Make sure you are up-to-date on all routine vaccines before every trip. Some of these vaccines include

Consider hepatitis A vaccination for most travelers. It is recommended for travelers who will be doing higher risk activities, such as visiting smaller cities, villages, or rural areas where a traveler might get infected through food or water. It is recommended for travelers who plan on eating street food.

Recommended for unvaccinated travelers younger than 60 years old traveling to Portugal. Unvaccinated travelers 60 years and older may get vaccinated before traveling to Portugal.

Cases of measles are on the rise worldwide. Travelers are at risk of measles if they have not been fully vaccinated at least two weeks prior to departure, or have not had measles in the past, and travel internationally to areas where measles is spreading.

All international travelers should be fully vaccinated against measles with the measles-mumps-rubella (MMR) vaccine, including an early dose for infants 6–11 months, according to  CDC’s measles vaccination recommendations for international travel .

Portugal is free of dog rabies. However, rabies may still be present in wildlife species, particularly bats. CDC recommends rabies vaccination before travel only for people working directly with wildlife. These people may include veterinarians, animal handlers, field biologists, or laboratory workers working with specimens from mammalian species.

• Breathe in TB bacteria that is in the air from an infected and contagious person coughing, speaking, or singing.

Eat and drink safely

Food and water standards around the world vary based on the destination. Standards may also differ within a country and risk may change depending on activity type (e.g., hiking versus business trip). Prevent bug bites

Although Portugal is an industrialized country, bug bites here can still spread diseases. Just as you would in the United States, try to avoid bug bites while spending time outside or in wooded areas.

What can I do to prevent bug bites?

• Cover exposed skin by wearing long-sleeved shirts, long pants, and hats.
• Use an appropriate insect repellent (see below).
• Consider using permethrin-treated clothing and gear if spending a lot of time outside. Do not use permethrin directly on skin.

What type of insect repellent should I use?

• FOR PROTECTION AGAINST TICKS AND MOSQUITOES: Use a repellent that contains 20% or more DEET for protection that lasts up to several hours.
• Picaridin (also known as KBR 3023, Bayrepel, and icaridin)
• Oil of lemon eucalyptus (OLE) or para-menthane-diol (PMD)
• 2-undecanone
• Always use insect repellent as directed.

What should I do if I am bitten by bugs?

• Avoid scratching bug bites, and apply hydrocortisone cream or calamine lotion to reduce the itching.
• Check your entire body for ticks after outdoor activity. Be sure to remove ticks properly.

What can I do to avoid bed bugs?

Although bed bugs do not carry disease, they are an annoyance. See our information page about avoiding bug bites for some easy tips to avoid them. For more information on bed bugs, see Bed Bugs .

Stay safe outdoors

If your travel plans in Portugal include outdoor activities, take these steps to stay safe and healthy during your trip:

• Stay alert to changing weather conditions and adjust your plans if conditions become unsafe.
• Prepare for activities by wearing the right clothes and packing protective items, such as bug spray, sunscreen, and a basic first aid kit.
• Consider learning basic first aid and CPR before travel. Bring a travel health kit with items appropriate for your activities.
• If you are outside for many hours in the heat, eat salty snacks and drink water to stay hydrated and replace salt lost through sweating.
• Protect yourself from UV radiation : use sunscreen with an SPF of at least 15, wear protective clothing, and seek shade during the hottest time of day (10 a.m.–4 p.m.).
• Be especially careful during summer months and at high elevation. Because sunlight reflects off snow, sand, and water, sun exposure may be increased during activities like skiing, swimming, and sailing.
• Very cold temperatures can be dangerous. Dress in layers and cover heads, hands, and feet properly if you are visiting a cold location.

Stay safe around water

• Swim only in designated swimming areas. Obey lifeguards and warning flags on beaches.
• Do not dive into shallow water.
• Avoid swallowing water when swimming. Untreated water can carry germs that make you sick.
• Practice safe boating—follow all boating safety laws, do not drink alcohol if you are driving a boat, and always wear a life jacket.

Keep away from animals

Most animals avoid people, but they may attack if they feel threatened, are protecting their young or territory, or if they are injured or ill. Animal bites and scratches can lead to serious diseases such as rabies.

Follow these tips to protect yourself:

• Do not touch or feed any animals you do not know.
• Do not allow animals to lick open wounds, and do not get animal saliva in your eyes or mouth.
• Avoid rodents and their urine and feces.
• Traveling pets should be supervised closely and not allowed to come in contact with local animals.
• If you wake in a room with a bat, seek medical care immediately.  Bat bites may be hard to see.

All animals can pose a threat, but be extra careful around dogs, bats, monkeys, sea animals such as jellyfish, and snakes. If you are bitten or scratched by an animal, immediately:

• Wash the wound with soap and clean water.
• Go to a doctor right away.
• Tell your doctor about your injury when you get back to the United States.

Reduce your exposure to germs

Follow these tips to avoid getting sick or spreading illness to others while traveling:

• Wash your hands often, especially before eating.
• If soap and water aren’t available, clean hands with hand sanitizer (containing at least 60% alcohol).
• Don’t touch your eyes, nose, or mouth. If you need to touch your face, make sure your hands are clean.
• Cover your mouth and nose with a tissue or your sleeve (not your hands) when coughing or sneezing.
• Try to avoid contact with people who are sick.
• If you are sick, stay home or in your hotel room, unless you need medical care.

Avoid sharing body fluids

Diseases can be spread through body fluids, such as saliva, blood, vomit, and semen.

Protect yourself:

• Use latex condoms correctly.
• Do not inject drugs.
• Limit alcohol consumption. People take more risks when intoxicated.
• Do not share needles or any devices that can break the skin. That includes needles for tattoos, piercings, and acupuncture.
• If you receive medical or dental care, make sure the equipment is disinfected or sanitized.

Know how to get medical care while traveling

Plan for how you will get health care during your trip, should the need arise:

• Carry a list of local doctors and hospitals at your destination.
• Review your health insurance plan to determine what medical services it would cover during your trip. Consider purchasing travel health and medical evacuation insurance for things your regular insurance will not cover.
• Carry a card that identifies, in the local language, your blood type, chronic conditions or serious allergies, and the generic names of any medicines you take.
• Bring copies of your prescriptions for medicine and for eye glasses and contact lenses.
• Some prescription drugs may be illegal in other countries. Call Portugal’s embassy to verify that all of your prescription(s) are legal to bring with you.
• Bring all the medicines (including over-the-counter medicines) you think you might need during your trip, including extra in case of travel delays. Ask your doctor to help you get prescriptions filled early if you need to.

Many foreign hospitals and clinics are accredited by the Joint Commission International. A list of accredited facilities is available at their website ( www.jointcommissioninternational.org ).

Select safe transportation

Motor vehicle crashes are the #1 killer of healthy US citizens in foreign countries.

Be smart when you are traveling on foot.

• Use sidewalks and marked crosswalks.
• Pay attention to the traffic around you, especially in crowded areas.
• Remember, people on foot do not always have the right of way in other countries.

Riding/Driving

Choose a safe vehicle.

• Choose official taxis or public transportation, such as trains and buses.
• Make sure there are seatbelts.
• Avoid overcrowded, overloaded, top-heavy buses and minivans.
• Avoid riding on motorcycles or motorbikes, especially motorbike taxis. (Many crashes are caused by inexperienced motorbike drivers.)
• Choose newer vehicles—they may have more safety features, such as airbags, and be more reliable.
• Choose larger vehicles, which may provide more protection in crashes.

Think about the driver.

• Do not drive after drinking alcohol or ride with someone who has been drinking.
• Consider hiring a licensed, trained driver familiar with the area.
• Arrange payment before departing.

Follow basic safety tips.

• Wear a seatbelt at all times.
• Sit in the back seat of cars and taxis.
• When on motorbikes or bicycles, always wear a helmet. (Bring a helmet from home, if needed.)
• Do not use a cell phone or text while driving (illegal in many countries).
• Travel during daylight hours only, especially in rural areas.
• If you choose to drive a vehicle in Portugal, learn the local traffic laws and have the proper paperwork.
• Get any driving permits and insurance you may need. Get an International Driving Permit (IDP). Carry the IDP and a US-issued driver's license at all times.
• Check with your auto insurance policy's international coverage, and get more coverage if needed. Make sure you have liability insurance.
• Avoid using local, unscheduled aircraft.
• If possible, fly on larger planes (more than 30 seats); larger airplanes are more likely to have regular safety inspections.
• Try to schedule flights during daylight hours and in good weather.

Maintain personal security

Use the same common sense traveling overseas that you would at home, and always stay alert and aware of your surroundings.

Before you leave

• Research your destination(s), including local laws, customs, and culture.
• Monitor travel advisories and alerts and read travel tips from the US Department of State.
• Enroll in the Smart Traveler Enrollment Program (STEP) .
• Leave a copy of your itinerary, contact information, credit cards, and passport with someone at home.
• Pack as light as possible, and leave at home any item you could not replace.

While at your destination(s)

• Carry contact information for the nearest US embassy or consulate .
• Carry a photocopy of your passport and entry stamp; leave the actual passport securely in your hotel.
• Follow all local laws and social customs.
• Do not wear expensive clothing or jewelry.
• Always keep hotel doors locked, and store valuables in secure areas.
• If possible, choose hotel rooms between the 2nd and 6th floors.

Why does CDC recommend packing these health-related items?

It’s best to be prepared to prevent and treat common illnesses and injuries. Some supplies and medicines may be difficult to find at your destination, may have different names, or may have different ingredients than what you normally use.

Portugal Reopens to U.S. Visitors

It’s been a long 15 months for U.S. travelers eager to visit Portugal, but now the wait is over. Portugal on Tuesday reopened to all COVID-tested travelers from the United States, the U.S. Embassy in Portugal reports .

“Beginning June 15, non-essential (i.e., tourist travel) from the United States to mainland Portugal is permitted for travelers with proof of a negative COVID-19 test,” the embassy says in its latest update.

One week ago, Reuters reported that Portugal was preparing to open to vaccinated U.S. travelers, but there is no COVID-19 vaccine requirement for travel to Portugal from the U.S. at this time. Instead, all passengers entering Portugal, except for children age 24 months and younger, must simply provide proof of a negative, lab-generated COVID-19 test result. It either needs to be a nucleic acid amplification test (NAAT), such as a PCR test, performed within 72 hours of boarding, or a rapid antigen test performed within 24 hours of boarding.

No additional testing or quarantine will be required for mainland Portugal.

Airlines and cruise lines are being asked to confirm the test results prior to allowing passengers to board flights or ships heading for Portugal.

Travelers should complete a Passenger Locator Card within 48 hours of traveling to Portugal.

The current measure is in place until June 27 when it will be reviewed; the rule will be revisited every two weeks after that and must be renewed to remain in place.

The number of COVID cases in Portugal has been on the decline—in the last month, Portugal reported 16,200 COVID cases, down from a high of nearly 307,000 cases in January, according to Johns Hopkins University . To date, 23 percent of Portugal’s residents are fully vaccinated, Johns Hopkins reports.

Consequently, Portugal has begun to relax some of its COVID-19 restrictions . As of June 14, restaurants, cafés, and patisseries are allowed to welcome up to 6 people inside or 10 people outside and can stay open until 1 a.m. Public transportation can operate at two-thirds capacity. Concert halls can welcome up to 50 percent capacity and remain open until midnight.

Visit Portugal, the country’s destination marketing arm, reminds travelers that face masks are still mandatory in Portugal, that alcohol consumption in public spaces is banned (alcohol can be served and consumed in restaurants and on terraces), and that some businesses and tourist attractions may continue to have limited capacity or hours (such as shopping centers).

U.S. travelers who want to visit the Portuguese islands of the Azores or Madeira should be aware that they both have their own rules for entry. To enter the Azores , a negative COVID-19 test taken within 72 hours of departure is required, including for domestic flights, for passengers age 12 and older. Arrivals can also show proof of recovery or test upon arrival and quarantine until they received their results. Those who want to stay in the Azores for more than seven days will need to test again on the sixth day.

Those heading to Madeira, including on a domestic flight, must provide proof of a negative COVID-19 test taken within 72 hours of departure, proof of being fully vaccinated for COVID-19, or proof of recovery from COVID-19.

Related CDC Approves At-Home COVID Tests for International Travel All international passengers age two and older flying into the U.S. (including returning U.S. citizens and permanent residents) must provide proof of a negative COVID-19 test procured within three days before boarding their flight to the U.S.

According to the U.S. Embassy in Portugal, COVID-19 antigen and PCR tests with results ready within 72 hours are available in Portugal. The embassy refers travelers to the Portuguese health department for additional information regarding COVID-19 testing locations.

Entry Requirements for Travelers to Portugal

Depending on your country of origin, you may need a passport, visa or simply your national ID card to enter Portugal.

Traveling with a Passport 

EU citizens within the Schengen area are able to enter the country simply by exhibiting their ID card – which is mandatory when flying, for example, but may not always be asked for when entering via land. Passports are of course valid as well, while no visa or return ticket is required.

International travelers (outside EU) must provide a valid passport with at least six months’ validity, as well as proof of sufficient funds to cover their stay. A return ticket is recommended but not compulsory.

Traveling with a Visa

European citizens do not need a visa to enter Portugal, however should their stay be longer than 90 days they will need to apply for a residence permit.

Citizens of non-EU countries mentioned in the table above do not need a visa for a stay of up to 90 days in any 180 day window if they are traveling with the purpose of visiting friends or family, for business reasons, or to attend cultural and sports events. If the purpose of travel is different, it is recommended to check with the respective embassies or consulates in order to obtain correct information.

Nationals of countries not mentioned above may be able to visit Portugal and other Schengen countries for up to 90 days. More detailed entry requirements can be checked here when planning your trip.

Traveling During the COVID-19 Pandemic

As the Coronavirus pandemic evolves, so do entry requirements for Portugal. The local government has implemented a series of public health measures to protect citizens and visitors alike.

A digital certificate with full vaccination or a negative Covid-19 test is no longer required to enter Portugal! You can travel to Portugal without a test or proof of vaccination.

Covid-19 Rules in Portugal

Most COVID-19 restrictions in Portugal have been lifted. For mainland Portugal and the Azores, you ONLY need to wear a mask in public transport, taxis as well as when visiting nursing homes and health facilities. You do not need to wear a mask in restaurants, bars, shopping malls, etc. 

In Madeira, the mask rules are slightly different. The use of a mask is mandatory for people over the age of 6 in the following scenarios:

• Health facilities and services, including pharmacies;
• In public transport, taxis and similar passenger transport;
• Platforms and covered access areas to public transport, including airports and maritime terminals;
• In confirmed cases of COVID-19, in all circumstances, whenever the person is out of the location of isolation, until the 10th day after the onset of symptoms or a positive test result.

According to an update by DGS on July 7 to norm 004/2020 , here are the full Covid-19 isolation updates:

• People with asymptomatic infection or mild illness: 5 days
• People with asymptomatic infection or mild illness, hospitalize or in an elderly residence: 7 days
• People with moderate illness: 10 days
• People with serious illness: 20 days or 10 days with a negative rapid antigen test
• People with serious immunosuppression: case by case basis decided by medical professionals

It is also no longer necessary to quarantine after being in contact with someone with COVID. You do not need to provide an EU Covid Digital Certificate when entering a restaurant, club, or bar, meaning you no longer need a vaccine or test to enter these locations.

Hi, I am due to enter Portugal by sea, early April, on a cruise ship, and can see that the rules are the same as for by air, however, the Passenger Locator Form does not seem really fit for the purpose by sea, as the questions ie flight number, seat number, where (hotel etc) are you staying are not fully applicable. I would suggest contacting an embassy. However, since Croatia is not yet part of Schengen, Croatian visas do not give you the right to enter a Schengen country.

My understanding is that you can only travel from Australia to Portugal for “essential travel” right now, such as “to allow the entry into Portugal of citizens traveling for professional, study and family reunion purposes, and for health or humanitarian reasons”. We are traveling to Madeira from 13-20 April. My daughter’s passport expires in June. We are EU citizens/ Ireland passport holders. I understand passport validity requirements for EU citizens is up until return date. Does this apply to Madeira? Hi Francis! Since Madeira is fully integrated into the EU as an autonomous region of Portugal, the same rules apply. You are unlikely to have problems but maybe contact your airline if you are unsure.

We are from Singapore and planning to travel by land (bus) from Santiago De Compostela to Lisbon in May. May I know if also subject to ““essential travel” only? Please advise.

Technically, since you are coming from Spain, you are allowed in and no border control exists by land. Also, “it is mandatory to present the EU COVID Digital Certificate. First, make sure you are going for “essential” travel as Armenia is not on the non-essential travel list. “Essential travel is defined as trips allowing the transit, entry into and departure from Portugal for professional purposes, study, family reunions, health and humanitarian reasons and under the reciprocity principle”.

About your vaccine, all should be good if your vaccine expires on May 12. However, make sure that you have your full vaccine schedule and all the doses completed. I recommend contacting the airline to make sure all is in order. Hi, I’m travelling to mainland Portugal on 14th May ‘22 returning 21st May. My passport is 10 years old on 05/09/22 and expires on 05/02/23, I believe this is within the rules allowing me to travel? Regards Matt

So your passport will be 10 years old before you travel to Portugal? The passport needs to be less than 10 years old on the day you enter. The expiry date is fine, but the date of issue could be a problem. Contact your airline to clarify the issue.

I am flying to Portugal from the Uk 22nd May, return on 25th May. I have a Spanish passport that expires 11th June. I cannot renew it as the Spanish consulate is on strike. Can I travel with it without 3 months validity as it is EU passport even though I’m travelling from UK?

I would not advise traveling without a valid passport. Even though they are on strike, you should call the Spanish embassy in the UK and ask whether they would consider issuing an emergency passport.

Thanks Lara. It will be valid for 2 weeks after I return. I know for EU citizens the rules are different and the passport juts has to be valid for the length of stay, as opposed to 3 months for UK citizens. The question really was which rules apply to me as I travelling from the UK. The Spanish embassy are only dealing with emergencies for Spaniards in the UK. Thank you for the response ☺️

I am sorry to ask this but it is a bit confusing and we really need to know. We are traveling from the USA, USA citizens, and going to Portugal. We are both vaccinated with a booster. I am a US citizen traveling from the US to Senegal for 5 days and then had plans to travel from Senegal to Portugal but am now concerned I will not be allowed entry because I am coming from Senegal. My husband and I are traveling to Portugal from the US but will change planes in Munich. I’ve filled out a passenger locator form with information for the first leg of the trip but not the second, which actually gets us from Munich to Lisboa and there does not seem to be an option for that. From what I read since they have an Irish passport, that validity is totally fine. My brother and I are fully vaccinated Canadians (triple vaxxed) entering Portugal on May 4 to get to Spain. We return to Portugal on May 8 to catch our flight back to Canada.

Hello, we are hoping to travel to Portugal on 18th May. My friend will get his second vaccine today (4th May) around 12.00h, and we arrive into Portugal by air around 21.00h. So we arrive on the 14th day of his vaccine schedule, plus maybe nine hours. Hello. I am a US citizen.. traveling from US to Portugal (mainland). 9 June 22. I am fully vaccinated… have received three shots. My third shot was 6 months ago. I have a card from the CDC proving this information. Does this count as a valid vaccination certificate? I would tend to believe that the answer is ‘yes.’ I have an official card from the CDC verifying that I have had two vaccine shots plus a booster. Hi, Lara, Thanks for answering so many questions. I did check the VisitPortugal site and it doesn’t say the USA is a reciprocal 3rd party unless I missed it? So anyone coming from the USA should get a test.

We fly into Warsaw for the night and then through Spain before Lisbon. We’ll will be right at 72 hours as our test is at 3pm on June 1 (losing 8 hours from USA time) when we land in Spain on June 4th at 2:35pm. I wonder if we’ll be ok with the airline Tap Portugal if we get to the gate a little after 3pm?

We are from USA, coming to Portugal from Switzerland through Spain. I see that Portugal is not reciprocal with US so we will need to take a test. For a different trip this year we used the Navica App from Abbott. This is a proctored covid test that is done over zoom and then you are provided with a QR code. will this work for Portugal or is there a specific test that is necessary?

Is the info about masks updated? Someone in a FB group wrote me that he returned from Lisbon a few days ago and he didn’t have to use a mask neither in taxis nor in flights.

Hey I have a silly question. So my husband is Portuguese and he wants to travel back home to Portugal. But his Portuguese passport is not valid. Portugal Eliminates Pandemic-era Entry Rules — What to Know

The country no longer requires a COVID-19 test or proof of vaccination.

Portugal has dropped all pandemic-era entry rules, no longer requiring travelers to show proof of a negative test or proof of vaccination to enter.

The country eased its entry restrictions on July 1, according to its tourism site, Visit Portugal , putting it more in line with other European countries that have begun dropping COVID-19-related rules over the past few months.

"As of July 1, 2022, passengers entering national territory (including Azores and Madeira) are no longer required to present proof of carrying out a test to screen for SARS-CoV-2 infection with a negative result or to present a COVID-EU digital certificate or vaccination or recovery certificate issued by third countries, accepted or recognized in Portugal," the tourism group wrote on its website. "Measures in force may be reviewed in accordance to the evolution of the pandemic."

Portugal first reopened to travelers from the United States in June 2021, requiring a negative test to enter the country and even more testing rules for the Azores and Madeira.

While the country is easing entry rules, it will still require face masks be worn on public transportation, including in taxis. In Madeira, masks are required for everyone 6 years old and older on public transportation, including on platforms and in airports, as well as recommended in "enclosed areas, and whenever the physical distancing recommended by the health authorities is impracticable."

The new rules put Portugal in line with other countries in Europe that have eased or dropped pandemic-era rules, like Italy, which lifted all entry restrictions in June . Other countries — like the United Kingdom , Sweden , Iceland , Ireland , and Croatia — have done the same.

While Portugal is open, travelers to the country will have to pay a fee to enter starting next year when the European Union implements its new European Travel Information and Authorisation System (or ETIAS). The €7 fee ($7.42) is expected to go into effect in November 2023.

Why I packed 8 COVID-19 tests to fly to Portugal — and what it’s like to enter now

Travel is back -- but it's largely been driven by trips within the U.S.

International travel has been slower to return, partly due to ever-changing restrictions, lower vaccination rates abroad and the omnipresent threat of new COVID-19 variants .

However, since June 15, Portugal has allowed nonessential travel — including tourism — from the U.S. with proof of a negative COVID-19 test.

I just landed at Lisbon Humberto Delgado Airport (LIS) and, if all goes to plan, will spend the next nine days in the land known for pastel de nata, Piri Piri chicken and port wine (among many other non-food attractions).

But because of the latest travel criteria issued last week, I also packed eight at-home COVID-19 tests to bring along with me.

Let me break down why, including all the COVID-19 measures in Portugal and what you should know about entering the country now.

Overview of Portugal's entry requirements

Unlike other nations requiring proof of vaccination, Portugal is taking a somewhat different approach.

All travelers headed to Portugal must provide proof of a negative nucleic acid amplification test (NAAT), such as a PCR test, taken within 72 hours before boarding. Rapid tests are also accepted but must be performed within 48 hours of boarding.

As of July 12, Portuguese authorities will now also accept the EU Digital COVID Certificate , giving Europeans a uniform way to provide proof of full vaccination against COVID-19, negative PCR or antigen tests or recovery from COVID-19.

However, it's not currently accessible to Americans traveling in Europe, nor has a digital equivalent has been introduced yet in the U.S. That means, even if you're fully vaccinated, you must still show a negative COVID-19 test to enter Portugal.

Ongoing COVID-19 measures to be aware of

A resurgence of COVID-19 due to the Delta variant has put a damper on a complete reopening. That's not only the case in Portugal but also across all of Europe .

As of July 15, Portugal has recorded over 916,000 positive cases of the coronavirus and more than 17,000 deaths, according to the Johns Hopkins University tracker . And just over 43% of the population has been fully vaccinated against COVID-19.

With the latest information as of July 12 , Portugal will continue a nightly curfew, including restrictions on restaurants, cafes and nightlife. For over 40 municipalities, including popular tourist locales such as Lisbon, Porto and the Algarve, that means establishments must close by 10:30 pm each day.

Requirements at accommodations

The latest requirement as of last week is the primary reason why I packed eight COVID-19 tests to bring with me.

Across all of Portugal, accommodations -- including hotels and Airbnbs -- must check for valid COVID-19 criteria before you can check-in. Here's what that looks like:

• Within 72 hours of check-in time: Negative PCR test
• Within 48 hours of check-in time : Rapid antigen test with lab report
• Within 24 hours of check-in time: Rapid antigen test (must be in the presence of a health or pharmaceutical professional who certifies result)
• No time requirement:
• Rapid antigen self-test carried out at the door of the establishment (must be under the supervision of a person in charge of premises)
• EU Digital COVID Certificate

Children under 12 years old, when accompanied by an adult, are exempt from testing and travel requirements. With all that said, this new ordinance makes things somewhat difficult to change accommodations during a stay in Portugal.

Dining indoors

In addition, these protocols above are also in place for access to meals inside restaurants on certain days and times. For 45 municipalities deemed "high-risk" or "very high-risk," including the tourist zones of Lisbon, Porto and the Algarve , indoor dining is restricted during the following:

• Fridays after 7 pm
• Saturdays and Sundays all-day
• Public holidays

There are several other restrictions, including bans on large group gatherings and access to public roads between 11 pm and 6 am the following day.

Of course, as with anything pandemic-related, note that requirements are subject to change at any time.

My preparations before arriving

Rapid test prior to boarding.

As with most of my travel these days , my trip to Portugal began with a COVID-19 test. This time, I went to CityMD, a popular urgent care clinic in New York.

My TAP Air Portugal flight bound for Lisbon departed at 11 pm. I stopped in for a rapid antigen test in the early afternoon of my day of departure. Results were quick and emailed within 20 minutes.

For an added sense of comfort, I also had the clinic print out a paper copy of my negative test results.

Bringing rapid tests to Portugal

Next, I headed to CVS to obtain a healthy supply of rapid antigen self-test kits . The reason? In light of the latest rules for accommodations and indoor dining (see above), I wanted to avoid having to look for COVID-19 testing locations while I was abroad, if at all possible.

Keep in mind that any at-home test kits found at your local drug store are not valid for re-entering the U.S. The only at-home test kits that can be purchased for use to enter the U.S. are not only pricier (about $50 per test vs. $13 per test) but only currently available for purchase online .

Since I am staying at five different hotels across nine days -- in addition to likely dining indoors -- it is likely that I'd require several negative test results throughout my time in Portugal.

I purchased four home test kits, with two nasal swabs per package, and secured them in my suitcase.

At the airport in the U.S.

I arrived at Newark Liberty International Airport (EWR) about 90 minutes prior to departure. Once at Terminal 2, I found a deserted check-in counter.

While my flight was almost completely full, TAP currently only flies a relatively small aircraft between the New York City area and Lisbon -- twice daily on a single-aisle, 168-passenger Airbus A321LR.

The agent took my passport, verified my negative COVID-19 test and handed me my boarding pass -- all in a matter of seconds. Under the latest guidelines, I also could have shown an EU Digital Health Certificate to be allowed onboard. However, the agent wasn't aware of this change.

He was further confused when I asked whether the U.S.'s CDC vaccine card could be used to bypass a negative test result.

Lesson if you want to fly to Portugal now: Bring your negative COVID-19 test result within the allotted time frame, even if you're fully vaccinated.

The rest of the check-in and boarding experience was about par for the course for an international flight.

Experience at the Portuguese border

The flight to Lisbon was aboard one of TAP's new A321LR's , a beautiful narrowbody aircraft with the latest onboard entertainment and tech.

I sat in the economy cabin and found the overall experience more than pleasant for the short-ish, overnight seven-hour-and-change haul. At the beginning of the flight, the cabin crew passed out Portuguese entry forms -- which could also have been filled out during online check-in.

Deplaning was via bus gates which included a 20-minute standing-room ride to immigration.

Once at immigration, the queue was long but orderly and divided into two sections -- EU passport holders and all other passport holders. All passengers, including those connecting, were required to wait in line.

A 20-25 minute wait ensued before I reached a Portuguese official. Interestingly, the official did not check the negative test result again, nor did they collect the physical copy of the entry form that I filled out on board the flight.

After immigration, I collected my checked bag, ordered an espresso and pastel de nata landside and then took a taxi into town.

Bottom line

Portugal is currently open for U.S. visitors -- as long as you're willing to undergo multiple COVID-19 tests both for entry as well under certain conditions for accommodations and dining. You'll also need a test to return to the U.S. too.

While the juice might not be worth the squeeze for some, I'm thrilled to be on my first big international trip in well over a year -- and I'm glad my entry was fairly smooth.

What are the Covid-19 rules in Portugal?

The president of the National Association of Public Health Doctors , Gustavo Tato Borges, explained, in an interview with CNN Portugal, what measures are currently recommended by the Directorate-General for Health (DGS) and what you should do when you suspect you are infected or test positive for Covid-19.

What are the current measures in place regarding isolation, antigen testing and the use of masks?

There are currently no measures in force, either for those who have Covid-19 or those who have been in contact with an infected individual. Therefore, a person infected with the virus is not obliged to be isolated, nor do they need to report their situation to the National Health Service (SNS), just as anyone who has been in contact with an infected person does not need to take any test.

Although there are no measures in place, recommendations remain. If you are suffering from a respiratory infection, whether flu or Covid-19 , taking into account the symptoms you present, try to reduce the risk of transmission by using a mask, hand disinfection and physical distancing. In the case of stronger symptoms, it is important to contact your family doctor.

As for children, the measurements are the same. They are not required to be isolated, but it is recommended to wear a mask in school to avoid the risk of contagion.

Can infected people go to work?

They can, but following the recommendations of the Directorate-General for Health (DGS). At this moment, absences justified by virus contamination no longer exist. People who are off work due to Covid-19 are now paid in the same way as sick leave for other illnesses.

Are rapid antigen tests and PCR tests still subsidized by the State?

No. The supply of these types of equipment is no longer subsidised by the State, so the population has to buy rapid antigen tests in their own establishments, for example in pharmacies. It is worth remembering that the SNS24 line no longer passes requests for screening tests.

What was the most recent rule imposed by the DGS on Covid care?

Among the latest standards established by the Directorate-General for Health (DGS) , the seasonal vaccination campaign that will take place from the 29th of September simultaneously with the flu vaccination campaign stands out, both of which are free for all people with over 60 years old and other priority groups that the DGS will define. According to DGS recommendations, the administration of the vaccine against covid-19 must be carried out at least three months after infection or the last vaccination.

How are Covid-19 cases currently?

At the time when antigen tests were mandatory, it was possible to have concrete knowledge of the number of cases. However, since they are no longer mandatory, we only understand the 'tip of the iceberg', particularly the people who end up hospitalised or those who go to the emergency room.

Regarding deaths, Portugal has a daily average of ten deaths from Covid-19. Which is not considered to be extremely worrying, as the number was already much higher than it is now.

What precautions should we take?

It is necessary to pay attention to the most vulnerable people, particularly the elderly, pregnant women, children under two years of age and unvaccinated individuals. The fact that winter and the cold are approaching means that people tend to stay in closed spaces more, which can increase the risk of transmission, hence the need for better natural ventilation of spaces.

Are the new variants a concern?

There are two new variants that are the most contagious to date, one of which is in the same lineage as the latest variants and the other is part of a different lineage. Case numbers continue to point to a low severity profile, like the Ómicron variant, but it is still necessary to be on alert as they are more transmissible. Covid-19 infection increased in August, driven by new variants that are more contagious.

Portugal drops all Covid entry requirements

As high summer approaches, visitors to the country no longer need to show proof of vaccination or a negative test to be allowed in

Portugal has become the latest country to drop all Covid travel restrictions, so British tourists no longer need to show proof of vaccination or take a test. The country previously required all travellers to show either proof of vaccination or a negative PCR/antigen test, but this has changed with the new rules coming into effect immediately.

The Visit Portuga l website said the rules applied to all “national territory”, including the Azores and Madeira, but that the measures could be reviewed “in accordance to the evolution of the pandemic”. Face coverings remain mandatory on public transport, in taxis and when visiting care homes, nursing homes and health facilities. Social distancing and frequent hand washing are still advised.

Many European countries, including Austria, Greece and Croatia, have now dropped restrictions for UK travellers, regardless of their vaccination status. However, some Covid entry rules are still in force for visitors to France, Malta, the Netherlands, and Spain. Arrivals from the UK must show a valid vaccination, recovery, or PCR test certificate when entering France, Malta and Spain, and in the Netherlands only tourists who hold a vaccination or recovery certificate are permitted to enter the country.

The news comes as British Airways announced that it is planning to cancel more than 1,000 additional flights this summer from Heathrow and Gatwick because of staff shortages. More than 100,000 travellers planning to visit popular holiday destinations including Málaga, Palma and Faro will be affected.

Entry requirements

This advice reflects the UK government’s understanding of current rules for people travelling on a full ‘British citizen’ passport from the UK, for the most common types of travel.

The authorities in Portugal set and enforce entry rules. If you’re not sure how these requirements apply to you, contact Portugal’s embassy in the UK .

COVID-19 rules

Countries may restrict travel or bring in rules at short notice. Check with your travel provider for changes.

If you test positive for COVID-19, you may need to stay where you are until you test negative. You may also need to seek treatment there.

Visit TravelHealthPro (from the UK’s National Travel Health Network and Centre) for general COVID-19 advice for travellers .

Passport validity requirements

If you are travelling to an EU country (except Ireland), or Switzerland, Norway, Iceland, Liechtenstein, Andorra, Monaco, San Marino or Vatican City, you must follow the Schengen area passport requirements .

Your passport must be:

• issued less than 10 years before the date you enter the country (check the ‘date of issue’)
• valid for at least 3 months after the day you plan to leave (check the ‘expiry date’)

Check your passport meets these requirements before you travel. If your passport was issued before 1 October 2018, extra months may have been added to its expiry date.

Contact the Embassy of Portugal in the UK if you think that your passport does not meet both these requirements. Renew your passport if you need to .

Passport stamping

At the Portuguese border control, you may need to:

• show a return or onward ticket
• prove that you have enough money for your stay

Check your passport is stamped if you enter or exit the Schengen area through Portugal as a visitor. Border guards use passport stamps to check you’re complying with the 90-day visa-free limit for short stays in the Schengen area. If relevant entry or exit stamps are not in your passport, a border officer will presume that you have overstayed your visa-free limit.

You can show evidence (boarding passes and tickets) of when and where you entered or exited the Schengen area and ask border guards to add this date and location in your passport.

If you live in Portugal, your passport should not be stamped. You should show your proof of residence and passport at border control. Read our living in Portugal guide for passport stamping information.

If you are aged 18 and over, you can use the e-gates for UK and other non-EU nationals. Make sure your passport is stamped by the border officer after you pass through the e-gate.

You cannot use the e-gates to exit Portugal if you entered the Schengen area from another EU country.

Visa requirements

You can travel to countries in the Schengen area for up to 90 days in any 180-day period without a visa. This applies if you travel:

• as a tourist
• to visit family or friends
• to attend business meetings, cultural or sports events
• for short-term studies or training

If you are travelling to Portugal and other Schengen countries without a visa, make sure your whole visit is within the 90-day limit. Visits to Schengen countries within the previous 180 days before you travel count towards your 90 days.

To stay longer (for example to work or study or for business travel), you must meet the Portuguese government’s entry requirements. Check which type of visa or work permit you may need with the Portuguese Immigration Service or the Embassy of Portugal in UK .

If you are travelling to Portugal for work , read the guidance on visas and permits.

If you stay in Portugal with a residence permit or long-stay visa, this does not count towards your 90-day visa-free limit.

Travelling with children

Non-resident children travelling to portugal.

Children aged 17 and under travelling to Portugal alone, or accompanied by a person who is not their parent or legal guardian, must either:

• be met at the airport or point of entry by their parent or guardian
• carry a letter of authorisation to travel from their parent or guardian

The letter should name the adult in Portugal who will be responsible for them during their stay and the identification (full names, date of birth and passport number) and contacts details of the parent or guardian. The letter should also state the child’s dates of arrival and departure and the address at which they will be staying during their visit to Portugal.

Teenagers aged 17 and under who travel alone, or with friends of the same age, and who are not being met by a parent or guardian on arrival, may be refused entry if they do not have a letter of authority .

If you travel with a child, without consent from their parent or guardian, you may be questioned on arrival. Your entry may be delayed.

Non-resident children leaving Portugal

Non-resident children aged 17 and under who leave Portugal alone or in the company of a person who is not their parent or guardian will require a letter of authority if they are returning to a country other than their country of origin.

Resident children leaving Portugal

A child aged 17 and under who is resident in Portugal must carry a notarised letter of authority from their parent or guardian if they’re travelling out of the country alone or in the company of a person who is not their parent or legal guardian.

At least 8 weeks before your trip, check the vaccinations and vaccination certificates you may need on TravelHealthPro for Portugal , The Azores and Madeira .

Customs rules

There are strict rules about goods that can be brought into and taken out of Portugal . You must declare anything that may be prohibited or subject to tax or duty.

Taking food and drink into the EU

You cannot take meat, milk, or products containing them into EU countries. There are some exceptions, for example certain amounts of powdered infant milk, infant food, or pet food required for medical reasons. Check the rules about taking food and drink into the EU on the European Commission website.

LISBON (Reuters) -Portugal's new minority government will maintain balanced budgets, keep reducing the country's public debt and carry out a long-planned privatisation of flag carrier TAP, it said in its inaugural legislative programme on Wednesday.

Prime Minister Luis Montenegro's centre-right Democratic Alliance (AD) coalition won the March 10 election by a slim margin, and analysts expect his government to be shaky in a fragmented parliament.

Under the previous Socialist administration, Portugal swung to a stronger-than-expected budget surplus of 1.2% of GDP last year from a deficit of 0.3% in 2022.

While the Socialists had predicted a surplus of 0.2% this year, the new government provided no specific forecasts.

It did not immediately specify whether it was planning to sell the whole of TAP, or a stake in the airline. Montenegro told Reuters in December he intended to fully privatise TAP.

The previous government approved the sale of at least 51% of TAP in September, but the process was stalled. The privatisation has already attracted interest from Lufthansa, Air France-KLM and British Airways owner IAG.

The overall plan, which also includes tax reductions for families and companies, higher pensions and wage hikes for police, teachers and doctors, will be debated in parliament later this week. If no party presents a motion of rejection, it is automatically approved.

Cabinet Affairs Minister Antonio Leitao Amaro told reportersthe government plan included 60 proposals from other parties' electoral programmes.

"It is a government programme for change, but based on dialogue," he said. "The government is completely committed to the goal of budgetary responsibility."

With just 80 seats in the 230-seat legislature, the AD will need the support of either the far-right Chega party, which quadrupled its parliamentary representation to 50 lawmakers, or the centre-left Socialists, which secured 78 seats, to pass legislation.

Montenegro has repeatedly refused to negotiate a long-term deal for support with the anti-immigration Chega, whose fast rise reflects a political tilt toward right-wing populism across Europe.

Analysts expect the government's first big survival test to be the 2025 budget bill towards the end of the year. Failure to approve a budget has in the past habitually resulted in early elections in Portugal.
