Do I need to reserve a seat for my infant?

Children up to 2 years old (24 months), are not required to have their own seat but there is a minimal handling fee. You must, however, inform Cebu Pacific that you will be traveling with an infant on your lap. For more information, click here.

Only one lap child is allowed per adult. If one adult is traveling with more than one infant under 2 years of age, a seat will have to be purchased for each additional infant.

You can also choose to purchase a seat for your infant as long as you have the proper child restraint device.

Will I pay for my infant to travel domestically?

A child under 2 years old (24 months) can travel for free as long as the infant will be on the lap of another passenger for the flight.

Will I pay for my infant to travel internationally?

What if my child turns 2 on the trip; will i have to buy a ticket for the return flight.

Yes, a ticket will have to be purchased for any flight on which the infant will be over 2 years old.

May I buy Prepaid Baggage for the infant?

Infants are not offered the Prepaid Baggage option. However, the adult traveling with the infant may carry-on one baby bag and check-in a baby stroller.

Can I sit in the Exit Row with my infant?

No, lap children and/or infant seats are allowed in an Exit Row and that all passengers in an Exit Row must be at least 15 years of age. In addition, infant seats are not allowed in the row directly in front of or directly behind an exit.

The Unaccompanied Minors service allows for children to travel alone on Cebu Pacific flights only on domestic flights (within Philippines) and if they comply with the age restrictions that the airline imposes.

What age restrictions applies Cebu Pacific for the Unaccompanied Minors service?

For travel within the Philippines , children from 7 years to less than 12 years old must be accompanied at check-in by parents/guardians and must travel as Unaccompanied Minors . Cebu Pacific will not accept domestic carriage of children below 7 years of age unless they are accompanied by a person at least 18 years of age.

For domestic travel, children above 12 years old may travel unaccompanied on condition that they submit all travel documents and/or clearances that may be required by applicable laws and regulations.

Unaccompanied Minors Service

Children complying with the age restrictions may be accepted for carriage as Unaccompanied Minors if :

• Parents or guardians provide a copy of the travel documents required for minor.
• The Unaccompanied Minor Handling Fee is paid at the time of booking.
• The required Unaccompanied Minor Form is completed and submitted to Cebu Pacific Air (3 copies must be presented at the counter, during check-in).

Domestic flights for Unaccompanied Minors may be booked online ; up to 2 Unaccompanied Minors may be booked under the same booking reference number (PNR). A special Unaccompanied Minor Handling Fee of PHP 1000 (VAT excluded) shall be charged by Cebu Pacific at the time of booking.

Cebu Pacific says qualified minors allowed to travel with fully vaccinated guardians

Budget carrier Cebu Pacific on Monday clarified that minors who have yet to be vaccinated against COVID-19 will only be allowed to travel if they are returning residents and accompanied by a fully vaccinated adult.

In an advisory, Cebu Pacific reiterated that it will comply with the Department of Transportation’s (DOTr) ‘No Vaccination, No Ride’ policy which is in effect while the National Capital Region remains under Alert Level 3 or higher.

"Unvaccinated and partially vaccinated minors (below 18 years old) may be allowed to travel if they are returning residents and accompanied by a fully vaccinated adult. Proof of residency must be presented along with existing LGU requirements, if any," the advisory read.

“CEB will continue to screen and validate passengers prior to acceptance for the flight. Passengers are advised to ensure requirements are complete before proceeding to the airport,” it added.

Cebu Pacific noted that affected passengers unable to travel until January 31, 2022 can cancel up to two hours prior to their scheduled time of departure and choose to either rebook for travel within 60 days with no additional cost, or store the amount in a virtual wallet valid for two years.

Under the DOTr policy , public transportation access is limited only to fully vaccinated individuals, which can be proven by either physical or digital copies of vaccine cards issued by accredited agencies.

Exempted from the policy, however, are persons with medical conditions that prevent their full COVID-19 vaccination as shown by a duly-signed medical certificate, and those who will buy essential goods and services.

Other carriers earlier expressed their support to the new DOTr policy, which they implemented starting Monday, January 17, 2022.

“We will temporarily be unable to accept unvaccinated children for onboarding on our domestic flights to and from Manila, unless they fall under one of the above exceptions,” PAL said in a separate message to reporters, noting the same exemptions.

“We seek your kind understanding, as we are required to comply with government directives for the safety of all travelers and our communities,” it added.

PAL noted, however, that the new directive applies only to domestic flights to and from Manila, and other domestic flights do not fall under the same restrictions.

For its part, AirAsia also said it will abide by the DOTr policy, encouraging passengers to regularly check their flight status ahead of the travel dates.

“AirAsia Philippines considers this initiative from the DOTr as an effective tool to encourage every Filipino to take the shot, and get an added layer of protection against any emerging COVID-19 variant,” Chief Executive Officer Ricky Isla said in a separate statement.

The Alert Level 3 status was raised in Metro Manila starting January 3, and was initially set to last until Saturday, January 15, 2022. This has since been extended until January 31, 2022.

The Philippines on Monday reported 37,070 new confirmed cases of COVID-19, bringing the active cases to 290,938. The total caseload stands at 3.242 million, including 2.898 million recoveries and 52,929 deaths. —LDF, GMA News

If you will be flying soon, know that there have been changes to the airport, check-in, boarding and deplaning processes. Airlines and airports have implemented preventive safety and sanitation measures that are a lot stricter.

WHAT'S COVERED IN THIS GUIDE?

Booking Flights

• Cebu Pacific encourages guests to book their flights directly on their website.
• Ticketing offices will remain closed until further notice.
• Transactions done at ticketing offices can be done through the Cebu Pacific website or through their agent-assisted channels that are available 24/7.

Before Going to the Airport

• Face mask is required from entering the airport to arriving at your destination. This is applicable for all flights.
• Have a meal before flying. Only pre-ordered meals and bottled water will be available in-flight.
• Each passenger can only bring one carry-on baggage with the maximum size of 56cm x 36cm x 23cm inside the cabin.
• Passengers must bring personal hand sanitizers not bigger than 100ml.
• You must bring a personal pen to fill out forms.
• Before leaving the house, check your flight status and once confirmed, check-in online for your convenience.
• For domestic lights, be at the airport 3 hours before your estimated time of departure.
• Check all local government regulations of your origin and destination before flying to make sure you can comply to their requirements.

At the Airport

• Only guests with a valid travel documents and wearing a face mask shall be allowed to enter the airport. Guests must present their electronic boarding pass to the airport security.
• Airport officials will conduct contactless temperature check and thermal scans.
• Follow the floor markers to maintain physical distancing.

Check-in or Bag Drop

• Use check-in kiosks available at key airports.
• If traveling with a group, only the group leader should come forward to check-in. Likewise, only one guest per booking must come forward to check-in.
• Make sure you hold your boarding pass and ID with the bar code facing the check-in agent for touchless scanning.
• There are available sanitizers in check-in kiosks and bag drop counters for guests to use.
• CEB shall disinfect counter surfaces, kiosks, wheelchair handles periodically.
• Maintain physical distancing at all times by following the floor markers.

Pre-Departure and Boarding

• Sanitizers are available for guests to use.
• Observe physical distancing at all times by following the seat and floor markers, even when boarding through the aerobridge and buses.
• Listen intently to the new boarding procedures to be announced by boarding agents. Stand up and fall in line only when your row number is called.
• Hold your boarding pass with the barcode facing the boarding agent when you approach for touchless scanning.

Inside the Aircraft

• Make sure you’re boarding the correct flight.
• Proceed to your assigned seat and stow your carry-on baggage to the overhead bin or under your seat immediately.
• Sanitizers must be provided upon entering the aircraft and available in the lavatory.
• Buy-on-board service only offers bottled water.
• Passengers won’t be allowed to change seats while in-flight for proper contact tracing, If necessary.
• The cabin crew shall clean the lavatory frequently while in-flight.
• Rigorous aircraft cleaning and disinfection shall be done daily.
• The last three rows shall be left empty for ill-feeling passengers, if any.
• For physical distancing, select seats will be left empty if passenger volume is low. Passengers traveling in groups or pairs may be seated together.

Deplaning and Disembarkation

• Deplaning shall be done per row to maintain orderliness and observe physical distancing. Listen carefully to new deplaning and disembarkation procedure instructions from the Cabin Crew.
• All items for disposal are requested to be thrown in the appropriate garage bin near the exit door during deplaning.

Arrival at the Airport Destination

• Face mask is required.
• Guests shall accomplish health declaration forms or similar documents and submit them to officials.
• Baggage pushcart handles shall be disinfected regularly.
• Physical distancing must be observed at all times.

The Culture Wars Came to a California Suburb. A Leader Has Been Ousted.

Voters recalled a Southern California school board president after his conservative majority approved policies on critical race theory and transgender issues.

From the start, the three conservative board members of the Temecula Valley Unified School District made clear where they stood. On the same night in December 2022 that they were sworn in as a majority, they passed a resolution banning critical race theory from classrooms in their Southern California district.

Months later, they abruptly fired the superintendent , saying they believed the district needed someone with new ideas. After that, they passed a rule requiring that parents be notified whenever a student requests to be identified as a different gender at school.

The moves were applauded by conservatives, many of them Christian churchgoers who had helped to install the new board members, hoping that Temecula Valley could remain an island of traditional values in a liberal state.

But this once rural area, about 60 miles northeast of San Diego, had transformed in recent decades into a diverse bedroom community, and many other families grew frustrated by what they considered to be the unwelcome incursion of national culture wars into their prized public schools.

That backlash came to a head this month when voters recalled Joseph Komrosky, a military veteran and community college professor who had been the school board president since that December night. Mr. Komrosky’s ouster was made official on Thursday evening.

“People are moving here so they can put their kids in the school district,” said Jeff Pack, whose One Temecula Valley PAC led the recall effort. “They don’t want all this partisan political warfare, this culture war stuff getting in the way.”

Across California, conservative board members elected as part of the same wave that swept Mr. Komrosky and his colleagues into office are facing similar recall efforts.

In March, two conservative board members in Orange County were recalled for supporting policies similar to the ones enacted by the Temecula Valley board. The same month, a trustee backed by a Moms for Liberty group in a district outside Sacramento was ousted after she called transgender identity “a social contagion.” Next month, voters in a tiny district in the Bay Area will decide whether to remove two conservative board members.

There were no school board recalls on a ballot in California last year, according to Joshua Spivak, a senior research fellow at the California Constitution Center at Berkeley Law who closely tracks recalls nationwide. The similarly themed recalls against conservatives in California this year are unusual, he said, because in the past, most ouster attempts were driven by a specific local conflict.

“This is a hot-button issue that voters are very engaged on,” he said.

Temecula, like many communities in inland California, has grown in recent decades by attracting an array of families priced out of cities closer to the coast. (In 1990, Temecula’s population was 27,099, according to census data . In 2023, it was about 110,700 .)

The city is within commute distance to northern San Diego County, where there are large military installations and tech companies, as well as southern Orange County and Riverside. Separated from the Pacific Ocean by the Santa Ana Mountains, Temecula is a particular destination for young parents seeking bigger homes than they can get in the pricier coastal suburbs — without sacrificing access to top-tier public schools.

But the politics there are far from settled. The recall barely passed, with 51 percent voting to recall Mr. Komrosky and 49 percent against. Only 212 votes out of 9,714 separated the two sides.

It was close enough that Mr. Komrosky said that he would most likely run for the seat again in November.

“My commitment to protecting the innocence of our children in Temecula schools remains unwavering,” he said in a statement.

Mr. Komrosky and two conservative colleagues were elected to the Temecula Valley Unified board in November 2022 amid a wave of efforts by like-minded groups to elect school board members across California. Many conservatives believed their resources were better spent trying to influence local schools to join a national “parental rights” movement than trying to elect legislators or statewide leaders in Democratic-dominated California.

Of the three Temecula Valley Unified board members elected in 2022, only Jennifer Wiersma, who describes herself as a faith-motivated “advocate for parental rights,” remains; the other conservative board member, Danny Gonzalez, stepped down in December to move to Texas . His seat is vacant.

Supporters of Mr. Komrosky and the board’s majority blamed the state’s political establishment and labor unions for his ouster. They said that conservatives on school boards who had tried to limit the teaching of L.G.B.T.Q. history and add notification requirements for children’s gender identification had done so to protect the rights of parents.

The conservative bloc at Temecula Valley angered Democratic state leaders last year when they refused to approve a social studies curriculum that mentioned Harvey Milk, the slain gay rights pioneer — whom Mr. Komrosky had called a “pedophile.” They later changed course after Gov. Gavin Newsom threatened to fine the district $1.5 million.

“It’s saddening and frightening that good people are targeted for standing up for parent involvement and common sense for the betterment of our children’s education,” said Sonja Shaw, an outspoken conservative activist who leads the Chino Valley Unified School District board, not far from Temecula. The Chino Valley district is currently embroiled in a legal fight against the state to defend its parental notification policy.

Leaders of the campaign to recall Mr. Komrosky said that parents in Temecula — and across California — had long taken for granted that school boards generally focus on the mundane work of maintaining school buildings, recruiting strong teachers and making sure after-school programs run smoothly. Now, many said the actions of the new board had snapped them back to attention.

Mr. Pack said he started the One Temecula Valley PAC in 2022 to recruit candidates for nonpartisan local offices, including the Temecula City Council, where he felt recently elected officials were using their positions to make national political statements rather than focus on local government affairs. He cited one Temecula City Council member who tried to make the city a “sanctuary” for the unborn , even though abortion is legal in California and cities can’t ban the procedure.

He said he quickly found that ousting school board members was a top priority for many parents, who felt that the group, under Mr. Komrosky’s leadership, had racked up unnecessary legal bills and strayed from the mission of educating students.

In one recent case, the district agreed to pay $75,000 to settle a lawsuit brought by two residents whom Mr. Komrosky had removed from school board meetings because he said they were disruptive. The residents claimed that he had violated their free speech rights; lawyers for one of them, Upneet Dhaliwal, said in a complaint that Mr. Komrosky asserted that her questioning of the superintendent hiring process was off topic.

Ms. Dhaliwal, 42, moved in 2022 from San Diego to Temecula with her husband and daughter, who will be an eighth grader in the district. When they were looking for a new community, Temecula fit the bill on their two main requirements: good schools and affordable housing.

Ms. Dhaliwal said she had never so much as called her daughter’s teacher in San Diego, where “usually an email would solve any issue.” But after seeing Temecula in the news for defying the state’s social studies curriculum, she decided to attend the meeting in which the board fired the superintendent. She grew alarmed.

“I came back home,” she said, “and recall seemed like the only option.”
