Booking system introduced at Household Recycling Centres

Book a slot in advance or you will be turned away – that’s the message as a new system for accessing Birmingham’s Household Recycling Centres (HRCs) is launched.

A Household Recycling Centre A new online booking system has been introduced to access Birmingham’s network of HRCs in recognition of the fact COVID-19 social distancing measures are set to remain in place for the foreseeable future.

Since reopening after government guidance that trips to HRCs were permissible during the ongoing lockdown, lengthy queues and wait times have been experienced in Birmingham.

It was anticipated there would be an initial surge as people sought to dispose of waste created during the pandemic-enforced closure, but wait times have remained in excess of two hours. Safe working practice on the sites mean the number of cars that can enter the sites at any one time will be restricted for the immediate future.

The new website booking system, based on one operated successfully in Leeds, is now open and residents who use the website system can reserve slots for later this week from Thursday (June 11) onwards.

From June 11, only those with a booking, linked to the registration plate of their vehicle, will be permitted access to the HRCs, with no exceptions. Additionally, each vehicle will be restricted to one booking per week.

As this booking system is being introduced as an emergency queue mitigation measure, it will only be available online. Anyone who does not have access to the internet is advised to ask friends or family to help arrange bookings for them.

And in a further update to help residents manage their waste, the opening hours at all sites are being extended to the normal summer hours from June 11, as follows:

Weekdays (Monday to Friday)

Tyseley, Perry Barr, Kings Norton & Sutton Coldfield HRCs: 8am-8pm

Weekends (Saturday and Sunday)

Tyseley, Perry Barr, Kings Norton: 8am-6pm

Sutton Coldfield: 8am-4pm

As a result of the ongoing restricted access, vans are still not permitted at any site, but the situation is being reviewed regularly and access for such vehicles will be granted in due course on a pre-booked basis. Charges will apply to businesses, as per before the lockdown.

Please note that the Castle Bromwich HRC is still closed due roadworks in the nearby area, with an update on its re-opening date expected soon – and once open, it will also be part of the new pre-booking system.

Cllr John O’Shea, Cabinet Member for Street Scene and Parks at Birmingham City Council, said: “We were clear from the outset that people should only visit our HRCs if it was absolutely essential and had hoped that queues would reduce the longer the HRCs were open – but that has not been the case.

“We know clean streets and waste management are important issues for the people of the city, so we have reviewed what is possible and have identified a proven scheme that will bring certainty for those who are planning a trip to our HRCs.

“Nobody wants to have to wait up to five hours to dispose of their waste and this booking system will help us end that frustration, triggered by the unprecedented circumstances we face as a result of the pandemic.

“We’ve also listened to those residents and businesses around the sites and we hope that this will significantly reduce the impact on them too.

“I’d still urge people to think before booking – is their trip absolutely essential? As with the re-opening of fast food outlets, other shops and the relaxation of travel restrictions, we know that there is a surge in demand for anything new or re-opened during this crisis, so I would ask people to be patient as I don’t expect the slots to remain empty for long.

“The key message for everyone is clear – if you do not have a booking to visit our HRCs from June 11, please do not turn up and hope to get in. You will be turned away.

“More broadly, I hope the people of Birmingham continue to follow the advice and guidance which restricts the spread of coronavirus so we can get back to normal at our HRCs and other aspects of daily life as quickly as possible.”

“Residents’ patience is appreciated whilst we adapt to make these changes. We have been working behind the scenes on implementing an online booking system with the aim that it will reduce the waiting time considerably.

“We would like to remind visitors to observe social distancing when on-site to help keep the city and our teams safe during these unprecedented times.”

Birmingham City Council is reopening four of the five tips across the city this week - with residents warned of potential huge queues.

Household recycling centres were closed at the start of the coronavirus outbreak, but are set to open their gates to residents once more on Thursday, May 7.

Following a council review, tips in Kings Norton, Perry Barr, Sutton Coldfield and Tyseley will be taking waste from 11am - 8pm on weekdays, with shorter hours over the weekend.

However, the Castle Bromwich site is to remain shut due to urgent road works outside, Birmingham City Council said.

Residents were advised only to visit if absolutely essential and new rules - including only one person per vehicle - have been implemented at the sites.

Motorists have also been warned to expect tips to be 'very busy' as only a certain number of vehicles will be permitted onto the site at any given time.

On Monday this week, Liverpool reopened tips across the city and thousands were left trapped in traffic queues for hours as everyone flocked to dispose of lockdown waste.

So when will the Birmingham tips open, what can we expect and what are the new rules we must abide by as the refuse centres welcome us back during the Covid-19 outbreak?

Which tips will open?

The following sites will reopen this week:

  • Lifford Lane, Kings Norton, B30 3JJ
  • Holford Drive, Perry Barr, B42 2TU
  • Norris Way, Sutton Coldfield, B75 7BB
  • James Road, Tyseley, B11 2BA

The Castle Bromwich site will remain closed to the public until further notice due to the urgent roadworks outside the entrance.

When will they open?

The sites listed above will be opening on Thursday, May 7.

The new opening times are as follows:

Monday to Friday: 11am to 8pm

Saturday and Sunday: 8am to 2.30pm

What can we expect?

The four sites are expected to be very busy, so residents are advised to plan ahead, considering quieter times of the day and only make a visit if it is absolutely essential.

As Liverpool reopened ten of its sites on Monday, May 4 this week, they saw thousands trapped in miles of traffic as demand soared during lockdown.

At some centres, such as the Wilson Road site in  Huyton , queues started building before 7am with people spending hours waiting before being able to dump their rubbish.

One driver, who joined the queue at around 7.30am, told our sister paper, the Liverpool Echo: "Since getting here I have moved about 50/60 metres and that is mostly because vans are being asked to leave the queue.

"If I was to guess how many cars are in front of me I would say at least 60 or 70. Possibly more."

With this in mind, residents in Birmingham have been warned to expect lengthy queues and to also only visit the tips if absolutely essential.

Drivers were urged to plan their visit, travel at quieter times during the day and use the council's 'view the queue' webcams to check before their journey.

What are the new rules?

Vans and trailers will not be permitted at any site and only one person should be in each vehicle that visits an HRC.

The only exceptions to this are lone parents who have no other option but to travel with children and Blue Badge holders, who are allowed to be accompanied by one family member.

Only one adult will be permitted to exit the car when on site.

As usual, those going to the sites need to produce ID to prove they live in the city, which they will be asked to show against closed car windows.

And given the coronavirus pandemic is not over, social distancing will be maintained on sites at all times, which means the sites may operate in a different way to normal.

The council said staff on site will not be able to assist the public with their waste disposal/unloading to ensure social distancing rules are upheld.

How can I check if the sites are busy?

Each of the recycling centres have a “view the queue” webcam to help inform on the likely waiting times, which are likely to be lengthy as vehicle numbers on site will be restricted.

Can staff refuse entry?

The council says key workers at the Household Recycling Centres, operated by Veolia, will not tolerate abuse of any kind and reserve the right to refuse entry if there is a display of such behaviour.

Mark Powell, General Manager at Veolia, said: “Our frontline teams are working hard to ensure sites remain open during these extremely difficult times, but cannot help residents directly as social distancing rules must stay in force.

“It is important, now more than ever, that they are treated with respect so we continue to provide a safe place for the citizens of Birmingham to use this essential service.”

Can I still dispose waste if I've had symptoms of Covid-19?

If households have had Covid-19 symptoms, the council says waste should be left for at least 72 hours before disposal.

Personal waste should also be safely double bagged.

This applies when putting rubbish in household bins, when visiting the the tips or if putting out the materials for a bulky waste collection.

How else can I dispose of waste?

As an alternative, the council says bulky waste collections - which were suspended several weeks ago - can now also be booked again.

What does the council say?

Cllr John O’Shea, Cabinet Member for Street Scene and Parks, said: “I know there have been concerns over what to do with waste that would normally be taken to our Household Recycling Centres during their closure.

“We had to close them on public safety grounds as part of our effort to ensure social distancing to protect the NHS and save lives – as well as the fact that trips to the HRC were not listed as an essential reason for travel in the Government’s regulations.

“As such, we’ve been reviewing daily what we could do to open up some of the related services which have also had to temporarily stop whilst we respond to the national emergency.

“I am pleased we have got to the point where we can now offer bulky waste bookings, and following recent changes to Government guidelines on essential travel – we can open most of the HRCs again.

“But it’s clear the HRCs will be very busy when they do re-open, so I’d ask people to start planning in advance, only go to the recycling centres if it is absolutely essential and consider if our bulky waste service might be of use in the meantime.

“We are not yet in a position to open up our paid-for garden waste service for new customers but the bulky waste service enables a customer to dispose of up to 20 bags of rubbish (including garden waste), so this is an alternative.

“We did consider a booking system for the HRCs but decided that it was impractical to implement reliably at short notice, so we’re looking to the people to use the service wisely and be patient if there are any delays at the site.

“As our supermarkets and other essential retailers have had to change the way they do business, so have we at the HRCs, but we will restore a normal service as soon as we can.

“But I must stress that the sites are likely to be very busy so would ask people to delay their visits unless there is absolutely no other option.”

When can you visit?

Sutton Coldfield Recycling Centre is open 7 days a week however opening hours vary throughout the year:

April – October : Monday to Friday 8 am - 8 pm and Saturday to Sunday 8 am - 4:30 pm

November – March : Monday to Friday 8 am – 6 pm and Saturday to Sunday 8 am – 4 pm

(The Recycling Centre is shut on Christmas Day and Boxing Day)

Important information about your trip

Bookings are required to use Birmingham’s tips

  • Cars + small trailers (under 6’x4’) book here
  • Vans + large trailers (over 6’x4’) click here

Make sure to come in the vehicle you registered when booking a slot.

Slots are 15 minutes, and you can book 3 days in advance up to 2 hours before your slot time. Birmingham residents can make two bookings at the same time (either for the same day or the same week). The sites are updated so new slots become available every day. However, if there aren’t any at a time that works, check other sites here.

You must bring proof of Birmingham residency on the day to enter the Sutton Coldfield Recycling Centre. Sutton Coldfield tip will only accept a drivers licence, utility bill (digital or physical) or council tax bill (digital or physical) as proof of address.

Access is limited to those in vehicles. No pedestrians are allowed.

Vehicle restrictions

Different booking options apply depending if you are using a car or van . But NOTE that you cannot enter the site in a Luton van, cage van or tipper van. These are considered trade vehicles, which are not allowed into the household rubbish area.

Vehicles with trailers larger than 6’x4’ must book van slots . Also, if the interior of your car is stripped, it is categorised as a van, and you must register it as such when booking a slot.

There is a height restriction of 6' 10" (2.1 meters) at the Sutton Coldfield tip entrance. If your vehicle is higher than this, you should use the Castle Bromwich or Tyseley Recycling Centre  instead.

Vehicles over 3500kg are not allowed on site.

If you are using a hire car be sure to bring the hire documents. You will also need proof of Birmingham residency.

What can you bring to the Sutton Coldfield Recycling Centre?

  • Green garden waste
  • Wood and wood-based products e.g. MDF
  • Car and household batteries
  • Fridges and freezers
  • Gas bottles (empty and/or partially full) – do not put these in the metals skip. Instead, ask the staff where the specific gas bottle area is.
  • Textiles, shoes, and carpets
  • Electrical items such as TVs, monitors
  • Florescent tubes
  • Soil, hardcore and rubble  (in limited amounts)
  • Paint – bear in mind this is a household service only and you may not use the RePaint scheme if you are a business or trader.

What can’t you bring to the Sutton Coldfield Recycling Centre?

  • Clinical waste
  • Tree trunks
  • Birmingham Recycling Centres do not allow more than eight 25kg bags (or equivalent) per visit of rubble or soil, turf, or hardcore.
  • Trade waste (without specific bookings)

Trade waste:

Sutton Coldfield doesn’t accept trade waste at its household recycling centre.

For trade waste bookings, you can call 0203 567 3915 between 8 am – 4 pm Monday to Friday (excluding bank holidays).

Time slots for this Trade Waste service are available Monday to Friday (5 am-7 am, 11 am-12 pm and 2 pm-7 pm).

  • Businesses using the site, with a valid booking, will be charged a deposit fee £78 fee to deposit waste at the site.
  • You cannot enter the Sutton Coldfield tip with vehicles over 3500kg

Other important information about Sutton Coldfield Recycling Centre

  • No pedestrian access is allowed. So, you can only use the site if you have a vehicle.
  • Cars must be parked in a designated parking bay before you get out of them.
  • Children and pets are obliged to remain in the car and childrien shuld wear a seatbelt throughout the visit.

Veolia works with The ReUsers to provide a donation service for anything that can be reused  There is a ReUsers donations station at Unit 32 Norris Way. This is located to the left before the ReUsers car park entrance.

They sometimes limit what they accept based on demand. So, to avoid wasting time, it's a good idea to call beforehand on 0121 329 2797 to check if you can donate at the time of your visit.

NEVER LEAVE ITEMS FOR REUSE OUTSIDE THE GATES IF THE SITE IS NOT OPEN.

Book a vehicle into a household waste and recycling centre (HWRC)

Booking your visit, cuxton hwrc closure - april 2024.

Cuxton HWRC will be closed from Monday 8 April to Friday 12 April 2024. This is due to roadworks on Sundridge Hill.

You can still book a trip to our Capstone and Hoath Way sites during this period.

Only residents who pay Council Tax to Medway Council can book into Medway HWRCs.

If you do not live in Medway or pay Council Tax to us, you cannot visit Medway's HWRCs. You'll need to visit your local council's website to visit your local HWRC.

Medway residents looking to visit a Kent HWRC need to pay a £10 fee to Kent County Council.

If you're unsure if you're a Medway resident, you can search for your property by postcode on GOV.UK.

Book your visit online

You need to book a slot every time you want to attend and dispose of household waste.

You should read the full  site rules  before you book your slot.

To book your visit you'll need to provide your:

  • name, address and email address
  • vehicle make, model, colour and registration
  • proof of address.

Once you have supplied this information, you'll be able to book a day and time slot from the calendar over the next 7 days.

Each booking entitles you to one trip to the site only within your specified booking slot. If you turn up again within that booking slot or do not book a slot, you'll be turned away.

Remember you can  donate quality reusable items to Gillingham Street Angels when you book a slot to visit the HWRC.

Proof of address

We'll ask you to show your driving licence with proof of address when you arrive on site. 

Alternatively, you can use a:

  • Council Tax bill
  • gas or electricity bill
  • TV licence letter.

Staff at the sites will only be checking the address and postcode matches your booking.

When you book online, you’ll need to take note of the following:

  • date of booking and time slot
  • booking reference number
  • site you'll be visiting.

If you have an email address, please book online. 

Phone bookings are only for people who do not have an email address or the internet. In this case call 01634 333 333, Monday to Friday from 9am to 5pm.

The phone lines may be busy. You can book a maximum of 2 visits during each phone call.

On the day of your booking

Before leaving home, we advise you to check our social media pages for service updates. Any updates will be posted on:

Separating your recycling

Before visiting our sites, you will need to separate your recycling into different materials. There is no facility for disposing of mixed bags of recycling. 

White recycling kerbside pick-up can be used for plastics including:

  • mixed plastic bottles
  • trays. 

Visiting our sites

You need to have the following ready to show the security guard:

  • your booking reference
  • your proof of address. 

Please aim to arrive within your booked slot. If you gave us your email address, your slot time and date will be shown on your confirmation email.

You can visit at any time during your booked slot. Each booking entitles you to one trip to the site only within your specified booking slot. 

You should stagger your visit and especially avoid opening times. This is to help us manage traffic flow.

Cancel your booking

If you need to amend a booking use our online form to  cancel your visit  by 3pm on the day before your visit.

Opening times

Capstone , Cuxton and  Hoath Way  sites are open at the following times every day:

  • 9:01am to 10am
  • 10:01am to 11am
  • 11:01am to 12pm
  • 12:01pm to 1pm
  • 1:01pm to 2pm
  • 2:01pm to 3pm
  • 3:01pm to 4pm.

Please stagger your visits during this time frame to avoid queuing on the road.

Permitted vehicles

You can visit all 3 of our HWRC sites in a car, which is defined as a passenger carrying vehicle under 2 metres in height with 9 seats or less. 

Small van bookings are only available at our Capstone and Cuxton sites on Wednesday and Saturdays for Medway Council residents only. 

Van bookings are not accepted at Hoath Way.

If you select car and arrive in a van at any site, you will be turned away.
