Frequently Asked Questions: Guidance for Travelers to Enter the U.S.

Since January 22, 2022, DHS has required non-U.S. individuals seeking to enter the United States via land ports of entry and ferry terminals at the U.S.-Mexico and U.S.-Canada borders to be fully vaccinated for COVID-19 and provide proof of vaccination upon request.  On April 21, 2022, DHS announced that it would extend these requirements. In determining whether and when to rescind this order, DHS anticipates that it will take account of whether the vaccination requirement for non-U.S. air travelers remains in place.

These requirements apply to non-U.S. individuals who are traveling for essential or non-essential reasons. They do not apply to U.S. citizens, Lawful Permanent Residents, or U.S. nationals.

Effective November 8, 2021, new air travel requirements applied to many noncitizens who are visiting the United States temporarily. These travelers are also required to show proof of COVID-19 vaccination. All air travelers, including U.S. persons, must test negative for COVID-19 prior to departure. Limited exceptions apply. Entering the U.S. Through a Land Port of Entry or Ferry Terminal

Q. what are the requirements for travelers entering the united states through land poes.

A:  Before embarking on a trip to the United States, non-U.S. travelers should be prepared for the following:

• Possess proof of an approved COVID-19 vaccination as outlined on the  CDC  website.
• During border inspection, verbally attest to their COVID-19 vaccination status. 
• Bring a  Western Hemisphere Travel Initiative  compliant border crossing document, such as a valid passport (and visa if required), Trusted Traveler Program card, a Department of State-issued Border Crossing Card, Enhanced Driver’s License or Enhanced Tribal Card when entering the country. Travelers (including U.S. citizens) should be prepared to present the WHTI-compliant document and any other documents requested by the CBP officer.

 Q. What are the requirements to enter the United States for children under the age of 18 who can't be vaccinated?

A:  Children under 18 years of age are excepted from the vaccination requirement at land and ferry POEs.

Q: Which vaccines/combination of vaccines will be accepted?

A:  Per CDC guidelines, all Food and Drug Administration (FDA) approved and authorized vaccines, as well as all vaccines that have an Emergency Use Listing (EUL) from the World Health Organization (WHO), will be accepted.

Accepted Vaccines:

• 2 weeks (14 days) after your dose of an accepted single-dose COVID-19 vaccine;
• 2 weeks (14 days) after your second dose of an accepted 2-dose series;
• 2 weeks (14 days) after you received the full series of an accepted COVID-19 vaccine (not placebo) in a clinical trial;
• 2 weeks (14 days) after you received 2 doses of any “mix-and-match” combination of accepted COVID-19 vaccines administered at least 17 days apart.

Q. Is the United States requiring travelers to have a booster dose to be considered fully vaccinated for border entry purposes?

A:  No. The CDC guidance for “full vaccination” can be found here.

Q: Do U.S. citizens or lawful permanent residents need proof of vaccination to return to the United States via land POEs and ferry terminals?

A:  No. Vaccination requirements do not apply to U.S. citizens, U.S. nationals, or Lawful Permanent Residents (LPRs). Travelers that exhibit signs or symptoms of illness will be referred to CDC for additional medical evaluation.

Q: Is pre- or at-arrival COVID testing required to enter the United States via land POEs or ferry terminals?

A: No, there is no COVID testing requirement to enter the United States via land POE or ferry terminals. In this respect, the requirement for entering by a land POE or ferry terminal differs from arrival via air, where there is a requirement to have a negative test result before departure.

Processing Changes Announced on January 22, 2022 

Q: new changes were recently announced. what changed on january 22.

A:  Since January 22, 2022, non-citizens who are not U.S. nationals or Lawful Permanent Residents have been required to be vaccinated against COVID-19 to enter the United States at land ports of entry and ferry terminals, whether for essential or nonessential purposes. Previously, DHS required that non-U.S. persons be vaccinated against COVID-19 to enter the United States for nonessential purposes.  Effective January 22, all non-U.S. individuals, to include essential travelers, must be prepared to attest to vaccination status and present proof of vaccination to a CBP officer upon request. DHS announced an extension of this policy on April 21, 2022.

Q: Who is affected by the changes announced on January 22?

A: This requirement does not apply to U.S. citizens, U.S. nationals, or U.S. Lawful Permanent Residents. It applies to other noncitizens, such as a citizen of Mexico, Canada, or any other country seeking to enter the United States through a land port of entry or ferry terminal.

Q: Do U.S. citizens need proof of vaccination to return to the United States via land port of entry or ferry terminals?

A: Vaccination requirements do not apply to U.S. Citizens, U.S. nationals or U.S. Lawful Permanent Residents. Travelers that exhibit signs or symptoms of illness will be referred to CDC for additional medical evaluation. 

Q: What is essential travel?

A:  Under the prior policy, there was an exception from temporary travel restrictions for “essential travel.” Essential travel included travel to attend educational institutions, travel to work in the United States, travel for emergency response and public health purposes, and travel for lawful cross-border trade (e.g., commercial truckers). Under current policy, there is no exception for essential travel.

Q: Will there be any exemptions? 

A: While most non-U.S. individuals seeking to enter the United States will need to be vaccinated, there is a narrow list of exemptions consistent with the Centers for Disease Control and Prevention (CDC) Order in the air travel context.

• Certain categories of individuals on diplomatic or official foreign government travel as specified in the CDC Order
• Children under 18 years of age;
• Certain participants in certain COVID-19 vaccine trials as specified in the CDC Order;   
• Individuals with medical contraindications to receiving a COVID-19 vaccine as specified in the CDC Order;
• Individuals issued a humanitarian or emergency exception by the Secretary of Homeland Security;
• Individuals with valid nonimmigrant visas (excluding B-1 [business] or B-2 [tourism] visas) who are citizens of a country with limited COVID-19 vaccine availability, as specified in the CDC Order
• Members of the U.S. Armed Forces or their spouses or children (under 18 years of age) as specified in the CDC Order; and
• Individuals whose entry would be in the U.S. national interest, as determined by the Secretary of Homeland Security.

Q: What documentation will be required to show vaccination status?

A:  Non-U.S. individuals are required to be prepared to attest to vaccination status and present proof of vaccination to a CBP officer upon request regardless of the purpose of travel.

The current documentation requirement remains the same and is available on the CDC website . Documentation requirements for entry at land ports of entry and ferry terminals mirror those for entry by air.

Q: What happens if someone doesn’t have proof of vaccine status?

A: If non-U.S. individuals cannot present proof of vaccination upon request, they will not be admitted into the United States and will either be subject to removal or be allowed to withdraw their application for entry.

Q: Will incoming travelers be required to present COVID-19 test results?

A: There is no COVID-19 testing requirement for travelers at land border ports of entry, including ferry terminals.

Q: What does this mean for those who can't be vaccinated, either due to age or other health considerations? 

A: See CDC guidance for additional information on this topic. Note that the vaccine requirement does not apply to children under 18 years of age.

Q: Does this requirement apply to amateur and professional athletes?

A: Yes, unless they qualify for one of the narrow CDC exemptions.

Q: Are commercial truckers required to be vaccinated?

A: Yes, unless they qualify for one of the narrow CDC exemptions. These requirements also apply to bus drivers as well as rail and ferry operators.

Q. Do you expect border wait times to increase?

A:  As travelers navigate these new travel requirements, wait times may increase. Travelers should account for the possibility of longer than normal wait times and lines at U.S. land border crossings when planning their trip and are kindly encouraged to exercise patience.

To help reduce wait times and long lines, travelers can take advantage of innovative technology, such as facial biometrics and the CBP OneTM mobile application, which serves as a single portal for individuals to access CBP mobile applications and services.

Q: How is Customs and Border Protection staffing the ports of entry? 

A: CBP’s current staffing levels at ports of entry throughout the United States are commensurate with pre-pandemic levels. CBP has continued to hire and train new employees throughout the pandemic. CBP expects some travelers to be non-compliant with the proof of vaccination requirements, which may at times lead to an increase in border wait times. Although trade and travel facilitation remain a priority, we cannot compromise national security, which is our primary mission. CBP Office of Field Operations will continue to dedicate its finite resources to the processing of arriving traffic with emphasis on trade facilitation to ensure economic recovery.

Q: What happens if a vaccinated individual is traveling with an unvaccinated individual?  

A:  The unvaccinated individual (if 18 or over) would not be eligible for admission.

Q: If I am traveling for an essential reason but am not vaccinated can I still enter?

A:  No, if you are a non-U.S. individual. The policy announced on January 22, 2022 applies to both essential and non-essential travel by non-U.S. individual travelers. Since January 22, DHS has required that all inbound non-U.S. individuals crossing U.S. land or ferry POEs – whether for essential or non-essential reasons – be fully vaccinated for COVID-19 and provide related proof of vaccination upon request.

Q: Are sea crew members on vessels required to have a COVID vaccine to disembark?

A:  Sea crew members traveling pursuant to a C-1 or D nonimmigrant visa are not excepted from COVID-19 vaccine requirements at the land border. This is a difference from the international air transportation context.

Entering the U.S. via Air Travel

Q: what are the covid vaccination requirements for air passengers to the united states  .

A:  According to CDC requirements [www.cdc.gov/coronavirus/2019-ncov/travelers/noncitizens-US-air-travel.html | Link no longer valid], most noncitizens who are visiting the United States temporarily must be fully vaccinated prior to boarding a flight to the United States. Q: What are the COVID testing requirements for air passengers to the United States?  

A:  Effective Sunday, June 12 at 12:01 a.m. ET, CDC will no longer require pre-departure COVID-19 testing for U.S.-bound air travelers.

What is the free travel scheme?

The Free Travel Scheme allows you to travel free of charge on all public transport owned by the State. This includes bus, rail and Dublin’s LUAS with some exceptions.

Who is eligible?

Everyone aged 66 and over, legally living permanently in the State, is entitled to the Free Travel Scheme. Some people under 66 also qualify.

In some cases, a Free Travel Companion Card is available. This card allows a companion to travel with you for free.

Who can apply?

You may be entitled to free travel if you are legally and permanently living in the State. You can avail If you are aged 66 or over the department will automatically send you the Free Travel Card if you:

Are aged 66 or over, getting a social welfare pension or have confirmed your identity through the SAFE registration process when asked to do so. You may also avail if you are under 66 and are receiving an Invalidity Pension , Blind Pension , Disability Allowance or Carer's Allowance .

You may be entitled to the Free Travel Scheme if you are a widow or widower or a surviving civil partner aged 60 or over.

How to apply?

You can return your application with your supporting documents to the Free Travel Section by post to Social Welfare Services, Department of Social Protection, College Road, Sligo, Co. What counties does it not work in?

You cannot use your existing free travel pass for travel within Northern Ireland. These counties include Antrim, Armagh, Derry, Down, Fermanagh, and Tyrone.

To avail of free travel within Northern Ireland you must:

be age 66 or over

be in receipt of a Free Travel Card and

obtain a Senior SmartPass Card

Application forms for Senior SmartPass Cards are available at your local Intreo Centre, Social Welfare Branch Office or Citizens Information Centre. The completed application form must be brought given in person (not posted or emailed).

You must also bring the following documents:

A recent passport standard colour photograph

A form of ID (driving licence/passport/any other form of photo id, if available)

Evidence of address (a recent utility bill, for example electricity/gas/phone/waste charges bill or a bank/building society/credit union statement)

Tourists over 66 get free travel in Ireland

OLDER TOURISTS will enjoy free rail travel around the State following the introduction of a new scheme yesterday.

All overseas visitors aged 66 or over, from anywhere in the world, will be able to benefit from unlimited travel on mainline, Dart and commuter trains in the scheme, developed by Fáilte Ireland in conjunction with Iarnród Éireann.

The scheme was announced by the Government as part of the budget in December, in a bid to increase overseas visitor numbers.

It is similar to the free travel scheme for Irish people aged 66 and over, but does not include free bus or Luas travel.

It also differs from the scheme for Irish residents when it comes to cross-Border travel. Irish senior citizens travelling from Dublin to Belfast are entitled to free rail travel for the entire journey, but overseas visitors will only be entitled to free travel for the portion of their journey in this State. They will have to purchase a ticket for the remainder of their trip, from Dundalk onwards.

The scheme is initially for a one-year period, but will be subject to review and is expected to continue indefinitely if the demand is there.Tourists can access the scheme by visiting the Fáilte Ireland website, www.discoverireland.com, to arrange for a “Golden Trekker” reservation. They will be asked for details such as their date of birth and passport or national identity card number. Their Golden Trekker reservation can then be used to book their free Golden Trekker tickets when they arrive.

Tickets can be purchased in blocks of four days, depending on the length of stay. A four-day unlimited ticket is normally worth €100.

Visitors who do not pre-book the reservation can also avail of the scheme when they arrive by calling to a Fáilte Ireland tourist information office.

Fáilte Ireland’s Redmond O’Donoghue said the initiative was a very encouraging and constructive development.

“It will help strengthen the appeal of Ireland among some visitors, and Fáilte Ireland believes it will pay dividends to Irish tourism longer term.”

Iarnród Éireann chief executive Dick Fearn said the scheme would give Irish tourism a boost in a difficult time.

“As well as providing tourists with rail travel facilities, they will also benefit from the unique perspective our network gives of the beautiful Irish countryside.”

The Times of India has already highlighted the scheme, following Taoiseach Brian Cowen's remarks on it earlier this month.

Everyone aged 66 and over, living permanently in Ireland, can get the Free Travel Scheme

WHAT is the Free Travel Scheme?

The Free Travel Scheme allows you to travel, free of charge, on public transport and some private bus and ferry services.

Who qualifies for it?

Everyone aged 66 and over, living permanently in Ireland, can get the Free Travel Scheme.

People with disabilities and carers aged under 66 may also qualify for Free Travel if they are in receipt of a qualifying social welfare payment. You can check with your local Citizens Information Centre if you are unsure whether or not you qualify.

If I have Free Travel can somebody else travel with me?

If you qualify for Free Travel and you are married, in a civil partnership or cohabiting, your partner may travel with you for free. They cannot travel with you for free, if you are under age 66 and getting Free Travel because you are getting Carer’s Allowance, or you are the nominated carer for a person getting Constant Attendance Allowance or Prescribed Relatives Allowance

If you can’t travel alone for medical reasons, you may get Free Travel for a companion. This allows a person aged over 16 to travel with you for free.

If you qualify for Free Travel, your Public Services Card (PSC) will have FT (for Free Travel) in the top left-hand corner. The letter following it shows who you can take with you:

FT-P - you can travel for free

FT+S - your spouse, partner or cohabitant can travel with you for free

FT+C - you can have a person (over 16) travel with you for free

You must carry it with you when you are using public transport.

Paper free travel passes are no longer being issued but you can still use your paper pass, if it is valid.

Where can I use Free Travel?

You can use your Free Travel on most Iarnród Éireann, Bus Éireann, Dublin Bus, DART and Luas Services and on certain private bus and ferry services. Free travel is also available on Local Link services.

It does not include some special services such as Dublin Bus AIRLINK services.

Are there any limits on the times when I can use my Free Travel?

There are no restrictions.

Can I use my Free Travel to travel to Northern Ireland?

You may also travel free of charge on certain cross-border services between Ireland and Northern Ireland. But to travel free in Northern Ireland, you must have a Senior Smartpass.

How do I get a Senior Smartpass?

To qualify for free travel within Northern Ireland, you must be in receipt of a Free Travel Card or Paper Pass and be aged 66 years or over. Your spouse, civil partner, cohabitant, or companion is not eligible to accompany you for free in Northern Ireland under this scheme. You can get an application form from your local Social Welfare Intreo office or Citizens Information Centre

What happens if I have Free Travel due to a disability and I start work ?

You can keep your Free Travel for 5 years, if you moved from one of the following disability payments to work:

Disability Allowance

Invalidity Pension

Partial Capacity Benefit (from Invalidity Pension)

Disablement Benefit paid along with Incapacity Supplement

You can also keep your Free Travel for 5 years if you transferred from Disability Allowance or Invalidity Pension to a Community Employment, SOLAS or a Back to Work scheme.

How to apply for Free Travel

If you are aged 66 or over and are getting a social welfare pension, your Public Service Card (PSC) will be issued showing that you have Free Travel automatically. You must have completed the PSC SAFE registration process and be getting one of the following payments:

State Pension

Blind Pension

Carer’s Allowance

If you are married or in a civil partnership, your PSC will be issued with FT-S on it. If you are cohabiting, you must fill in Part 1 and 2 of the Free Travel application form FT1.

If you are not getting one of the payments above, but you are eligible for Free Travel you must fill in the Free Travel application form FT1.

You can get an application form for Free Travel from the Department of Social Protection. The form is also available at your local post office and Citizens Information Centre.

What happens if I lose or damage my Free Travel pass or PSC?

There are currently 2 types of Free Travel Pass - a paper Free Travel Pass and a Public Services Card with Free Travel (with F-T written in the top left-hand corner). Paper passes are no longer being issued so if you need a replacement for a lost or damaged paper pass you must undergo SAFE registration and get a Public Services Card.

If your Public Services Card Free Travel is lost, stolen or damaged, you should telephone 0818 837 000 to request a replacement card.

The telephone lines for South Munster Citizens Information in Cork City are monitored from 10am to 4.30pm, Monday to Friday. In addition, the Cork City Centre CIC in Cornmarket Street is open to the public from 10am to 12.30pm, Tuesdays and Thursdays, while the Blackpool CIC is open to the public each morning from 10am to 1pm, Monday to Friday. Americans are traveling abroad in droves.

The number of U.S. citizens flying to international destinations reached nearly 6.5 million passengers in March, according to the International Trade Administration. That’s the highest March total in over five years and shows that the post-pandemic “revenge travel” trend is the new normal.

It wasn’t just March, which usually sees a spike in international departures for spring break. In every month of 2024 so far, more Americans left the country than last year and 2019. These trends point to a blockbuster summer for overseas travel.

Nearly half of Americans (45%) plan to travel by air and/or stay in a hotel this summer and expect to spend $3,594 on average, on these expenses, according to a survey of 2,000 U.S. adults, conducted online by The Harris Poll and commissioned by NerdWallet.

That's despite rising travel prices that have caused some hesitancy among would-be travelers. About 22% of those choosing not to travel this summer cite inflation making travel too expensive as a reason for staying home, according to the poll.

So where are traveling Americans going? And what does it mean for those looking to avoid crowds of tourists and higher travel prices?

New travel patterns

Nearly every region in the world saw an increase in U.S. visitors in March 2024 compared with March 2023, according to International Trade Administration data. Only the Middle East saw a decline of 9%. Yet not every region saw the same year-over-year bump. U.S. visitors to Asia saw a 33% jump, while Oceania and Central America each saw a 30% increase.

Comparing 2024 with 2023 only tells part of the story, however. The new patterns really emerge when comparing international travel trends to 2019. For example, Central America received 50% more U.S. visitors in March 2024 compared with March 2019. Nearly 1.5 million Americans visited Mexico, up 39% compared with before the pandemic. That’s almost as many visitors as the entire continent of Europe, which has seen a more modest 10% increase since 2019.

Only Canada and Oceania saw fewer visitors in March 2024 than in 2019, suggesting that interest in these locations has not rebounded. Indeed, the trends indicate a kind of tourism inertia from COVID-19 pandemic-era lockdowns: Those destinations that were more open to U.S. visitors during the pandemic, such as Mexico, have remained popular, while those that were closed, such as Australia, have fallen off travelers’ radars.

Price pressures

How these trends play out throughout the rest of the year will depend on a host of factors. Yet, none will likely prove more important than affordability. After months of steadiness, the cost of travel, including airfare, hotels and rental cars, has begun to sneak up again.

About 45% of U.S. travelers say cost is their main consideration when planning their summer vacation, according to a survey of 2,000 Americans by the travel booking platform Skyscanner.

That’s likely to weigh further on U.S. travelers’ appetite for visiting expensive destinations such as Europe, while encouraging travel to budget-friendly countries. It could also depress overall international travel as well, yet so far, Americans seem to be traveling more.

For those looking to avoid crowds while maintaining a budget, Skyscanner travel trends expert Laura Lindsay offered a recommendation many of us might need help finding on a map.

“Albania has been on the radar of travelers looking for something different,” Lindsay said. "Most people have yet to discover it, but flights and tourism infrastructure are in place, and there are fewer crowds in comparison to trending European destinations like Italy, Greece, or Portugal.”

On the flip side, American travelers looking to avoid crowds of compatriots would do well to avoid Japan, which has seen a staggering 50% increase in U.S. tourists between March 2019 and 2024.

Sorry, Coke: Pepsi is in at Subway as sandwich chain switches sodas after 15 years

Subway switches to Pepsi products after 15 years

The sandwich chain announced in March it will begin exclusively serving Pepsi beverages in its restaurants in a 10-year partnership that will begin in 2025.

Subway will continue to sell Frito-Lay snacks through 2030, and franchises can sell a larger selection of Gatorade beverages, the company said in a news release.

Subway signed a  15-year-deal  in 2003 to serve Coca-Cola beverages, which include Diet Coke and Sprite. As the deal began to close in 2018, the chain began to offer Pepsi products again.

"For nearly twenty years, The Coca-Cola Company has proudly served Subway restaurants in the U.S. We are committed to serving Subway through the end of this year and will remain focused on delivering value for Subway, their Franchisee Partners, and consumers," a Coca-Cola representative said in a statement.

Pepsi is also Subway's main beverage provider in several other regions, including Canada, Germany, the Nordics and the Netherlands.

Paris 2024 Olympics and Paralympics

The Paris 2024 Olympics and Paralympics are scheduled to take place across France from July 26 to August 11 (Olympic Games) and August 28 to September 8 (Paralympic Games).  Our top priority is to ensure U.S. citizens traveling to attend these events have a safe visit.  Visit the Paris 2024 website for information about venues, tickets, and more. Purchase tickets only from official providers . Visitors will be able to resell tickets starting mid-May on the official website . The U.S. Embassy does not sell tickets.
