Tourism Industry of Indonesia; Strong Rebound Seen in 2023, But Still Not Back to Normal

In Indonesian media it was reported that Sandiaga Uno, who is Indonesian Minister of Tourism and Creative Economy, stated that the country managed to collect a total of USD $10.46 billion in foreign exchange earnings from the tourism industry during the first three quarters of 2023.

These earnings were brought into the country by the 8.51 million foreign visitor arrivals that were recorded in the same period. So, it means that – on average – one foreign visitor arrival delivers approximately USD $1,230 in earnings for Indonesia. These lucrative earnings, indeed, explain why the government of Indonesia (or any other country) wants to welcome as many foreign tourists as possible. It generates revenue (including tax revenue), trade, business, employment, and investment.

As is widely known, the COVID-19 crisis (when governments of various countries imposed far-reaching social and business restrictions, including even a temporary ban on incoming/outgoing travel, in an attempt to curb the spread of the COVID-19 virus) did enormous damage to the tourism industry, globally.

First, in Q2-2020 and Q3-2020, it became nearly impossible to opt for international travel as many borders were temporarily closed. Then, in 2021 and 2022, it became required to have received COVID-19 vaccines (and boosters) to travel by airplane (implying a significant part of the global population, perhaps up to 30 percent, could not travel by air as most of them wanted some clearer data regarding the efficacy and safety of these vaccines). Lastly, throughout the COVID-19 crisis, there was a lot of unfounded fearmongering going on in media, which made many people too afraid to travel, particularly to a country like Indonesia where the healthcare system does not have the greatest reputation. Furthermore, in 2021 and 2022 the price of jet fuel became very expensive, causing airlines to raise prices of tickets and thereby making it harder for people to afford an airline ticket, particularly to a destination far away.

So, how did this affect Indonesia? Well, from a total of 16.11 million foreign visitor arrivals in 2019, which was before the start of the COVID-19 crisis (although there already was a decline in Chinese tourists visible in December 2019 because COVID-19 started spreading in China in late-2019), the number of foreign tourist arrivals into Indonesia plummeted to 4.05 million in 2020, and hit rock bottom in 2021 with only 1.56 million foreign visitor arrivals. One can imagine how tough this must have been for all those micro, small and medium sized enterprises that rely on tourism. It is estimated that 23 million Indonesians are dependent on work related to tourism.

Table 1 shows that the start of recovery began in 2022, and continued into 2023. In fact, the recovery goes much faster than Indonesia’s Tourism and Creative Economy Ministry expected. At the start of 2023 this ministry had its target for full-year 2023 foreign tourist arrivals at 7.4 million. However, this target was already achieved by July-August 2023.

TheIndonesia.id - Indonesia expects to receive at least 7.4 million international arrivals to produce a $ 6 billion exchange following the spike in foreign tourists last year. 

After lifting the Covid-19 restrictions, the tourism industry is set to run at full pace to earn more international visits in 2023. 

Last year, between January and October, the country earned $4.26 billion from international tourism, so much higher than the previous year when the country only earned merely $500 million.

"The Ministry of Tourism and Creative Economy has doubled the target [of foreign arrivals] to 7.4 million for this year," said The Minister of Tourism and Creative Economy, Sandiaga Uno in a seminar in Jakarta on January 18th, 2023.

Indonesia was targeting 3.6 million international arrivals last year, and as of November 2022, the country has received 4.6 million visits.

Sandiaga said that the country still has much work to do in order to boost the number of International tourists. Besides, around 45 million population in the country depend on the tourism industry to make living.

Major markets for Indonesian tourism are Australia, China, India, Singapore, and Malaysia, he added.

Meanwhile, the target for domestic tourists in the country is 1.4 billion, which is double the last year's target. The government is set to earn Rp 90.7 trillion in the domestic tourism sector.

Indonesia has not fully recovered from the economic impact caused by the Covid-19 pandemic, with a domestic flights around 71 percent compared to the pre-pandemic era.

Bali's tourism sector has made a remarkable recovery in 2023, following two years of disruption caused by the COVID-19 pandemic. According to the latest data from Indonesia’s  Ministry of Tourism and Creative Economy (Kemenparekraf) , Bali welcomed 2.89-million international tourists from January to July 2023. This represents an eye-watering 968% increase from the same period in 2022, when the island received only 296,000-international visitors.

This impressive rebound has been driven by a number of factors, including the easing of travel restrictions, the launch of new government initiatives to promote tourism, and the continued popularity of Bali as a global travel destination.

In July 2023, Bali recorded its highest number of international tourist arrivals since the pandemic, with over 541,000-visitors; an increase of 13% from June and a 59% increase from July 2022. Indonesia’s  Ministry of Tourism and Creative Economy  say that the top five source markets are Australia, Singapore, India, the United States and Malaysia, accounting for around 60% of all international tourist arrivals to the island.

In addition to its strong recovery in international tourism, Bali has also seen a significant increase in domestic tourism in 2023. According to the  Bali Central Bureau of Statistics , the island welcomed over 8-million domestic visitors in the first seven months of the year, representing a 147% increase from the same period in 2022. This increase in domestic tourism has been attributed to a number of factors, including the government's decision to extend the school holidays and the launch of new domestic tourism promotion programmes.

Bali's quick recovery from the COVID-19 pandemic is a testament to the resilience and strength of its tourism sector. The island has also been recognized for its excellence in tourism, winning a number of prestigious awards in recent years, including:

Projections For The End Of The Year

Based on current trends, all signs point to a strong recovery for Bali's tourism sector in 2023. The  Indonesia Tourism Development Corporation (ITDC)  and  Kemenparekraf  predict that Bali will welcome over 5-million international visitors and 15-million domestic visitors by the end of the year and is expected to grow further as we head into 2024. If these predictions are realized, this would represent a significant increase from 2022, when the island welcomed 2.3-million international visitors and 10-million domestic visitors. 

Tourism is a major contributor to Bali's GDP and provides employment for millions of people and this strong recovery in the island’s tourism sector is good news for the island's economy and its people. 

Underlining this is the Balinese government’s commitment to supporting the tourism sector and ensuring its sustainable growth by implementing a number of initiatives to promote tourism, including the development of new infrastructure and attractions, and the training of tourism workers.

According to the latest data unveiled by the Bali Central Bureau of Statistics on the 1st of March 2024, the influx of foreign tourists reached 420,037 visits during January 2023 .

This signifies a decrease of -12.79% compared to December 2023 .

Overall in 2023 , a number of 5,273,258 foreign visitors deliberately chose Bali as their ultimate destination.

The minimum number of visitors in a month was 323,623 (February 2023) .

The maximum number of visitors in a month was 541,353 (July 2023) .

High Season: July 2023 saw a high number of visitors, indicating that this month might be part of the high tourist season for Bali.

  • Almost all top 10 countries experienced a decrease in visitor’s number compared to the previous month.
  • In January 2024, Chinese visitors recorded a quite significant increase with +32.49% compared to December 2023.
  • In January 2024, the number of visitors from Singapore and Malaysia dropped significantly.

With a remarkable +32.49% increase in visits, China’s share rises to 8.75% of total visits in January 2024 with 36,766 visitors.

Despite a substantial -32.99% decrease in visits, India still holds a notable share of 7.42% of total visits to Bali in January 2024 with 31,169 visits.

4. South Korea

With a steady increase of +19.82% in visits, South Korea maintains a share of 5.84% of total visits to Bali in January 2024 with 24,536 visitors. 

5. United Kingdom

Despite a slight decrease of -9.31% in visits, the United Kingdom retains a share of 4.24% of total visits to Bali in January 2024 with 17,798 visitors.

With a modest increase of +10.07% in visits, Russia maintains a share of 4.18% of total visits to Bali in January 2024 with 17,560 visits.

7. United States

Despite a decline of -13.48% in visits, the United States still holds a share of 3.89% of total visits to Bali in January 2024 with 16,337 visitors.

8. Malaysia

Experiencing a significant decrease of -43.04% in visits, Malaysia’s share declined to 3.15% of total visits to Bali in January 2024 with 13,222 visits.

9. Singapore

With a drastic decline of -71.97% in visits, Singapore’s share decreases to 2.53% of total visits to Bali in January 2024 with 10,638 visitors.

10. Germany

With a slight increase of +1.66% in visits, Germany maintains a share of 2.40% of total visits to Bali in January 2024 with 10,070 visits.
