Outstanding Universal Value

Brief synthesis

Established in rural West Bengal in 1901 by the renowned poet and philosopher, Rabindranath Tagore, Santiniketan was a residential school and centre for art based on ancient Indian traditions and on a vision of the unity of humanity transcending religious and cultural boundaries. Santiniketan is an embodiment of Rabindranath Tagore’s vision and philosophy of where ‘the world would form a single nest’ using a combination of education, appreciation of nature, music and the arts. It represents the distillation of Rabindranath Tagore’s greatest works and the continuing legacy of his model of education that reinterpreted ancient Vedic traditions with open air classrooms arranged under the canopies of trees.

Santiniketan exhibits the crystallisation of the ideas of Rabindranath Tagore and the pioneers of the Bengal School of Art. Set within the historical and geocultural context of early 20th-century colonial India, the ideas embodied in Santiniketan influenced educational and cultural institutions in south Asia. Santiniketan is therefore an outstanding example of an enclave of intellectuals, educators, artists, craftspeople and workers who collaborated and experimented with an Asian modernity based on an internationalism that drew upon ancient, medieval and folk traditions of India as well as Japanese, Chinese, Persian, Balinese, Burmese and Art Deco forms.

The built elements of Santiniketan demonstrate experimentation in construction techniques, materials and designs, a counterpoint to prevailing colonial templates. Santiniketan displays eclectic influences and a revived attention to the local in a search for a modernity based on internationalism. Santiniketan represents the physical manifestation of a utopian ideal of a community that became a crucible for intellectual and artistic ideas that were to have a decisive impact on 20th century art, literature, poetry, music and architecture in the south Asian region.

Criterion (iv): Santiniketan was an experimental settlement in education and communal life in a rural setting. The community was in many ways meant to represent a uniquely Indian example of a ‘total work of art’ (Gesamtkunstwerk) where life, learning, work and art along with the local and the global intertwined seamlessly. The built and open spaces constitute an exceptional global testimony to ideas of environmental art and educational reform where progressive education and visual art are intertwined with architecture and landscape: with the Ashram, Uttarayan, and Kala-Bhavana areas forming the prime sites of these practices in the most significant periods of development. Santiniketan represents in an outstanding way, the emergence of post-colonial centres of cultural, philosophical and spiritual exploration in the early 20th century in south Asia.

Criterion (vi): Santiniketan is directly and tangibly associated with the ideas, works and vision of Rabindranath Tagore and his associates, pioneers of the Bengal School of Art and early Indian Modernism. Against the backdrop of the Partition of Bengal, Santiniketan became the crucible for an artistic and intellectual renaissance in the early 20th century. As a cultural and intellectual incubator, it had an indelible imprint on the leaders of the Indian Freedom Movement, including Mahatma Gandhi, Nehru and Indira Gandhi. The significant influence of the ideals and philosophies represented in Santiniketan are demonstrated at other early 20th-century locations of cultural learning in south Asia. Santiniketan represents the distillation of the ideas and continuing legacy of a unique model of education recalling ancient Indian ideas as well as internationalism through a living institution, embodied in the buildings, landscape, artworks and continuing festivals and traditions. And while many of Tagore’s art and literary works bear a unique association with Santiniketan, his experimentation through education with an internationalist humanist ideology finds its manifest reflection in Santiniketan.

Part of a continuing contemporary university campus, Santiniketan is an ensemble of historic buildings, landscapes and gardens, pavilions, artworks and continuing educational and cultural traditions that together express its Outstanding Universal Value. The property is of adequate size and all the attributes needed to convey its significance are included. The property includes the areas developed at Santiniketan during the life of Rabindranath Tagore and his family and associates, a period of experimentation and flourishing of ideas. Changes to uses, building alterations and installation of some new artworks and plantings have occurred, yet these areas and the elements within them are generally intact. The state of conservation of the property has been improved over the past decade through institutional partnerships. Santiniketan is in use as part of the Visva-Bharati campus. Spirit and feeling of the place reside in both the tangible (buildings, artworks, pavilions, gardens and landscapes) and intangible attributes (educational philosophies, building practices and cultural celebrations). The integrity is potentially vulnerable to development pressures , particularly on the periphery of the buffer zone.

Authenticity

Santiniketan meets the requirements of authenticity through its ability to convey Tagore’s philosophy and global learnings. There is a high degree of continuity in the spatial layouts of the Ashram, Uttarayan, and Kala-Bhavana areas. Despite changes in uses and new artworks in some areas, the buildings and other attributes retain their eclectic forms based on experimentation with techniques and materials ranging from brick, mud, coal tar, living tree, sandstone, glass, cast iron, thatch, timber, bamboo, laterite, precast concrete, and reinforced concrete. Some of these attributes could be vulnerable through decline in traditional skills. The pavilions, gardens and platforms that were central to the education philosophies are in place and in continued use; and the murals and frescos, wooden windows and furniture retain their authenticity, depicting oriental influences and local indigenous plant species. Aesthetic development of the senses went hand in hand with intellectual development at Santiniketan. The festive celebrations that have come to form a special culture of the institution, and within the local communities use traditional Indian forms and rituals, including decoration of the site, use of flowers, alpana, chanting of Vedic hymns and blowing of conch-shells.

Protection and management requirements

The property and buffer zone are within the Visva-Bharati campus. The legal protection is provided by the Visva-Bharati Act of 1951, a national law established to continue the ideals of Rabindranath Tagore that establishes Visva-Bharati as an institution of national importance. Because there are no other heritage designations in place at the national or state level, further strengthening of the legal framework and management system is recommended.

Further documentation of the attributes of Outstanding Universal Value has been identified in the management plan as a priority. While the historic buildings have been relatively well documented, the same standard has yet to be achieved for the other attributes. A fully integrated inventory is needed as a basis for the future effective management of Santiniketan, including the recording and safeguarding of traditional practices and celebrations. The main factors affecting the property are development pressures (particularly in the buffer zone and wider setting), construction of new roads, visitor management pressures, and deterioration of physical materials. The value of the maintenance regimes for the landscape and buildings cannot be over-stated; and the engagement with national and state specialist agencies for heritage conservation, such as the Archaeological Survey of India, is an important component of the management system. The development of individual conservation plans for the attributes of the property is recommended.

There will be no new developments approved within the property boundary, and all conservation projects will be overseen by the Visva-Bharati Heritage Committee. Due to the delineation of the buffer zone based on the area within the Visva-Bharati campus, it is relatively narrow and vulnerable to development pressures in several places. The importance of the wider setting of Santiniketan has been recognised and a range of state land management laws and protective mechanisms apply to the wider setting.

A campus masterplan is being developed to ensure that the needs of the ongoing uses of Visva-Bharati as a contemporary educational institution are aligned with the long-term obligations arising from World Heritage inscription.

Within the management system, the effective operation of the Visva-Bharati Heritage Committee is essential to the long-term conservation of the property. This should be further strengthened through the development of guidelines for the Heritage Committee’s responsibilities, and by ensuring that Heritage Impact Assessments are prepared for the Heritage Committee in a written format in accordance with the requirements of the Operational Guidelines.

Sundarban National Park

The Sundarban National Park is a Tiger Reserve, and a Biosphere Reserve located on the Ganges Delta in West Bengal. Shares its boundaries with Bangladesh, it is the largest estuarine mangrove forest in the world, and one of the largest and oldest national parks in India . The present Sundarban National Park was declared as the core area of Sundarban Tiger Reserve in 1973 and a wildlife sanctuary in 1977. It was declared a National Park in 1984. Later, the park is declared as a UNESCO World Heritage Site in 1987 and is considered as a World Network of Biosphere Reserve (Man and Biosphere Reserve) from 1989. Covers 10,000 sq. km of land and water, Sundarbans is integral to the world’s largest delta of 80,000 km2 formed from sediments deposited by the three great rivers, the Ganges, the Brahmaputra, and the Meghna. Sundarbans is one of the largest reserves for the Bengal tiger, and it has the highest number of Bengal Tigers than any other park in the world.  It is also home to a variety of bird, reptile, and invertebrate species, including the salt-water crocodile. Built between 1879 & 1881, the Darjeeling Himalayan Railway , also known as the Toy Train, is a 2 feet narrow-gauge railway in the Indian state of West Bengal. Neora Valley National Park is a protected wildlife sanctuary located in the Kalimpong district of West Bengal. It is one of the richest biological zones in entire Northeast India and also one of the prominent places to visit in Kalimpong . Spread over an area of 88 sq. km, Neora Valley National Park was established in 1986 CE and enjoys the distinction of being situated over one of the oldest Reserve Forests in India. This national park has luxuriant foliage of rhododendrons, endemic orchids, and a mixed variety of forests. Among the top places to visit in West Bengal , Santiniketan, popularly known today as a university town, was originally an ashram built by Maharshi Debendranath Tagore in the second half of the 19th century where anyone, irrespective of caste and creed, could come and spend time meditating on the one Supreme God. Later, it was expanded by his son Rabindranath Tagore, the leading figure of the Bengali Renaissance, whose vision became what is now a university town with the creation of Visva-Bharati. The ashram complex includes Santiniketan Griha, the beautiful stained glass Mandir, a beautiful garden, Patha-Bhavana, Dehali, Santoshalaya, Singha-Sadan, Purvatoran and Paschimtoran,  Dwijaviram, Dinantika, etc. It has a museum, archives, library, and other units. VICTORIA MEMORIAL

Every postcard of Kolkata and West Bengal starts with a picture of the grand white marble structure of the Victoria Memorial. It is situated on a huge land complete with well-maintained gardens and landscaping. The large marble building built between 1906 and 1921 was dedicated to the memory of Queen Victoria (1819–1901) and is now a museum and tourist destination under the auspices of the Ministry of Culture.

It was a concept of the then-viceroy Lord Curzon. It was brought to actuality by Sir William Emerson, President of the Royal Institute of British Architects. The palace created from white Makrana marble gives the place pristine touch.

The memorial lies on the Maidan (grounds) by the bank of the Hooghly River, near Jawaharlal Nehru Road and was built in Italian Renaissance-style architecture. It covers an area of 64 acres and is surrounded by lush green lawns. It houses a museum, which is a treasure trove of coins, maps, paintings, and more. It includes numerous paintings, sculptures, and other artifacts related to the history of British India.

The main attraction at the Victoria Memorial is its grand dome, which measures 190 feet in diameter and rises to a height of 184 feet from the ground. The memorial also boasts a library with over 2.5 lakh books and manuscripts, an art gallery that exhibits the works of many famous artists, and a theatre for screening documentaries related to Indian history.

The Victoria Memorial also serves as a venue for lectures, seminars, and other educational activities related to the rich cultural heritage of India.

The spiritual-natured can head to the famous Belur Math. It is the centre of the Ramakrishna Math and Ramakrishna Mission. The temple in Math is the heart & soul of the Ramakrishna movement.

West Bengal -   Belur Math

The Math got founded by Swami Vivekananda and is on the banks of the Hooghly. The architecture is very noteworthy and has taken inspiration from all religions. A railway station began here in 2003.

Its history and architecture, along with its significance for the Hindu faith, attract devotees from throughout India and the world.

The temple complex is composed of three white marble temples in a row. The first temple is dedicated to Sri Ramakrishna, decorated with intricate carvings depicting scenes from his life. The second temple is dedicated to his wife Sarada Devi and the third temple is dedicated to Swami Vivekananda. The temples are surrounded by beautifully manicured gardens, with a large pond in the centre, which adds to its serene atmosphere.

Belur Math also houses several other museums, galleries, and libraries that serve as repositories of spiritual knowledge. Every year on 12th January (the anniversary of Ramakrishna’s passing) and on 19th March (the anniversary of Sarada Devi’s passing), thousands of devotees visit the temple complex to perform the pilgrimage.

A noteworthy feature of Belur Math is its propagation of Vedanta philosophy, which focuses on promoting peace and harmony among all religions.

JORASANKO THAKUR BARI

H eritage is about a sense of pride in one’s past, heritage is about aesthetics, heritage is about linking past to present. However, heritage can also be a prime revenue earner, thanks to heritage tourism. Indeed, there are states in India, and countries around the world, for whom heritage tourism is among the top revenue earners. And West Bengal’s diverse heritage makes it a prime candidate for this brand of tourism, both domestic and international.

To begin with, while the colonial heritage of Kolkata is frequently in focus, this is among the most recent chapters in the state’s history. The ancient and medieval heritage of Bengal lies in its districts, predating the British and other Europeans by centuries. In many areas of Bankura, for instance, evidence has been found of human habitation dating back to the Chalcolithic (Copper) and Mesolithic (Middle Stone) ages. Taken together, this means approximately between 8,000 and 3,000 years before Christ. That apart, there are at least three former capital cities of Bengal in three districts outside Kolkata - Murshidabad, Malda, and Nadia, ruled over by Hindu, Buddhist, and Muslim monarchs during various eras. 

Given this long and varied history, it would be a pity if you were to confine your travels to only a few areas. We thought of picking out some of the state’s top heritage destinations from the pre-colonial era and compiling a list to start you off:

 MALDA 

Renowned for its mangos, Malda was once known as Gour , the capital of Bengal, founded by King Shashanka in the 7th century AD. Today, the ruins of Gour are still seen in Malda district. Gour became known as Lakhnauti during the Sena dynasty, and gradually became synonymous with Bengal and Bengalis, until it was conquered by the Delhi Sultanate in 1204. In fact, ancient Gour and Pandua (Pundravardhana) are the two cities which formed the capital of Bengal in ancient and medieval ages and today they are equidistant, north and south, from modern day English Bazar.

You will also see remnants of Islamic architecture, dating between the 14th and 17th centuries, in Gour and neighbouring Adina. That apart, Pandua boasts the third largest concentration of ancient Muslim monuments in Bengal. Its landmarks include the Jami Masjid (1566) and the magnificent Nimasari tower across the river. The Malda Museum has a great collection of the region’s architectural and anthropological specimens. And then you have Baroduari or Boro Sona Mosque, Dakhil Darwaza, the 26-metre high Firoze Minar, Lukochuri Gate, Chika Mosque, and Kadam Rasul Mosque. In Pandua you will find the Kutubshahi Mosque and Eklakhi Mausoleum. And at Jagjibanpur (36 km from Malda town) are more ancient ruins, including that of a Buddhist monastery.

 MURSHIDABAD 

If you were to draw up a list of the architectural wonders of Bengal, Murshidabad district would probably top it. Remember, we are talking about a former capital of Bengal, before the British founded Calcutta and made it the capital. The story goes that Robert Clive, the man behind the East India Company’s takeover of India, was wonderstruck by the sheer richness of Murshidabad city, and exclaimed that he had never seen any city as grand, even in Europe.

There is so much to see that one trip may not be enough. Among the most notable attractions are Hazarduari (literally, thousand doors) Palace, built in 1837 by British architect Duncan McLeod for Najib Humayun Jah, a descendant of Mir Jafar. Also on your must visit list should be Katra Mosque, the final resting place of Nawab Murshid Quli Khan.

Be sure to drop in at Kathgola Palace, the ancestral home of the enormously wealthy Jagat Seth family, once known as ‘bankers to the world’. Neither can you miss Moti Jheel palace (where Siraj imprisoned his aunt Mehrunnisa for her links to the British), Nasipur Palace (built by Raja Kirtichand Bahadur, a businessman from Panipat who earned notoriety as a tax collector for the British), and Khosh Bagh (containing the graves of Nawab Alivardi Khan, his mother, Siraj-ud-Daulah, and his wife Lutfannessa). And your trip would be incomplete without a visit to Kashimbazar, and the royal palace of Maharaja Manindra Chandra Nandy. Further north is Kashimbazar Chhoto Rajbari, and ten Shiva temples near Katiganga.

There are several other attractions such as Medina Masjid, Nizamat Imambara (possibly India’s largest), and Jafraganj Cemetery. Visitors to Murshidabad can use Bohor Tourism Property in Baharampur as their base to get around. 

 BANKURA 

Most people tend to equate Bishnupur with Bankura, perhaps with good reason, but there is just so much more to see across this large and fascinating district. On the one hand, of course, there are the terracotta temples of Bishnupur, instantly recognisable for their distinctive and completely unique architectural style. Then there is the Bishnupur Museum , the repository of many of the district’s most interesting historical artefacts, with an entire gallery dedicated to the Bishnupur gharana, the only Indian classical music tradition born in Bengal.

But Bankura is also perhaps the most ancient part of Bengal, thanks to such locations as Susunia Hill , an ancient geographical formation located between Bankura and Purulia. Part of the Eastern Ghats, the hill is 10 km north-east of Chhatna, which is 13 km from Bankura town. Set amidst a spectacular landscape of lavish greenery and red soil, Susunia Hill rises to a height of approximately 1200 feet. It is popular for its archaeological artefacts, such as the mysterious plant and animal fossils scattered here and there, or the occasional discovery of ancient tools, and the ‘oldest’ rock inscription of West Bengal.

West Bengal is steeped in history and that’s one of the many things we love about the state. It’s not just about the architecture; there is a beautiful mix of culture, traditional practices, history and architecture, and they come together to form beautiful heritage experiences one can experience in West Bengal.

Shantiniketan and Bolpur

Culturally inclined travellers will love Shantiniketan and Bolpur. Approximately 152 km north of Kolkata, in the Birbhum district, lie the two towns of Shantiniketan and Bolpur, home of the Baul singers. Baul singers are not tied to any conventional religion or type of music; they are the travelling mystics who go from one place to another singing their mystical verses. The songs are mostly inspired from the Sufi and Vaishnavism culture. It is a very unique form of culture, practiced by a very small community of people. And Shantiniketan and Bolpur are the best places to experience then, as here you will get to be a part of many Baul fairs.

It is a difficult task to pinpoint one favourite thing about Darjeeling. The scenic tea gardens, the mighty Mt Kanchenjunga, beautiful monasteries, old colonial homes, beautiful quaint streets rich in colonial past, all these experiences that one gets to enjoy as soon as they reach Darjeeling. It’s that vibe. But there’s one aspect of Darjeeling you must experience yourself to achieve that wholesome Darjeeling experience. The UNESCO World Heritage Train, the Darjeeling Himalayan Railway (DHR), popularly known as the Toy Train. Get onboard the iconic Toy Train and explore the beauty of the star hill station.

Also, a visit to the Himalayan Mountaineering Institute (HMI) of Darjeeling is a must, the best place to get in touch with the history of mountaineering in India.

Murshidabad

The erstwhile seat of the Nawabs, Murshidabad has a history that is not only vast but is also unique and beautiful. What better way to experience the history and heritage of Murshidabad than a trip to the Hazarduari Palace. Built in 1837, the three-storey palace is a massive beauty. The 1000-door palace was built by Duncun McLeod for the Nawab Najim Humaun Jah. The Char Bangla temple in Azimganj is also worth a visit. Don’t forget to check out its terracotta panels.

Kolkata’s rich history can be seen in the city’s grand architecture. There is a very beautiful mix of the past and present in Kolkata. Where there are modern highrises, you also have centuries-old homes and stunning Victorian-style architecture from the British era. To understand and really experience Kolkata, one needs to visit these historical quarters and buildings. Some of the most popular attractions are the Victoria Memorial, Fort William, Howrah Bridge, Marble Palace, Writers Building and the famous Rajbaris of Kolkata. Rajbaris are the old houses belonging to the aristocratic families in Kolkata. One of them is the Shobhabazar Rajbari, its history dating back to the early 1700s.

Approximately 130 km from Kolkata lies Bishnupur, one of the most important and most-visited heritage sites in West Bengal. What makes this place so special? Terracotta temples dating back to the 17th and 18th century are the star attractions here. They are unique to the region. Some of the most prominent ones are Jor Bangla Temple, Madan Mohan temple, the five-spired Shyam Rai Temple, and the Raas Mancha.
