He comes across two saddle trumps, Lou and Blake, on horseback pursuing a Yosemite Indian maiden, Taymanee. Paladin rides after them as the two men bring Taymanee down. May 2, 2024 – Federal gun laws have been weakened, state laws are a patchwork, and the U.S. still has more gun deaths per capita than any other high-income country. But firearms researcher David Hemenway , professor of health policy at Harvard T.H. Chan School of Public Health, sees reasons for hope.

Q: It’s been 25 years since the Columbine High School shooting. Would you say gun control in the U.S. has improved, gotten worse, or stayed relatively the same?

A: Gun laws have become much weaker in the United States. In most other countries, when there’s a big mass shooting, it’s a time to examine your gun laws and make them stronger. Australia did that and has been incredibly successful in terms of reducing gun violence. New Zealand did that more recently. The United Kingdom did that. For the U.S., it’s been the complete opposite. At the federal level, our gun laws are now much weaker than they were in 1999. We eliminated the assault weapons ban. We gave the gun industry incredible protections against lawsuits. I don’t know of any other industry that is so well protected against tort liability.

At the state level, some states like Massachusetts have strengthened their gun laws. But the problem is the states with the worst problems, the states that export their guns to Massachusetts and other countries for criminals to use, have weakened their gun laws. There is now permitless carry [laws that allow people to carry firearms in public places without a permit] in more than half the states. There are stand-your-ground laws where you can defend yourself using deadly force not because you have objectively been threatened, but because you feel unsafe. In the last 25 years our gun homicide rate has increased 70%. Our gun suicide rate has increased 33%. We used to be a real outlier compared to all the other high-income countries. We had much higher rates of gun deaths per capita than any other high-income country. Over the last 25 years, our gun fatalities have increased dramatically while other high-income countries on average have reduced their gun death rates. We’re now even more of an outlier.

Q: What are some success stories from taking a public health approach to reducing gun violence? What are some of the challenges to reducing harm from guns compared with, for example, lowering the number of motor vehicle deaths?

A: One of the things that I’m very happy about is that there’s more understanding about the usefulness of the public health approach. It’s becoming accepted that gun violence is not just a criminal problem and gun suicide is not just a mental health problem, they are serious public health problems.

The broad public health approach is being used more and more. A good example is in suicide. Twenty-five years ago, suicide experts focused on people’s mental health. Why are people attempting suicide? Now the evidence is so overwhelming that every suicide expert understands the importance not only of the why of suicide, but also the how—the means of suicide, the methods—that if there are guns around, it’s much more likely that the person will die in a suicide attempt. So one way to reduce suicide is to make sure that when people are at risk, that they don’t have easy access to highly lethal suicide methods—like guns.

In most of the public health success stories in injury prevention , it’s been about changing the product, not in changing people. It’s hard to change people. The big successes in reducing motor vehicle deaths were not due to getting people to be better drivers—that helped a little, to try to get people to not drink and drive. But the main reasons for the large reductions in deaths per mile driven over the past century are that cars and roads are so much safer now. Unfortunately, by contrast, guns have gotten more dangerous—they’re much more lethal. They can quickly kill many more people. There are many more handguns now than there used to be, as opposed to long guns. And the industry has done little to try to reduce the problem. Indeed, they have tried to prevent scholars from even studying the problem.

Q: What gives you reason for hope?

A: There’s been some good things happening. Data and research can really make a difference. We finally have a complete National Violent Death Reporting System, a system that provides good circumstantial data on every violent death in the United States. We now have information on the circumstances of every suicide, not just the demographics of the victim. That’s really helping us begin to understand what policies and programs can be effective.

For 25 years there was very little funding for gun research. Now there’s more funding by the federal government and more foundations are stepping forward, like the Robert Wood Johnson Foundation, which has provided our group with five years of funding. There are three state governments that are now funding gun research. There are hospitals, like Massachusetts General Hospital, that are funding gun research. Ten years ago, when there was a meeting of gun researchers throughout the United States, we had maybe 20, 25 people show up. At a recent meeting of gun researchers, there were 750 of us.

Until recently, if a student wrote one of their dissertation papers about guns, I would say, this is really good but you can’t make a living doing this type of research. You can’t be in a soft money school [a school in which researchers are funded through grants] and be a gun researcher because there’s no money. So you have to do something else. Now I don’t have to say that. Now I can say it’s possible to actually make a career conducting research on how to reduce one of our most serious public health problems—gun violence.

Polis signs bill to assign firearm code to gun, ammo purchases

DENVER (KDVR) — A new law in Colorado will track firearm and ammunition purchases across payment networks, a move gun reform advocates say will help track suspicious purchases that could precede a mass shooting.

Gov. Jared Polis signed the bill into law on Wednesday. It requires card payment companies to apply a specific code to gun and ammo transactions in the state — something already done for other retailers, like grocery stores or gas stations.

Prime sponsors include state Sen. Tom Sullivan and Reps. Meg Froelich and Javier Mabrey, all Democrats.

Supporters claim applying the four-digit “merchant category code” to firearm-related purchases will help banks and payment companies alert law enforcement of potentially dangerous purchasing patterns.

Sullivan, the Centennial senator whose son was killed in the Aurora theater mass shooting, has said the perpetrator used a credit card to buy about $11,000 in weapons and military gear in the weeks before the killings — “and nobody batted an eye.”

“Credit cards have been repeatedly used to finance mass shootings, and merchant codes would have allowed the credit card companies to recognize his alarming pattern of behavior and refer it to law enforcement,” Sullivan has said . “This bill will give us more tools to protect people, and make it easier to stop illegal firearms-related activity like straw purchases before disaster strikes.”

The opposition calls it backdoor registration.

“The really dangerous thing about this is it effectively creates a back door gun registry,” Taylor Rhodes, executive director of Rocky Mountain Gun Owners, has told FOX31’s Samantha Spitz . “Let’s say you go to Cabela’s and buy a shotgun. The government will know you bought that shotgun because of the merchant code associated with your purchase. Beforehand it was just deemed as a sporting good and they couldn’t track it the way they’re going to now.”

Gun, ammunition tracking to start next year

Under the new law, payment companies must make the firearm code available on or after Sept. 1. On May 1, 2025, the codes would be assigned and could then be tracked.

Violations carry a civil penalty of up to $10,000 each.

Rocky Mountain Gun Owners has vowed to wage legal challenges against some of the gun bills advancing in the legislature this session. But as FOX31’s Gabrielle Franklin has reported , opponents have said they probably will not pursue legal action against this measure.

EQT snaps up API and identity management software company WSO2 for more than $600M

WSO2, a company that provides API management and identity and access management (IAM) services for enterprises, has been acquired by Swedish investment giant EQT. Terms of the deal were not disclosed, but TechCrunch has learned via sources that the deal values WSO2 at "more than" $600 million, with EQT attaining a "significant majority" stake for the price. Gun safety bills may hinge on one senator's fate despite House support, likely passage

Gun-safety measures were slated for votes on the Minnesota House floor late Monday although it wasn't clear if or when the Senate would consider the bills.

"We are the House. We are going to continue to do the work of the House," state Rep. Kelly Moller , DFL-Shoreview, said at a news conference hours before the anticipated passage.

The House passed the first bill, which would create a duty to report a lost or stolen firearm to law enforcement within 48 hours. Failure to do so would be a petty misdemeanor.

A second bill would require firearms to be stored securely, and the third bill would prohibit straw purchases of firearms and make it a felony to do so. A straw purchaser buys a gun for someone who is ineligible to purchase one. That bill also would require annual reports on gun trafficking and ban binary triggers, which allow regular guns to become automatic. Those bills weren't taken up Monday but are expected to come up for votes this week.

Gov. Tim Walz supports all three bills, so if they make it to him he will sign them, a spokeswoman said Monday.

But in the Senate, the DFL needs unanimity among its 34 members to overcome opposition to the bills by the 33-member Republican caucus. The DFL has a larger margin in the House and when asked if the bills could pass the Senate, Moller said to ask Republicans why they don't support the measures.

The challenge with the Senate grew more complicated last week as Sen. Nicole Mitchell, DFL-Woodbury, was charged with first-degree burglary . She returned to the floor Monday with Republicans trying to bar her from voting. DFLers held them off on party-line votes, meaning Mitchell will be able to vote.

Even with her vote, it wasn't clear that the DFL Senate will have the votes or the time to consider new gun measures. Sen. Grant Hauschild, DFL-Hermantown, is considered to be a pivotal vote. He has not indicated what he would support and did not respond to multiple requests for comment.

In an argument echoed by Republicans, Rob Doar, vice president and lobbyist for the Minnesota Gun Owners Caucus, said the bills are well-intentioned but contain confusing and unconstitutional language.

"These measures will penalize peaceable people without any measurable impact on public safety," he said. "The focus should be on enforcing existing laws, which are more than sufficient to hold those with criminal intent or who act negligently accountable."

Through close to four hours of debate on the 48-hour reporting requirement, Republicans argued the bill would criminalize law-abiding citizens. The bill passed 68 to 63 on a mostly party-line vote, a likely indication of how the other two bills would go. Rep. Dave Lislegard, DFL-Aurora, joined the Republicans in voting no.

Republican Reps. Brian Daniels of Faribault and Debra Kiel of Crookston were excused.

DFLers didn't start out this session with stated plans for new gun measures, given the victories of 2023 . The progress last year was so significant that former U.S. Rep. Gabby Giffords of Arizona came to the Minnesota Capitol twice last session to encourage passage and then to celebrate the signing of the bills. In 2011, Giffords was shot in the head in Tucson and has since became an activist for gun safety.

As part of the larger public safety bill last year, the Legislature required background checks for guns sold at shows or private transfers and created a red flag law allowing judges to remove guns from people deemed to be a danger to themselves or others.

In touting this year's bills, Moller said firearms are the leading cause of death of children and adolescents in the United States. "Gun violence in Minnesota is an epidemic and DFLers this year are building on the gun violence prevention measures that we enacted into law last year," Moller said. "The bills that we were hearing will save lives."

Rep. Kaela Berg, DFL-Burnsville, is the sponsor of the bill making straw purchases a felony and banning binary triggers. She pointed out that the man who fatally shot three first responders in Burnsville in February had used a straw buyer to obtain guns that also came with binary triggers. "Because of the use of a binary trigger, our officers and firefighter paramedics had no time to mount a defense," Berg said, adding that such triggers are banned in 13 states including Florida and Iowa.

Rep. Kaohly Vang Her, DFL-St. Paul, sponsored the bill to require mandatory reporting of missing firearms. She said stolen guns end up on the illegal market, a source of guns for those barred from owning them. She said 16 states already require reporting.

"This is a common-sense firearm bill," Her said. "We have to get it across the finish line this year."
