Bihar State Cabinet approves Tourism Policy 2023 to boost economic growth

In a significant move aimed at stimulating economic growth and boosting infrastructure, the Bihar State Cabinet, led by Chief Minister Nitish Kumar, has given its approval to the Bihar Tourism Policy 2023. The policy is designed to facilitate comprehensive development and attract investments in the tourism sector.

During a press conference at the Secretariat auditorium, Abhay Kumar Singh, Tourism Secretary, underscored the global importance of tourism in economic and social activities. Drawing examples from countries such as Sri Lanka, Malaysia, Thailand, and Indian states like Jammu and Kashmir, Goa, Sikkim, and Rajasthan, Singh emphasised the potential for economic stability and growth through tourism. Estimates by the tourism department suggest that the newly approved policy could attract investments totaling Rs 10,000 crore.

Present at the press conference were Bihar Tourism Development Corporation Managing Director Nand Kishore and Tourism Director Vinay Kumar Rai.

Multi-faceted Objectives

The first goal is the creation of world-class infrastructure, with a focus on achieving top-notch facilities that enhance the overall tourism experience. Another key objective is the development of diverse and attractive tourist offerings through the creation of tourist products and infrastructure. To support these endeavours, the policy emphasises the need for a talented workforce, advocating for skill training initiatives to ensure the industry has the necessary expertise. Furthermore, there is a strong emphasis on tourist safety and facilities, with a commitment to maintaining the highest standards of safety and excellence. Lastly, the policy advocates for the implementation of technology-focused tourism, aiming to incorporate cutting-edge technology in various tourism initiatives. Overall, the policy envisions unprecedented growth in the tourism sector, anticipating positive impacts on economic activities, job creation, and business opportunities within the state. Financial incentives are set to be extended to beneficiaries and investors contributing to the advancement of the tourism sector.

A subsidy of 30 per cent will be provided for investments up to Rs 10 crore, with a maximum cap of Rs 3 crore. For investments up to Rs 50 crore, a 25 per cent subsidy will be applicable, with a cap set at Rs 10 crore. In the case of investments exceeding Rs 50 crore, a 25 per cent subsidy will still apply, but the cap is raised to Rs 25 crore.

Subsidy Reimbursement Milestones

50 per cent upon the commencement of commercial operations, followed by 25 per cent after 2 years, and a final 25 per cent after 5 years.

Additional Financial Incentives

Additional financial incentives outlined in the policy include a 100 per cent reimbursement for the Land Conversion Fee, ensuring the complete return of this expense. For the Stamp Duty and Registration Fee related to the lease, sale, or transfer of land, a 100 per cent lump-sum reimbursement is provided. The reimbursement of State Goods and Services Tax (SGST) stands at 80 per cent, applicable for five years from the date of commercial operation, with a cap set at 100 per cent of the sanctioned project cost. New tourism units benefit from a 100 per cent Electricity Duty Reimbursement for the initial five years. Moreover, empaneled entities are eligible for a reimbursement of 5 per cent of the monthly remuneration paid to recognised tourist guides for a period of two years, with a maximum monthly limit of Rs 5,000 per guide. The policy also encourages green practices by offering a 50 per cent reimbursement of the certification fee for obtaining green certification from an internationally recognised agency, capped at Rs 10.00 lakh. Additionally, there is a Meetings, Incentives, Conferences, and Exhibitions (MICE) incentive, entailing a 50 per cent GST reimbursement for the organising costs of meetings, exhibitions, conferences, and events.

Bihar’s new tourism policy gets cabinet approval

In a decisive move to stimulate economic growth and enhance infrastructure, the Bihar State Cabinet, under the leadership of the Chief Minister Nitish Kumar, approved the Bihar Tourism Policy 2023. The policy aims to foster all-encompassing development and attract investments in the tourism sector.

Tourism Secretary Abhay Kumar Singh, addressing a press conference at the Secretariat auditorium, emphasized the integral role tourism plays in economic and social activities globally. Citing examples from countries like Sri Lanka, Malaysia, Thailand, and Indian states like Jammu and Kashmir, Goa, Sikkim, and Rajasthan, Singh highlighted the potential for economic stability and growth through tourism. The newly approved policy is anticipated to attract investments totaling Rs 10,000 crore, according to estimates by the tourism department.

Present at the press conference were Bihar Tourism Development Corporation Managing Director Nand Kishore and Tourism Director Vinay Kumar Rai.

Objectives of Bihar Tourism Policy 2023:

1.  Creation of World-Class Infrastructure : Aiming for top-notch facilities.

2.  Creation of Tourist Products and Infrastructure : Developing diverse and attractive tourist offerings.

3.  Development of Talented Workforce : Through skill training initiatives.

4.  Emphasis on Tourist Safety and Facilities : Highest standards for safety and excellence.

5.  Implementation of Technology-Focused Tourism : Incorporating cutting-edge technology in tourism initiatives.

The policy anticipates unprecedented growth in the tourism sector, fostering economic activities, job creation, and business opportunities within the state. Financial incentives will be extended to beneficiaries and investors associated with the tourism sector.

Key Provisions:

Capital Subsidy:

– 30% subsidy on investments up to Rs 10 crore, capped at Rs 3 crore.

– 25% subsidy on investments up to Rs 50 crore, capped at Rs 10 crore.

– 25% subsidy on investments exceeding Rs 50 crore, capped at Rs 25 crore.

– Subsidy reimbursement milestones: 50% on commercial operation commencement, 25% after 2 years, and 25% after 5 years.

Other Financial Incentives:

1.  Land Conversion Fee : 100% reimbursement.

2.  Stamp Duty and Registration Fee : 100% lump-sum reimbursement for lease/sale/transfer of land.

3.  Reimbursement of SGST : 80% reimbursement for five years from the date of commercial operation, capped at 100% of the sanctioned project cost.

7.  MICE Incentive : 50% GST reimbursement for organizing costs of meetings, exhibitions, conferences, and events.

Modern Tourism Infrastructure to Define Tourist Experience in Bihar : Narayan Prasad, Minister of Tourism, Government of Bihar

Narayan Prasad, Minister of Tourism, Government of Bihar, shares his vision for tourism in the state in an exclusive conversation for T3

Bihar Tourism is in the midst of massive infra boost, from cabin ropeways and skywalks to hotels, convention center, and more. Bihar Tourism Minister sheds some light in an exclusive chat

Probably the most challenging of his assignments in his decades of political career, Narayan Prasad came to the saddle as Bihar’s Minister of Tourism in late 2020 in the middle of a raging Coronavirus pandemic that has devastated travel and tourism and other industries alike all over the world. He was tasked with the revival of the sector that had suffered the most. Soon after, the devastating second wave that struck the country around March 2021 and continued until August 2021 brought any hope of revival to a standstill. 

However, the Minister has big plans for Bihar Tourism. The pandemic gave him opportunity to closely study and identify the gaps in tourism infrastructure in the state and there has been a spate of infra boost to Bihar Tourism under his stewardship. “I took over as Minister of Tourism of Bihar just before the devastating second wave. Things were under lockdowns, and we could barely function, but I used the time to reflect and closely study all the tourism sites in Bihar, their state of upkeep, opportunity and potential, scope of upgradation, and how they can contribute in employment and job creation. And then we set out to do just that, fill the infrastructure gap. And I am proud to say that we have accomplished much, but at the same time there are so much more to do, and we are doing just that,” says a passionate Narayan Prasad, Minister of Tourism, Government of Bihar, in his exclusive conversation for T3.  

As home to some of the most coveted tourist sites, Rajgir has huge potential for Bihar. How’s Bihar Tourism exploiting this opportunity?  

Rajgir has important Buddhist sites as the area was visited by Lord Buddha during his lifetime. It also has remnants of the powerful Mauryan Empire strewn all over the area. Rajgir has been a major tourist center of Bihar for a long time. But the Rajgir of today has witnessed several new additions that has significantly enhanced its tourism attractiveness. Earlier there was single-chair ropeway that took tourists to World Peace Pagoda atop Ratnagiri Hills. Now we have also added state-of-the-art eight-seater cabin ropeway last year with an investment of 19 crore. There are 18 cabins in the ropeway.    

Besides, we have, with support from Forest and Environment departments, also started a Wildlife (Zoo) Safari and Nature Safari in the surrounding forest area that has inmates like Tiger, Lion, Leopard, Bear and Deers, among others. We have also added one of the country’s first glass bridge skywalks in Rajgir or order to facilitate Nature Safari for tourists from India and abroad. The skywalk also offers air cycling and other such sports to adventure enthusiasts looking for thrilling experiences. We are developing Rajgir as a world-class eco-tourism and adventure hotspot.    

The de facto tourism capital of Bihar and home to one of the two UNESCO World Heritage sites in the state, Gaya is the Mecca of Buddhism. What are you doing to enhance Gaya-Bodh Gaya’s tourist appeal?  

The state government has huge plans to enhance visitors experience in Gaya-Bodh Gaya area and some of them are reaching fruition as we speak. On connectivity front Gaya already has a functional airport but that needs to be upgraded. We are already involved with matter in order for Gaya airport to expand and upgrade and offer world-class look and feel and experience. Furthermore, we now have a world-class convention center with auditorium, separate dining area, VVIP lounge, multiple halls, park and dedicated parking area in Bodh Gaya, developed at a cost 145 crore, that was commissioned last month on Bihar Diwas. Along with the convention center we are also building 110 room five-star hotel that is being developed at a cost of 136 crore with different categories of room. Once ready, it will house high level visiting national and international dignitaries as well as tourists.  

What about other such destinations with Buddhist attraction for tourists in the state?  

There are some major developments at Vaishali and Kesariya, some of the other prominent Buddhist destinations in Bihar, also. Vaishali is associated with Lord Buddha’s visits and stay as well as his last sermon and such events from his life. We are bringing light and sound show there and Rs 4 crore has already been allocated for the same. In Kesariya, another important Buddhist site in the state, we have developed hotel accommodation and the last mile connectivity for the convenience of Buddhist pilgrims and tourists.  

Pilgrimage tourism presents a huge potential. What are you doing to develop this vertical?  

We are doing a lot to develop pilgrimage tourism. One of the government’s ambitious projects is to bring Ganga water to the Falgu river that flows through Gaya and this will soon be a reality. Gaya is visited by millions of Hindus from across the country during Pitripiksha Mela for the salvation of the souls of their departed loved ones and this will have a huge impact on pilgrimage tourism there. Besides, the famous centuries old Vishnupath Mandir in Gaya is also poised for comprehensive all-round development. The Falgu river will also have a big Buddha statue in due course. Besides we are also trying to identify ancient sites and temples in the nearby areas that we want to develop, and projects have been sanctioned too.  

Also, Patna is home to one of the holiest shrines, Takht Shri Patna Sahib, in Sikhhism. We have already built a hall to accommodate Sikh pilgrims at a cost of 165 crore, and now we have sanctioned 13 crore for a light and sound show at the shrine and are also developing pathways there. Besides, other tourism aspects of Patna is also being developed.

Bihar Cabinet Ministers portfolios: Nitish Kumar was sworn in as the ninth Chief Minister of Bihar on Sunday at the Raj Bhawan in Patna. He was administered the oath of office by Bihar Governor Rajendra Arlekar. Along with Nitish Kumar, BJP leaders Samrat Choudhary, Vijay Kumar Sinha and six other leaders also took oath as ministers in the new government. Portfolios were allocated on Saturday (February 3) in the new Bihar cabinet headed by Chief Minister Nitish Kumar who retained the Home department, while Samrat Choudhary, one of the two Deputy Chief Ministers, got finance, and Vijay Kumar Sinha, the other Deputy CM, has been given crucial portfolios of agriculture and road construction.

Nitish had joined the Mahagathbandhan, also comprising the Congress and RJD, in August 2022, after he severed ties with the BJP accusing it of trying to “split” his party, the JD(U). He formed a new government with a multi-party coalition that included RJD, Congress and three Left parties.

In the current 243-member Bihar Assembly, JD(U) has 45 MLAs and the BJP 78. Kumar also has the support of one Independent member. Jitan Ram Manjhi-led Hindustani Awam Morcha, which is already a part of the NDA, has four MLAs. The RJD (79) along with the Congress (19) and the Left parties (16) have a combined 114 MLAs, eight short of a majority.

Was the break-up of the Grand Alliance sudden? State tourism minister Kumar Sarvajeet, who hails from Bodh Gaya, on Wednesday said that a new financial package would be announced to compensate losses caused to the stakeholders of tourism industry during the Covid-19 pandemic.

The Bihar cabinet has decided to grant government employee status to around 3.5 lakh contractual teachers in government-run schools. These exclusive teachers will need to clear competency examinations to maintain their government employee status. The government will determine which agency will conduct the exams. The salary structure will be revised according to Bihar Public Service Commission guidelines after passing the exams. The Cabinet also approved a new tourism policy, which includes developing world-class tourism facilities and providing financial assistance to promote hotels and resorts at tourist places.

In a bid to promote the state's tourist destinations, the tourism department on Friday flagged off a three-day 'Bihar Car Rally' at Patna's Sabhyata Dwar. It will come to an end in Rohtas on September 24.

Minister Shrestha sets sights on India after China corridor proposal

Deputy Prime Minister and Minister for Foreign Affairs Narayan Kaji Shrestha said he is exploring ways to revamp economic and development ties with India and China by setting up economic and development corridors with the two neighbours.

Earlier he had only talked about the idea with China, but now the deputy prime minister said he plans to push forward a similar approach with India.

During his China visit from March 24 to April 1 and his meeting with his Chinese counterpart Wang Yi in Beijing, Shrestha had proposed the creation of an economic and development corridor linking Nepal, Tibet, Sichuan and Chongqing of China.

“Now we have received a proposal from China to add two more places—Xian in Shaanxi province and Guangdong province’s capital Guangzhou, where most of Nepali traders are based and export Chinese goods,” Shrestha said.

According to the DPM Shrestha, he has also expedited discussions to develop similar corridors with bordering Indian states like Uttrakhand, Bihar, Uttar Pradesh and West Bengal.

“The modality will be the same as with China, but aligning with our priorities and interests. We will use those corridors for different purposes,” he told the Post.

“The Chinese are interested in taking forward this concept and have expressed readiness to cooperate with us. Considering our longstanding relations with Tibet, Sichuan’s historical significance as the place of origin of the ancient Silk Road and Chongqing being the old capital city of China, connecting with these three places will enable us to attract more tourists, investment, foster trade relations, and explore new vistas for cooperation in information technology and agriculture,” Shrestha said.

And as per China's peripheral diplomacy, officials said, Tibet is the key province directly overseeing various relations with Nepal as it shares a border with Nepal. Likewise, Sichuan and Chongqing city have intensified their engagements and relations with Nepal.

Whenever Nepali leaders and officials travel to China, visiting these three provinces and cities is always the priority.

The corridors aim to enhance engagement with the provinces, which will be instrumental in attracting Chinese investments in various sectors, boosting trade, bringing in more Chinese tourists from these provinces, seeking more investment in areas like information technology, agriculture, mining and several other industries, the deputy prime minister said.

“By creating dedicated corridors, we will boost our relations with Chinese provinces that are adjacent to us, are familiar with us, and have been trading with us for a long time. Once we set up such corridors and connections, we will have more focused cooperation and partnership between Nepal and the Chinese provinces and cities. Other issues and mutually beneficial proposals will be discussed in the future,” said Shrestha.

Upon his return from China on April 1 after a nine-day visit, Shrestha told reporters at the Tribhuvan International Airport that he had proposed setting up Nepal-China economic and development corridors with Chinese officials.

The objective, he said, is to boost economic growth, trade, tourism, and connectivity between Nepal and three Chinese provinces that oversee and engage in various bilateral activities.

Of late, Nepal has seen a series of back-to-back high-level visits from these provinces, and when Nepali leaders visit China, their first destinations are Tibet, Sichuan, and Chongqing.

“The focus of my visit was economic diplomacy. Nepal has been thinking about this new concept [the idea of corridors] after China introduced the Trans Himalayan Multi-Dimensional Connectivity Network (THMDCN), which comprises economic and connectivity corridors to be developed under the Belt and Road Initiative,” Shrestha told reporters on April 1.

The THMDCN is more focused on connectivity related projects like rail, road, tunnels, air connectivity and expansion of the cross-border projects and the idea of setting up the corridors between Nepal and Chinese cities is to boost investment, trade, tourism, technology transfer and cooperation in agriculture and other sectors, a foreign ministry official said.

“The corridor starting from the Nepal-Tibet border will reach Chongqing through Sichuan province,” said the official.

The deputy prime minister said that as per his discussion in Beijing, China has waived visa fees for Nepali nationals. Soon, more border points with China will come into operation as agreed during the visit.

Shrestha also said that the border points would reopen in a manner similar to the pre-Covid arrangements.

“The issue of Chinese containers delivering cargo inside the Nepali border in Tatopani has also been resolved. Now our [Nepali] containers can go to the Nepal-China border, load goods onto the containers and return,” Shrestha told the Post.

Earlier, the Chinese did not allow Nepali containers and vehicles to enter China to transport Nepal-bound cargo brought by the Chinese containers and vehicles.

Likewise, according to Shrestha, he is considering discussing the idea of advancing a similar concept with India. “But as Indian leaders and officials are busy in their elections, I have not had a chance to propose the idea. I will do so as soon as the Indian elections are over.”

Shrestha pointed to the civilizational, historical, religious, cultural and trade relations with India, with most of the engagements taking place with adjoining states like West Bengal, Bihar, Uttar Pradesh and Uttarakhand.

“We should boost the age-old ties by building corridors with the Indian states that share borders with us,” said Shrestha. “The scope of cooperation between Nepal and India is much higher than with China due to similarities between the people of the two countries, something which I also communicated to some young Indian foreign service officials recently.”

Four young officials of the Indian Foreign Service who were in Kathmandu recently had held interactions with different personalities to understand the status of the Nepal-India ties, the evolution of Nepali foreign service, and other major policy-related issues. During an orientation visit as part of their ongoing training, they met Deputy Prime Minister Shrestha on April 30 at the Ministry of Foreign Affairs.

“During my interaction with them, I conveyed our intent to build dedicated corridors between Nepal and northern Indian states that have close engagements with Nepal because the two sides have not been able to take advantage of these deep engagements. I told the visiting Indian officials that we want to take forward our multifaceted relations with India on the basis of sovereign equality, and mutual benefit and will not refrain from addressing the genuine concerns of India,” said Shrestha.
