Transport Canada provides update on Fiat Chrysler defect investigation
News release, power steering problems identified by department lead to safety recall of dodge journey vehicles in canada and united states.
May 10, 2016 - Ottawa, Ontario - Transport Canada
The Honourable Marc Garneau, Minister of Transport, is updating the public concerning the department's April 20, 2016 preliminary determination involving four Fiat Chrysler vehicles.
Following a Transport Canada defect investigation, the Minister of Transport determined that it might be necessary to order Fiat Chrysler Automobiles Canada to recall certain vehicles that could be affected by a loss of power steering assist. Fiat Chrysler Automobiles Canada responded on May 5, 2016, by recalling 2009-2016 Dodge Journey multipurpose passenger vehicles.
The department continues to examine power steering issues on three other passenger car models:
- 2011-2013 Chrysler 200;
- 2007-2010 Chrysler Sebring; and
- 2007-2013 Dodge Avenger.
Transport Canada is reviewing new complaint data and technical information provided by Fiat Chrysler Automobiles Canada in response to the preliminary determination. The department will provide the Minister with the result of this review so he may make a final determination. If you have a problem with your vehicle, you are advised to contact a local FCA dealership or contact FCA Canada customer care at 1-800-465-2001.

TORONTO -- Fiat Chrysler Automobiles says it is voluntarily recalling 187,436 vehicles in Canada to fix a problem involving a possible leak of power-steering fluid in extreme cold-weather conditions.
FCA says the problem affects certain model-year 2009-2016 Dodge Journey vehicles in this country as well as well as almost 11,000 U.S.-market vehicles equipped with optional block heaters.
The issue became widely known late last month when Transport Canada said an investigation had uncovered a "serious safety issue"' involving the power steering systems on more than 295,000 FCA vehicles.
Most involved more than 187,000 Dodge Journeys, but Transport Canada also included three other models totalling 108,000 vehicles because they had similar technical issues.
FCA did not mention those models -- the 2011-2013 Chrysler 200, the 2007-2010 Chrysler Sebring and the 2007-2013 Dodge Avenger -- in its recall announcement. However, in an email response to a query, it said that according to its data the vehicle being recalled "is the only one subject to this issue."
FCA says replacement parts are expected to become available soon and that customers will be notified accordingly.
In a posting on its website in late April, Transport Canada said FCA had found that power steering return hoses could fail in extremely cold climates, causing a hydraulic fluid leak "in close proximity to the exhaust system" and loss of power steering.
FCA said an investigation found that some lines carrying power-steering fluid may leak under such conditions at engine start-up.
Steering is not lost in such circumstances, but the amount of physical effort required to steer may increase, it said.
Transport Canada said it had received 107 consumer complaints about the problem and was aware of two cases where drivers allegedly lost control and three others where smoke was observed.
However, the department said it was not aware of any serious injuries or fatalities related to the problem.
FCA said Friday that it was also unaware of any injuries or fatalities linked to the problem.

Notice of decision – Fiat Chrysler automobiles power steering hose failures

This notice is to advise of the Minister of Transport’s Final Determination regarding power steering hose failures on certain Chrysler and Dodge vehicles. This provides resolution to the Minister’s Preliminary Determination made on April 20, 2016 and the Update published on May 10, 2016.
Given that Fiat Chrysler Automobiles Canada Inc. (FCA) has issued a recall for the Dodge Journey and demonstrated why the passenger car models identified in the Preliminary Determination do not exhibit the same problem, the Minister of Transport wishes to advise that he has made a Final Determination that is it not necessary to order FCA to issue a Notice of Defect.
The Minister of Transport thanks all those who provided input on this matter. This notice explains the Final Determination.
On April 20, 2016, the Minister of Transport issued a Preliminary Determination indicating that it was in the interest of safety to order FCA to notify owners that certain 2009-2016 Dodge Journey multi-purpose passenger vehicles and certain 2007-2013 Chrysler 200, Chrysler Sebring and Dodge Avenger passenger cars contain a safety defect in power steering return hoses which may result in a loss of power steering.
On May 5, 2016, FCA issued a Notice of Defect (commonly referred to as a safety recall) to Transport Canada for 2009-2016 Dodge Journey multi-purpose passenger vehicles. Information on the recall can be found in Transport Canada Recall No. 2016-202 . The recall affects approximately 187,436 vehicles in Canada. FCA has instructed dealers to replace the power steering return-side hoses with improved parts that are designed for extreme cold weather performance.
Transport Canada received comments from over 140 people regarding the Preliminary Determination, including personal experiences with hose failures. The large majority of reports came from Dodge Journey owners.
Transport Canada is not aware of any serious motor vehicle crashes, injuries, or fatalities related to a failure of the described components.
Transport Canada reviewed the public feedback along with technical information provided by FCA in response to the Preliminary Determination regarding failures on the passenger car models. Engineering analysis and testing showed that, while the passenger car models use components similar to those on the Dodge Journey, they are functionally different and, as a result, are not affected in the same way.
If you own a 2009-2016 Dodge Journey:
- FCA issued safety recall S09 (TC #2016-202) and mailed notification letters in June 2016 instructing owners of affected vehicles to contact their local dealership to have repairs completed. You can check if this recall applies to your vehicle on the FCA website: recalls.mopar.ca/ ;
- Consult Transport Canada’s publication “ The Importance of Having Recalled Vehicles Repaired ” for general information about recalls;
- If you have a problem with your vehicle, or if you have not yet received a recall letter, you are advised to contact a local Dodge dealership or FCA Canada Customer Care at 1-800-465-2001.
If you own a 2007-2013 Chrysler 200, Chrysler Sebring or Dodge Avenger:
- Transport Canada believes that there are important differences between the steering system on these vehicle models and that on the recalled Dodge Journey multi-purpose passenger vehicles;
- If you have a problem with your vehicle, you are advised to contact a local Chrysler or Dodge dealership or FCA Canada Customer Care at 1-800-465-2001.

Dodge Journey Recalled to Fix Reflectors
The amber reflectors don’t meet federal safety standards
Dodge is recalling over 83,000 Journey SUVs from the 2017 and 2018 model years to replace front side reflectors that don’t meet federal safety standards.
The amber indicator reflectors that are part of the Journey’s headlight assembly do not meet the requirements of Federal Motor Vehicle Safety Standard (FMVSS) 108, which determines how much light a reflector should shine back. As a result, other drivers may have trouble seeing the Journey at night.
The automaker first became aware of the problem in 2018 after an audit by Canadian regulators. The results showed that the reflectors did not reflect enough light to meet U.S. safety standards. Dodge petitioned the National Highway Traffic Safety Administration in 2019, arguing that the defect was inconsequential and did not require a recall, but NHTSA denied the petition in September. As a result, the vehicles are being recalled.
Dodge is currently working on a fix for the problem, and says there have been no crashes or injuries as a result of the recall.

The Details
Vehicles recalled: Dodge Journey SUVs manufactured between Aug. 2, 2017, and July 6, 2018.
The problem: The amber reflectors in the Journey’s headlight assembly do not reflect back enough light to meet federal safety standards.
The fix: Dodge says it is still working on a fix for the problem.
How to contact the manufacturer: Dodge will contact owners of affected vehicles by mail starting Nov. 8, 2022. Owners may also contact Dodge at 800-853-1403.
NHTSA campaign number: 22V723. Dodge’s own number for this recall is Z99.

Where is the VIN located?
The VIN can be found on the VIN plate located on the driver's side of the dashboard just below the windshield (1). The VIN can also be found on the driver-side doorframe label (2), as well as on documents related to the vehicle's registration, title and insurance.

ECODIESEL SETTLEMENT
FCA US LLC is offering an emissions control system software update (the “Approved Emissions Modification” or “AEM”) free of charge for all model year 2014-2016 Ram 1500 and Jeep ® Grand Cherokee vehicles equipped with 3.0L EcoDiesel engines (“Subject Vehicles”). The AEM is intended to ensure that the Subject Vehicles’ emissions are in compliance with the emissions standards to which they were originally certified. There are no hardware changes associated with the AEM. To receive the AEM, you can call the FCA call center at 1-833-280-4748 or contact your preferred authorized dealer to schedule an appointment.

Issue. On certain vehicles, an electronic fault may create a situation where the cruise control cannot be deactivated. If this occurs and the driver does not apply the brakes or shift the transmission to neutral, the vehicle could maintain speed or accelerate without warning, increasing the risk of a crash causing injury and/or damage to property.
Chrysler will notify owners, and dealers will replace the power steering return hoses, steel tubes, and power steering oil cooler, free of charge. The recall began on May 24, 2016. Owners may contact Chrysler customer service at 1-800-853-1403. Chrysler's number for this recall is S08.
