Your ticket to adventures off the beaten path in Japan

There's no matching the flexibility and freedom of driving your own car during a trip to Japan. Although the Japan Expressway Pass (JEP) is no longer for sale as of December 2023, many great regional expressway passes are options that save visitors from worrying about the cost and complexity of computing expressway tolls.

These passes, available only to foreign travelers, provide unlimited use of each respective region's major expressways, making it easy to explore off the beaten path and enjoy your trip without worrying about train timetables.

Passes are available in increments from 2 to 14 days, for everything from weekend getaways to extensive excursions. To get an expressway pass, make sure your rental car agency has the pass you're applying for before making your car reservation. When you arrive at the rental agency, fill out the necessary paperwork and show your passport. The agent will then give you a special ETC card which will whisk you through the toll gates wirelessly, making for easy travel, even if you don't speak Japanese.

Essential tips for driving in Japan

It's also worth noting that Japan's highway service areas and rest stations offer a high level of convenience when you need a break from the road. They generally include food and souvenirs from the local area, sightseeing information, clean toilets and amenities, and sometimes, lookout points providing great views, too! Make sure to stop for a rest and check out everything on offer.

What is an ETC card? It’s a card that can be used with the ETC system. If you use the ETC system, you don’t need to understand Japanese, you don’t need to use cash, and you don’t have to stop at toll gates, so it’s a very convenient system. The ETC card reader device is equipped as standard in all rental cars in Japan, so all you have to do is put the ETC card into the ETC device and you’re good to go! There are many different types of ETC card passes and services available, so keep reading and we’ll go through the main ones.

What is an expressway pass? An expressway pass is a special ETC card with the pass preloaded onto it so that you can use the expressways as much as you want. There are various kinds of ETC passes, but there are 4 that you can reserve from ToCoo! Also, you can’t reserve just an ETC pass on its own, so make sure to book the rental car with it.

About the ETC Card Types

1. ETC Card (nationwide) You can book a standalone ETC card without any expressway passes. After you return the ETC card at the end of your reservation, your actual used toll fees will be charged to the credit card you register.  After the ETC card is returned, we will confirm the toll road usage details with NEXCO, the highway provider in Japan. If you rent a ToCoo! ETC card, you can pick it up from your hotel or a post office, but please note that rental car companies don’t offer delivery service for packages,  so you can’t get it from the outlet.

*NOTE* Renting a ToCoo ETC card requires a held deposit of 15,000 yen. We mention this in our booking form. We will charge the toll fees used after the fee is confirmed and then release the deposit back to you.

ETC System Area

2. ToCoo Expressway Pass (Nationwide) The ToCoo Expressway Pass, or TEP, is a special ETC card that is only offered by ToCoo! It’s an unlimited expressway pass for all of Japan. TEP can only be reserved from the TEP plan, and the TEP fee is paid at the time of reservation, so it’s super convenient.  All you have to do is pick it up from your hotel or a post office and basically forget about it until your return date! Total driving freedom.  You can pick up the TEP ETC card package from a hotel or post office, but rental car companies don’t offer delivery services for packages, so you can’t get it from the outlet.

3. ToCoo! Unlimited ETC Pass (Nationwide) The ToCoo! Unlimited ETC Pass is a special ETC card similar to TEP, but unlike TEP, the ToCoo! Unlimited ETC Pass can be added on as an option to almost any reservation. Just like TEP, the ToCoo! Unlimited ETC Pass fee is paid at the time of reservation, so it’s extremely convenient. You can pick up the TToCoo! Unlimited ETC Pass ETC card package from a hotel or post office, but rental car companies don’t offer delivery services for packages, so you can’t get it from the outlet. ★ What’s the difference between TEP and the ToCoo! Unlimited ETC Pass? The difference is that the ToCoo! Unlimited ETC Pass can be added onto any existing plan. Because of that, it’s also a little more expensive than TEP.

ToCoo! Unlimited ETC Pass Coverage Area

4. TEP Hokkaido (Hokkaido) It’s similar to TEP, this is a special ETC card offered only by ToCoo, which offers unlimited expressway use only in Hokkaido, so we recommend it for anyone who is traveling to Hokkaido! You can reserve it under the TEP Hokkaido plan. You can pick up the TEP Hokkaido ETC card package from a hotel or post office, but rental car companies don’t offer delivery services for packages, so you can’t get it from the outlet. One advantage of TEP Hokkaido is that you can drop off the car anywhere with it!

For the KEP ,CEP, HEP etc all of the Expressway packages offered by NEXCO Japan option, Unfortunately, KEP, CEP, HEP etc. all of the Expressway Pass offered by NEXCO Japan are not for purchase at TOCOO! now.

We only have TEP and ToCoo! Unlimited ETC Pass.

If you need KEP, CEP, HEP etc., please make a reservation without an ETC card.

Then check with your rental car shop to see if they can provide it.

Hi Chua Siew Bee. TEP Hokkaido and HEP are expressway passes you can use in Hokkaido, and both already include an ETC card to use for the pass. The standalone ToCoo! ETC card can’t be used for any expressway passes, but it could be good option if you will only be using expressways sparingly. The standalone ETC card means that you will have to pay all of your actual used toll fees after you return the ETC card to ToCoo. Hope this helps!

I plan to Hokkaido this Autumn. Places to visit are Obihiro, Kushiro, Rausu, Shiretoko, Mashu, Kussharo, Tsubetsu, Abashiri. Selecting a start date for the Pass

When you exchange your voucher for the actual pass, you can select any start date provided it is within one month from the day you exchange . Note: once the actual pass is issued, the start date cannot be changed. 

If you purchase passes through the official JR website you will need to select the start date of the passes at the time of purchase, and again, the start date cannot be changed later.

Where can I activate my Japan Rail Pass?

For Japan Rail Passes purchased in advance outside of Japan, you need to activate them at an exchange office after arriving in Japan . Exchange offices can be found in several major train stations and airports.

How to make seat reservations

Seat reservations are free with the Japan Rail Pass . After exchanging your voucher for the actual pass, you can make seat reservations for JR trains for free at ticket machines or ticket offices across Japan. Note: reservations cannot be made on board trains.

Japan's four main island and Okinawa are covered by an expressway (�������H, kōsokudōro) network of over 10,000 kilometers. Further routes are still under construction. Below is a map showing the major operational expressways.

Foreign visitors should encounter few problems using Japanese expressways, since all important signs are written in both Japanese and English. The speed limit for passenger cars is usually 80 or 100 km/h, except on one-lane expressways where the speed limit is 70 km/h.

Below is some vocabulary useful for using Japanese expressways:

  • Interchange (IC) In Japan, an interchange refers to an expressway entrance and exit, e.g. Tokyo IC.
  • Junction (JCT) Like in English, a junction refers to a place where multiple expressways meet.
  • Parking Area (PA) A parking area comes with toilets and one or more vending machines. Sometimes it also features a restaurant.
  • Service Area (SA) Generally larger than parking areas, service areas feature toilets, shops, restaurants and a gasoline stand.

The use of most expressways is subject to tolls, which can be paid at manual toll gates by cash or credit card or by passing through automatic ETC (electronic toll collection) gates. The use of ETC gates requires an ETC card and a car that is equipped with an ETC card reader. ETC cards require ownership of a Japanese credit card and provide discounts during certain times of the day and week. Short term visitors to Japan can acquire ETC cards temporarily from some rental car outlets.

The table below shows approximate costs for regular vehicles between major cities . Lower rates apply to light vehicles and motorcycles, while higher rates apply to trucks and buses.

Six companies are in charge of expressway construction and maintenance:

  • East Nippon Expressway ( Hokkaido , Tohoku , Kanto )
  • Central Nippon Expressway ( Kanto , Chubu )
  • West Nippon Expressway ( Kansai , Chugoku , Shikoku , Kyushu )
  • Metropolitan Expressway (metropolitan Tokyo )
  • Hanshin Expressway ( Osaka and Kobe )
  • Honshu-Shikoku Bridge Expressway (three bridge connections between Shikoku and Honshu)

Expressway passes

There are a few passes available to foreign visitors that grant unlimited use of designated expressways within a particular coverage area and for a set number of days. The passes are acquired along with rental cars at designated car rental outlets within the pass' coverage area. The passes work through ETC cards provided to drivers, allowing for easy travel around the expressway network.

The expressway passes can be good value for those who plan to travel long distances by car within a certain area over a relatively short time period. They are seldom good value for those merely driving from one city to another. The available expressway passes are as follows:

  • Hokkaido Expressway Pass Price: from 3,700 yen (2 days) to 11,500 yen (14 days) Coverage Area: Hokkaido
  • Tohoku Expressway Pass Price: from 4,100 yen (2 days) to 12,200 yen (14 days) Coverage Area: Tohoku Region
  • Central Nippon Expressway Pass Price: from 5,100 yen (2 days) to 16,300 yen (14 days) Coverage Area: Central Japan between Tokyo and Kyoto , including Ise , Shirakawago , Toyama and Kanazawa , except some expressways around central Nagoya
  • Sanin-Setouchi-Shikoku Expressway Pass Price: from 6,100 yen (3 days) to 13,200 yen (10 days) Coverage Area: Western Honshu and Shikoku , except the bridges between Honshu and Shikoku
  • Kyushu Expressway Pass Price: from 3,600 yen (2 days) to 11,700 yen (10 days) Coverage Area: Kyushu

Expressway Passes

Some expressway operators offer flat rate passes that allow for unlimited travel on their roads for specific periods. The passes use the ETC system and are only available through designated rent-a-car providers. These passes are offered only to foreign passport holders, though as you do not need “Temporary Visitor” status, foreign residents can obtain them.

Moscow and St. Petersburg present a new tourist pass

Russia has introduced a new tourist pass called PassCity , which will be of use not only to foreign travelers who have come to Russia for a few days, but also to students from overseas and expatriates whose stay extends to a few months and more. PassCity has apps available for Android and iOS with free audio guides in English and Chinese.

PassCity has become Russia's first pass which is valid in two cities at once and covers all the major museums of Moscow and St. Petersburg. The price for a tourist pass for 3/5/7/10 days varies from $80 (1 person, 3 days - 5190 rubles ) to $230 (2 people, 10 days - 14,390 rubles ). A 90/180/360-day pass costs from $ 64 (1 person, 90 days -  3990 rubles  ) to $160  (2 people, 360 days - 9990 rubles ).  The package for several days was designed for tourists and includes an unlimited number of museum visits per day, as well as public transit. The 3/6/12-month card is meant for temporary residents of the cities and covers one museum visit a day, without access to public transit.

Apart from admission to museums, the pass gets you free coffee in the DoubleB chain of coffee shops , several trips on the airport express in Moscow, and subway rides in St. Petersburg or by taxi ordered through the Yandex.Taxi service.  

For the practical and the cautious

The Voxxter team spent more than two years developing the pass; while working on it, they established partnerships with Mastercard, Yandex.Money , Yandex.Taxi (a Russian taxi service similar to Uber ), and DoubleB , a popular chain of coffee shops in St. Petersburg and Moscow.  

PassCity is as easy to use as a regular credit card: It uses the Mastercard payment system, and the chosen package of services is activated upon purchase. You can deposit money on the card and use it to pay for other goods and services: Using an extra credit card instead of your primary card when traveling is a sensible security measure.

Cards are delivered through a system that has recently gained popularity among Internet banks. "You can order the pass online or through the app, and our courier will deliver it where and when you decide, for instance, your hotel, or the railway station where the airport express arrives. Our customers have confirmed that this is a lot more convenient than having to look for a sales office in an unknown city," explains Maksim Ivlev, Voxxter CEO.

Voxxter believes the pass could be useful for tourists who come to Russia to watch upcoming sporting events, including the 2018 FIFA World Cup.

The new Gateway Expressway set to open in Pinellas County

PINELLAS COUNTY, Fla. — For the first time, Pinellas County drivers will have new connections between U.S. 19, the Bayside Bridge and Interstate 275.

What You Need To Know

The long-awaited gateway expressway is excepted to open on friday afternoon two new elevated, four-lane toll roads will connect drivers to i-275 — one from u.s. 19 and the other from the bayside bridge the project also includes new tolled express lanes along i-275, from just south of gandy boulevard to 4th street north, one in each direction below: more about the new road names, toll pricing.

The long-awaited Gateway Expressway is excepted to open on Friday afternoon, according to the Florida Department of Transportation (FDOT).

The $600 million project is opening after more than six years of construction and several delays.

Two new elevated, four-lane toll roads will connect drivers to I-275. One will be from U.S. 19 and the other from the Bayside Bridge.

The project also includes new tolled express lanes along I-275, from south of Gandy Boulevard to 4th Street North, one in each direction.

FDOT on Wednesday said using the new lanes will be free for the first seven days after they are opened. After that, pricing will be:

The Gateway Expressway is part of several state projects to help ease traffic congestion in the area as the population grows.

What are the new roads?

State Road 690: A new elevated four-lane tolled expressway from U.S. 19 to I-275. The road is built in the median of 118th Avenue North.

State Road 690A: A new elevated four-lane tolled expressway from the Bayside Bridge to I-275. The road is built in the median of Roosevelt Boulevard between the Bayside Bridge and Ulmerton Road.

I-275 Express Lanes: I-275 has been widened to add tolled express lanes, one in each direction from south of Gandy Boulevard to 4th Street North.

Impact on St. Pete-Clearwater Airport:

As part of the project, FDOT rebuilt Roosevelt Blvd near the airport from the Bayside Bridge to Ulmerton Road as two one-way roads.

Crews also built a new airport access road that runs parallel to Roosevelt Boulevard. There's also a new traffic light at the intersection at Terminal Boulevard.

The new configuration is expected to ease traffic congestion by the airport.

Other improvements:

FDOT also repaved 118th Avenue North from U.S. 19 to 31st Court North as part of the project. Existing sections of U.S. 19 and 118th Avenue North were rebuilt, including new ramps and bridges.

KUALA LUMPUR: The police are tracking down a senior citizen who hurled profanities at a toll plaza employee at Duke expressway on Sunday (April 21).

Kuala Lumpur police chief Comm Datuk Rusdi Mohd Isa ( pic ) said the 20-year-old victim lodged a police report on the incident that occurred at 11.15pm on Sunday.

"The incident occurred when the suspect, who was driving a Honda Civic, could not pass through the toll due to the low balance in his Touch N Go account.

"The suspect then scolded the victim when she asked him to pay via debit card.

"It occurred as seen in the viral video," he told a press conference on Wednesday (April 24).

The suspect, 60, has been identified, he said.

"We will track down and arrest the suspect as soon as possible," he said.

Earlier, a video went viral on social media of a man scolding a toll plaza employee.

The man tried to pay the toll fee with cash, but it was rejected, as only debit cards and Touch N Go were accepted.

Due to his actions, the toll plaza employee has no choice but to accept the cash payment.

California Governor Newsom launches abortion travel ban ad campaign in Alabama

California Governor Gavin Newsom is taking aim at states considering abortion travel bans with the launch of a new ad campaign.

Newsom's Campaign for Democracy ad is set to air in Alabama starting Monday. The governor tweeted out the ad in a social media post Sunday morning.

The text with the video post reads, "Alabama's abortion ban has no exceptions for rape or incest. Now, Republicans are trying to criminalize young women's travel to receive abortion care. We cannot let them get away with this."

The 30-second commercial shows two nervous young women driving in a car passing a sign that reads "State Line 1 Mile." 

"We're almost there. You're gonna make it," the passenger tells the woman behind the wheel just before they hear a siren and are pulled over by a state trooper.

"Trump Republicans want to criminalize young Alabama women who travel for reproductive care," a voiceover says as the state trooper walks up to the car.

"Miss, I'm going to need you to step out of the vehicle and take a pregnancy test," the trooper says, waving a test stick in one hand. The next shot shows the driver leaning on the hood of her car as the trooper puts her in handcuffs.

"Stop them by taking action at RightToTravel.org ," the voiceover intones as the ad ends.

Alabama is currently weighing a bill that would make it a crime to help women travel outside the state in order to receive an abortion. The ad is part of a larger effort to combat travel bans across the United States. Newsom was behind a similar ad that ran in Tennessee.

The RightToTravel.org website says that those two states and Oklahoma are considering bills that ban minors from traveling out of state to get an abortion without parental consent, even if it's a case of incest or if there is abuse in the family.

It isn't the first action the governor has taken in the political battle over abortion since the U.S. Supreme Court overturned Roe v. Wade in June of 2022. Two days after the ruling, Newsom partnered with the governors of Oregon and Washington to issue a multi-state commitment promising to defend access to reproductive health care, including abortion and contraceptives.

In September of that year, he launched a billboard campaign in seven of the most restrictive anti-abortion states urging women seeking the procedure to come to California for treatment. He also signed more than a dozen new abortion laws  protecting women's reproductive rights and ordered the state to end its contract with Walgreens after the pharmacy giant  indicated it would not sell an abortion pill by mail in some conservative-led states .

Is the Trans-Siberian Railway expensive?

Before starting on your Trans-Siberian Railway adventure you naturally want to know what the entire trip will cost. Although this sounds like a simple question, it is pretty difficult to answer. The Trans-Siberian Railway price of travel depends on the following factors:

  • Which travel class do I want to use? The price for a first class ticket is about three times the price of a 3rd class ticket
  • Am I willing to buy the tickets myself and assume responsibility for the organisation of the trip?
  • How many stopovers do I want to make? The more breaks, the higher the total price.
  • What sort of accommodation do I want? Will it be a luxury hotel or will a hostel dormitory be sufficient?
  • What tours and excursions would I like to go on?
  • What is the current exchange rate for rubles?

Basically, everything from a luxury to a budget holiday is available. If you buy yourself a 3rd Class nonstop ticket at the counter, a few hundred Euros will cover the price. All you will experience is a week on the Trans-Siberian train and will see nothing of the cities on the way. There is, however, any amount of room for upward expansion. Everyone makes different choices about which aspects they are willing to spend money on. I personally prefer to save money on accommodation and railcar class, visit as many cities and do as many trips as possible. To enable better classification of your travel expenses I have contrasted two typical traveler types. In the third column you can calculate the total cost of your own journey on the Trans-Siberian Railway. Please keep in mind that these are only rough estimations and not exact prices.

The all-in costs seem fairly high at first. However, they cover everything and it is quite a long journey taking four weeks. Many people forget to consider that when looking at the list. We should also deduct the running costs for food and leisure at home. I think most visitors to this page will classify themselves somewhere between the two categories, that is around the € 2,000 – € 2,500 range. When comparing these prices with other travel packages, you get the impression that it is hardly worthwhile travelling individually on the Trans-Siberian Railway. Please keep in mind that most packages last no more than 14 days and you are herded like cattle through the most beautiful locations.

If you spend less time on the Trans-Siberian Railway you will, of course, pay less. I chose this particular travel length because I prefer not to do things by halves. If you fulfill your dream of travelling on the Trans-Siberian Railway, enjoy it and don’t rush things. But it’s up to you, of course. Try playing around with the form a bit to find the appropriate price for your trip.
