Back up important files

HP recommends that you back up your files on an external drive or CD/DVD on a regular basis. Scheduled backups can help you recover some, if not all, of your information in the event that something happens to the original files on your computer.

Factory resetting your computer destroys all the files on the hard drive . If you did not back up your files before running a factory reset, the computer might display a prompt to make a backup copy of your files before the reset performs any action that erases or deletes files.

What caused the Dali to slam into Baltimore's Francis Scott Key Bridge? What we know about what led up to the collapse

Shocking video showed the moment a massive cargo ship collided with Baltimore's Francis Scott Key Bridge early Tuesday morning, sending parts of the decades-old suspension bridge, along with people and vehicles, into the Patapsco River. 

Six people who were on the bridge are missing and presumed dead , officials said late Tuesday. Two others were rescued from the water. All eight were construction workers who were repairing potholes on the bridge, officials said. There were 22 Indian nationals, including two pilots, aboard the cargo ship. 

Investigators and officials are now crafting a timeline of events, including what caused the Singapore-owned vessel , called the Dali, to hit the bridge just minutes after leaving port . Here's what we know so far. 

What caused the Dali to slam into the Francis Scott Key Bridge? 

The Dali, which was chartered by shipping giant Maersk and operated by Synergy Marine Group, hit the Francis Scott Key Bridge shortly after leaving the Port of Baltimore. 

An unclassified memo issued by CISA, the Cybersecurity and Infrastructure Security Agency, said the ship reported losing propulsion . Maryland Gov. Wes Moore said the ship's crew reported a "power issue." A spokesperson for the National Transportation Safety Board, which is investigating the crash, said the agency still needs to verify that the Dali lost power before striking the bridge column. 

Key Bridge Accident

Two U.S. officials told CBS News multiple alarms rang out on the ship, alerting pilots and crew to an issue on board. The crew ran several system tests to attempt to remedy the loss of propulsion from the motor, but the tests proved unsuccessful. At that point, the ship's pilots alerted the Maryland Department of Transportation and the Maryland Transit Authority. 

That alert allowed local officials to stop traffic on the bridge and likely saved lives , officials said. 

The ship's crew tried to deploy the anchor, though it remains unclear how much progress was made, multiple officials said. The massive ship is over 900 feet long and was moving at about 8 knots, or just over 9 miles per hour. Authorities said that speed is considered "very rapid." 

Captain Michael Burns, executive director of the Massachusetts Maritime Academy's Maritime Center for Responsible Energy, told CBS Boston  that stopping a cargo ship is difficult, especially in such a short time. 

"It's extremely challenging, and takes years of experience and training in order to be able to do this safely," he said. "It can take up to a mile for some of these ships to get stopped, depending on the circumstances, so we really need to think well out, miles ahead of the ship."

Why did the Dali lose propulsion? 

It's not clear what caused the vessel to lose propulsion, officials said. 

A spokesperson for the NTSB told CBS Baltimore that it had collected the ship's data recorder, and would review and analyze the material there to determine what happened aboard the vessel in the moments before the collision. 

That data recorder will also be used to establish a timeline of events. 

What happens when a ship loses propulsion? 

James Mercante, the president of the New York Board of Pilot Commissioners, told CBS News that a ship that has lost steering and power is essentially "a dead ship just being carried by the current or its own momentum." 

He highlighted a moment in the video of the crash that appears to show a "big, big puff of black, real dark black smoke" which might indicate that the vessel's power was "restored at the last minute" and that the pilot was "attempting to make an emergency maneuver" to avoid hitting the bridge. However, he emphasized that it would be difficult to stop the massive cargo ship, especially in such a short time. 

"It would take quite a while — probably the length of five [or] six football fields — to bring that ship to a stop, even after dropping the anchors, because of its power and momentum," said Mercante. "This is a behemoth."

The 984-foot container vessel that lost power and crashed into the Francis Scott Key Bridge on Tuesday had issues with its propulsion system just months before, records show.

The Singapore-flagged Dali suffered a power outage as it bore down on the I-695 bridge, before ramming into a vital support beam that gave way and caused part of the structure to collapse into the Patapsco River in Baltimore.

"We can confirm that the crew notified authorities of a power issue," Maryland Gov. Wes Moore said in a press conference on Tuesday.

During the blackout, the Dali "experienced momentary loss of propulsion," the Maritime and Port Authority of Singapore said in a statement , citing a report from Synergy Marine, the ship's manager.

The same ship was flagged in June for an issue related to its propulsion system, according to records from an international database of port controls in Asia Pacific.

However, it's still unclear if the deficiency found in June was at all related to what caused the crash on Tuesday.

The issue was reported in San Antonio, Chile on June 27, and listed as a propulsion and auxiliary system deficiency. An attached note reads: "Gauges, thermometers, etc."

Per the records, this problem was not deemed as grounds for the ship to be detained in Chile.

Clay Diamond, the executive director of the American Pilots' Association, told The Washington Post that the Dali lost power at around 1:20 a.m., around eight minutes before the crash.

Pilots on board tried to start an emergency diesel generator to repower the ship and restart electrical systems, he said.

But Diamond told USA TODAY that the propulsion didn't appear to kick back in.

"There was still some steerage left when they initially lost power," he said, per the outlet. "We've been told the ship never recovered propulsion."

Authorities and Synergy Marine, headquartered in Singapore, are investigating the cause of the power failure and allision.

The Dali was previously involved in a separate mishap. In 2016, it scraped its hull against a quay in Antwerp , an incident that was attributed to a pilot error.

On Wednesday, Singapore's maritime officials said the Dali had passed previous port inspections and that the June incident was "a faulty monitor gauge for fuel pressure," which was fixed before the ship left port.

When reached for comment, a representative for Synergy Marine referred Business Insider to the Singapore authorities' statement.

The bridge's collapse has triggered a state of emergency in Baltimore, and six members of a small construction crew working on the bridge during the crash are presumed dead. Authorities say officials managed to stop traffic on the bridge before it collapsed.

The Francis Scott Key Bridge was Baltimore's biggest bridge, and the loss of such critical infrastructure will likely cause supply chain issues across multiple industries. Around 11.3 million vehicles use the bridge annually, per the Maryland Transport Authority.

The nearby Port of Baltimore has also been closed to vessels until further notice, with experts telling BI's Dominic Reuter that the closure could halt about $15 million worth of economic activity daily .

This port is also particularly important for the automotive industry because it's a special terminal for wheeled cargo like vehicles and heavy farming equipment.

Coal, gypsum, sugar, paper, chocolate, and ice cream are commonly moved through the Port of Baltimore, BI's Erin Snodgrass reported.

Meanwhile, shares of Maersk , the Danish shipping company that chartered the Dali, dropped as much as 8% in Copenhagen on Tuesday. The firm has declared that its lanes through Baltimore are closed, for now.

‘Garbage Lasagna’: Dumps Are a Big Driver of Warming, Study Says

Decades of buried trash is releasing methane, a powerful greenhouse gas, at higher rates than previously estimated, the researchers said.

They’re vast expanses that can be as big as towns: open landfills where household waste ends up, whether it’s vegetable scraps or old appliances.

These landfills also belch methane, a powerful, planet-warming gas, on average at almost three times the rate reported to federal regulators, according to a study published Thursday in the journal Science.

The study measured methane emissions at roughly 20 percent of 1,200 or so large, operating landfills in the United States. It adds to a growing body of evidence that landfills are a significant driver of climate change, said Riley Duren, founder of the public-private partnership Carbon Mapper, who took part in the study.

“We’ve largely been in the dark, as a society, about actual emissions from landfills,” said Mr. Duren, a former NASA engineer and scientist. “This study pinpoints the gaps.”

Methane emissions from oil and gas production , as well as from livestock, have come under increasing scrutiny in recent years. Like carbon dioxide, the main greenhouse gas that’s warming the world, methane acts like a blanket in the sky, trapping the sun’s heat.

And though methane lasts for a shorter time in the atmosphere than carbon dioxide, it is more potent. Its warming effect is more than 80 times as powerful as the same amount of carbon dioxide over a 20-year period.

The Environmental Protection Agency estimates that landfills are the third largest source of human-caused methane emissions in the United States, emitting as much greenhouse gas as 23 million gasoline cars driven for a year.

But those estimates have been largely based on computer modeling, rather than direct measurements. A big reason: It can be difficult and even dangerous for workers with methane “sniffers” to measure emissions on-site, walking up steep slopes or near active dump sites.

Organic waste like food scraps can emit copious amounts of methane when they decompose under conditions lacking oxygen, which can happen deep in landfills. Composting, on the other hand, generally doesn’t produce methane, which is why experts say it can be effective in reducing methane emissions.

For the new study, scientists gathered data from airplane flyovers using a technology called imaging spectrometers designed to measure concentrations of methane in the air. Between 2018 and 2022, they flew planes over 250 sites across 18 states, about 20 percent of the nation’s open landfills.

At more than half the landfills they surveyed, researchers detected emissions hot spots, or sizable methane plumes that sometimes lasted months or years. That suggested something had gone awry at the site, like a big leak of trapped methane from layers of long-buried, decomposing trash, the researchers said.

“You can sometimes get decades of trash that’s sitting under the landfill,” said Daniel H. Cusworth, a climate scientist at Carbon Mapper and the University of Arizona, who led the study. “We call it a garbage lasagna.”

Many landfills are fitted with specialized wells and pipes that collect the methane gas that seeps out of rotting garbage in order to either burn it off or sometimes to use it to generate electricity or heat. But those wells and pipes can leak.

The researchers said pinpointing leaks doesn’t just help scientists get a better picture of emissions, it also helps landfill operators fix leaks.

Overseas, the picture can be less clear, particularly in countries where landfills aren’t strictly regulated. Previous surveys using satellite technology have estimated that globally, landfill methane makes up nearly 20 percent of human-linked methane emissions.

“The waste sector clearly is going to be a critical part of society’s ambition to slash methane emissions,” said Mr. Duren of Carbon Mapper. “We’re not going to meet the global methane pledge targets just by slashing oil and gas emissions.”

A growing constellation of methane-detecting satellites could provide a fuller picture. Last month, another nonprofit, the Environmental Defense Fund, launched MethaneSat , a satellite dedicated to tracking methane emissions around the world.

Carbon Mapper, with partners including NASA’s Jet Propulsion Laboratory, Rocky Mountain Institute, and the University of Arizona, intends to launch the first of its own methane-tracking satellites later this year.

Configure Safari to Enable WebDriver Support

Safari’s WebDriver support for developers is turned off by default. How you enable it depends on your operating system.

High Sierra and later

Run safaridriver --enable once. (If you’re upgrading from a previous macOS release, you may need to use sudo.)

Sierra and earlier

If you haven’t already done so, make the Develop menu available. Choose Safari > Preferences, and on the Advanced tab, select “Show Develop menu in menu bar.” For details, see Safari Help .

Authorize safaridriver to launch the XPC service that hosts the local web server. To permit this, manually run /usr/bin/safaridriver once and follow the authentication prompt.

'Victory' for dazzled drivers as review launched into headlight glare

The government has launched an independent review following a 10,000-strong petition and a survey suggesting the majority of drivers believe the issue of headlight glare has been getting worse.

Headlight glare is set to be reviewed by the government amid concerns it dazzles drivers.

After a recent survey by RAC found a majority (64%) of drivers believed headlights were at times so bright they risked causing an accident, the Department for Transport (DfT) said independent research will be commissioned to "better understand the root causes of driver glare and identify any further appropriate mitigations".

The move follows a petition signed by more than 10,000 drivers which calls on ministers to launch a review of the issue and "find solutions".

Earlier this year, the RAC, which has campaigned on the issue , published a survey which found that more than four out of five (85%) of drivers felt the problem of headlight glare was getting worse.

The RAC welcomed news of the government research saying it represented a "real turning point".

The company believes headlights appear brighter on modern cars because the use of LED rather than traditional halogen bulbs creates a more intense and focused beam, which improves a driver's view but can be to the detriment of other road users.

Other potential factors include badly aligned headlights and the increase in the number of cars that sit higher on the road, such as SUVs.

Baroness Hayter was among those who urged the government to take action over headlights.

"This is a victory for all those drivers affected by glare who've complained to their MP , signed the parliamentary petition, or indeed sought help from an optometrist only to discover the problem was with headlights, and not their eyes," she said.

"This is an issue the RAC has long campaigned on and I am delighted the Government has recognised there is a real problem.

"We look forward to discussing its research in due course."

The 2,000-strong RAC poll suggested that 89% of drivers think some car headlights are too bright.

Two-thirds (67%) of those affected by headlight glare said being dazzled forces them to slow down considerably, while 64% believe some headlights are so bright they risk causing accidents.

RAC road safety spokesman Rod Dennis said: "The fact the government has listened to drivers' concerns and heeded our calls to examine the complex issue of headlight glare in more detail marks a real turning point.
