in the composite transfer grant and will not be separately admissible.

(b) As in the case of serving employees, Government servants who, on retirement, settle at the last station of duty itself or within a distance of less than 20 km may be paid one-third of the CTG subject to the condition that a change of residence is actually involved.

(iii) Transportation of Personal Effects:- Same as Para 3(iii) above.

(iv) Transportation of Conveyance:- Same as Para 3(iv) above.

The general conditions of admissibility of TA on Retirement as prescribed in S.R. 147 will, however, continue to be applicable.

The time limit for submission of TA claim in all other cases i.e. on tour, transfer and training etc. will remain 60 days. [ Click to view in order ]

Travelling Allowance (TA/DA) Chart

Travelling Allowance on transfer to/from North-Eastern Region, Union Territories of Andaman & Nicobar, Lakshadweep Island and Ladakh

If the family of Railway employee does not accompany him on. transfer to from these areas, the employee’ is entitled to carry personal effects upto 1/3rd of his entitlement and production of receipt/voucher is not mandatory to claim 1/3rd of his entitlement of transportation of personal effects.

If the family of Railway employee accompanies him on transfer to/from these areas, the employee is entitled to the admissible cost of transportation of personal effects and production of receipt/voucher is mandatory to claim admissible amount.as per his entitlement for transportation of personal effects.

What is Travelling Allowance for Govt employees?

Granting of Travelling Allowance for Central Government employees is based on the travel expenses including boarding and lodging expenses while on official duty.

What is the difference between Travelling Allowance and Transport Allowance?

Transport Allowance is a fixed monthly amount and this is common for all government employees. The Transport Allowance is grating for the expenses travelling between office and residence. Travelling Allowance is entirely different from Transport Allowance. The Travelling Allowance is generally called TA/DA. This allowance is eligible only for the employees who have travelled on official duty.

What is the accommodation charges for pay level 5 as per 7th CPC?

The accommodation charges for pay levels 1 to 5 are Rs. 450 per day after implementation of the 7th pay commission.

I was posted at siliguri last year and joined Malda( WB) in July 2023. I took permission from HOD to keep family at siliguri as my child was studying in class 10th and accordingly didn’t claimed transfer TA and luggage transportation of family and permission was also granted to claim Transfer TA beyond 6 months. Now again I am posted to Orissa which is non family station and suppose to move in June 2024. . I intend to shift my family to delhi for better study of my children. What Transfer TA will I get in respect of my family and house hold goods shifting 1. Siliguri to Malda or Malda to Delhi or both or can I shift family and luggage directly to delhi from siliguri

Your 6 months permission was completed in January was over to shift your family. Now your duty point is ORISSA, if Orissa is temporary post you can claim Malta to Orissa only not in Delhi.

Sir, I have proceeded on temp duty for which I have claimed for food & lodging charges @ Rs.1550/- per day (i.e. food charges @ Rs.750/- & lodging charges @ Rs.800/-per day). In addition to the above, I have claimed conveyance charges @ Rs.225/-per day and Foot charges @ Rs.12/-as per rules, but my audit authorities have disallowed conveyance and foot charges in full without any reason or quoting any govt rules/orders. Therefore, I request to kindly confirm I am entitled to conveyance charges @ Rs.225/- and Foot charges @ Rs.12/- per day in addition to food and lodging charges as per rules, please. I aspect for your fruitful reply with quoting rules, so that I can re-submit my claim to audit authorities in support, please.

Please clarify about the rule of TA in case an officer travels in his own car between the places not connected by railways. He is entitled to get the prescribed rates of the car by the state transport department or he will get the rates of Auto Riksha as given in the above table

(i) At places where specific rates have been prescribed:- 14 Or Above Actual Fare By Any Type Of Public Bus Including AC Bus OR At Prescribed Rates Of AC Taxi When The Journey is Actually Performed By AC Taxi OR At Prescribed Rates For Auto Rickshaw For Journey By Auto Rickshaw, Own Car, Scooter, Motor Cycle, Moped, Etc. If your own car in this table is a topographical mistake (it was not there in 6 CPC) how to get it corrected from Finance Ministry.

As per the T.A.Rules on Transfer Rule (ii) b, CTG have been calculated the distance of less than 20 Kms. from the old station and transferred place within the same city. If it confirmed with any records of 25 Kms.(extract)) you can claim and get the 80% of your last basic pay. Please check up it is as per your pre-revised scale prior to 1.7.2017 and shifted before the date.

From this site, it’s​ learned that from level 9 to 11 is eligible for flight economy class traveling allowance. But I’m​ not sure, all Central Govt employees coming under above mentioned levels are getting it. My current GP is 1900 and TA 1600+DA(1904) = 3504. but as per 7th CPC recommendation the new TA stands at 1350+DA(0)=1350. Please rectify the anomaly before government notification. A large amount of employee will face the same problem.

I have only one doubt, either petrol or Diesel rates are through out the India is almost same. May be the difference is nominal. If that is the case why x- City employees should get more and Y-City employees should get less. I personally felt that, Transport allowance should be equal to allover the India. In case govt wants to Differentiate, it can be paid based on the distance KM.

This is purely my personnel opinion. think friends.

OFFICE MEMORANDUM

Subject: Travelling Allowance Rules – Implementation of the Seventh Central Pay Commission.

Consequent upon the decisions taken by the Government on the recommendations of the Seventh Central Pay Commission relating to Travelling Allowance entitlements to civilian employees of Central Government, President is pleased to decide the revision in the rates of Travelling Allowance as set out in the Annexure to this Office Memorandum.

2. The ‘Pay Level’ for determining the TA/DA entitlement is as indicated in Central Civil Service (Revised Pay) Rules 2016.

3. The term ‘Pay in the Level’ for the purpose of these orders refer to Basic Pay drawn in appropriate Pay Level in the Pay Matrix as defined in Rule 3(8) of Central Civil Services (Revised Pay) Rules, 2016 and does not include Non-Practising Allowance (NPA), Military Service Pay (MSP) or any other type of pay like special pay, etc

4. However, if the Travelling Allowance entitlements in terms of the revised entitlements now prescribed result in a lowering of the existing entitlements in the case of any individual, groups or classes of employees, the entitlements, particularly in respect of mode of travel, class of accommodation, etc., shall not be lowered. They will instead continue to be governed by the earlier orders on the subject till such time as they become eligible, in the normal course, for the higher entitlements.

5. The claims submitted in respect of journey made on or after 1 st July, 2017, may be regulated in accordance with these orders. In respect of journeys performed prior to 1 st July, 2017, the claims may be regulated in accordance with the previous orders dated 23.09.2008.

6. It may be noted that no additional funds will be provided on account of revision in TA/DA entitlements. It may therefore be ensured that permission to official travel is given judiciously and restricted only to absolutely essential official requirements.

7. These orders shall take effect from 01 st July, 2017

8. Separate orders will be issued by Ministry of Defence and Ministry of Railways in respect of Armed Forces personnel and Railway employees, respectively.

9. In so far as the persons serving in the Indian Audit & Accounts Department are concerned, these orders issue in consultation with the Comptroller & Auditor General of India

In supersession of Department of Expenditure’s O.M.No.19030/3/2008-E.IV dated 23.09.2008, in respect of Travelling Allowance the following provisions will be applicable with effect from 01.07.2017:

2. Entitlements for Journeys on Tour or Training

A.(i)      Travel Entitlements within the Country

(ii) It has also been decided to allow the Government officials to travel by Premium Trains/Premium Tatkal Trains/Suvidha Trains, the reimbursement to Premium Tatkal Charges for booking of tickets and the reimbursement of Dynamic/Flexi-fare in Shatabdi/Rajdhani/Duronto Trains while on official tour/training. Reimbursement of Tatkal Seva Charges which has fixed fare, will remain continue to be allowed. Travel entitlement for the journey in Premium/Premium Tatkal/Suvidha/Shatabdi/Rajdhani/Duronto Trains will be as under:-

(iii) The revised Travel entitlements are subject to following:-

(a)     In case of places not connected by rail, travel by AC bus for all those entitled to travel by AC II Tier and above by train and by Deluxe/ordinary bus for others is allowed.

(b)    In case of road travel between places connected by rail, travel by any means of public transport is allowed provided the total fare does not exceed the train fare by the entitled class.

(c)     All mileage points earned by Government employees on tickets purchased for official travel shall be utilized by the concerned department for other official travel by their officers. Any usage of these mileage points for purposes of private travel by an officer will attract departmental action. This is to ensure that the benefits out of official travel, which is funded by the Government, should accrue to the Government.

(d)    In case of non-availability of seats in entitled class, Govt.servants may travel in the class below their entitled class.

B. International Travel Entitlement:

C. Entitlement for journeys by Sea or by River Steamer

(i)                  For places other than A&N Group of Islands and Lakshadweep Group of Island:-

(ii) For travel between the mainland and the A&N Group of Islands and Lakshadweep Group of Island by ships operated by the Shipping Corporation of India Limited:-

D. Mileage Allowance for Journeys by Road:

(i)                  At places where specific rates have been prescribed:-

(ii)                At places where no specific rates have been prescribed either by the Directorate of Transport of the concerned State or of the neighboring States:

At places where no specific rates have been prescribed, the rate per km will further rise by 25 percent whenever DA increases by 50 percent.

E (i). Daily Allowance on Tour

(ii) Reimbursement of Hotel charges:- For levels 8 and below, the amount of claim (up to the ceiling) may be paid without production of vouchers against self-certified claim only. The self-certified claim should clearly indicate the period of stay, name of dwelling, etc. additionally, for stay in Class ‘X’ cities, the ceiling for all employees up to Level 8 would be Rs.1,000 per day, but it will only be in the form of reimbursement upon production of relevant vouchers. The ceiling for reimbursement of hotel charges will further rise by 25 percent whenever DA increases by 50 persent.

(iii) Reimbursement of Travelling charges:- Similar to Reimbursement of staying accommodation charges, for level 8 and below, the claim (up to the ceiling) may be paid without production of vouchers against self-certified claim only. The self-certified claim should clearly indicate the period of travel, vehicle number, etc. the ceiling for levels 11 and below will further rise by 25 percent whenever DA increases by 50 percent. For journeys on foot, an allowance of Rs.12/- per kilometre travelled on foot shall be payable additionally. This rate will further increase by 25% whenever DA increases by 50%.

(iv) Reimbursement of Food charges:- There will be no separate reimbursement of food bills. Instead, the lump sum amount payable will be as per Table E(i) above and, depending on the length of absence from headquarters, would be regulated as per Table (v) below. Since the concept of reimbursement has been done away with, no vouchers will be required. This methodology is in line with that followed by Indian Railways at present (with suitable enhancement of rates). i.e. Lump sum amount payable. The lump sum amount will increase by 25 percent whenever DA increase by 50 percent.

(v)    Timing restrictions

Absence from Head Quarter will be reckoned from midnight to midnight and will be calculated on a per day basis.

(vi) In case of stay/journey on Government ships, boats etc. or journey to remote places on foot/mules etc for scientific/data collection purposes in organization like FSI, Survey of India, GSI etc., daily allowance will be paid at rate equivalent to that provided for reimbursement of food bill. However, in this case, the amount will be sanctioned irrespective of the actual expenditure incurred on this account with the approval of the Head of Department/controlling officer.

Note: DA rates for foreign travel will be regulated as prescribed by Ministry of External Affairs.

3. T.A. on Transfer

TA on Transfer includes 4 components:- (i) Travel entitlement for self and family (ii) Composite Transfer and packing grant (CTG) (iii) Reimbursement of charges on transportation of personal effects (iv) Reimbursement of charges on transportation of conveyance.

(i)                  Travel Entitlements:

(a)     Travel entitlements as prescribed for tour in Para 2 above, except for International Travel, will be applicable in case of journeys on transfer. The general conditions of admissibility prescribed in S.R.114 will, however, continue to be applicable.

(b)    The provisions relating to small family norms as contained in para 4(A) of Annexure to M/o Finance O.M.F.No. 10/2/98-IC & F.No. 19030/2/97-EIV dt. 171, April 1998, shall continue to be applicable.

(ii)                Composite Transfer and Packing Grant (CTG):

(a)     The Composite Transfer Grant shall be paid at the rate of 80% of the last month’s basic pay in case of transfer involving a change of station located at a distance of or more than 20 kms from each other. However, for transfer to and from the Island territories of Andaman, Nicobar & Lakshadweep, CTG shall be paid at the rate of 100% of last month’s basic pay. Further, NPA and MSP shall not be included as part of basic pay while determining entitlement for CTG.

(b)    In cases of transfer to stations which are at a distance of less than 20 kms from the old station and of transfer within the same city, one third of the composite transfer grant will be admissible, provided a change of residence is actually involved.

(c)     In cases where the transfer of husband and wife takes place within six months, but after 60 days of the transfer of the spouse, fifty percent of the transfer grant on transfer shall be allowed to the spouse transferred later. No transfer grant shall be admissible to the spouse transferred later, in case both the transfers are ordered within 60 days. The existing provisions shall continue to be applicable in case of transfers after a period of six months or more. Other rules precluding transfer grant in case of transfer at own request or transfer other than in public interest, shall continue to apply unchanged in their case.

(iii)                Transportation of Personal Effects:

The rates will further rise by 25 percent whenever DA increases by 50 percent. The rates for transporting the entitled weight by Steamer will be equal to the prevailing rates prescribed by such transport in ships operated by Shipping Corporation of India. The claim for reimbursement shall be admissible subject to the production of actual receipts/vouchers by the Govt servant. Production of receipts/vouchers is mandatory in r/o transfer cases of North Eastern Region, Andaman & Nicobar Islands and Lakshadweep also.

Transportation of personal effects by road is as per kilometre basis only. The classification of cities/towns for the purpose of transportation of personal effects is done away with.

(iv)              Transportation of Conveyance.

The general conditions of admissibility of TA on Transfer as prescribed in S.R. 116 will, however, continue to be applicable.

4. T.A. Entitlement of Retiring Employees

TA on Retirement includes 4 components:- (i) Travel entitlement for self and family (ii) Composite Transfer and packing grant (CTG) (iii) Reimbursement of charges on transportation of personal effects (iv) Reimbursement of charges on transportation of conveyance.

(i)                                      Travel Entitlements

Travel entitlements as prescribed for tour/transfer in Para 2 above, except for International Travel, will be applicable in case of journeys on retirement. The general conditions of admissibility prescribed in S.R. 147 will, however, continue to be applicable.

(ii)                                    Composite Transfer Grant (CTG)

(a)       The Composite Transfer Grant shall be paid at the rate of 80% of the last month’s basic pay in case of those employees, who on retirement, settled down at places other than last station(s) of their duty located at a distance of or more than 20 km. however, in case of settlement to and from the Island territories of Andaman, Nicobar & Lakshadweep, CTG shall be paid at the rate of 100% of last month’s basic pay. Further, NPA and MSP shall not be included as part of basic pay while determining entitlement for CTG. The transfer incidentals and road mileage for journeys between the residence and the railway station/bus stand, etc., at the old and new station, are already subsumed in the composite transfer grant and will not be separately admissible.

(b)      As in the case of serving employees, Government servants who, on retirement, settle at the last station of duty itself or within a distance of less than 20 kms may be paid one third of the CTG subject to the condition that a change of residence is actually involved.

(iii)                                  Transportaion of Personal Effects:- Same as Para 3(iii) above.

(iv)                                  Transportation of Conveyance:- Same as Para 3(iv) above.

The general conditions of admissibility of TA on Retirement as prescribed in S.R. 147 will, however, continue to be applicable.

What is TA/DA?

TA/DA stands for Travelling Allowance and Daily Allowance (not Dearness allowance). TA means the travel expenses as per entitlement on official duty. DA means the food and accommodation charges as per the entitlement. Travelling allowance and Daily allowance are fixed amounts as per the pay matrix level after the 7th pay commission.

What is Travelling Allowance?

A reimbursement system on travelling expenses while on duty (official duty or temporary duty). And any kind of travelling expenses is permissible as per entitlements of TA/DA Rules. Other than travel expenses, accommodation, food and other related expenses are also eligible for reimbursement under Daily Allowance. The revised rates of TA and DA allowances after 7th pay commission are given below in detail.

Reimbursement of Hotel charges

Travelling Allowance is not a regular allowance for all employees! Travelling Allowance is that the permission to avail reimbursement of the expenses incurred by an employee while on duty in outstation! Travelling Allowance is a package of various allowances. Travelling Allowance and Daily Allowance (TA-DA),  Hotel Charges, Travelling Charges, Food Charges, Mileage Allowance, Reservation Charges, Internet and E-Ticketing Charges, Cancellation Charges, Conveyance Charges, TA on Deputation, TA on Transfer and TA on Retirement.

The travelling allowance referred to will be admissible in respect of the journey of the Government servant and members of his family from the last station of his duty to his home town or to the place where he and his family is to settle down permanently even if it is other than his declared home town and in respect of the transportation of his personal effects between the same places.

S.R. 147 the expenditure on transportation of conveyance by government servants on their retirement shall be reimbursed without insisting on the requirement that the possession of the conveyance by them while in service at their last place of duty should have been in the public interest. Finance Ministry issued an important clarification order on Travelling Allowances rules and rates as per 7th Pay Commission on 13.7.2017.

TA/DA Rules for Retiring Employees

TA on Retirement includes 4 components:-

  • Travel entitlement for self and family
  • Composite Transfer and packing grant (CTG)
  • Reimbursement of charges on transportation of personal effects
  • Reimbursement of charges on transportation of conveyance.

(i) Travel Entitlements

Travel entitlements as prescribed for tour/transfer in Para 2 above, except for International Travel, will be applicable in case of journeys on retirement. The general conditions of admissibility prescribed in S.R. 147 will, however, continue to be applicable.

(ii) Composite Transfer Grant (CTG)

(a) The Composite Transfer Grant shall be paid at the rate of 80% of the last month’s basic pay in case of those employees, who on retirement, settled down at places other than the last station(s) of their duty located at a distance of or more than 20 km.

However, in case of settlement to and from the Island territories of Andaman, Nicobar & Lakshadweep, CTG shall be paid at the rate of 100% of last month’s basic pay.

Further, NPA and MSP shall not be included as part of basic pay while determining entitlement for CTG.

The transfer incidentals and road mileage for journeys between the residence and the railway station/bus stand, etc., at the old and new station, are already subsumed in the composite transfer grant and will not be separately admissible.

(b) As in the case of serving employees, Government servants who, on retirement, settle at the last station of duty itself or within a distance of less than 20 km may be paid one-third of the CTG subject to the condition that a change of residence is actually involved.

(iii) Transportation of Personal Effects:- Same as Para 3(iii) above.

(iv) Transportation of Conveyance:- Same as Para 3(iv) above.

The general conditions of admissibility of TA on Retirement as prescribed in S.R. 147 will, however, continue to be applicable.

The time limit for submission of TA claim in all other cases i.e. on tour, transfer and training etc. will remain 60 days.

If the family of the Railway employee does not accompany him. transfer to from these areas, the employee is entitled to carry personal effects up to 1/3rd of his entitlement and production of receipt/voucher is not mandatory to claim 1/3rd of his entitlement of transportation of personal effects.

If the family of the Railway employee accompanies him on transfer to/from these areas, the employee is entitled to the admissible cost of transportation of personal effects and production of receipt/voucher is mandatory to claim the admissible amount as per his entitlement for transportation of personal effects.

7th Central Pay Commission Travelling Allowance

Travelling allowance deals with the nature of travel entitlements for different ranks of government employees. The allowance on tour comprises of fares for journey by road, air, rail and sea.

The 6th CPC had changed the old concept of Daily Allowance by implementing reimbursement of hotel accommodation, taxi charges and food bill on producing vouchers for the same. Now, since this was a new concept, employees were given the option to choose between the old 5th CPC single rate of DA and the DA based on reimbursement of expenses, as per 6th CPC. The 7th CPC has recommended continuing the concept of reimbursement of hotel accommodation, taxi charges and food bill, with the exception that vouchers are not required to be produced for food bills.

Reimbursement of Travelling, Hotel, Food Charges

Reimbursement of travelling charges - For levels 8 and below, the claim may be paid without producing vouchers against self-certified claim only. The self-certified claim has to state the period of travel, vehicle number, etc. The ceiling for levels 11 and below will further increase by 25% whenever DA increases by 50%. In case of journeys by foot, an allowance of Rs.12 per km travelled on foot will be payable additionally. This rate shall further increase by 25% whenever DA increases by 50%.

Reimbursement of food charges - There is no separate reimbursement of food bills, instead, a lump sum amount is payable. Considering that the concept of reimbursement has been done away with, there is no need for vouchers. The lump sum amount shall rise by 25% whenever DA increase by 50%.

Reimbursement of hotel charges - For levels 8 and below, the claim amount may be paid without producing vouchers against self-certified claim only. The self-certified claim has to state the period of stay, name of dwelling, etc. Additionally, for stay in Class 'X' cities, the ceiling for all employees up to level 8 would be less than 1,000 per day, but it will only be in the form of reimbursement on the production of relevant vouchers. The reimbursement ceiling of hotel charges will further increase by 25% whenever DA rises by 50%.

What is the time limit for submitting claims for travelling allowances?

As per the General Financial Rule (GFR)-2017, vide Rule 290 of GFR-2017, the time limit for making a claim for travelling allowance has been changed from one year to sixty days succeeding the date of completion of the journey.

What is daily allowance in 7th CPC?

Daily allowance is given to the government employees as a reimbursement for the cost borne by them on tour for stay, food and travel at that station.

7th CPC Travelling Allowance Rules FINMIN ORDER

OFFICE MEMORANDUM

Subject : Travelling Allowance Rules – Implementation of the Seventh Central Pay Commission.

Consequent upon the decisions taken by the Government on the recommendations of the Seventh Central Pay Commission relating to Travelling Allowance entitlements to civilian employees of Central Government, President is pleased to decide the revision in the rates of Travelling Allowance as set out in the Annexure to this office Memorandum.

2. The Pay Level for determining the TA/DA entitlement is as indicated in Central Civil Service (Revised pay) Rules 2016.

3. The term ‘Pay in the Level’ for the purpose of these orders refer to Basic Pay drawn in appropriate Pay level in the Pay Matrix as defined in Rule 3(8) of Central Civil Services (Revised Pay) Rules, 2016 and does not include Non-Practising Allowance (NPA), Military Service pay (MSP) or any other type of pay like special pay, etc

4. However, if the Travelling Allowance entitlements in terms of the revised entitlements now prescribed result in a lowering of the existing entitlements in the case of any individual, groups or classes of employees, the entitlements, particularly in respect of mode of travel, class of accommodation, etc, shall not be lowered. They will instead continue to be governed by the earlier orders on the subject till such time as they become eligible, in the normal course, for the higher entitlement

5. The claims submitted in respect of journey made on or after 1st July, 2017, may be regulated in accordance with these orders. In respect of journeys performed prior to 1st July 2017, the claims may be regulated in accordance with the previous orders dated 23.09.2008.

6. It may be noted that no additional funds will be provided on account of revision in TA/DA entitlements. It may therefore be ensured that permission to official travel is given judiciously and restricted only to absolutely essential official requirements.

7. These orders shall take effect from 01st July, 2017

8. Separate orders will be issued by Ministry of Defence and Ministry of Railways in respect of Armed Forces personnel and Railway employees, respectively.

9. In so far as the persons serving in the Indian Audit & Accounts Department are concerned, these orders issue in consultation with the Comptroller & Auditor General of India

In supersession of Department of Expenditure’s O.M.No.19030/3/2008-E.IV dated 23.09.2008, in respect of Travelling Allowance the following provisions will be applicable with effect from 01.07.2017:

2. Entitlements for Journeys on Tour or Training

A.(i)  Travel Entitlements within the Country

(ii) It has also been decided to allow the Government officials to travel by Premium Trains/Premium Tatkal Trains/Suvidha Trains, the reimbursement to Premium Tatkal Charges for booking of tickets and the reimbursement of Dynamic/Flexi-fare in Shatabdi/Rajdhani/Duronto Trains while on official tour/training. Reimbursement of Tatkal Seva Charges which has fixed fare, will remain continue to be allowed. Travel entitlement for the journey in Premium / Premium Tatkal / Suvidha / Shatabdi / Rajdhani / Duronto Trains will be as under:-

(iii) The revised Travel entitlements are subject to following:-

(a) In case of places not connected by rail, travel by AC bus for all those entitled to travel by AC II Tier and above by train and by Deluxe/ordinary bus for others is allowed.

(b) In case of road travel between places connected by rail, travel by any means of public transport is allowed provided the total fare does not exceed the train fare by the entitled class.

(c) All mileage points earned by Government employees on tickets purchased for official travel shall be utilized by the concerned department for other official travel by their officers. Any usage of these mileage points for purposes of private travel by an officer will attract departmental action. This is to ensure that the benefits out of official travel, which is funded by the Government, should accrue to the Government.

(d) In case of non-availability of seats in entitled class, Govt.servants may travel in the class below their entitled class.

B. International Travel Entitlement:

(i) For places other than A&N Group of Islands and Lakshadweep Group of Island:-

(ii) For travel between the mainland and the A&N Group of Islands and Lakshadweep Group of Island by ships operated by the Shipping Corporation of India Limited:-

D. Mileage Allowance for Journeys by Road:

(i) At places where specific rates have been prescribed:-

(ii) At places where no specific rates have been prescribed either by the Directorate of Transport of the concerned State or of the neighboring States :

At places where no specific rates have been prescribed, the rate per km will further rise by 25 percent whenever DA increases by 50 percent.

E (i). Daily Allowance on Tour

(ii) Reimbursement of Hotel charges:- For levels 8 and below, the amount of claim (up to the ceiling) may be paid without production of vouchers against self-certified claim only. The self-certified claim should clearly indicate the period of stay, name of dwelling, etc. additionally, for stay in Class ‘X’ cities, the ceiling for all employees up to Level 8 would be Rs.1,000 per day, but it will only be in the form of reimbursement upon production of relevant vouchers. The ceiling for reimbursement of hotel charges will further rise by 25 percent whenever DA increases by 50 persent.

(iii) Reimbursement of Travelling charges: – Similar to Reimbursement of staying accommodation charges, for level 8 and below, the claim (up to the ceiling) may be paid without production of vouchers against self-certified claim only. The self-certified claim should clearly indicate the period of travel, vehicle number, etc. the ceiling for levels 11 and below will further rise by 25 percent whenever DA increases by 50 percent. For journeys on foot, an allowance of Rs.12/- per kilometre travelled on foot shall be payable additionally. This rate will further increase by 25% whenever DA increases by 50%.

(iv) Reimbursement of Food charges:- There will be no separate reimbursement of food bills. Instead, the lump sum amount payable will be as per Table E(i) above and, depending on the length of absence from headquarters, would be regulated as per Table (v) below. Since the concept of reimbursement has been done away with, no vouchers will be required. This methodology is in line with that followed by Indian Railways at present (with suitable enhancement of rates). i.e. Lump sum amount payable. The lump sum amount will increase by 25 percent whenever DA increase by 50 percent.

(v) Timing restrictions

Absence from Head Quarter will be reckoned from midnight to midnight and will be calculated on a per day basis.

(vi) In case of stay/journey on Government ships, boats etc. or journey to remote places on foot/mules etc for scientific/data collection purposes in organization like FSI, Survey of India, GSI etc., daily allowance will be paid at rate equivalent to that provided for reimbursement of food bill. However, in this case, the amount will be sanctioned irrespective of the actual expenditure incurred on this account with the approval of the Head of Department/controlling officer.

Note: DA rates for foreign travel will be regulated as prescribed by Ministry of External Affairs.

3. T.A. on Transfer

TA on Transfer includes 4 components:- (i) Travel entitlement for self and family (ii) Composite Transfer and packing grant (CTG) (iii) Reimbursement of charges on transportation of personal effects (iv) Reimbursement of charges on transportation of conveyance.

(i) Travel Entitlements:

(a) Travel entitlements as prescribed for tour in Para 2 above, except for International Travel, will be applicable in case of journeys on transfer. The general conditions of admissibility prescribed in S.R.114 will, however, continue to be applicable.

(b) The provisions relating to small family norms as contained in para 4(A) of Annexure to M/o Finance O.M.F.No. 10/2/98-IC & F.No. 19030/2/97-EIV dt. 171, April 1998, shall continue to be applicable.

(ii) Composite Transfer and Packing Grant (CTG):

(a) The Composite Transfer Grant shall be paid at the rate of 80% of the last month’s basic pay in case of transfer involving a change of station located at a distance of or more than 20 kms from each other. However, for transfer to and from the Island territories of Andaman, Nicobar & Lakshadweep, CTG shall be paid at the rate of 100% of last month’s basic pay. Further, NPA and MSP shall not be included as part of basic pay while determining entitlement for CTG.

(b) In cases of transfer to stations which are at a distance of less than 20 kms from the old station and of transfer within the same city, one third of the composite transfer grant will be admissible, provided a change of residence is actually involved.

(c) In cases where the transfer of husband and wife takes place within six months, but after 60 days of the transfer of the spouse, fifty percent of the transfer grant on transfer shall be allowed to the spouse transferred later. No transfer grant shall be admissible to the spouse transferred later, in case both the transfers are ordered within 60 days. The existing provisions shall continue to be applicable in case of transfers after a period of six months or more. Other rules precluding transfer grant in case of transfer at own request or transfer other than in public interest, shall continue to apply unchanged in their case.

(iii) Transportation of Personal Effects:

The rates will further rise by 25 percent whenever DA increases by 50 percent. The rates for transporting the entitled weight by Steamer will be equal to the prevailing rates prescribed by such transport in ships operated by Shipping Corporation of India. The claim for reimbursement shall be admissible subject to the production of actual receipts/vouchers by the Govt servant. Production of receipts/vouchers is mandatory in r/o transfer cases of North Eastern Region, Andaman & Nicobar Islands and Lakshadweep also.

Transportation of personal effects by road is as per kilometre basis only. The classification of cities/towns for the purpose of transportation of personal effects is done away with.

(iv) Transportation of Conveyance.

The general conditions of admissibility of TA on Transfer as prescribed in S.R. 116 will, however, continue to be applicable.

4. T.A. Entitlement of Retiring Employees

TA on Retirement includes 4 components:- (i) Travel entitlement for self and family (ii) Composite Transfer and packing grant (CTG) (iii) Reimbursement of charges on transportation of personal effects (iv) Reimbursement of charges on transportation of conveyance.

(i) Travel Entitlements

Sir, Kindly provide the sample of self-certified claim in respect of food and travelling etc for reimbursement of TA from the dept

Sir, I want to know for the food bill reimbursement. When a CGE is away on course for more than 30 days, the rate of food bill will be 50÷ (i.e. 800÷50=400Rs) after 30 days or will be paid at the rate of RS 800/ per day even after 30 days.

The Finance Ministry has revised and issued orders, the entitlements of travelling allowance to central government employees as per the recommendations of VII CPC with some modifications. But whereas the employees and the pensioners are still awaiting for the implementation of the VII CPC benefits, despite the states like viz. Madhya Pradesh have come forward to implement VII CPC to its employees. It shows the step motherly attitude of the Govt. to the central autonomous employees and pensioners. The month of July is the annual increment month of the employees of the central autonomous bodies and they are going to get increment in the pre-revised scale of pay of VI CPC.

Central govt officials on tour allowed to travel by Tejas trains: Finance ministry

The Tejas-Rajdhani Express is a semi-high-speed train operated by Indian Railways. These are upgraded coaches.

NEW DELHI : Central government officials will now be entitled to travel on Tejas trains on their official tours, a notice from the ministry of finance issued on Monday said.

‘The matter regarding admissibility of travel by Tejas Express Trains on official Tour has been considered in this Department. It has been decided to allow Central government employees to travel by Tejas Express Trains for journey on Tour/Training/Transfer/Retirement, in addition to the Trains as mentioned in para 2 A (ii) of this Department’s OM of even number dated 13.07.2017. Travel entitlement in Tejas Express Trains would be same as that of Shatabdi Trains as mentioned in para 2 A (ii) of this Department’s OM of even number dated 13.07.2017,’ the notice dated September 12, said.

According to the July 13, 2017 memo, the entitlement for the train journey depends on an employee’s pay level in pay matrix and it allowed government officials to travel by premium trains/ premium tatkal trains/ suvidha trains like Rajdhani/ Shatabdi/ Duronto trains.

“By issuing a notice on Monday, the ministry added Tejas trains to the list of premium trains that the central government officers will now be able to officially travel in,” an official said.

‘In so far as the persons serving in the Indian Audit and Accounts Department are concerned, these orders are issued in consultation with the Comptroller and Auditor General of India, as mandated under Article 148(5) of the Constitution of India,’ the latest order added.

7th Pay Commission TA DA – Allowances allowed relating to Travel.

7th Pay Commission TA DA – Travelling and Daily Allowance are payable to Government Employees who are on official tour subject to certain conditions.

The analysis and recommendations of 7th Pay Commission as far as this reimbursement is concerned is as follows.

Daily Allowance

8.15.12 Daily allowance is meant to cover living expenses when employees travel out of their headquarters for work. Presently it is in the form of reimbursement of staying accommodation expenses, travelling charges (for travel within the city) and food bills, payable at the following rates:

For journeys on foot, undertaken in organizations like FSI, Survey of India, GSI, etc. for data collection purposes, an additional allowance of ₹7.5 per km travelled on foot shall be payable.

8.15.13 The existing dispensation is different for Railway employees who are paid a flat sum because they are currently not entitled to stay in any accommodation other than Railway rest houses. The lump-sum rates for Railway personnel are as follows:

8.15.14 Representations received regarding this allowance primarily deal with the reimbursement procedure, as it is claimed that getting hotel bills (in small towns) and food bills is not always practical.

Analysis and Recommendations

8.15.15 The Commission considered the present model of this allowance, followed both in Railways and in other ministries. It is proposed to adopt the best from both of them so that the administration of the allowance can be simplified. Accordingly the following is recommended :

a)  Reimbursement of staying accommodation charges ( ₹ per day)

For levels 8 and below, the amount of claim (up to the ceiling) may be paid without production of vouchers against self-certified claim only. The self-certified claim should clearly indicate the period of stay, name of dwelling, etc. The ceiling for reimbursement will further rise by 25 percent whenever DA increases by 50 percent. Additionally, it is also provided that for stay in Class ‘X’ cities, the ceiling for all employees up to Level 8 would be ₹1,000 per day, but it will only be in the form of reimbursement upon production of relevant vouchers.

b)  Reimbursement of travelling charges

Similar to Reimbursement of staying accommodation charges, for levels 8 and below, the claim (up to the ceiling) should be paid without production of vouchers against self- certified claim only. The self-certified claim should clearly indicate the period of travel, vehicle number, etc. The ceiling for levels 11 and below will further rise by 25 percent whenever DA increases by 50 percent. The rate of allowance for foot journeys shall be enhanced from the current rate of ₹7.5 per km to ₹12 per km travelled on foot. This rate also shall further rise by 25 percent whenever DA increases by 50 percent. c)  There will be no separate reimbursement of food bills. Instead, the lump sum amount payable will be as per Table 1 below and, depending on the length of absence from headquarters, would be regulated as per Table 2 below. Since the concept of reimbursement has been done away with, no vouchers will be required. This methodology is in line with that followed by Indian Railways at present (with suitable enhancement of rates). i.            Lump sum amount payable

The Lump sum amount will increase by 25 percent whenever DA increases by 50 percent.

ii.            Timing restrictions

Absence from Head Quarter will be reckoned from midnight to midnight and will be calculated on a per day basis.

8.15.16 All the above provisions will apply to Railway personnel also .

Daily Allowance on Foreign Travel

8.15.17 This allowance is granted to employees when they undertake foreign travel. The rate of the allowance varies from $60 to $100 per day, depending upon the country involved. No demands have been received regarding this allowance.

8.15.18 Ministry of External Affairs and Ministry of Finance decide the rate of this allowance from time to time. Hence, the rates may be kept unchanged .

M ileage Allowance for Journeys by Road

8.15.35 It is more in the nature of entitlement for road journeys performed by different levels of employees. No demands have been received for any change.

8.15.36 The Commission is of the view that present provisions are adequate. Hence, status quo may be maintained except at places where no specific rates have been prescribed. There the rates should be enhanced by 50 percent. Accordingly, the following is recommended :

8.15.37 At places where no specific rates have been prescribed, the rate per km will go up by 25 percent each time DA rises by 50 percent.

Travelling Allowance

8.15.55 This allowance is in the nature of travel entitlements for different ranks of government employees. No demands have been received regarding this allowance.

8.15.56 The Commission opines that the present provisions are adequate. Hence, status quo is recommended with the present system of differentiation based on Grade Pay duly substituted by the Levels of the Pay Matrix:

8.15.57 It is suggested that Indian Railways reconsider its position regarding air travel to its employees, in light of the possible savings in terms of cost and man-hours, particularly after the pay revision as recommended by the Commission. Here are the decisions of Govt with respect to Travelling Allowance and Daily Allowance which are effective from 1st July 2017

Daily Allowance:

  • Level 6 to 8 of Pay Matrix to be entitled for Air Travel

2. Travelling Charges for Level -12 – 13 revised from ‘Non-AC Taxi charges up to 50 km to ‘AC taxi charges upto 50 Kms.’ and for level 14 and above to be revised from ‘AC Taxi charges up to 50 km’ to ‘AC taxi charges as per actual expenditure commensurate with official engagements’.Existing system of Daily allowance in the Ministry of Railways to continue.

Accepted as such.

Travelling Allowance:

Modifications accepted by the Government:

Level 6 to 8 of Pay Matrix to be entitled for Air travel. Level 5 A of Defence Forces to be clubbed with Level 6 for travelling entitlements. Existing system to continue in Ministry of Railways.
