WASHINGTON — The US is expected to announce Thursday it will send Ukraine a second Patriot missile system , giving the country a vital air defense boost that its president, Volodymyr Zelensky, has said could drastically reduce the number of successful Russian strikes.

Two US officials confirmed to The Post that President Biden had approved the move, which will see the Pentagon donate a Patriot system that has been protecting NATO territory and US troops in Poland throughout Russia’s 28-month-old war on Ukraine.

The New York Times first reported on the expected transfer.

The powerful Patriot systems have been influential in keeping Ukraine in the fight by providing robust defense against incoming threats from the air, including missiles and aircraft. They have been particularly key in fending off attacks on Kyiv, helping Ukraine’s capital to remain standing amid the Russian onslaught.

The systems come on wheels, so Ukraine has been moving them throughout the country as needed to both protect key target areas and prevent Russian forces from locating and taking out the batteries.

In March, Ukrainian soldiers on the ground told The Post that their scarce supply means they must make difficult choices between protecting civilians in major cities or troops on the battlefield.

“With these additional air defenses, Ukraine would be better equipped to defend its cities and critical infrastructure and would gain greater flexibility to push Patriot batteries closer to the front lines to ambush Russian aircraft ,” Foundation for Defense of Democracies’ Russia program deputy director John Hardie told The Post on Wednesday.

The Pentagon does not make public how many Patriots the US has in its arsenal due to their critical nature. However, one senior military official told the Times that the Army has deployed just 14 across the country and around the world.

Biden and Zelensky are scheduled to meet Thursday on the sidelines of the G7 summit in Italy, while Defense Secretary Lloyd Austin will host the monthly meeting of the Ukraine Defense Contact Group in Brussels ahead of a NATO defense ministerial meeting Friday.

The US move comes after other NATO partners, including Germany and the Netherlands, have announced shipments of the systems to Ukraine.

While the new shipment is encouraging for Ukraine, its forces will still not have enough to fully fend off Russia’s continued air and missile strikes, Hardie told The Post.

“The Patriot is Ukraine’s most capable surface-to-air missile system and is one of its only systems that can reliably intercept ballistic missiles ,” he said. “It’s good to see the United States, along with Germany and the Netherlands, pledging more Patriots for Kyiv. But Ukraine will still need more.”

Zelensky has been pleading for more of the systems — which Washington also uses to protect the White House — since the war’s early months. The US sent its first Patriot to Ukraine in December 2022.

During a summit held to mark the war’s second anniversary in February, Zelensky said his country needed seven more Patriots to effectively protect Ukraine’s airspace and keep his people safe from Moscow’s frequent strikes on civilian targets such as apartment buildings, hospitals and schools.

While more Patriots are needed , they would not necessarily need to come from the Pentagon’s limited stockpile, as several other nations — including Spain, Greece, Poland, Sweden, Japan and South Korea — also have the systems.

“One potential source is Israel, which is mothballing its eight Patriot batteries,” Hardie said. “Washington should try to convince the Israelis to transfer their Patriots to the United States, which should then donate them to Ukraine .”

Austin has also encouraged other partner nations to donate Patriots at previous UDCG meetings. The group, which Austin launched two years ago, is made up of roughly 50 nations that meet monthly to coordinate military assistance to Kyiv.

“There are countries that have Patriots, and so what we’re doing is continuing to engage those countries,” he told the House Armed Services Committee in April. “I have talked to the leaders of several countries … myself here in the last two weeks, encouraging them to give up more capability or provide more capability.”

Dear cities of the world: I warn you, it’s dangerous for me to visit you immediately after a city I love. You may not be judged fairly.

So many cities have suffered this fate. Tulum couldn’t hold a candle to Caye Caulker. I would have loved Charleston more if it hadn’t come immediately after my beloved Savannah. And I’ll always regret not giving Luang Prabang the attention it deserved, but how could I when all I could think about was turning around and getting back to Vang Vieng?

I was due to arrive in Kyiv (formerly Kiev) after three idyllic days in Odessa. Odessa blew me away — I was expecting to enjoy it, but I had no idea I would fall for it quite so hard.

So if this were an ordinary visit, I would have tolerated Kyiv and wished I was back in Odessa. To my surprise, that wasn’t the case at all! I enjoyed Kyiv quite a bit. I didn’t fall in love with it the way I did with Odessa, but it turns out that much of what I loved about Odessa was actually what I loved about Ukraine. Like the dirt-cheap prices. Ukraine is cheaper than anywhere else I’ve been in Europe, often on par with Southeast Asia.

Kyiv is also huge, which pleased this city-loving girl. Population-wise, Kyiv is the seventh largest city in Europe. I find comfort in large cities — they let me move around anonymously with minimal attention, and one of my greatest joys is to treat a new city like I’m a longtime resident.

I was hosted by JayWay Travel  and their local partner JC Travel on this trip (see the Essential Info box for more information) and they arranged for me to have a wonderful tour guide named Olga, who showed me the best of the city in a few hours. Yes, my guide in Odessa was also named Olga; no, they were not the same person. Meeting multiple Olgas in Ukraine made me smile, though!

One last thing I’ll say is that I did not luck out with the light on this trip, which made photography difficult. Sometimes, I’ve been unbelievably lucky ( Kraków’s light was so good, I nearly wept ) but Kyiv was bright, and doing most of my exploring in the middle of the day did not help. That’s okay. I think I did the best with what I had.

Here’s the best of Kyiv! I hope you enjoy it.

The first thing that struck me about Kyiv was its many gold-topped churches. As we drove in from the airport, I gasped whenever we passed a gilded cathedral! This one is St. Michael’s Church.

St. Andrew’s, a green onion-tipped church, is another stunner. I had to take a picture of this one and send it to my friend with a new baby named Andrew!

There’s a surprising amount of green space in the city. I love this overlook by St. Andrew’s.

The opera house is one of the grandest structures in town. I wish I had had time to see an opera.

This sculpture outside Golden Gate is an homage to Pantyusha, one of Ukraine’s most famous cats. He lived in one of the nearby restaurants and was a neighborhood favorite with the locals. Sadly, Pantyusha died in a fire in 1997 and the neighbors raised enough money to have this sculpture built. Rub his ears for good luck.

One of my favorite things about Ukraine was the omnipresent coffee carts. They were on wheels, in tiny kiosks, or outfitted into the back of cars. Wherever you were, there would be one within eyesight, and they made espresso-based drinks to order for less than a dollar!

Some of the architecture echoed the beauty I had seen in Odessa.

I loved the playful use of color throughout the city.

But Kyiv is also home to ugly communist architecture, especially in Maidan Nezalezhnosti, one of the centers of the city. Here giant concrete buildings dwarf the delicate churches.

I hated these buildings — but some of my Chernobyl buddies loved them. It’s all about what you’re into.

I had to try the city’s most famous dish, Chicken Kyiv! I tried it at O’Panas , a highly recommended traditional restaurant located in Taras Shevchenko Park. It’s basically the Ukrainian Tavern on the Green, despite its Irish Pub-sounding name.

To be truthful, I wasn’t a big fan of the dish. I found it to be dry. Give me borscht and vareniki any day.

One cool thing to do in Kyiv is to head underground. Like many former communist cities, Kyiv has a network of underground malls and passageways that are worth exploring. I love this capture of this thoughtful woman.

There are lots of tiny coffeeshops underground. Olga brought me to one and insisted it was one of her favorites, and far cheaper than above ground. I think we paid around 40 cents for a nice latte and got some candies to go with it as well!

If you’ve been following my blog for any amount of time, you know how my afternoon cafe break is essential. I found several cool cafes in Kyiv, but my favorite was The Blue Cup. It was right around the corner from my hotel.

Look at that luscious whoopie pie! And that beautiful latte, I remember clearly, cost about 95 cents. In a gorgeous, stylish cafe. Ukraine is insane.

I also like to seek out independent bookstores wherever I go, but I didn’t find any with English language books. It gives me comfort just to be around the smell of books, though.

In Odessa, I was surprised that the women didn’t look like my image of Ukrainians — they tended to be short, curvy, and dark. In Kyiv, though, the women fulfilled the stereotype of tall and blonde in tight dresses and pants.

But even the women who broke the Ukrainian mold looked stylish. I loved how well this woman matched the wall.

Kyiv was bright. Kyiv was playful. Kyiv was fun.

Where I Stayed: Theatre Apart Hotel

I spent three nights at the Theatre Apart Hotel in the A5 Suite . These are a collection of apartment-style suites located in buildings surrounding a courtyard in central Kyiv, not far from the opera house.

The location was fantastic — I was in walking distance from so many central attractions and there were several terrific restaurants and cafes within a five-minute walk. And the room gave me everything I needed — a comfortable bed, a table with chairs for working, a full kitchen, and a bathroom complete with a jacuzzi tub big enough for four people.

It wasn’t perfect, though. It’s in an old building with an ancient-looking elevator. There wasn’t a stand for the shower nozzle, which might be annoying to Americans who are used to having both hands free while showering.

But between its central location and $39 per night price tag, I thought it was fantastic value. I’d totally stay there again.

The Takeaway

I really enjoyed my time in Kyiv. In fact, I’d go so far as to put it on my favorite list of European capitals, alongside Paris, Berlin, Ljubljana, Amsterdam, Helsinki, London, and Tirana! (Strange list, I know.)

Between the beauty of the city and how unbelievably cheap Ukraine is, I highly recommend making a visit to Kyiv in the future. I bet you’ll love it as much as I did.

Essential Info:  In Ukraine I was a guest of  JayWay Travel , a boutique Central and Eastern European travel company, as well as their local partner JC Travel , for a custom itinerary they built for me with hotels, transfers, and tours. They do custom trips so whatever you’re looking for, reach out to them. It was so nice to not have to worry about transfers, and my guides were wonderful. Contact them directly for tours or other bookings. I stayed at the Theatre Apart Hotel , which I enjoyed and would recommend. My suite, A5 , starts at $39 USD per night. Some restaurants I recommend are O’Panas for a traditional experience in the park, The Blue Cup for coffee and pastries, Druzi for international lunch fare, and Cafe Borsch for cheap Ukrainian food. Most do not have websites. While the subway system in Kyiv is cheap and extensive, I mostly got around by Uber. It’s so remarkably cheap that most trips cost me around $2, and having a SIM card meant that it was always easy to call one when I needed one. There is a significant language barrier in Ukraine, but it wasn’t nearly as bad as I feared. In Kyiv lots of people in restaurants and hotels speak a bit of English. I do recommend learning Cyrillic, which is pretty easy to do. It will make your life so much easier when you can read what’s in front of you, as many words are similar to English. I visited Ukraine in May, which was perfect. The weather was pleasant in Kyiv, it made for an easy trip to Chernobyl, and Odessa was beautiful without all the crazy party crowds that arrive in summer. Don’t visit Kyiv without travel insurance. Whether you get appendicitis and need to be hospitalized, or your phone gets stolen, or an injury means you need to cancel all or part of your trip, travel insurance will help you out. I use and recommend World Nomads as travel insurance for trips to Ukraine.

The owner of one of Ukraine’s largest agricultural companies has warned Kyiv against prolonging its dispute with the EU over food exports, saying it risks losing the bloc’s support in the war with Russia.

Andriy Verevskyi, the Switzerland-based founder of Kernel, the world’s biggest exporter of sunflower oil, said feuding with EU member states at such a critical time was unwise.

“I think Ukraine should not fight with Poland or other European countries over import duties and the protection of the European market,” he told the Financial Times in his first face-to-face interview with a media group.

“We have enough [other export] markets for Ukraine: I’m talking about India, Africa, Asia, China et cetera and I don’t think we should fight and escalate the relationship between Europe and Ukraine because of agricultural supply.”

He added: “If part of eastern Europe wants to protect their market from Ukrainian production, I would say let it go . . . let’s co-operate on more important things for Ukraine. Many people will disagree with me but that’s what I believe.”

The trade dispute started in April last year when Poland led a handful of EU countries to impose unilateral bans on imports of Ukrainian cereals in response to protests from their farmers about unfair competition.

This followed the EU lifting restrictions on Ukraine ’s exports in 2022 to help its war-ravaged economy stay afloat. Poland, Slovakia and Hungary kept bans in place despite violating EU common trade policy.

The EU is levying new tariffs on foodstuffs ranging from poultry to maize if quantities exceed the annual average imported between July 2021 and December last year.

Ukraine has also introduced licences to avoid exports of sugar and other crops hitting levels that would trigger an EU “emergency brake” on imports.

Although Polish Prime Minister Donald Tusk has pledged full support for Ukraine’s war effort, he has promised to protect his farmers.

Verevskyi, 49, who controls Kernel through a Cyprus holding company Namsen, is entangled in a bitter courtroom fight with minority shareholders after he launched a tender offer to delist the group from the Warsaw Stock Exchange because of what he says was a lack of liquidity.

The businessman, who said he had 94 per cent of Kernel’s equity, is being sued by some investors for reclaiming ownership of the company without their consent. They accuse him of buying the group on the cheap after taking advantage of a sharp drop in its valuation following Moscow’s full-scale invasion of Ukraine in February 2022.

Verevskyi had sold shares in a float on the Warsaw exchange in 2007, which after further transactions had reduced his holding to 37 per cent before the Russian invasion.

Last month a judge in Luxembourg, where Kernel is registered, opened court hearings into the shareholders’ complaints.

Verevskyi said he was sympathetic to investors who complained that the delisting was approved by Kernel’s board instead of a general assembly of shareholders. But he insisted it was compliant with Luxembourg’s laws.

“I’ve been made to look like a big, bad aggressive guy who is selfish and doesn’t care about anything. Perhaps partially it’s true, but it’s not that simple and there are many things that I’m doing for the company and for its people and for our position in Ukraine,” he said.

Verevskyi also stressed the plaintiffs were mostly small retail shareholders, with big institutions that still hold the stock including Vanguard, Artemis, Raiffeisen, Morgan Stanley and UBS staying on the sidelines in the court battle.

On President Volodymyr Zelenskyy, the businessman said his government needed to strengthen the rule of law and reduce corruption in order to get foreign investors involved in the country’s postwar reconstruction. “I am a supporter of the president because I believe he has done a pretty good job and he was at the right place when the war started. But if you ask if Zelenskyy did economic and legal reforms in the country: No, he didn’t.”

Zelenskyy only had two years in office before Russia’s invasion, “so I don’t know if he had the chance to change anything dramatically, but I’m totally sure that more things could have been done”, he added.

Verevskyi was a member of Ukraine’s parliament from 2002 until 2013, when a court stripped him of his seat for simultaneously holding public office and running a commercial business.

Kyiv repels all 24 drones, 5 of 6 ballistic missiles in latest Russian attack

Russia sent a mass missile and drone attack primarily directed at Kyiv and its suburb of Vasylkiv 20 km away, but Ukraine managed to eliminate nearly every target, monitoring agencies reported .

NV follows the Russian aftermath of the attack.

Ukraine's air defenses were largely successful

Ukraine managed to eliminate all 24 of Russia's Shahed attack drones and 5 of 6 ballistic missiles. A single Iskander-M ballistic missile managed to elude the defenses.

Air defense worked in Kyiv, Dnipropetrovsk, Zaporizhzhya, Poltava, Kharkiv, and Vinnytsia oblasts.

Ukraine's State Emergency Service released a photo of the debris around 8:00 a.m. EET.

"No residential or critical infrastructure objects were directly hit in Kyiv Oblast," Kyiv Governor Ruslan Kravchenko reported on Telegram.

"Russia attacked the area with missiles and Shahed drones, and air defense was operating."

One person was injured by falling debris - a cut to his leg. Medical assistance was provided on the spot.

A fire was reported at an industrial facility in Kyiv Oblast.

"The enemy launched another missile attack on the capital, Kyiv City Administration  reported .

"The attack was combined, different types of weapons were used," the officials added.

"Russia launched Kh-101/Kh-555/Kh-55 cruise missiles from Tu-95MS strategic bombers - they approached Kyiv from the south in several waves simultaneously with Shahed kamikaze drones."

The enemy also fired ballistics missiles at the capital while the attack was being repulsed, according to preliminary reports.

The air alert in Kyiv lasted for almost two hours.

The Air Force warned about missiles heading for the capital at 4:00 a.m. EET.

Russian Air Attacks Cause Industrial Facility Fire in Kyiv Region, Injure Several

KYIV (Reuters) -Russia launched missile and drone attacks on Ukraine early on Wednesday, causing a fire at an industrial facility, damaging residences and injuring several people across six regions, local authorities said.

Ukrainian military said it shot down five out of six missiles and all 24 drones launched during Russia's overnight attack.

Ukraine's air defence systems destroyed all air weapons on their approach to the capital, Serhiy Popko, head of Kyiv city military administration said on the Telegram messaging app.

The debris damaged an industrial facility in the Kyiv region, causing a fire, Kyiv region governor said. Over 105 people were using 30 pieces of equipment to put out the fire as of Wednesday morning.

The attack injured one resident and damaged a private residence, a garage, a gas station and a storage unit, the governor said.

Dnipropetrovsk governor said the attack injured three people and damaged nine private residences, reporting that Ukrainian military shot down 11 drones over his region.

Air raid alerts lasted several hours across all of Ukraine, starting soon after 0000 GMT and including in regions bordering NATO-member Poland.

Polish and allied aircraft have been activated as a precaution, the Operational Command of the Polish armed forces said on the social media platform X. That is often the case when Russia launches an air attack on Ukraine's western regions.

Ukraine isn't 'one system away from some massive breakthrough,' but there are things it can't get enough of, White House official says

Deputy National Security Advisor Jonathan Finer said there isn't a specific single weapon Ukraine needs to defeat Russia. Instead, Ukraine needs a consistent flow of certain capabilities.

There is this idea out there that "they are one system away from some massive breakthrough where they will get the system and run roughshod over the Russian army," Finer said during a Center for New American Security conference Thursday. "This is not that kind of war," he added.

Finer said that he wishes the US could provide Ukraine with an endless supply of artillery and air defense weaponry, which Ukraine needs most. "If there are two things that we could provide an infinite number of to the Ukrainians to try and turn the tide of this war, it would be artillery munitions and air defense interceptors," he explained.

In May, the consulting firm Bain & Company found that Russia is producing artillery shells three times faster than Ukraine's NATO partners for less, and it is expected to refurbish or produce as many as 4.5 million artillery shells this year.

That said, the US, like some of its allies and partners in Europe, has been working to dramatically increase artillery shell production , particularly the highly sought-after 155 mm shells. Before the Russian invasion of Ukraine, the US was making about 14,000 a month, but the goal is to bring that number up to 100,000 by 2025.

In addition to making more shells, Finer added that the US is launching co-production with Kyiv to boost its defense industry and compete with Russia's manufacturing capabilities.

Ukrainian soldiers expressed the dire need for artillery and air defense on the battlefield in an interview with CNN last week, with some saying that US-supplied M1 Abrams tanks have not been enough. US veterans who have fought in Ukraine have also said the same thing in the past, especially as Ukraine grappled with debilitating ammo shortages .

"This conflict between two very similar armies, in some ways, is much more about the basic blocking and tackling that, frankly, I think many of us did not fully appreciate would remain a key facet of modern warfare: production of not super high-tech but critically important munitions, which we have let lapse," Finer said.

"We are now taking significant action to get our act together on those things," he said.
