Free KCC Travel Saver for Young Carers
Both the KCC Travel Saver and 16+ Travel Saver bus pass applications for the academic year 2023/24 are now open.
These Travel Savers are free for all registered and engaging Young Carers aged 11-18yrs.
Helpful Information
We have put together a list of the most common questions as well as a step by step guide on how to complete the application which you may find useful having open whilst completing the form.

Know Before You Apply
- Due to KCCs new process, you will not be able to renew your child’s pass from the last academic year and therefore will need to apply as new
- All registered and engaging Young Carers of secondary/college age from 11-18yrs (inc those moving up to Yr 7 from September) are entitled to apply for this free pass as long as they will not be 18 or older at the start of the academic school year
- This year, KCC have changed their process allowing Young Carers aged 16+ to apply through this specific option. Simply select the 16+ pass application and follow the Young Carer instructions
- In order to endorse the online application, we must have an up to date consent form as well as your Young Carers latest carers assessment – you will be notified should we need this. We will not be able to endorse without engagement
- The travel pass is endorsed for use on bus services only and will not include any other mode of transport such as trains
- If your child uses a private bus or coach company to get to and from school, you will need to contact the company directly to check if this pass can be used. If not, your child can still apply for this Traver Saver for use of other bus services at other times
- The pass can be used outside of Kent i.e Medway providing that the journey starts and ends in Kent
- The pass isn't just for school transport and can be used at most times of day (this can be the discretion of the bus service and may vary, including weekends and half terms, but please check)
- The pass will NOT show that your child is a Young Carer – this is the same pass as everyone else would have
- We can only endorse the Travel Saver for Young Carers registered with our Kent Young Carers service. If you have a child with a disability, you can contact KCC to ask about their other passes and offers
- If your child is on the school roll but not attending , you can select the school they’re on roll with and arrange with them to collect or have posted
- You can still apply for this pass if your Young Carer is Home Educated just follow the instructions on site
- The pass will be delivered to your Young Carers School reception for collection after approx. 28 days
- The deadline to ensure the pass is there for their first day back in September is the 13th of August however, you can still apply beyond the deadline date but KCC advise it may delay the delivery of your pass
- Should your child’s pass be lost or stolen, a £10 replacement fee will need to be paid directly through KCC
- KCC will make us aware that an application has been made so there is nothing more for you to do once you apply
Imago (Kent Young Carers) will not have any information about your child’s pass i.e when it will be delivered, any errors etc. You will need to contact KCC directly should you have any questions regarding this. Our service simply confirms with KCC that your child is registered with our service.
How to Apply
- You need an email address in order to create an account – please note, you don't need to have debit or credit card information to apply for the free pass
- You will need to create a 12-16 digit password which needs to be at least one Uppercase Letter, one Lowercase Letter and a number – for example; Youngcarers10
- Photos should be ‘passport style’ therefore a head shot facing straight into the camera. No head or face covering (unless for religious or medical reasons), no tinted glasses (unless for medical reasons), neither too dark nor too light and against a plain background These can be taken on a webcam or a mobile
Once on the KCC Travel Saver site, simply click apply as below and again click ‘apply for your KCC Travel Saver’ on the next page.
You will need to read through the wording in the page in order to proceed with the application. Once your account has been created for this year you will be able to renew using your details for next year.
Check the box at the bottom to confirm you have read and understood.
Click ‘create a new account’ and follow instructions.
If your Young Carer will be going into Years 7 – 11 – you need to apply for a KCC Travel Saver.
If your Young Carers will be going into years 12 or 13, either at school or college, then you need to apply for a KCC 16+ Travel Saver.
Ensure you select ‘Travel Saver – Pupils registered as a Young Carer – Free’
Enter your Young Carers Details, including full name, DOB, school year they will be going into, and the school name. Once you have selected the school, check the address line is correct. You will need to look for the full school name for example, there is a Charles Dickens School and The Charles Dickens School, selecting the wrong one will mean the pass will be sent to the wrong school.
Next, you will need to confirm that your address details are correct – you may change if necessary.
Photo – Please note if selecting to capture with a webcam, you will need to allow access to use camera on the pop up after clicking next.
Once you have uploaded your child’s clear headshot, you will be given the opportunity to crop if necessary to appear more like a passport photo.
Review your application ensuring all details are correct before selecting both confirmation boxes at the bottom and saving the application.

Travel Saver Pass Applications
Please read before proceeding.
Please note that applications for next academic year 2024/25 do not go live until June. Please do not submit your application if you are applying for a pass for the start of the school year in September.
Welcome to the KCC Travel Saver and KCC 16+ Travel Saver application system. The full explanation of these schemes, which you are advised to read, can be found on the Kent County Council website.
The KCC Travel Saver is for children in school years 7 to 11 who are resident in Kent attending a school or other recognised educational provision/establishment.
The KCC 16+ Travel Saver is for the over 16s who are resident in Kent fully attending a school or college of further education or other recognised educational provision/establishment. Note this pass is also available for Care Leavers in the age range 18 to 21.
This website enables those entitled to one of the above passes to apply for the pass, to capture/upload an identification photograph to appear on the pass and, where appropriate, to pay for the pass, which can be done in full by online card transaction or by requesting payment be made by monthly instalments via direct debit (the instalments option not available in the later stages of the school year).
The photograph must be a typical head and shoulders passport-style photo - looking directly at the camera, the right way up, no head or face covering (unless for religious or medical reasons), no tinted glasses (unless for medical reasons), neither too dark nor too light and against a plain background. The system will also guide the User through a simple cropping stage to ensure the uploaded image is of the correct aspect (height/width) ratio.
Applicants should additionally note the following:
- This is a new application system and customers applying for a pass for 2023/24 school year should note that all applications will need to be made as new requiring that the Submitter (typically parent/guardian/carer) sets up an account and that new and full details of the passholder are provided inclusive of a new photograph.
- It is the submitter's responsibility to ensure the photograph is of good quality and a true likeness of the individual concerned, otherwise the bus driver may not accept the pass.
- Full up-front payments, and also the lost/damaged cards replacement fee, will be made by online card transaction and handled securely by temporary pass-through to Sage Pay (Opayo). No debit/credit card details will be entered or stored within this applications system itself.
- For payments by Direct Debit, bank account details will be used by KCC Financial Systems to set-up and subsequently manage the process of monthly payment collection.
- Until your pass has been produced you will be able to amend details of the school to be attended.
- Residence in Kent is defined as living in a household which pays Council Tax to a Kent district/borough council for Kent County Council services.
- This website can be accessed via PC, smart phone or tablet and the image can be uploaded from a photo file (jpeg, bmp or png, max size 10mb), captured via webcam or taken using a phone/tablet's inbuilt camera.

Families are able to travel all around Kent for free this summer, thanks to support from our county’s bus operators. The Reconnect free bus pass is back this summer, having proven popular last year, and will help residents across Kent get to all of their summer activities without having to stress about organising transport.
Earlier this month, details on the Young Person’s pass were revealed , allowing children and young people between years 6 to 13 to travel for free on Kent’s bus networks over the summer holidays. Now, Kent County Council (KCC) has revealed details of the Family Pass, which works much the same way.
As part of the Reconnect programme, a family of up to four will be able to enjoy free travel on Kent’s buses between July 23 and August 31. Either one adult and three children, or two adults and two children can travel for free using the pass.

While physical copies of the Young Person’s pass are to be distributed in the coming weeks via schools, a digital version is also available here. The Family Pass will also be available in both physical and digital options.
Both versions of the Family Pass will be available from July 20, with the digital version to be found on the Kent County Council website here from this date. Physical copies will be available for collection from pickup points across the county, also from July 20.

Using the pass
Once you have a pass, you will be able to use it as many times as you like between July 23 and August 31. The passes can be used to board buses up to 9pm each day.
Family Passes cannot be used by an adult without a child or by a child without an adult and cannot be transferred to another family. They can only be used for journeys within Kent.
To use the pass, simply show either your physical or digital version to the driver as you board the bus and ensure you have it on you at all times. Further information on the passes can be found on the KCC website here .

KCC Travel Saver
The KCC Travel Saver is a bus pass that can save parents and pupils up to 50% on the cost of travel to and from school. To apply you must be:
- a resident of Kent (whose household pays Council Tax to a Kent district/ borough council for Kent County Council services)
- at school in years 7-11, whether the school is in Kent or not.
For most children’s journeys this pass will save you around 50% of what you might pay for an annual season ticket from a bus operator.

Price freeze confirmed for KCC Travel Saver bus passengers
Young people who use the KCC Travel Saver will benefit from a price freeze this year as Kent County Council (KCC) seeks to ease the financial pressures families face and encourage the use of buses to get to school.
Using Bus Service Improvement Plan funding provided by HM Government, the council is holding the cost of all passes at 2022/23 rates and is also working with bus operators to protect bus services at risk of withdrawal.
The KCC Travel Saver allows children travelling to school on buses to share the fare with the county council, helping households to make a significant saving on the cost of their journey to and from the classroom.
Prices for renewed and new passes will be frozen this year at £450 for the standard pass and £120 for low-income households. The cost of the 16+ Travel Saver pass will also remain at £500.
Funding from the Department for Transport’s (DfT) Bus Back Better fund has allowed KCC to keep the price of the pass as accessible as possible, in light of the considerable financial pressures the council faces.
Customers need to apply for passes by 13 th August to be sure of getting their pass at the start of term. This year all applications will be made using a new and improved application system which means all customers will need to apply as new and therefore upload a new photo of their child.

KCC’s Cabinet Member for Highways and Transport, David Brazier, said: “I am really pleased that we have been able to work with the Department for Transport to use some of our Bus Service Improvement Plan funding to allow this price freeze to the KCC Travel Saver.
“This scheme represents excellent value for money for many young people who catch the bus to school and being able make it as accessible as possible is important to all Members of this council.
“To realise our priority as an organisation to leave our environment in a better condition than that in which we found it, we must incentivise more environmentally friendly methods of travel.”
Roads Minister, Richard Holden, said : “People up and down the country deserve a modern, reliable, and affordable public transport system. That is why we have allocated more than £35 million to Kent County Council to invest in its bus services.
“Supporting Kent County Council in freezing the cost of the Student Travel Saver Bus is great for local students get to school easily while helping families save on their children’s travel costs as we leave no stone unturned in supporting households deal with the rising cost of living.”
Parents can apply for a KCC Travel Saver via https://www.kent.gov.uk/education-and-children/schools/school-transport/KCC-travel-saver by 13 th August to get your pass before the start of term.
The cost of freezing the KCC Travel Saver is £2.5 million.

KCC Young Person's Travel Card faces price rise
The cost of Kent County Council’s travel pass for school children is to rise by £10.
The price of the Young Person’s Travel Card - available to 11-to-16-year-olds in the county’s schools - will increase for the fourth successive year.
Transport chiefs say the rise is needed to offset an increase in bus fare prices rises.
The cost will increase to £290 or £100 for those eligible for free school meals.
The scheme, introduced by Kent County Council in 2014, initially covered the use of bus services from Monday to Friday between 6am and 7pm.
But it was announced last month that children using Arriva buses would also be able to use the pass outside of these hours and at the weekends and during the holidays from May 6.
Stagecoach bus users can also make use of the extended hours.
The politician in charge of transport said the pass still represented value for money.
Cllr Mike Whiting said: “Nobody wants to see prices increase but unfortunately, as fares rise, we are in the unenviable position of having to put the cost of the pass up.
“I believe this is still the most generous scheme outside of London. KCC does not have to provide the pass but we do so because we want to promote sustainable school travel on the public bus network.”
He added that those who chose not to secure a pass could pay up to £740 for paying fares straight to the operator.
“Our scheme, which is subsidised by the taxpayer at about £300-£330 per pass, costs around £1.50 a day," he said.
"With the extended hours of use, I believe this offers extremely good value for money.”
KCC subsidises the scheme to the tune of £8.5 million a year and will not pay anything for the additional benefits offered by bus operators.
The county council will continue to allow parents to halve the cost by purchasing half-yearly passes.
But hike has been condemned by opposition parties.
Liberal Democrat councillor Antony Hook said it risked more parents opting to drive their children to school.
"Kent roads are clogged up and school traffic contributes to this. We know that a lower price pass encourages parents who might otherwise drive to send their child on the bus. This higher price will lead to more cars on our roads at rush hour."
Labour county councillor Karen Constantine said the increase would not help families on a tight budget.
"Finding £290 in one go for some families is a real struggle. For those families with more than one pass to fund it can be a problematic leaving families to make tough economic choices."
Kent Youth County Council Transport Committee chairs Kyle Siwek and Freddy Waters said the scheme still offered good value for money.
Mr Siwek said: “The Young Persons Travel Pass allows students to travel to school for £1.50 a day, which provides better value than buying tickets on the bus."
Applications for the pass to start from September can be made from June 4.

Travelling to School
Travelling to the academy.
We encourage our pupils to walk, use a scooter or bicycle where it is possible. We have bike racks that can store a large of bikes during the day.
If you will be using a car to travel to school, we have a park and stride facility in Sainbury's car park in Park Farm which allows pupils to be dropped off there and walk the short distance to the Academy.
For pupils who require to use a bus service, KCC has launched two new Travel Schemes replacing the current Young Persons Travel Pass and Kent 16+ Travel Card.
The KCC Travel Saver is available to children in secondary school education and offers the same benefits as the current Young Persons scheme enabling parents the opportunity to halve the costs of bus travel rather than buying a ticket direct from operators.
The schemes represent a subsidy from KCC to parents of around £10m each year and means that KCC continues to support parents with the costs of bus travel more than any other Council in the UK outside of London. A feature of the new scheme is the ability for parents to pay for the pass through a series of instalments, spreading the cost across 8 months.
When can the pass be used?
The pass offers unlimited bus travel between 6am and 7pm, Monday to Friday.

What is Young Life Adventures?
We offer discipleship-focused camps for any high schooler ready to grow deeper in their relationship with God. At YLA summer camp, we give teens the opportunity to live in intimate community where they’re known completely and loved unconditionally. We take them on daily adventures including surfing, sea kayaking, bodyboarding, river hiking, mountain biking, and more. Camp provides opportunities for leaders to spend one-on-one time with their high school friends building a lasting relationship. Often the trajectory of teenagers’ lives are changed because of a week spent at camp.
Young Life Adventures is geared for every kid, whether from the inner city or the suburbs, whether athletic or reserved. If teens are willing to be challenged physically, our hope is that they will learn to take the next step in their faith as well. Our deepest hope is that each camper leaves wanting to follow Jesus for life!
What is it?
Young Life Adventures is a small, discipleship focused camp for second-timers, campaigner kids, Wyldlife leaders, and any other high schooler ready for the next step after outreach camp.
Where is it?
We offer discipleship experiences in the mountains of Santa Cruz, CA and in Baja, Mexico near the Guadalupe Valley, just 2 hours south of the border.
What do we do?
We give kids the opportunity to live in intimate community like they’ve never experienced before. We spend time each day teaching kids about devotional time, worship, and surrendering more of their lives to Jesus. We provide lots of opportunities for leaders to get one-on-one with their kids and dig deeper into each others’ lives.
Who is it for?
Young Life Adventures is geared for every kid, whether from the inner city or the suburbs, whether athletic or reserved. We can book groups as big as 40 or as small as one leader with one high school friend.
We believe in the power of impact through experience. If kids are willing to be challenged physically, our hope is that they will learn to take the next step in their faith as well. We want kids to experience family as God intended for them—to be known intimately, and loved completely. Our deepest hope is that each camper at Young Life Adventures would leave having learned to follow Jesus for life!

The Day Pass Accumulator feature ensures the Clipper® cash rider will never pay more than the price of a Day Pass.
Just load your Clipper card with cash, tag it upon boarding, and once you’ve paid the equivalent of a Day Pass, any further local rides that day will be free.
VTA light rail operates on a proof-of-payment system. All light rail passengers must have a valid fare before boarding light rail. Clipper patrons must tag their Clipper card before boarding a light rail vehicle.
Fare inspectors regularly patrol the system and ask passengers at random to produce a valid transit pass. Violators are subject to fines and can lose their transit privileges. Failure to comply with VTA's fare policy is in violation of California Penal Code 640. Violation of California Penal Code 640 is punishable up to the maximum penalty allowed by law.
If you have been cited for not having valid fare and need information on how to pay the fine, you can use the Santa Clara County Public Access Traffic Case Information Website. Information can be found by visiting the Santa Clara County Superior Court's website.
Payment for a single ride with Clipper will be valid for 2 hours of FREE transfers across VTA buses and light rail. Express bus fare is required for any trip that includes express service.
Adult passengers traveling from a local bus to an Express bus will have to pay a surcharge of $2.50:
- Adult Clipper card users must pay the surcharge in the form of Clipper cash (only). Cash value must be loaded prior to tagging on the express route. The same Clipper card must be used when tagging from local to express routes. See details for SmartPass holders.
- Youth and Senior/Disabled/Medicare riders who transfer from local to express service will not have a surcharge.
Monthly passes are valid for the calendar month purchased. They are not 31-day passes.
Monthly passes are available for purchase from the 16th of the previous month through the 15th of the pass month. For example, a monthly pass for July is available for purchase from June 16 through July 15.
Express bus fare is required for any trip that includes express service.
Express Fares are for Express Bus routes only. Youth and seniors pay their regular fare on Express Buses.
To qualify for the Senior/Disabled/Medicare fare, you must present one of the following:
- Medicare Card
- Regional Transit Connection (RTC) Discount Card or a valid card from another California transit provider
- DMV Disabled License Plate registration
- DMV Disabled Parking Placard printout
- Proof of age (65 and older)

This popular program allows teachers, grades K - 12, within Santa Clara County the opportunity to take their students on field trips traveling by VTA buses and light rail for free.
Each teacher is eligible to receive up to two “class passes” every school year. This allows students, teachers and chaperones to ride VTA buses and light rail to museums, cultural events, libraries, and other popular destinations for free.
The Class Pass Program transports over 50,000 teachers and students during each school year.
- Complete our Class Pass Field Trip Application form at least three weeks prior to the scheduled trip for consideration and processing.
- Once approved, your Class Pass and trip itinerary will be sent to you 2 weeks prior to your scheduled trip.

Passengers with a valid Paratransit ID Card receive free rides on VTA Local, Express bus service and Light Rail. The pass is not honored on Highway 17 Express, Dumbarton Express, Caltrain and Sports Service.
You can pre-purchase monthly Adult, Youth, Senior/Disabled Passes for an entire year and have them sent to you each month. It's simple, saves you money and you can start anytime of the year.
The Annual Pass Subscription Program allows you to pre-purchase 12 monthly passes (for 12 consecutive months) for the price of 11 monthly passes.

Clipper START is a region-wide pilot program providing single-ride discounts to eligible riders.
Starting January 1 ,2024, patrons using a personalized START Clipper card are eligible to receive 50% discount on their Adult single-ride eCash fares upon tagging on VTA bus and light rail Clipper device.
To qualify you must be:
- Be a resident of the San Francisco Bay Area.
- Be 19-64 years old.
- Not have an RTC Clipper Card for people with disabilities.
- Have a household income of 200% of the federal poverty level or less.

- For students enrolled in AC Transit and Union City Transit-served districts , you can replace your lost/stolen/broken STPP Youth Clipper card by phone or online. Visit www.clippercard.com or call Clipper Customer Service at (877) 878-8883. Clipper Customer Service is available Monday through Friday, 6:00 a.m. to 8:00 p.m., and Saturday and Sunday, 8:00 a.m. to 5:00 p.m. Make sure to mention to the Clipper Customer Service representative that your Clipper card is a Student Transit Pass .
- For students enrolled in LAVTA/Wheels-served districts , please fill out the online application for your school (linked below). In response to the question, “Does the student have an existing Youth Clipper card?”, select “No, the student enrolled in the STPP program previously and needs a replacement card.” Note : You can follow this process to replace cards without cash fare media. If your lost card had cash fare media on it, you will need to call Clipper Customer Service at (877) 878-8883 to replace your card.

Youngsters who have a KCC Young Person's Travel Pass (YPTP) will soon be able to travel on Arriva buses in the evening, during the holidays and at weekends for free. It means that children with a KCC Young Person's Travel Pass will be able to ride Arriva buses outside of the normal Monday to Friday 6am-7pm slot.
Young Person's Bus Pass T&Cs. All young people in school years 6 to 13 who live in Kent are eligible for a free bus pass. Bus passes cannot be used to board a bus after 9pm. The passes are only valid for journeys in Kent. They cannot be used to travel out of the county. Passes cannot be transferred between different young people.
