The Culture, Art, Tourism, Hospitality, and Sport Sector Education and Training Authority (CATHSSETA) is one of the 21 SETAs established under the Skills Development Act (No 97 of 1998) in 2001. CATHSSETA was formally known as the Tourism and Hospitality Education and Training Authority (THETA) until 1 April 2012, when they became the Culture, Art, Tourism, Hospitality and Sport Sector Education and Training Authority. CATHSSETA’s mandate is to facilitate skills development within their sub-sectors through the disbursement of grants for learning programmes and monitoring of education and training as outlined in the National Skills Development Strategy (NSDS).

CATHSSETA’s  functions and responsibilities, as set out in Chapter 3, section 10 of the Skills Development Act, 1998, are to: Develop and implement a sector skills plan. The plan describes the trends in each sub-sector as well as the skills that are in demand. In addition, this plan identifies priorities for skills development. Support and administer learning programmes. Support the implementation of the National Qualifications Framework (NQF). Conduct quality assurance on learning in line with Quality Council for Trades and Occupations (QCTO) requirements.

The Filed Gudies Association of Southern Africa (FGASA) is a CATHSSETA accredited Training Provider scope to deliver the following skills programmes in accordance with the unit standards as set out by CATHSSETA:

Cultural Arts Tourism Hospitality and Sports Education and Training Authority (CATHSSETA) responds to Minister Nzimande's call to open offices in areas with greatest need

In response to Minister of Higher Education and Training, Dr Blade Nzimande’s call for Sector Education and Training Authorities (SETAs) to open offices at public colleges in deep rural areas and townships, on Tuesday 12 March 2013, the CATHSSETA will officially open an office at the Mthashana FET College’s Kwa-Nongoma Campus in Northern KwaZulu-Natal.

Minister Nzimande and King Goodwill Zwelithini will be among the high profile guests who will attend the function as the CATHSSETA (Cultural Arts Tourism Hospitality and Sports Education & Training Authority) embarks on a new chapter for the SETA in the integration and coordination of South Africa’s Post-School Education and Training system.

“SETAs have an important role to play within our Post-School Education and Training system. They are in contact with the overwhelming number of employers in the country and they have resources necessary to facilitate partnerships between institutions and employers. These partnerships should encourage colleges or universities to establish training partnerships so that students get both theoretical and practical knowledge. We are very excited about what the CATHSSETA is doing in that rural part of KZN,” Minister Nzimande said.

He added that FET Colleges were at the centre of skills delivery to drive the South African economy, reduce unemployment and improve the livelihoods of millions of South Africans. “Establishing partnerships between SETAs and public FET Colleges therefore makes perfect sense for us,” he said.

In direct response to the call by Minister Nzimande for SETAs to partner and equip FET Colleges to be adequately responsive to local, national and international skills requirements, the CATHSSETA in partnership with the Mthashana FET College will also be launching a Career Advisory office, which will provide career advice and guidance to the youth in and around Zululand.

The new CathsSETA.

Culture, Art, Tourism, Hospitality & Sport Sector Training Authority ( SETA ) planned for 2011 will be an amalgamation of the Arts and Crafts sub-sector taken from the existing MAPPP SETA , strengthened with a focus on sport and tourism. It will also encompass the role currently played by the existing Tourism and Hospitality Sector Education and Training Authority ( THETA ).

This SETA will form an important role in the new SETA landscape planned by the South African Government and announced at the end of 2009.

The Government in South Africa hopes that the realm of education and training will be transformed by the new initiatives that relate to the SETAs (and the new SETA landscape) which promote education and learning for all.

How MAPPP fits into the new Culture,Art , Tourism, Hospitality & Sport SETA

The Media, Advertising, Publishing, Printing and Packaging ( MAPPP ) SETA is one of several sector education and training authorities that has been radically reorganised and split.

When the whole SETA system was initiated in South Africa in 1998, and then launched in 2000, the MAPPP SETA was set up to support and facilitate education and training in the fields of various media, namely:

  • advertising,
  • visual arts,
  • film and electronic media,
  • cultural heritage, and
  • publishing in general.

It was also expected to tackle the printing and packaging sectors which have more to do with technology and manufacture than creativity and production.

Like all the other SETAs founded on the Skills Development Act and Skills Development Levies Act between 1998 and 2000, the MAPPP SETA was expected to raise the levels of skills in this particular sector – as it was defined at that time. This involved helping to deliver quality, accredited education and training, in all its various forms, from college courses and even online courses which were internet based, to the most basic short course you might imagine.

The general idea was to make this sector a lot more competitive within South Africa, and also sustainable in the global market.

In the new SETA landscape, only the arts and crafts sub-sectors of the old MAPPP SETA are included in the newly devised Culture, Sport, Tourism and Hospitality authority scheme.

How THETA fits into the new Culture,Art, Tourism, Hospitality & Sport SETA

The original Tourism, Hospitality and Sport Education and Training Authority was also a SETA with a fairly wide spread. The new SETA focuses more heavily on sport and tourism specifically, but continues to promote hospitality and general training.

The new configuration will enable the CathsSETA Culture, Art, Tourism, Hospitality & Sport SETA to focus on these vital areas that are at the pinnacle for South Africa.

Following the old THETA commitment, it is clear that all training will be subject to high quality controls and generally aimed at the very best international standards. To this end, it is hoped that the new SETA will promote every relevant short course, management course (as it relates to the newly defined sector) as well as the most relevant college courses whether they are offered at colleges that students attend, or online courses which students access via the internet.  It is also hoped that the new SETA will be in a position to access discretionary grants and assist students to get bursaries, apprenticeships and generally get access to pre-professional workplace experience.

This is a totally new SETA and so there are currently no contact details. However they will become an amalgamation of sub-sectors of the old MAPPP SETA and parts of the THETA SETA . These are contact current details for MAPPP and THETA.

Internship Opportunities at UJ Arts & Culture

The Futures and Beyond dialogue series in July kicks off the conversations to be explored at this year’s Futures and Beyond Conference. UJ Arts & Culture, a division of the Faculty

University of Johannesburg Arts & Culture is calling for applications for internships funded by Culture, Art, Tourism, Hospitality, and Sport Sector Education and Training Authority (CATHSSETA) for 2023-2024.

UJ Arts & Culture, a division of the Faculty of Art, Design, and Architecture (FADA), will host fourteen interns who will receive mentoring and participate in professional development programmes in their respective fields. Interns will receive a monthly stipend of R5,000. The following internships are open for applications:

  • Copywriting (2)
  • Sales / Marketing (1)
  • Multimedia Design (2)
  • Sound Technician (1)
  • Gallery Assistant (2)
  • Hospitality (5)
  • Performing Arts Administration (1)

South African citizens who have recently graduated and have not previously participated in a CATHSSETA internship are eligible to apply. Internships will commence from 01 November 2023 and will run for a period of 12 months; based at the UJ Arts Centre on the University’s Kingsway Campus in Auckland Park.

Internship descriptions are detailed below.

Copywriting Internship

The intern will be instructed in writing copy for social media campaigns, advertisements, media statements, magazine articles, and online content. The purpose of the internship is to develop computer literacy, writing skills, creative thinking, innovation, planning, organizing, and good work ethics.

Minimum requirements: Diploma, Degree or above relevant qualification in Journalism or Copywriting.

Sales/Marketing Internship

The intern will be mentored on sales and marketing strategies, including contributing information, ideas, and research to the development of marketing strategies, the tracking of sales data, and the attainment of quotas or sales team goals. In addition, they will analyse trends, data, demographics, pricing strategies, and any other information that may enhance marketing and sales performance. The aim of the internship is to improve computer literacy, writing skills, creative thinking, innovation, planning and organising skills, and work ethic.

Minimum requirements: Diploma or Degree or above relevant qualification in the areas of Sales and Marketing.

Multimedia Internship

The intern will be guided through the process of animating content and images for social media, advertising, and archiving. They will also record and edit interviews, as well as compile showreels for advertising purposes. The internship aims to improve computer literacy, editing and filming abilities, animating content, creative thinking, innovation, planning and organising abilities, and work ethics.

Minimum requirements: Diploma or Degree or above relevant qualification in Multimedia.

Sound Technician Internship

The intern will be mentored on technical knowledge, including assembling, operating, and maintaining the technical equipment used to record, amplify, enhance, mix, or reproduce sound. The aim of the internship is to develop strong balanced hearing ability, a technical knowledge of electricity and electronics, knowledge of the capabilities of different types of sound equipment, attention to detail, understand health and safety requirements, good communication, creative thinking, innovation, planning and organising skills and good work ethics.

Minimum requirements: Diploma or Degree or above relevant qualification in Sound Technology.

Art Gallery Internship

The Intern will be mentored in administrative functions of an art gallery environment, such as guest relations, curatorial affairs, collections management, events, and gallery management. The internship’s aim is to develop administrative skills relevant to an art gallery environment, as well as computer literacy, planning and coordination skills, communication skills, creative thinking, innovation, and good work ethics.

Minimum requirements: Diploma or Degree or above relevant qualification in Fine Art, Design and Studio Practice.

Hospitality internship

The intern will be mentored in Front-of-House duties, including work in venues, bars, and coffee shops. The internship aims to develop event planning and coordination, computer literacy, communication, creative thinking, innovation, and good work ethics. Hospitality interns will manage emails, respond to inquiries, and provide relevant information to stakeholders. They will work collaboratively with various departments, including marketing, operations, and guest services, participating in team meetings, and providing input for continuous improvement. The internship provides valuable experience in team collaboration and contributes to the success of the organisation.

Minimum requirements: Diploma or Degree or above relevant qualification in Hospitality Management.

Performing Arts Administration

The Intern will be mentored on administrative functions and systems related to the internal UJ Arts & Culture programme and project planning and implementation. The internship’s aim is to develop administrative skills, specifically computer literacy, planning and coordination skills, communication skills, creative thinking, innovation, and good work ethics.

Minimum requirements: Diploma or Degree or above relevant qualification in Performing Arts.
