Travel Insurance for Taiwan: Do You Need It? Which One Is Best?

If you’re reading this, you’re most likely planning a trip to Taiwan, or you might already be there. And now you’re asking some important questions: Is travel insurance needed for Taiwan? And which travel insurance provider is best for Taiwan?

Taiwan’s health care system has been ranked the best in the world . I’ve lived in Taiwan for over a decade, and even though my home country (Canada) also has good health care, Taiwan’s still never ceases to impress me.

Even without health insurance, a visit to a doctor in Taiwan won’t cost you much. However, there are many more expensive things that could go wrong. For this reason, I always recommend that visitors to Taiwan should come with travel insurance. Now that I no longer live in Taiwan, I always buy travel insurance when going back for visits.

In this article, I’ll cover everything you need to know about travel insurance in Taiwan and why I think SafetyWing offers the best plan for travelers to Taiwan.

Do I Need Travel Insurance for Taiwan?

While you may need a visa for Taiwan , there is no legal requirement to have travel insurance for entering Taiwan. That means nobody is going to ask you or care whether you have travel insurance or not.

Getting travel insurance is a good idea for traveling anywhere in the world, not just Taiwan. Just like insuring your house or car, it only makes sense to insure your travels.

A lot of things can go wrong when we travel, and those things can be VERY expensive. Accidents, medical emergencies, loss or theft of personal items, and so on. And if COVID taught us anything, it’s that trips can be canceled for reasons beyond our control.

Taiwan-Specific Reasons to Get Insurance

You may have heard that Taiwan is one of the safest countries in the world, and that is true according to reports like this .

But unexpected and unfortunate things can still happen. For example, in my first year in Taiwan, my laptop, camera, and hard drive were stolen from my apartment in New Taipei City – something you almost never hear of in Taiwan. Ironically, I had just come back from a trip to the Middle East, including so-called “dangerous” countries like Syria, Iraq, Iran, and Pakistan, where nothing bad happened!

Here are just a few examples or other things that could (and do) happen in Taiwan:

• Taiwan has a poor track record when it comes to traffic safety . Cars don’t always give way to pedestrians. The streets (and sometimes sidewalks!) are filled with scooters. Many local drivers (including taxi drivers and even some private drivers ) have terrible driving habits. 
• Are you planning to rent a car , scooter, or bicycle in Taiwan? Having insurance will be extra smart.
• Same thing goes for adventure activities like surfing, scuba diving, ATV riding, river tracing, paragliding, or hiking. Note that Taiwan has poisonous hornets and snakes – even in Taipei City , such as the famous Elephant Mountain trai l!
• As one of the most crowded countries in the world, nasty viruses tend to spread quickly among the Taiwan population. Good hygiene and mask wearing go a long way in Taiwan, but can’t stop everything. 
• Taiwan is famous for its street food , and food handling is generally very sanitary. However, some visitors still get sick. 
• Up to a half dozen typhoons strike Taiwan every year. Typhoons can cause flight delays/cancellations or significantly altar your travel plans. Sometimes roads are destroyed by landslides and high mountain places such as Alishan or Cingjing Farm cannot safely be visited. You might have to change your itinerary at the last minute and cancel some hotels. 
• Carrying an expensive camera, laptop, or phone? If you lose or break them, don’t expect them to be any cheaper in Taiwan than your home country. Electronics are pricey in Taiwan, despite the fact that some of them are even made there.
• What if China attacks Taiwan? While I hope the day never comes, tensions between Taiwan and China have been notably higher in recent years.
• There are many strong ocean currents around Taiwan. This is why many beaches in Taiwan don’t allow swimming, and every year there are reports of people getting swept away, nearly drowning, or worse.

What is the Best Travel Insurance for Taiwan?

Let’s face it: there are a lot of insurance providers out there. You probably have some options in your own county, and sometimes those end up being the easiest or best.

For example, I have purchased travel insurance through AMA (Alberta Motor Association), which is based in my province in Canada. I already buy their roadside assistance membership at home, and having that gives me a discount on their travel insurance. It’s worth checking out what’s available in your region.

However, if you travel a lot like I do, you may want to consider an international company aimed at budget travelers. I recommend SafetyWing .

SafetyWing is a Norwegian company that offers travel insurance aimed at nomads or frequent travelers. They are one of the cheapest out there.

How Much Does it Cost?

SafetyWing’s prices start at USD 45 for 4 weeks of coverage, for anyone age 10-39. This works out to only around $1.50 per day (that’s TWD 50, less than the price of a bowl of beef noodles !)

If you’re visiting Taiwan with kids , one kid aged 14 days to 9 years old is free with each paying adult.

This covers any country in the world, including Taiwan. Only countries that are sanctioned by the US, UK, EU, or UN are not covered, as well as your own country.

This means that even if you are planning to visit other countries before or after Taiwan, you will be totally covered.

The prices will go up if you’re older or if you’re visiting the US as well, but they remain competitive or cheaper than others out there. You can use their price calculator to find out how much it will cost for you.

Since most travelers visit Taiwan for less than a month, this should be enough to cover your trip. In my opinion, $45 or TWD 1400, roughly the cost of one night in a budget hotel in Taipei, or a fraction of the cost of your flight to Taiwan , to totally insure your whole trip, is worth the cost.

What if I Get in a Scooter Accident?

Taiwan is a country of scooters (for my Taiwan facts article , I calculated that there is 1 scooter for every 1.7 people in Taiwan). Riding a scooter is one of the best ways to explore Taiwan.

My wife and I have a scooter, and we frequently rent one when visiting different parts of the country. On the offshore islands, going around by scooter is practically essential.

SafetyWing’s insurance covers scooter accidents as long as you are properly licensed and wearing a helmet.

Being properly licensed in Taiwan means that you have an IDP (International Driver’s Permit) or a local Taiwan-issued motorcycle license. A driver’s license from your home country will not be sufficient.

Rental agencies in Taiwan will always provide a helmet, but it’s up to you to wear it. Most Taiwanese do, but you will find that many don’t wear them on the offshore islands. Just keep in mind that you won’t be covered if you aren’t wearing the appropriate safety gear at the time of the accident.

Is COVID-19 Covered?

As you may or may not have heard, Taiwan was one of the exemplary countries in their handling of COVID . They managed to keep it out for quite some time and get most of the country vaccinated before it really got in.

You may also have heard that Taiwan took a long time to shed its COVID restrictions, only finally reopening to tourists in October 2022, and removing the last of its restrictions in early 2023.

SafetyWing will only cover you for necessary COVID-related medical treatment. For example, if you just need a test to go back to your country or because you think you might have COVID, that won’t be considered medically necessary.

What If I Don’t Get Travel Insurance for Taiwan?

While I don’t recommend traveling anywhere without travel insurance, if you do decide to take the chance, you can at least be relieved to know that many simple and more complex medical treatments in Taiwan are much cheaper than in other countries.

In fact, medical tourism is a thing in Taiwan, and some people fly to Taiwan for medical procedures because they are cheaper.

Even without a NHI (National Health Insurance) card, which most locals have, a visit to a doctor while traveling in Taiwan will only cost you about 600 dollars in Taiwan’s currency (USD 20).

Of course that price is going to rise quite a bit if you need emergency care or something more serious happens.

What If I Plan to Live in Taiwan?

If you’re going to be living in Taiwan , whether it’s for teaching English, some other kind of work, to be a student, or you are married to a Taiwanese, then you will be eligible to take advantage of Taiwan’s excellent National Health Insurance .

The first step will be to get your ARC (Alien Resident Card). Part of the process will require you to get a health check either in your home country or in Taiwan (doing it in Taiwan is usually cheaper).

Finally, you’ll be able to apply for a NHI card, just like the locals have. With this card, you’ll only have to pay TWD 100 (USD 3) to see a doctor, including any prescribed medication!

4 Things To Consider Before Travelling To Taiwan

1) Travel Advisory

As of 29 September 2022, Singporeans will not need to take a PCR test before departure, and there are no vaccination requirements upon entry into Taiwan.

As of 13 October 2022, travellers will no longer be required to quarantine themselves and will only have to undertake 7 days of Self-initiated Epidemic Prevention (which means taking one RAT every 2 days and wearing a mask).

No longer do visitors need to take a saliva PCR test upon arrival. They can serve their 7-day Self-initiated Epidemic Prevention term in an appropriate private residence that abides by the "one person per room" criteria.

2) Visa Requirements

As of 29 September 2022, Singaporeans are allowed to travel to Taiwan without a visa for up to 30 days.

Nationals of specific countries , Australia included, are now visa-exempt when entering Taiwan.

4) Travel Insurance

It is always advisable to take out travel insurance before you go on any trip. This will cover you for any medical expenses, lost or stolen belongings, and cancellations or changes to your itinerary.

Out-of-pocket medical expenses can amount to thousands of dollars if you do not have insurance coverage.

While Travelling In Taiwan:

1) getting around by public transport.

Getting around Taiwan can be convenient, but it also depends on the weather. A variety of transportation options are available, including trains, buses, domestic flights and ferries to the islands.

The Taiwan Railway Administration (TRA) is a reliable and cheap form of transportation in Taiwan that trains regularly stop at all major cities and towns. Though regular express TRA train rides take five hours between Taipei and Kaohsiung, the High Speed Rail only takes ninety minutes. Although, the latter only goes to main cities on the west coast while TRA covers both Western and Eastern areas for half the price as high-speed trains.

Note that there are 5 types of train classes in Taiwan: 自強 Zìqiáng (fastest and most expensive), 莒光 Jŭguāng (second fastest, with assigned seating), 復興 Fùxīng (third fastest, with assigned seating), 區間快 “Local Express” (qūjiān kuài) (Short- to medium-distance commuter train), and 區間車 “Local Train” (qūjiānchē) (Short- to medium-distance commuter train which stops at all stations).

The ticket prices will differ based on the comfortability and speed of the train.

2) Getting Around By Car

While renting a car is a suitable mode of transportation in rural areas, it can be hectic and dangerous for first-time drivers in populated cities.

If you are renting a car in Taiwan and are a foreign tourist, you will need to have an international driver’s license as well as your passport. If the rental is for thirty days or less, this suffice; if it is longer than that period of time, then you'll need a local licence.

3) Healthcare in Taiwan

Taiwan has a single-payer healthcare system, which means that one public agency controls healthcare for the entire population. This system of universal healthcare was implemented in 1995 at the recommendation of adviser Uwe Reinhardt. He advocated for an equitable healthcare program that would cover all citizens without discrimination.

All Taiwanese citizens must be enrolled in the NHI program, as well as travellers staying in Taiwan for more than six months. The National Health Insurance Administration (NHIA) covers everyone in Taiwan.

Over 80% of Taiwan's hospitals are privatised, which means citizens have great access to quality healthcare, and since most facilities are signed up with the NHI program, all residents have access to these healthcare providers.

Although the National Health Insurance (NHI) scheme is available for foreigners in Taiwan, some people might find that private health insurance better suits their needs. This is because private medical insurance can cover things that NHI does not, such as certain types of care.

Allianz offers five travel insurance plans for single trips, including a plan that's mainly focused on emergency medical coverage.

The OneTrip Cancellation Plus plan is geared toward domestic travelers who are looking for trip cancellation, interruption and delay coverage but don't need post-departure benefits like emergency medical or baggage loss. This plan is Allianz’s most affordable option.

OneTrip Basic, Prime and Premier are three comprehensive travel insurance plans.

OneTrip Basic is the most economical plan and offers trip cancellation, interruption and delay benefits along with emergency medical and baggage loss.

OneTrip Prime provides all the benefits of the Basic plan but with higher limits, a few extra coverage areas and complimentary coverage for children 17 and under when traveling with a parent or grandparent.

OneTrip Premier offers the most coverage, doubling almost every post-departure limit of the Prime plan with more covered cancellation reasons.

If you don't need pre-departure trip cancellation and interruption protections or you already have coverage through a premium travel credit card , the standalone OneTrip Emergency Medical plan may be a good choice. The plan mainly provides emergency medical protections along with some baggage loss/delay benefits.

Allianz single-trip plan cost

Here's a look at the cost of an Allianz travel insurance policy for a one-week, $1,500 vacation to Croatia in August 2020 taken by a 30-year-old from Texas.

The OneTrip Premier is the most expensive plan and provides the highest level of protection, especially for emergency medical events.

However, if you’re OK with lower limits on emergency medical, a OneTrip Prime or Basic plan could be a more appropriate choice. These costs represent a range of 3.4%-7.5% of the total cost of the trip, which is in line with typical costs of 4%-8%, according to the U.S. Travel Insurance Association.

Allianz offers four different annual/multi-trip plans.

AllTrips Basic is suitable for those who would like emergency medical coverage while abroad but don't need trip cancellation and interruption benefits. The AllTrips Prime, Executive and Premier plans provide an entire year of comprehensive travel insurance benefits.

The Executive and Premier plans offer various levels of trip cancellation and interruption benefits. The Executive plan is specifically designed for business travelers since it offers protection for business equipment.

Allianz annual/multi-trip plans cost

Let's look at an example of an annual Allianz travel insurance plan that starts in July 2020 for a 50-year-old from Illinois.

Coverage under these plans is offered for trips up to 45 days in length.

The AllTrips Executive plan costs significantly more than the other plans; this is mainly due to higher trip cancellation coverage, emergency medical and business equipment protections. The Executive coverage amount for trip cancellation can be increased beyond what is quoted here, driving that plan's price up to as much as $785.

If you’re not concerned with pre-trip cancellation benefits and don’t need the increased level of medical coverage, the Basic plan is the most affordable option.

For trips longer than 45 days, the AllTrips Premier plan might be a better choice as it offers coverage for up to 90 days. Using the same search parameters but with 90 days of coverage per trip, the cost of the annual plan is $475.

Choosing the right plan for your trip involves understanding what type of coverage you will want while you’re abroad.

If you have a premium travel card (e.g., the Chase Sapphire Reserve® ): These cards often offer some trip cancellation and trip interruption coverage, so you may not need a plan that offers all the same coverage. In this case, getting the OneTrip Medical plan might be enough.

If you’re going on a trip and returning home: OneTrip Prime, Basic or Premier are good options to choose from while offering different levels of coverage.

If you’ll be going on multiple and longer trips: the AllTrips Premier plan might be best as it provides insurance benefits for trips up to 90 days in length. The remaining three annual AllTrips plans cover multiple trips, up to 45 days.

If the coverage provided by your card isn’t adequate, you don’t have credit card coverage or you didn’t pay for your trip with that credit card: In these instances, it's best to choose a comprehensive plan depending on how much coverage you need and for how long. Consider one of the single trip or multi-trip plans.

11. Winners who do not collect prizes within stipulated period, are uncontactable due to incomplete or incorrect info, or refuse income tax withholding vouchers shall be deemed as forfeiting the prize awards.

12. Prizes may not be changed, transferred, or converted to cash.

13. The prizes of this promotion shall be based on the actual objects. The photos and drawings on the website are for illustrative purposes only, and no colour change is allowed.  In case of shortages or unforeseen circumstances, our Company reserves the right to substitute prizes with other equivalent items.

14. In accordance with tax regulations, if the winner is an individual residing in Taiwan and the accumulated value of prizes exceeds $1000, our Company will issue an income tax withholding voucher to the winner for the following year. If the value of prizes reaches $20,000 (inclusive), the winner shall pay 10% chance-based games and prizes tax before receiving the prize award. If the winner is an individual who is not a resident of Taiwan (i.e., a native or a foreigner who has lived in Taiwan for less than 183 days), regardless of the value of the prizes, the winner first withholds 20% of the chance-based games and prizes tax before receiving the prize award, and our Company will also issue an income tax withholding voucher in accordance to tax regulations. Failure to pay the taxes payable in accordance with the regulations shall be deemed as disqualification of prize awards.  Any tax payable by the participants for participating in this activity is the obligation of the participants and not related to our Company.  If the aforesaid tax laws and regulations are updated or changed, the amended provisions shall apply.

15. Our Company is not the manufacturer or supplier of prizes, and has no agency or partnership relationship with the manufacturer or supplier of various prizes or services.  Warranty period of the prizes in this promotion is subject to the actual supplier at time of manufacture.  Any disputes arising from the prizes, services, or warranty is not be related to our Company.

16. Our Company reserves the right to cancel, terminate, modify or suspend the relevant contents of this promotion, and may notify the participants through public announcements. Any matters not covered herein shall be handled in accordance with the relevant provisions or clarifications of our Company.  In the event of disputes, the Chinese language term and conditions shall take precedence.

• Health insurance  for the costs incurred due to an accident or an unforeseen illness (includes being infected by any virus), for example in the event of emergency care, we reimburse the costs of medical examination, outpatient and inpatient care and transport by ambulance.
• Healthcare assistance service , which includes information on emergency care options and organising patient transport back to Hungary.
• Accident insurance , in which we give a lump-sum benefit in the event of accidental death or permanent damage to health.
• Luggage insurance , which covers the theft, robbery of property taken abroad or accidental damage in case of personal injury or damage due to natural disaster.
• Travel assistance services , which cover, among others, delayed baggage, delayed or cancelled flight, travel expenses in case of extended stay abroad due to emergency care or quarantine, and shortened stay due to natural disaster.
• Legal protection insurance , which includes the reimbursement of lawyers’ fees and bail in the event of unintentional offences or crimes, as well as personal injury accidents.
• Liability insurance,  which covers the costs of emergency care in the event of causing bodily injury in an accident and the costs incurred in case of causing damage to an accommodation.
