After three successful tours through this majestic nomadic country, we’re beyond thrilled to share that the dates and details for our 2024 tour of Kyrgyzstan have now been released.

Since launching our NOMADasaurus Kyrgyzstan group tours in 2018, we have been working hard to develop the absolute best adventure tour itinerary on the market for this fascinating Central Asian nation.

We have been visiting Kyrgyzstan every year since 2015, working closely with national and international tourism development organisations to help create and promote new initiatives and products for travellers.

The NOMADasaurus Tour Company is now in its fifth year of operating, and our exclusive, small-group Kyrgyzstan adventure tour hits all of the real highlights of the country, along with a few unique surprises!

Just like our personal travels, this tour of Kyrgyzstan is designed to be a fun, interesting and culturally fascinating experience, with a big focus on outdoor adventures. While  the tour is professionally backed by a local, licensed tour operator , it is structured to be more like a small group of good friends exploring a wonderful country together.

The concept of our NOMADasaurus Tours is simple – We seek out superb tourism opportunities in offbeat locations and mix our days up with exciting adventures, photography workshops and cultural interactions. We have an incredible itinerary, but just like in real travel, things can change due to unforeseen circumstances. Perhaps we’ll come across a local kok boru match, or we encounter a phenomenal sunset and we halt the tour to capture spectacular photos. Weather can also play a part in our plans. We’ll be dedicated, enthusiastic, yet also flexible.

So why should you consider travelling to Kyrgyzstan? We’ve been lucky enough to  travel to Kyrgyzstan  eight times since 2015, and it is honestly one of our favourite countries. The scenery, the people, the culture, the adventures, it’s a destination we love dearly  and want you to experience for yourself.

This brand new and personalised 14-day tour of Kyrgyzstan will start off in the surprisingly cosmopolitan ex-Soviet city of Bishkek, before heading into the Kochkor.

We’ll then drive to the high alpine lake of Song Kul, where we will have the chance to go horse trekking and hiking around the lake, and learn more about the nomadic shepherds that call this area home. To make it even better we will be staying in the best yurt camp at Song Kul! Staying in a yurt is a real Kyrgyz experience that you’re sure to love.

The next stop is Tong, on the edge of Issyk Kul. We’ve timed this trip perfectly to attend the Ethno Festival Teskei Jeek, a miniature version of the World Nomad Games, where we’ll see a fascinating array of nomadic sports, games, cultural shows and plenty more. This is an experience you’ll never forget.

Afterwards it’s onto Karakol, with a detour through the rock formations at Fairytale Canyon, the waterfall at Barskoon Valley and the Seven Bulls. In Karakol you’ll feast on delicious ethnic-minority cuisine, go kayaking on the lake and visit the famous livestock bazaar.

The next destination of Jyrgalan is sure to become one of your favourite places on the planet. We have two and half days to explore this captivating mountain village, and will be spending lots of time horse trekking and hiking in the peaks surrounding the town.

To finish off this amazing trip you will see some of the oldest petroglyphs in Central Asia at Cholpon Ata, and even get to try a bit of trout fishing.

For the entire tour you will be transported in a modern Mercedes Sprinter van, and your accommodation will be a range of 3-star hotels, family-run guesthouses and traditional yurts. Included meals will be in reputable local restaurants or home-cooked meals with families.

You will be accompanied by an experienced Western tour leader, a dear friend of NOMADasaurus, who has been living in Kyrgyzstan. His knowledge and passion for the country even surpasses our own.

In addition  there will be a certified, experienced Kyrgyz guide who is fluent in English.  This will allow you to get an in-depth insight into the local culture, and ask any of the people you meet questions without fear of having words lost in translation.

August 12th – Bishkek

Accommodation – 3 star hotel.

Upon arrival at Manas International Airport in Bishkek you will be met by us in the terminal and transferred to our comfortable, 3-star hotel in the city. As everybody will be arriving at different times, today is a day of leisure. You can choose to relax in the hotel, check out one of the many lovely cafes Bishkek has to offer or go on a self-guided walking tour. There will be our first group meeting at 6pm, followed by a delicious dinner in one of our favourite restaurants in the city.

Bishkek Kyrgyzstan Tour

August 13th – Bishkek to Kochkor

Accommodation – guesthouse.

We’ll have breakfast at our hotel before leaving early in the morning for Kochkor, a busy town on the road to Song Kul. The drive goes through some stunning scenery, including past an enormous reservoir. Once we arrive in Kochkor we will take part in a felt-making workshop to learn all about this fascinating handicraft, then have lunch. In the afternoon we will visit an underground salt mine, which is a very unique attraction in Kyrgyzstan, and a brand new tourist product for the country. Dinner will be in the guesthouse.

Kochkor Salt Mine

August 14th – Kochkor to Song Kul

Accommodation – luxury yurt camp.

After breakfast in our guesthouse, we will start driving towards Song Kul, one of the jewels of the country.

This alpine lake sits above 3000m and is surrounded by nomadic shepherds, looking after yaks, donkeys, goats and horses. We will be staying in a luxury yurt camp, the best one on the lake, and isolated from the other main yurt accommodations. Once we check in to our yurts we will go for a horse trek in the afternoon, then enjoy a sunset photoshoot. Dinner will be prepared by the family in the yurt camp.

Song Kul Yurt Sunset

August 15th – Song Kul

We’ll wake early to catch what will hopefully be a gorgeous sunrise, and then have breakfast in the dining yurt. Today is a free day for you to do as much or as little as you like. You can choose to go on a horse trek, go hiking, or simply walk by the lake (and maybe swim). In the afternoon the family will put on a boorsok show, teaching us how to make this famous, doughy snack that is a staple all around the country, and then there will be free time to relax before dinner. If the skies are clear we’ll do an astrophotography workshop to learn how to capture images of the Milky Way.

Milky Way Song Kul Lake Tour Of Kyrgyzstan

August 16th – Song Kul to Ak Sai Canyon

In the morning we’ll have breakfast with our family at Song Kul before saying goodbye and driving down to Kyrgyzstan’s other legendary lake – Issyk Kul. Here we’ll stay in another high-end yurt camp near the shores of the lake. We’ll have lunch in Kochkor on the way, and then will head to our camp via the 33 Parrots Pass. After arrival we’ll go on a short hike through the Ak Sai Canyon before enjoying dinner and a traditional folklore show back at camp.

Panorama Horse Trek

August 17th – Ethno Festival Teskei Jeek

Today is a very special day, as we have timed our itinerary to be on the South Shore of Issyk Kul during the fantastic Ethno Festival Teskei Jeek. This event highlights the best of the Kyrgyz culture, with traditional music demonstrations, yurt building workshops, eagle hunting demonstrations, nomadic sporting games and plenty more. It is like a one-day version of the  World Nomad Games , and is guaranteed to be a highlight of the entire trip.

We will be staying in the same yurt camp tonight. Breakfast, lunch and dinner will be at the yurt camp, as food at the festival can’t be quality controlled.

Salburun Federation Things To Do In Issyk Kul

August 18th – Ak Sai Canyon to Karakol

We’ll hit the road quite early and start off the day’s adventures with a visit to Skazka Canyon, also known as Fairytale Canyon. This spectacular sandstone formation is like one giant playground for adults, and we’ll spend around an hour to climb all over the gorgeous canyon and take pictures of the rainbow-like formations. Afterwards we’ll continue on our way towards the Barskoon Valley, home to a lovely waterfall, then Jeti Oguz to get a gorgeous view of the Seven Bulls rock formation. In the late afternoon we’ll arrive in the cool town of Karakol, and check in to our awesome 3 star hotel. Dinner will be in an excellent local restaurant.

Skazka Canyon Kyrgyzstan Tours

August 19th – Karakol

After breakfast we will go on a walking tour of Karakol city with a local guide and visit the famous Dungan mosque, the Russian Orthodox Cathedral and other highlights of the city. For lunch we will be experiencing a traditional cooking class with a Dungan family. The Dungans are a Chinese-Muslim ethnic minority group that fled persecution in their homeland and settled in the valleys around Karakol. After learning about their history and visiting one of their mosques you will be taught how to make ashlanfu, one of their most famous dishes. Then enjoy one of the most amazing feasts you can imagine.

The afternoon is free, then we will head off on a sunset kayaking mission on Issyk Kul. This is a brand new activity, and having the opportunity to go for a paddle around the stunning lake is definitely not to be missed. We’ll finish with dinner in a great local restaurant.

Dungan Meal Karakol

August 20th – Karakol to Jyrgalan

Accommodation – local guesthouse.

Today we’ll wake up at a reasonable time for breakfast at our hotel before driving out to Jyrgalan, our favourite place in all of Kyrgyzstan! This mountain village proved to be everyone’s favourite as well on our last three tours, and we’re sure you’ll fall in love with it. We have a couple of days jam-packed with adventure for you, and we’ll start with a hike in the afternoon before enjoying a traditional Finnish sauna and dinner with the local family.

Jyrgalan Tour Of Kyrgyzstan

August 21st – Jyrgalan

As tempting as it is to simply relax around the village of Jyrgalan, the real beauty is out in the mountains, and that’s exactly where we’re headed today. We’re going to go on a full-day horse trek to a beautiful alpine lake. Lunchboxes will be provided, and we’ll return again to the guesthouse for dinner. For those that don’t want to horse trek for an entire day, there are plenty of other options to do around the village or the mountains.

  • Optional Activities:  If you would prefer not to ride a horse in Jyrgalan you can go on a number of guided hikes depending on your ability, or relax at the beautiful guesthouse and explore the village. For those feeling real adventurous, it’s possible to book an overnight horse trek or hike, camping in the mountains.

Horse Trek Jyrgalan

August 22nd – Jyrgalan

Today we have another full-day guided hike planned, this time to a nearby mountain ridge that offers gorgeous views over the border into Kazakhstan. It’s of moderate difficulty, so decent fitness is required. Lunchboxes will be provided along the way. We’ll have dinner back at the guesthouse.

  • Optional Activities:  If you would prefer not to go on a full-day hike you can choose to relax at the guest house, or go for a half-day hike instead to a stunning valley.

Jyrgalan Hiking Kyrgyzstan Tour

August 23rd – Jyrgalan to Chon Kemin

Today we say our reluctant goodbyes to Jyrgalan and drive towards Chon Kemin, a small village close to the north shore of Issyk Kul. For lunch we will visit a golden trout mountain farm for a delicious fresh fish spread, and then continue to the ancient petroglyphs spread out over hundreds of boulders in an open sky museum. Then we’ll check out the new Rukh Ordo Cultural Centre. We’ll be staying in a lovely guesthouse in the village of Chon Kemin.

August 24th – Chon Kemin to Bishkek

Accommodation: 3 star hotel.

It’s a short 3-hour drive to Bishkek, so we will have a leisurely breakfast and then get on the road. Along the way we’ll stop off at the Burana Tower, an 11th-century minaret from the days of the Silk Road. When we arrive back in the city we’ll check in to our hotel, and the afternoon is free to relax, pack your bags or get in a last bit of souvenir shopping. Lunch is included today, and we’ll have a final group dinner in the evening.

August 25th – Depart Bishkek

The final goodbyes will be sad, but it’s onto the next adventure! We’ll transfer you to the Manas International Airport in time to catch your departing flights.

We understand that we live in difficult times and that things like travel are not as certain as they once was. That is why we have put in place a robust COVID-19 policy to ensure all guests feel comfortable in their booking.

  • If the tour is forced to be cancelled due to border closures or lockdowns in Kyrgyzstan as a result of COVID-19 prior to departure, we will refund 100% of your money including deposit.
  • If you cannot travel to Kyrgyzstan due to a border closure or lockdown in your home country as a result of COVID-19, but this is not a worldwide restriction and most countries including Kyrgyzstan remain open, we will offer you a full credit of money paid to be used on a future tour.

Yes. In order to travel to Kyrgyzstan and join this tour you will need to be fully-vaccinated against COVID-19. We understand that this can be a controversial topic, however it is part of our insurance policy. The tour leaders, tour guide, drivers and staff at the guesthouses we stay at will all be vaccinated.

As the global pandemic is an ever-evolving situation, this is a particular requirement that will be assessed closer to the date. At this stage it is not required to present a negative test result to enter Kyrgyzstan, however this may change. In the interest of all guest safety and the health of the remote communities we will be visiting, we may request that all our tour guests self-test prior to joining the group. We’re all adults and depending on health recommendations, this may or may not be mandatory.

For many nationalities a 60-day visa waiver program is granted for free when landing in Kyrgyzstan. There is no need for a letter of invitation or to visit your embassy beforehand. Double-check your status  here , or with your local embassy.

Food in Kyrgyzstan is surprisingly hearty and delicious. Noodle dishes and soups are common, as are fried samosas and vegetables. The most common meat is mutton, beef and chicken. On our Kyrgyzstan tours we eat in high quality restaurants and enjoy home-cooked meals in local guesthouses.

While most traditional meals are served with meat in Kyrgyzstan, all the places we will be eating at are used to serving tourists and can cater to vegetarians. Please keep in mind that the variety of fresh fruit and vegetables isn’t as plentiful in Central Asia as they are in other parts of the world, but the food will still be delicious.

If you are a vegan you will have a very hard time in Kyrgyzstan, as dairy products are used in the preparation of many dishes. Please seriously consider this before booking your trip.

We are very pleased to say that Kyrgyzstan is one of the safest countries in all of Asia. Crime is low, and petty crime against tourists is very rare. Unlike some of its neighbours, Kyrgyzstan is also relatively free of political and religious turmoil. There is one region of the country that has some issues, but we won’t be travelling anywhere near it. Safety is our number one priority.

The yurts we will be staying in are large, spacious, have a solid floor, and while they typically sleep 4-5 people, on our tours we’ll be doing our best to try and keep the numbers at 2 maximum to a yurt, although this is not guaranteed. We have upgraded our yurt accommodation this year to be of a higher quality, and you will be provided with proper mattresses and blankets.

We will be staying in a mixture of 3 star hotels and local, comfortable guesthouses. In most destinations, we have selected the absolute best options for accommodation in each town and village.

While in previous years we have had single supplements, for 2024 we have decided to do away with them as our new itinerary means that while there are plenty of excellent twin accommodation, single rooms aren’t as plentiful. After much consideration we believe it is best not to offer it as it will not result in excellent value for the customer. If you are a single traveller you will be paired with another person for the duration of the tour. If you would like to upgrade to single rooms in Bishkek and Karakol please let us know after booking your spot on the tour.

In all of our accommodation western-style toilets will be available, even at the yurt camps. Facilities ‘on the road’ might not be so glamorous, and if you need to use a bathroom in one of the gas stations or restaurants en route you may find they are squat toilets.

Our accommodation in Song Kul, Ak Sai and Chong Kemin can only offer clean, shared bathroom facilities. Please keep this in mind before booking our trip.

There will be wifi or phone service available in all places except for Song Kul. The speeds do vary from quite fast in Bishkek and Karakol, to very slow in smaller towns and villages. 3G and 4G is available in many places around the country.

The tour guide, leader and drivers will have access to phones in case of emergency. If you would like to purchase a local SIM card we recommend you do so on the day of arrival in Bishkek.

We have organised one modern Mercedes Sprinters with a capacity of 17 people each to transport the group around. This ensures we won’t be overcrowding the vehicle and will have room for luggage.

While temperatures around 40 degrees are possible in Bishkek, up in the mountains of Jyrgalan and Son Kul the temperature can drop to below freezing at night. Please bring adequate clothing for any conditions. We will be sending out a complete packing list to confirmed participants on this tour.

Yes. The highest altitude we will be reaching on this trip is in Song Kul, which is just over 3000m above sea level. On some of the hikes in Jyrgalan you can reach altitudes of over 3500m. If you have ever had any issues with altitude sickness before please seek medical advice before booking this tour. If you do experience any altitude sickness during the trip we will immediately take you to lower elevations.

In all of the hotels and guesthouses except for Song Kul there are electrical outlets to charge your devices. Our accommodation in Ak Sai also has limited electricity in some of the yurts and dining area. We recommend bringing a USB power bank to keep your accessories charged.

Yes! In general the people in Kyrgyzstan are very friendly and open to having their pictures taken. Usually all it takes is a smile and to ask if you can, and they’ll happily pose for you. In some places like the markets and bazaars the vendors prefer not to be photographed, so always ask before pointing a camera in their face. Our local guide can always assist when communicating with people.

A decent level of fitness is required to take part in this tour, as many of the activities involve hiking, horse trekking and spending time at altitude.

If for any reason you feel uncomfortable with some of the adventure activities you can choose not to do them, and other, lighter alternatives will be found for you.

There is a minimum age of 18 to join this tour. There is no maximum age limit to join, but please keep in mind the fitness levels as specified above.

ATMs that accept foreign debit cards like MasterCard and Visa are available in Bishkek and Karakol, so you can choose how much spending money you want once you are in the country. As a general idea though USD$200 should be plenty for snacks, alcohol and souvenirs for the 14 days.

  • A non-refundable deposit of USD$500 is required to secure your position on this tour.
  • The remainder of the cost is required by 1st of May, 2024
  • Payment can be made via bank transfer.

As places are limited  we will be sending out payment details in order of when the registration forms have been received . The earlier you complete the form, the sooner we will send you the payment information.

Once you receive the payment information  you will have 24 hours to pay the deposit before we forward details to the next person in line.  For this reason we recommend only completing the registration details once you’re ready to pay the deposit. Thanks very much for your understanding.

Cancellation Policy

If for any reason you need to cancel your position on this tour you will forfeit your deposit (unfortunately we will be using the deposit to pay for accommodation and activities as soon as it is received. We strongly recommend you purchase travel insurance with trip cancellation options.)

If you have already paid in full this is the percentage of refund available:

  • Before 28th February 2024 – 100% of total trip cost (minus deposit)
  • Between 1st March and 31st March 2024 — 70% of total trip cost (minus deposit)
  • Between 1st April and 30th April 2024 – 50% of total trip cost (minus deposit)
  • After 1st May 2024 – No refund available.

If we cancel this tour for any reason, whether it is personal or political, you will receive 100% of your money back, including deposit.

Best time to visit kyrgyzstan.

Like most of Central Asia, the best time to visit Kyrgyzstan is spring and autumn. As well as being the best weather, in spring the desert flowers bloom and in fall markets fill with fresh harvest produce. Summer can get very hot and winters are bitterly cold. Winter can also get quite wet and some roads may close due to snow.

Geography and environment

With around 90% of Kyrgyzstan above 4900 feet (1500m), your adventure is sure to reach some heady heights. The Tian Shan (Heavenly Mountains) range takes up most of the country and around every corner appears another rolling hill or majestic peak. Kyrgyzstan is also home to some of Asia’s largest lakes, the most famous being Issyk-Kul in the northwest. Kyrgyzstan shares borders with Kazakhstan , Tajikistan , Uzbekistan and China .

This reserve on the shores of one of the biggest lakes in the country is surrounded by pastures that are favored by nomadic herders. Don’t be surprised to see a fierce game of ulak tartysh (goat polo) during the summer months.

The weather conditions can be extremely varied. In the mountains you will often be travelling at heights in excess of 3000 metres, and even in the middle of summer it can turn bitter with snow falling; at the same time mercury in the thermometers of Bishkek can be nudging 40 degrees. All in all, British summertime is considered the best time to visit in terms of favourable conditions.

USEFUL INFORMATION

Health and Vaccinations  

There are no mandatory immunisations for travellers to Kyrgyzstan though you should be up-to-date with Typhoid, Tetanus, Polio and Hepatitis A. We recommend you seek advice from your local GP or travel centre as to the correct immunisations and preventative treatments. 

Currency  

In Kyrgyzstan, the official unit of currency is the Som.

Cultural Sensitivity  

On our tours you will frequently interact with local people, each with their own distinct customs and traditions. We therefore ask you to be considerate and to treat them with respect. Your tour-leaders and guides will always be able to advise you accordingly.   

The first thing to say about travelling in Central Asia is that most areas, particularly the cities and towns, have a much more laid-back approach to Islam than their neighbours to the south in Afghanistan and Pakistan. In places such as Bishkek you won’t believe the length of some women’s skirts! However, it should also be remembered that it is technically a Muslim region and therefore a little bit of caution should be applied in certain places. Shorts and T-shirts are fine for both sexes but if visiting mosques, women should cover their shoulders and wear trousers or skirts that fall below the knee, and men should not wear shorts. 

Language & Religion  

Kyrgyzstan is one of the two former Soviet Republics in Central Asia to retain Russian as an official language. In the early 90’s Kyrgyzstan became an official bilingual country adding Kyrgyz as another official language. You will also find ethnic Uzbeks and Tajiks in some parts of Kyrgyzstan due to previous Soviet policy.  

80% of the population are Islamic with just over 15% following Russian Orthodoxy.

Food and drink  

The food in Kyrgyzstan tends to be based around meat and rice, although the salads and vegetables on offer are very varied. As you travel you will have a chance to experience local specialities of the region, which often overlap with the cultures that have lived and moved around over the centuries. 

With regard to alcohol, the choice is mostly limited to vodka or beer so anyone wanting something different - Scotch or Gin for example - should buy it duty free and bring it out. However, be advised that mixers, like tonic water, are extremely difficult to find in Central Asia!

The Best of Alay Kyrgyzstan Trekking Tour is an active trekking tour in off-the-beaten-path mountainous locations. This tour is for you if:

You start with a 3-day trek to the beautiful Kum Bell Pass (3154m) and Ak Tor Pass (3557m) in the lower Alay Mountains . This trek offers an ideal altitude acclimatization and introduction to the beauty that the Alay Mountains have to offer.

Then you drive to Sary Mogul village and get ready to go on the 7-day trek in the higher Alay Mountains.

You’ll be hiking to the otherworldly Sary Mogul Pass (4306 m) with stunning views over Besh Kul (translated to “Five Lakes”), surrounded by glaciated and snow-capped peaks.

You’ll also hike to Jiptick Pass ( 4185 m ), where you see a breathtaking panoramic view over the dramatic Pamir-Alay Mountain Range, and trek across the scenic Sarybell Passes (3132m) and the magical red rock formations of the “Three Dragons Gorge” (3200m) .

The 12-day Best of Alay Kyrgyzstan Trekking Tour is not your typical (group) trek .

I arrived in Kyrgyzstan for the first time in 2017  and immediately fell in love with the beauty of this Central Asian country. I loved it so much, that I decided to travel and live here for nearly an entire year. Over the years, I returned multiple times (like you can read on  my blog ) to explore everything that the country has to offer.

In the summer of 2021,  I went on several multiple-day treks in the Alay Mountains of Kyrgyzstan  which became one of my most favorite adventures and treks in Kyrgyzstan!

The beauty of this stunning mountain region left a big impression on me! I hiked for several days in a row across majestic mountain passes that offered striking views over snow-capped mountain peaks and colorful valleys dotted with crystal-clear alpine lakes.

Every day on this trek was a new adventure. The scenery was constantly changing… when I thought I had seen the most beautiful valley, I suddenly found myself in an even more beautiful one. I just felt so energized and blessed to be able to do this unique off-the-beaten-path trek!

That’s when and why I decided to share this trekking experience with other people and organize the  12-day   Kyrgyzstan Trekking Tour in Alay Mountains with the help of my friend and local partner Aziret from Visit Alay .

  • Total trekking distance: 141 km
  • Level of difficulty & fitness: medium/hard. Some parts of this trek are physically challenging as you’ll be hiking up steep hills, across rough mountainous terrain and above altitudes of 3000 meters for several days in a row. While you won’t have to carry all of your gear, you need to have a very good level of fitness and experience in mountain trekking. I strongly recommend you do some endurance training in advance!
  • Who can join : The 12-day Best of Alay Kyrgyzstan Trekking Tour is suitable for  active, adventurous and physically fit  travelers aged 18 and above. This trip is perfect for you if:
  • you’re an active outdoorsy person and you don’t mind being disconnected from the internet for a while
  • you are physically very fit and can ascend steep hills of +1000 meters in one day, hike across rough mountainous terrain and above altitudes of 3000 meters. The maximum hiking distance in one day is 20 km. We strongly recommend you do endurance training in advance!
  • you enjoy traveling in a small group
  • you feel comfortable sharing a yurt with the group, not being able to take a hot shower for a few days (you can refresh yourself in nearby rivers and lakes) and using outdoor toilets

The average age of the travelers who’ve joined so far is between 20 and 60 years. The participants are usually solo travelers, friends, and couples. Families are also welcome provided that the children are at least 15 years old, are physically very fit and have hiking experience.

  • Day 5: Trek to Sary Mogul Pass: 12km
  • Day 6: Trek to Koshmoinok Valley: 20km
  • Day 7: Trek to Three Dragons Gorge and Kojokelen Village: 12km
  • Day 8: Trek to Jiptick Yurt Camp: 10km
  • Day 9: Trek to Jiptick Pass and Darbazatash Valley: 16km

  • Day 11: Transfer to Tulpar Kul, trek to Traveler’s Pass: 20km

Day 1: ARRIVAL IN OSH

Welcome to Osh! After we pick you up from the airport, we’ll transfer you to your hotel.

The Alay Mountains Trekking Tour officially begins at 6 pm with a welcome meeting at the hotel where you’ll be introduced to your fellow travelers and the team. After a briefing of the trek, we’ll enjoy a welcome dinner together.

Day 2: Transfer from OSH to CHYYIRCHYCK PASS, Trek to KUMBELL PASS (3154M) and SARY OI VALLEY

Trekking distance:  16 km   Trekking   time:  6 hours   Ascent:  842m   Descent:  1147m

After enjoying breakfast at the hotel, we go for a 1-hour drive from Osh to the Chyyirchyck Pass (2300m). We’ll be driving along the Pamir Highway where you’ll get to see some magnificent scenery!

The Chyyirchyck Pass is the starting point of our 3-day trek in the lower Alay mountains. The trail starts a little steep, then gradually goes up while you pass many nomadic settlements. It’s very likely you’ll meet shepherds tending to their flocks and milking mares. 

It takes around 2.5 hours to reach the Kumbell Pass at 3154 meters. The last part towards the pass is quite steep. Take small breaks on the way up and don’t forget to look back at the scenic views!

We have a lunch break at the Pass where we enjoy the views and the peacefulness of the mountains.

The 3.5 hours descent from the Kumbell Pass to Sari Oy Valley will take us through lush grasslands and fragrant juniper forests.

We arrive at Sary Oi Valley in the late afternoon where we have dinner and spend the night in one of the yurt camps of a local shepherd family.

Day 3: SARY OI VALLEY – Ak Tor Base

Trekking distance:  12 km   Trekking   time:  4-5 hours   Ascent:  856m   Descent:  227m

Today is a rather easy day of hiking. After enjoying breakfast at the yurt camp, we follow the trail over the bridge and along the Jyly-Suu river.

The trail goes through juniper forests and green valleys filled with grazing cows and horses. We’ll also come across some nomadic settlements.

We’ll arrive at the base of Ak Tor Pass in the early afternoon. On a clear day, we’ll even spot Ak Tor Peak standing high and mighty at 4000 meters.

We stay in a yurt camp at Ak Tor Base near the shores of the river and enjoy dinner under the stars.

Day 4: Ak Tor Base – Ak Tor Pass (3557m) – MURDASH VALLEY, transfer to Sary Mogul Village

Trekking distance:  12 km   Trekking   time:  6 hours   Ascent:  658m   Descent:  1183m

After breakfast at the camp, we start the day by ascending the Ak Tor Pass (2 hours).

The trail isn’t extremely steep but is challenging at parts due to a few climbs. I love the moment when we arrive at the top of Ak Tor Pass (3557m). The panoramic views over the layers of mountains and granite peaks are really spectacular!

The views remain majestic and unfold in all directions as you follow the trail along the ridge before descending the pass. The descent isn’t very steep and we hike down through the hills until we reach Murdash Valley.

We get picked up at the valley and transferred to Sary Mogul Village for a 3-hour scenic drive along the Pamir-Highway.

We arrive at Sary Mogul Village in the early evening and settle into the family-run guesthouse, where we enjoy a homemade dinner.

day 5: SARY-MOGUL VILLAGE – SARY-MOGUL PASS – CAMPSITE

Trekking distance: 12 km   Trekking   time: 7 hours   Ascent:  1054 m   Descent:  477 m

After having a hearty breakfast at the guesthouse, we get ready for the trek in the higher Alay Mountains!

We get in the car to make the 20-minute drive from Sary-Mogul village to the starting point of the trek.

The hike starts along a stream on a one-person trail all the way up to the first viewpoint (1 hour). After a break and enjoying the views of the Pamir Mountains at the viewpoint, we descend into a valley to follow the small stream all the way to a flat meadow.

We have a picnic at the riverbank with glacier views all around. After lunch, we head to Sary Mogul Pass at 4,306 meters (1 hour). As we ascend, the glaciated peaks and alpine lakes will begin to appear. We enjoy our achievement at the top of the pass with its otherworldly and stunning views.

After the steep descending, we walk down to the yurt camp at 3,750 meters, and enjoy our dinner under the stars.

Day 6: CAMPSITE – KYZYL SHORO VILLAGE – KOSHMOINOK PASS – KOSHMOINOK VALLEY

Trekking distance: 20km Trekking time: 6-7 hours Ascent: 868m Descent: 1749m

Compared to the first day, the beginning of the second day is relatively easy-going and mainly downhill.

With the decline in elevation, you’ll notice that the terrain begins to change from high alpine rocky and dry to mid-mountain green punctuated by the alpine lush of juniper bushes.

After a few kilometers, we’ll reach the farmlands of the nearby village, Little Sary-Mogul village. We pass through the village and walk for another 3,5km along the dusty road to Kyzyl Shoro village where we have lunch at a homestay and the opportunity to refresh ourselves.

In the afternoon we continue our trek. We walk towards the gorge to the east of the village. The trail becomes steep, ascends approximately 860 meters through grass meadows, and pastures until we reach the Koshmoinok Pass at 3,210 m .

Once we cross the pass, we descend into Koshmoinok Valley (1 hour) where we stay at the yurt camp of a semi-nomadic shepherd family at an altitude of 2,389 meters.

day 7: KOSHMOINOK VALLEY – SARYBELL PASS – THREE DRAGON GORGE – KOJOKELEN VILLAGE

Trekking distance: 12km Trekking time: 5-6 hours Ascent: 412m Descent: 1013m

After a homemade breakfast in the yurt camp, we start the trek by crossing over a stream and walking up to Sarybell Pass at 3,132m (1 hour). The magnificent views of the rugged Kichik Alay Mountains open up at the top of the pass.

From there, we follow the path as it winds along the edge of the hills. On your left, you’ll see the expanse of unusual red rock formations forming the “Three Dragon Gorge.”

The diversity of colors and landscapes is something travelers have called “The Best of Kyrgyzstan” where you can see the dramatic and snow-covered Pamir landscapes in the distance with various grades of high-, mid-and low alpine landscapes along the way.

The trail eventually winds its way down into a small stream through evergreen trees and continues on the edge of the valley until it reaches Kojokelen village (3 hours). We enjoy a hearty home-cooked meal and a hot shower in a guesthouse.

Day 8: KOJOKELEN VILLAGE – JIPTICK YURT CAMP

Today is a short and easy day of hiking. We walk on an unpaved road along the river through a beautiful gorge with evergreen trees to the foot of Jiptick Pass .

You can chat along the way with Kyrgyz semi-nomads who are busy with their daily activities, including shepherding their animals.

We arrive at the yurt camp around lunchtime. After our lunch, we participate in a bread-making master class of shepherds , who bake the bread in a big heated Kazan.

In the evening we enjoy a home-cooked meal and our newly baked bread in the yurt camp of a local family.

Day 9: JIPTICK YURT CAMP – JIPTICK PASS – DARBAZATASH VALLEY

Trekking distance: 16km Trekking time: 8 hours Ascent: 1150m Descent: 931m

After having breakfast at the yurt camp, we start the hike on an easy trail that goes up towards the foot of Jiptick Pass (1 hour). From there we start heading up to the pass (2 hours).

Once we reach the breath-taking Jiptick Pass at 4,185 meters , we have lunch and enjoy the stunning views of the snowcapped Pamir Mountains with Lenin Peak towering at 7,134 meters in the far distance.

After the break, we follow the steep path down to the Darbazatash Valley at 3274 meters (3 hours). We have dinner and spend the night at a yurt camp on the shore of a stream.

Day 10: DARBAZATASH VALLEY – SARY-MOGUL VILLAGE

Trekking distance: 11km Trekking time: 3 hours Ascent: 34m Descent: 286m

Today, we make an easy 3-hour walk from the Darbazatash valley to Sary-Mogul Village. While we walk on the unpaved road, we’ll enjoy the expansive view over the Alay Valley and the snowcapped Pamir-Alay mountain ranges in the distance.

When we arrive at the guesthouse in Sary-Mogul village around lunchtime, you can take a shower and have some rest. After a home-cooked lunch, we go to a souvenir shop run by a local woman cooperative where they show us a felt-making demonstration.

We return to the guesthouse for dinner and a well-deserved night of rest.

After breakfast at the guesthouse, we go on a 1-hour drive to Tulpar-Kul lake . After our arrival at a local yurt camp, we start hiking towards Lenin Peak Basecamp (1 hour).

We have a picnic at Traveller’s Pass where we enjoy the magnificent views of glaciers tumbling off the massive Lenin Peak (7,134 meters), which is the highest peak of the Pamir-Alay Mountains.

After lunch, we return to Tulpar Kul by walking the same trail back. We have dinner at the yurt camp and spend our last night in the Alay Mountains there.

What you should know before joining the Best of Alay Mountains Trekking adventure

Kyrgyzstan has a visa-free policy for citizens of 61 countries, including citizens of most EU countries, USA, Canada, New Zealand and Australia. Check here to see whether or not you need to obtain an e-visa or if you’re granted a free visa on arrival. Note: we can offer a Letter of Invitation

Osh has a small international airport that has international flights to and from Istanbul on certain days with Pegasus Airlines or to and from Dubai with FlyDubai. If the flight dates to Osh don’t work, then the best is first to fly to Bishkek – the capital of Kyrgyzstan – to the international airport called Manas. You can get there via Istanbul with either Pegasus or Turkish Airlines. Those flying from other continents (America, Australia, Asia,…), also have the option of flying via Dubai. There are daily several domestic flights between Bishkek and Osh (40 minutes flying time, one-way). We can book your domestic flight(s) between Bishkek and Osh at an additional price of €55 (no extra booking fees and price might change, depending on the current rates). You can also drive from Bishkek to Osh by shared taxi but know that this journey takes around 10 hours.

We organize lodging in guesthouses, homestays and yurt camps owned by local families. The yurts have shared spaces, accommodating 4 to 10 people (no single option possible). We’ll sometimes have to share the yurt with the whole group. There will be thick mats so although you have to sleep on the floor, you’ll be comfortable! You can bring your own sleeping bag, or you can rent one at the additional price of €60 for the duration of the tour. The rooms in the guesthouse in Sary Mogul are shared between 2 to 4 people. The rooms at the hotel in Osh are shared between 2 people. A single supplement (having a private room) in both guesthouse and hotel is possible at an additional price of €70.

You have to be comfortable with not being able to take a hot shower for multiple days in a row as there are no showers at the yurt camps. You can refresh yourself in the nearby rivers. You’ll also have to be comfortable using a squat toilet as there are no western-style toilets in most yurts camps. The toilets are outside in the form of a separate small building with a hole in the ground. There’s usually toilet paper but definitely bring a roll (or two) with you on this tour. During most days, you have to feel comfortable doing ‘your business’ in nature.

Breakfast is usually fried eggs, bread and/or porridge. Lunch and dinner usually consist of 2 courses: a hearty soup and a local dish with mutton and beef, served with noodles, potatoes or rice and a salad on the side. If you’re a vegetarian, you’ll get the same meals but without any meat. It’s difficult to cater for a vegan, a gluten-free and/or a dairy-free diet . We hope you understand.

You must bring your own reusable water bottle that you can refill with fresh water from springs and streams as there won’t be any shops in the mountains to buy bottled water. If there aren’t any water springs at the yurt camps, we’ll request boiled water to fill up your bottle(s). You should bring  a water filter   or a  steripen   as most foreigners aren’t used to the bacteria and minerals in the water which can cause stomach problems. I’m using a  Lifestraw water bottle  and that has always done the job for me!

While the temperature in Osh will be high (around 35ºC), we’re going to spend most of the time in the mountains at high altitudes where the temperatures will be a lot lower. July and August are the best months for trekking in the Alay mountains. The average temperature in the mountains is between 15 and 25 ºC during the day, nights can be cold (between 5ºC and -5ºC). Most yurt camps have stoves that will be lit at night if needed. However, the weather in the mountains can be unpredictable so you might experience rain, snow, and sun in one day. Bring warm and waterproof clothes, suitable for any weather condition. You’ll receive a detailed packing list once you’ve confirmed your booking.

Once you’ve confirmed your booking, you’ll receive a detailed packing list. You can already read the Packing List for Trekking in Kyrgyzstan to get an idea of what you’ll need You should have a comfortable trekking daypack (30L-40L) to carry your rain gear, warm sweater or jacket, sunscreen, water, and camera. Food items and other personal belongings (up to max. 10kg) will be carried either by horses or donkeys during the trekking days. A special bag designed for horses to carry the luggage will be provided. You don’t need a tent or sleeping pad as you’ll be staying in yurts but you do need a sleeping bag. You can always rent one at the additional price of €60 for the duration of the tour.

You can charge your electronic devices on day 1, 4, 7 and 10. Bring enough batteries for your camera and a USB power bank to keep your electronic accessories charged. The power  plugs  and  sockets are of type C and F (same as in Europe). The standard voltage is 220 V and the standard frequency is 50 Hz. There will be Wi-Fi during those same evenings (on day 1, 4, 7 and 10). You can buy a SIM-card (info will be provided upon booking) but know that even with a SIM-card, you’ll barely have any coverage in the mountains.

Yes, you need previous trekking experience: this isn’t the easiest multiple-day trek as you’ll be hiking on rough terrain and at a high altitude. Some days include steep ascends. You need to have a very good level of fitness and endurance to participate in this trek. Train beforehand and build up your endurance by doing cardio exercises before starting this trek.

On this trip, we’ll be reaching high altitudes with an average between 3000 and 3500 meters above sea level. You’ll get the time to acclimatize to the altitude during the first few days in the lower Alay Mountains (we’ll be sleeping at altitudes below 3000 meters). By the time we start the trek in the higher Alay, you should be acclimatized. The highest place we reach will be the Sary Mogul Pass at 4306 meters altitude. In case you’re worried about or ever had issues with altitude sickness, please ask medical advice from your doctor before booking this trip.

Deposits can be made via a standard bank transfer in EUR or via online transfer (Wise) in EUR or USD.

As soon as I receive your booking, I’ll send out the payment details. You have 48 hours to pay the deposit. If not, I have to cancel your participation and reserve the place for the next person who books.

The remaining tour costs can be paid either in cash on the first day of the tour, via credit card (an additional transaction fee of 3% will apply) or via online transfer (Wise) at the latest one week before the start of the trip.

MONEY & COSTS:

The Kyrgyz currency is called the Som (KGS). In the capital Bishkek and larger towns, there are many ATMs that you can find in shopping centers, supermarkets, or on the main streets. All of them accept Visa cards and some, like Kyrgyz Kommerts Bank, Demir Bank and Uni Credit accept other cards such as MasterCard. In the mountains and small villages, you better don't rely on ATMs. We also recommend that you bring some cash in new USD banknotes of denominations of at least 20 USD. There are many exchange offices, some working 24/7. Small and old-looking bank notes are harder to exchange. Paying directly with a credit card is still not possible everywhere. An emergency fund of around 500 USD in cash is always good to have during guided trips to Central Asia.

Kyrgyzstan is the most liberal and democratic country in the Central Asian region. The political situation in the country is calm and there is nothing to suggest that this situation might change. Guests and locals are treated with respect and the whole country can be regarded as a very safe destination for travelers. That said, you are advised to wear a money belt, watch your belongings, avoid dark streets at night, and only use official taxis. Your safety is our first priority at Kalpak Travel; we know and regularly assess all our Kyrgyz partners and we closely monitor political events.

Citizens of all Western countries do not need a visa for a stay of up to 60 days in Kyrgyzstan. To be sure whether you need a visa or not you can contact us. Any special permits that you might need for access to places that will be visited during your tour, we will provide to you free of charge. As soon as we receive your deposit payment, we will confirm your booking and send you an email with important pre-departure information. Please read it carefully as it contains important information on customs regulations for Kyrgyzstan.

BEST TIME TO GO:

The climate of Kyrgyzstan is continental and dry in the majority of the country, including the largest cities. In the Ferghana Valley in the south and in the capital Bishkek, summers are very hot with day temperatures between 30° and 40° Celsius. However, most of the country is situated more than 1500 meters above sea level, where temperatures are in the mid-20s during summer. At high altitudes of 3000 meters or more it may even snow overnight during the summer, so make sure you bring some warm clothes. The best season to visit for activity or jeep tours would be in summer and winter for skiing tours. Please note, the weather in some mountain areas may change quickly.

Do not drink water, unless it is bottled, filtered, or boiled. Do not use tap water for brushing your teeth or making ice either. Do not eat ice cream. Only eat well-cooked meat and fish, preferably served hot. Vegetables should be cooked and fruit peeled. If you follow these basic rules, you are likely to avoid any health issues like traveler’s diarrhea. Diphtheria, Hepatitis A, and Tetanus are recommended vaccinations for Kyrgyzstan. Ensure you are fully insured for medical emergencies including repatriation. Medical services in Kyrgyzstan are basic at best.

How does communication work during my travel to Kyrgyzstan?

WIFI Most of the hotels and hostels in cities provide free Wi-Fi access. In rural areas, homestays and yurt stays generally have no internet access.

Local Sim card

You can buy a local sim card and use it on your phone if it is unlocked. Upon request, our guide may present you a sim card.

In the case of emergency your friends/family can call us and we will pass their message to you. Please take note of the 24/7 emergency number indicated in your travel documents.

What language do people speak in Kyrgyzstan?

Kyrgyz and Russian are the official languages of the Kyrgyz Republic. Russian is spoken more in larger cities and Kyrgyz everywhere. The alphabet for both languages is Cyrillic. Kyrgyz language is similar to Kazakh, Uzbek and Turkmen and part of the Turkic family of languages. All our guides speak English, but overall in Kyrgyzstan very few people understand or speak English.

Is it easy to get in contact with locals in Kyrgyzstan?

Local population is friendly and hospitable, but not very sociable. You will be staying at guesthouses and yurts that belong to local families. You can bring a postcard with you and show where you come from and try to make simple conversations. If you are interested in getting in touch with locals we recommend you to familiarize yourself with social dos and do nots as explained in our blog article . Our guides are trained to be cultural mediators and will be happy to facilitate conversations with your hosts and translate for you.

What is the religion in Kyrgyzstan?

Kyrgyzstan is a secular state and population is predominantly Muslim. Religion is, however, not widely practiced and quite moderate. There are still influences from Zoroastrianism and people are quite superstitious. The ethnic Russians living in Kyrgyzstan are orthodox Christians.

How do I need to dress in Kyrgyzstan?

People in Kyrgyzstan do not dress more conservative than in Europe. If you visit Kyrgyzstan in Summer, feel free to wear same clothes that you would wear back home. It’s that simple.  Only exception to this rule concerns visits of religious buildings like Mosques or Churches. When visiting these places, you will need to wear long pants and women need to cover their shoulders and head with a veil.

Is it safe to drink tap water?

No, it is not and we recommend you to drink bottled water, use filter or boil it. Moreover, please do not use tap water for brushing teeth and order your drinks without ice.

Is there vegetarian food in Kyrgyzstan?

Central Asia is generally not an ideal place for vegetarians, however you can order side dish such as plain rice, mashed potatoes and in some places, even grilled vegetables. Most of the national dishes in cafes are made with meat, predominantly mutton. In guesthouses and yurt stays you need to talk to the guide so he can arrange something. Is there good coffee in Kyrgyzstan?

Bishkek has nice coffee places that look Starbucks alike, you can use there wifi for free and get some snacks.  Outside the capital the best coffee you can get is an instant coffee, if you are coffee-lover we recommend taking little Italian coffee machine, coffee you can bring with you or buy in Bishkek.

How much to tip in Kyrgyzstan?

In cafes, service of 10-15% is usually included on the bill, however this does not go directly to the waiter, he gets only salary. Usually the amount is rounded up and If you are very content with the service you can leave some tip. Guides and guesthouses do not expect tips from you, if you are happy with their services provided they will certainly appreciate a little tip.

What are toilets like in Kyrgyzstan?

Most of the hotels and hostels are clean and have western standard toilets with shower. Guesthouses differ in quality of facilities and services offered from place to place, but usually have shared shower and usually a western toilet. Yurt stays are naturally located in summer pastures and do not have shower and western style toilet. Toilets there are little self-made cabins with a hole on the ground. It is always handy to have roll of a toilet paper, hand sanitizer and a torch in rural areas.

Will I be able to do my laundry in Kyrgyzstan?

The most expensive services for laundry is in hotels, since they charge 1-3$ per laundry item. Hostel laundries are cheap and charge per machine load. In guesthouses, it is not always available and should be discussed there. In yurt stays or during camping we recommend you to use bio-degradable wash.

What happens in emergency situations during my trip?

Your safety is the first priority for Kalpak Travel, in organizing our tours we discuss every detail to make sure that your tour runs smoothly and you will have a wonderful experience with us. In case of serious illness, we will help you to get proper medical assistance, do everything possible to get you to your homeland and inform your family. How are the general road conditions and transport in Kyrgyzstan?

Main intercity roads have been recently repaired, newly paved and well maintained. However, the roads in suburbs and in villages can be in poor condition or not paved at all. Kyrgyzstan is mountainous land with high passes and many passes have rugged roads. Not all roads have guard rails and proper signs. Our drivers are experienced and professional drivers who can drive you safely in Kyrgyzstan. All our vehicles are well maintained and checked before each departure.

He kept his beautiful and comfortable vehicle very clean, stopped frequently so that we could view the beautiful sights, and didn’t hesitate to talk with us about life in his beloved country. A tiny criticism is that the dark tinted film on the passengers’ back seat windows made it difficult to fully enjoy the scenery. Protest alleging the agency’s evaluation of the protester’s quotation was unreasonable and disparate is denied where the record demonstrates the agency’s evaluation was consistent with the terms of the solicitation, and differences in evaluation ratings resulted from differences in the protester’s and awardee’s quotations.

The Alamo Travel Group, LP, a women-owned small business of San Antonio, Texas, protests the issuance of an order to Cruise Ventures, Inc., a small business of Virginia Beach, Virginia, under request for quotations (RFQ) No. 1632531, issued by the Department of Defense, Defense Human Resource Activity (DHRA) for servicemember travel management company services. The protester contends that the agency’s evaluation of its quotation was unreasonable and that the agency engaged in disparate treatment of quotations.

We deny the protest.

On July 3, 2023, DHRA issued [1] the RFQ under FAR subpart 8.4 to holders of GSA federal supply schedule (FSS) contracts with special item number 561510, travel agent services, seeking quotations from vendors to provide travel management company services. Contracting Officer’s Statement (COS) at 4; Agency Report (AR), Tab 1D, RFQ at 3. [2] The RFQ contemplated the issuance of a fixed-price order with a 1-year base period, up to four 1-year options, and an additional 6-month option to extend services. COS at 4.

The RFQ was exclusively set aside for small business concerns and announced a two‑phase procurement approach. RFQ at 79. Under phase one, vendors were required to submit a passenger name record validation configuration worksheet, which DHRA would evaluate on a pass/fail basis. Id . Under phase two, vendors were required to submit quotations that the agency would evaluate, and subsequently issue an order to the responsible vendor whose quotation conformed to the RFQ and would be most advantageous to the government, considering price and the two non-price factors of technical capability and past performance. Id . at 3, 85.

Of the two non-price factors, technical capability was more important than past performance, and when combined, the non‑price factors were significantly more important than price. Id . at 85. The solicitation advised that quotations would receive an adjectival rating under the technical capability factor. Id . at 87. As relevant here, a quotation would receive a rating of marginal where it “has not demonstrated an adequate approach or understanding of the requirements, and/or risk of unsuccessful performance is high.” Id . The RFQ explained that any quotation receiving a rating of marginal or unacceptable under the technical capability factor would be “deemed to have a risk that is so high that award cannot be made against the quot[ation] and the quot[ation] [would] not be further evaluated.” Id . at 86, 87.

After selecting vendors to advance to phase two of the competition, including Alamo and Cruise Ventures, DHRA received quotations from three vendors by the November 17 deadline for receipt of quotations. [3] COS at 5, 6, 8. The agency’s technical evaluation board assigned Alamo’s quotation a rating of marginal under the technical capability factor, and Alamo’s quotation was not further evaluated under the past performance or price factors. Id . at 8‑9; AR, Tab 4, Alamo Brief Explanation at 5. The agency ultimately selected Cruise Ventures for award on December 21, and this protest followed.

Alamo argues that DHRA’s evaluation of its quotation was unreasonable in multiple respects. The protester asserts that the agency’s “failure to consider and evaluate Alamo’s past performance is arbitrary and contrary to law.” Protest at 2. The protester also contends that the agency’s assessment of a rating of marginal to Alamo’s quotation under the technical capability factor “is unreasonable and also arbitrary.” Id . DHRA argues that the protest is untimely, and alternatively contends that its evaluation of Alamo’s quotation was reasonable and consistent with the terms of the solicitation. Memorandum of Law (MOL) at 3-5. As discussed below, we dismiss in part, and deny in part the protest.

Timeliness of the Protest

Prior to filing its agency report, DHRA filed a request to dismiss the protest in its entirety, arguing that Alamo’s protest ground that the agency unreasonably failed to evaluate past performance represents an untimely challenge to the terms of the solicitation. Req. for Dismissal at 1-4. In this regard, the agency contends that because the RFQ informed vendors that any quotation that received a rating of marginal or worse under the technical capability factor would not be further evaluated, the protester’s argument that the agency unreasonably failed to evaluate Alamo’s past performance amounts to an untimely challenge to the terms of the solicitation and should therefore be dismissed. Id . at 2.

Furthermore, DHRA argues that the entire protest is untimely because it issued the order to Cruise Ventures on December 21 and vendors received notification of the issuance on the same day through GSA’s e-Buy portal. [4] Id . at 3; MOL at 4. The agency contends that although it provided the protester with a brief explanation of its decision to issue the order to Cruise Ventures on January 4, because this was a procurement conducted under FAR subpart 8.4, no debriefing was required--therefore, the protest filed with our Office on January 11 was untimely because it was filed more than 10 days after the order was issued and notifications were sent to vendors. Req. for Dismissal at 3-4.

In response, Alamo argues that “the solicitation was explicit that past performance would be evaluated” and further maintains that evaluation of past performance was “required as a matter of law.” Resp. to Req. for Dismissal at 3. In this regard, the protester maintains that “there must always be an evaluation of past performance” because “such evaluation could overcome other evaluation factors.” Protest at 4. In other words, the protester asserts that the agency had to evaluate past performance no matter the result of the evaluation of other factors.

The protester also contends that its protest was timely filed because it “never received any notice from DHRA that the award has been issued” on December 21. Id . at 1. The protester maintains that it was only after an Alamo manager searched the internet for information about another solicitation that it became aware of DHRA’s issuance of the order in the current procurement, and that it then requested a “debriefing” on January 3, which was provided on January 4. Id . at 1-2. Because the protest was filed with our Office on January 11, within 10 days of the protester’s receipt of the agency’s explanation of its order decision, the protester argues its protest was timely filed.

Our Bid Protest Regulations contain strict rules for the timely submission of protests. 4 C.F.R. § 21.2. These rules reflect the dual requirements of giving parties a fair opportunity to present their cases and resolving protests expeditiously without unduly disrupting or delaying the procurement process. Verizon Wireless , B-406854, B‑406854.2, Sept. 17, 2012, 2012 CPD ¶ 260 at 4. Protests challenging alleged solicitation improprieties must be filed before proposals or quotations are due in order to be considered timely. 4 C.F.R. § 21.2(a)(1). Similarly, challenges which go to the heart of the underlying ground rules by which a competition is conducted should be resolved as early as practicable during the solicitation process, but certainly in advance of an award decision if possible, not afterwards. Adams & Assocs., Inc. , B‑417120, B‑417125, Jan. 16, 2019, 2019 CPD ¶ 21 at 3.

As stated above, under the technical capability factor, the RFQ expressly stated that “[a]ny quot[ation] receiving an overall rating of ‘[m]arginal’ or ‘[u]nacceptable’ will be deemed to have a risk that is so high that award cannot be made against the quote and the quote will not be further evaluated.” RFQ at 86. DHRA’s technical evaluators assigned Alamo’s quotation a rating of marginal under the technical capability factor and did not further evaluate Alamo’s past performance or price; this information was subsequently conveyed by the agency to the protester on January 4. AR, Tab 19, Technical Evaluation Report at 4-5; AR, Tab 4, Alamo Brief Explanation at 5. The agency’s decision not to evaluate the protester’s past performance or price was thus consistent with the express terms of the solicitation, where the agency assigned a rating of marginal to the protester’s quotation under the technical capability factor.

We therefore find Alamo’s argument that DHRA should have evaluated the past performance information submitted by all vendors, regardless of the ratings assigned under the technical capability factor, goes directly to the ground rules of the procurement as established by the RFQ and amounts to an untimely challenge to the terms of the solicitation. This protest ground is accordingly dismissed. [5]

However, on this record, we find that Alamo’s challenge to DHRA’s evaluation of its quotation under the technical capability factor was timely filed. While the agency argues that all unsuccessful vendors were notified via the GSA e-Buy portal of the agency’s order decision, the record does not demonstrate that such notice was provided or received by the protester. In this regard, the agency produced only screenshots of a GSA e-Buy webpage that indicated vendors were notified of the agency’s decision on December 21. AR, Tab 2, GSA Webpage Notice of Award at 2; AR, Tab 14, GSA Webpage Alamo Travel at 1. Notably, the agency did not produce any actual notification letters that were provided to unsuccessful vendors, nor did it indicate what information the notification letters conveyed to the unsuccessful vendors. [6]

Alamo’s protest was specifically based on DHRA’s evaluation of its quotation under the technical capability factor, details of which the protester first learned on January 4, when the agency provided a brief explanation of its order decision. On this record, we cannot conclude that the protester knew or should have known its bases of protest on December 21, as alleged by the agency, and instead find the protester first learned its bases of protest on January 4, when the agency provided a brief explanation of its order decision. See Castro & Co., LLC , supra at 5-6 (finding protest of an FSS procurement filed more than 10 days after the award decision was made to be timely, where the protester first learned of the information giving rise to the protest through a brief explanation letter and filed its protest within 10 days of receipt of the letter). Accordingly, we conclude the remaining protest ground was timely filed. See 4 C.F.R. § 21.2(a)(2).

Evaluation of Technical Capability

Alamo argues that DHRA’s assessment of a rating of marginal to its quotation under the technical capability factor was arbitrary and unreasonable. In this regard, the protester contends that the agency “wrongfully determined” that the protester’s quotation contained a significant weakness and presented “too great a risk” because of its proposed staffing approach, which included a statement that the protester was actively recruiting during its performance of the prior contract to fill one of the on-site positions required by the solicitation. Comments at 1. The protester maintains that, as the incumbent contractor, its level of service has not been affected despite not having an on-site agent in Louisiana and that it was confident it could fill all positions that required on-site agents if it was issued the order in this procurement. AR, Tab 7, Alamo Quotation Vol. II at 33; Alamo Resp. to Addl. Briefing Req. at 2.

Further, Alamo argues that DHRA’s evaluation of quotations constituted disparate treatment. Specifically, the protester maintains that its quotation “unequivocally stated” that it would meet all staffing requirements of the solicitation, and that its quotation was “indistinguishable” from Cruise Ventures’s quotation. Alamo Resp. to Addl. Briefing Req. at 1. In this regard, based on outreach by Cruise Ventures to Alamo’s employees after award, the protester alleges that Cruise Ventures also was actively recruiting personnel to perform under the contract, which demonstrates the agency treated the vendors unequally where it downgraded the protester’s quotation for proposing to similarly recruit personnel. Comments at 3.

DHRA argues that its evaluation of Alamo’s quotation under the technical capability factor was reasonable and consistent with the terms of the solicitation. Agency Resp. to Addl. Briefing Req. at 6. The agency contends that it reasonably concluded that the protester’s “equivocations on its ability to fill the position [required by the solicitation]” created an increased risk for the government. Id . at 5. Further, the agency argues that its evaluation of quotations did not amount to disparate treatment, because Cruise Ventures’s quotation demonstrated a commitment to meet and exceed on-site staffing requirements, where Alamo’s quotation hedged on its ability to do the same; thus, according to the agency, the differences in the ratings assigned stemmed from differences between the vendors’ quotations. Id . at 8.

Where, as here, an agency issues a solicitation to FSS contract holders under FAR subpart 8.4 procedures and conducts a competition, we will review the record to ensure that the agency’s evaluation was reasonable and consistent with the terms of the solicitation. EA Eng’g, Sci., and Tech., Inc. , B‑417361, B‑417361.2, June 13, 2019, 2019 CPD ¶ 218 at 3. A protester’s disagreement with the agency’s evaluation judgments, without more, does not establish that the evaluation was unreasonable. Id .

Further, in conducting procurements, agencies generally may not engage in conduct that amounts to unfair or disparate treatment of competing vendors. Arc Aspicio, LLC et al ., B-412612 et al. , Apr. 11, 2016, 2016 CPD ¶ 117 at 13. Where a protester alleges unequal treatment in a technical evaluation, it must show that the differences in ratings did not stem from differences between the vendors’ quotations. Camber Corp. , B‑413505, Nov. 10, 2016, 2016 CPD ¶ 350 at 8.

The technical capability factor of the RFQ contained two elements, technical approach and corporate experience, and staffing plan. RFQ at 82-83. As relevant here, under the staffing plan element, the RFQ advised that the vendors’ quotations “shall include a description of the proposed personnel resources for this RFQ effort, which addresses their capabilities.” Id . at 83. The RFQ required vendors to include in their quotations a personnel workforce plan that, among other things, addressed “[t]he number of agents dedicated to providing travel services at on-site locations listed [in the performance work statement (PWS)].” Id . Section 11 of the PWS required on-site travel agent staffing at two locations, Marine Corps Air Station Yuma, Arizona, and Marine Corps Forces Reserve New Orleans, Louisiana. Id . at 71.

The RFQ advised that DHRA would evaluate quotations under the technical capability factor “to assess the vendor’s proposed technical capability, approach, and corporate experience, as detailed in its quot[ation] to satisfy the [g]overnment’s requirements.” Id . at 85. The solicitation further provided that an integrated assessment of all factor elements, including risk, would be made to arrive at an adjectival rating. Id . at 85-86. The RFQ explained that risk “assesses the degree to which the vendor’s proposed technical approach for the requirements of the RFQ may cause disruption of schedule, increased costs, degradation of performance, the need for increased [g]overnment oversight, or the likelihood of unsuccessful contract performance.” Id . at 86. Finally, the RFQ advised that vendors’ staffing plans should “clearly demonstrate” the ability to provide highly qualified, fully trained personnel, “clearly address” the approach for providing services to satisfy urgent, emergency, and short notice requirements, and further address staffing requirements. Id . at 86-87.

DHRA assigned Alamo’s quotation a rating of marginal under the technical capability factor. AR, Tab 19, Technical Evaluation Report at 4. The protester’s quotation received four strengths, five weaknesses, and one significant weakness. Id . at 5. In assigning the significant weakness the agency explained that the PWS required vendors to maintain an on-site staffing presence at Marine Corps locations in Arizona and Louisiana, which was mandatory and essential to meeting mission requirements in those locations. Id . at 8. The agency recognized that the protester’s quotation included a chart that designated Alamo would provide one full-time agent on‑site in Louisiana. Id. ; see also AR, Tab 7, Alamo Quotation Vol. II at 37. However, the agency noted that the quotation also stated in several places that the protester is “currently and continuing to recruit for an on-site agent for [Louisiana]” as part of its performance of the incumbent contract, and that Alamo will “continue recruiting for [Louisiana] on-site agent.” AR, Tab 19, Technical Evaluation Report at 8; see also AR, Tab 7, Alamo Quotation Vol. II at 33, 38, and 55. The agency found that the protester’s statements regarding the on‑site staffing requirement did not “give the [g]overnment confidence that the [vendor] will meet the requirement for full time/onsite support” in Louisiana. AR, Tab 19, Technical Evaluation Report at 8. The agency therefore concluded that it was unclear whether the protester understood the PWS requirement, and thus represented a risk to the agency with the potential to negatively impact Marine Corps travel services for the Louisiana location. Id .

In contrast, DHRA assigned Cruise Ventures’s quotation a rating of outstanding under the technical capability factor. AR, Tab 19, Technical Evaluation Report at 2. The awardee’s quotation received eight strengths, and no weaknesses or significant weaknesses. Id . The awardee’s quotation contained multiple representations that it would meet the on-site staffing requirements of the solicitation; for example, the awardee states that it “understands and agrees to provide fully trained government agents for both of the staffed offices listed [in the PWS], 24/7/365” and that it “will provide staffing for on-site locations.” AR, Tab 18, Cruise Ventures Quotation at 5, 9. The awardee further provided a rationale for its proposed staffing approach, noting that its staffing plan was based on historical data, its understanding of the agency’s “24/7/365” requirements, its recognition that on-site staff are dedicated to their assigned base, and its ability to provide backup on-site coverage in the event of an absence. Id . at 10. The awardee also described its approach to increase staffing by [DELETED] percent during the start-up time period, in recognition of the surge in customer requests generally associated with this time period. Id .

Critically, the awardee did not make representations in its quotation indicating the possibility of any of the on-site staffing requirements not being met by the time contract performance was set to begin, or otherwise explain a need to recruit for any of the required positions. See generally id . DHRA specifically noted a strength in the awardee’s quotation under the staffing plan element of the technical capability factor relating to the awardee’s proposed capability to meet increased demand during the transition and start‑up period. AR, Tab 19, Technical Evaluation Report at 4.

On this record, we find that DHRA reasonably assessed a significant weakness to the protester’s quotation under the staffing plan element of the technical capability factor. Though the protester’s quotation indicated in some places that it intended to meet the on‑site staffing position in Louisiana, the quotation also indicated in multiple other places that Alamo had been unsuccessful in recruiting personnel for that position for over 8 months. See, e.g. , AR, Tab 7, Alamo Quotation Vol. II at 33 (“we have been actively recruiting an on-site agent [for Louisiana] for the last 8 months . . .). We find no basis to question the agency’s conclusion that the protester’s quotation presented risk to the agency in this regard, where the protester’s own quotation contained conflicting information about its ability to meet the requirements of the PWS. Regardless of the protester’s assertion that its service as the incumbent contractor has not been affected due to the lack of an on-site agent in Louisiana, the agency reasonably concluded that the protester’s quotation presented some risk in meeting the solicitation requirement for on-site staffing.

Further, we find DHRA’s evaluation of Cruise Ventures’s quotation did not constitute disparate treatment. Here, the record shows that the different ratings assigned to Alamo’s and Cruise Ventures’s quotations under the technical capability factor was a result of differences in the vendors’ quotations. Though the protester argues that post‑award outreach suggested the awardee was actively recruiting travel agents to perform under the contract, the awardee’s quotation unequivocally stated that it would meet all the on-site staffing requirements. In contrast, the protester expressly stated in its quotation that it had been recruiting to fill the on-site agent position in Louisiana for 8 months, casting at least some doubt, in the agency’s eyes, about its ability to meet the requirements of the solicitation. [7] Accordingly, we find it was reasonable of the agency not to assess a significant weakness to Cruise Ventures’s quotation on this basis.

The protest is denied.

[1] The RFQ was issued using the General Services Administration (GSA)’s e-Buy system. The system allows ordering activities to post requirements, obtain quotes, and issue orders electronically. Federal Acquisition Regulation (FAR) 8.402(d).

[2] The RFQ was amended a total of 4 times, with amendment 0003 resulting in the RFQ number changing from RFQ No. 1632531 to RFQ No. 1665305. Id . All references to the RFQ in this decision refer to the fourth amendment to the RFQ, unless otherwise noted. All page number citations in this decision refer to the Adobe PDF page numbers of the documents provided by the parties, unless otherwise noted.

[3] Alamo is the incumbent contractor providing the agency with similar travel management services to those being procured here. Protest at 2.

[4] The contracting officer asserts that “DHRA records support that the protester was notified [of the agency’s order decision] via the GSA e-Buy [portal] on 21 December 2023.” COS at 11.

[5] The protester’s collateral arguments that the agency was required to evaluate past performance as a matter of law and that the procurement was actually a FAR part 15 procurement are dismissed for similar reasons. The solicitation plainly stated that the acquisition would “utilize[] the procedures under [FAR] [subp]art 8.4 that outlines the ordering procedures for Federal Supply Schedules” and that the agency was “not using [FAR] [p]art 15 procedures.” RFQ at 3, 85. Any challenge to the agency’s acquisition strategy, including its decision to issue the order against previously established FSS contracts pursuant to FAR subpart 8.4, or the announced evaluation methods that the agency intended to utilize, should have been filed with our Office prior to the due date for receipt of quotations in order to be considered timely. 4 C.F.R. § 21.2(a)(1).

[6] The contracting officer explains that “the [GSA e-Buy] system automatically sends the vendor an email message notifying them of the ‘No Award’ decision.” COS at 9. However, on this record, it is unclear whether the protester ever received this notification. Furthermore, a general notification regarding the agency’s selection of a particular awardee, without more, would not put the protester on notice of concerns with the agency’s evaluation of quotations. See Castro & Co., LLC , B‑412398, Jan. 29, 2016, 2016 CPD ¶ 52 at 6 n.6.

[7] While both the protester’s and awardee’s quotations essentially stated only that each vendor would comply with the staffing requirements and committed to providing the requisite on-site staffing agents, without any further explanation, the key difference here is that the protester’s quotation also stated that the protester had been unsuccessfully recruiting for one of the required on-site agent positions for the past 8 months yet offered no explanation of how it would resolve this recruiting challenge to meet the government’s staffing requirements. The record reflects that this difference is the primary reason for the difference in ratings.

“This indictment essentially concerns facts relating to personal companies wholly owned by Arnaud Lagardère and not involving any Lagardère group companies,” the company said in a statement on Tuesday.

News of the forced resignation followed reports on Monday that Lagardère had been questioned by a Paris judge in relation to accusations of embezzlement.

The Lagardère Group, which was founded by Lagardère’s father Jean-Luc Lagardère in 1992, is home to publishing giant Lagardère Publishing and Lagardère Travel Retail. Its assets also include Paris Match and Le Journal du Dimanche and top radio stations Europe 1.

Vivendi took full control of the Lagardère Group in November 2023 following approval from European Commission, under its EU merger legislation,in return for selling publishing assets Editis and Gala magazine, which was part of its Prisma Media subsidiary.

Lagardère was retained as CEO of the group.

2024 CJ Cup Byron Nelson odds, field: Surprising PGA picks, predictions by model that's nailed 11 majors

The 2024 CJ Cup Byron Nelson is set to get underway on Thursday, May 2, and several players will enter this week's event confident they can secure the victory. Jason Day is the defending champion and he's coming off a T-18 finish at the RBC Heritage. With another win at TPC Craig Ranch this week, he'll join K.H. Lee (2021-22) as the only golfer to win this event in back-to-back years. Meanwhile, Jordan Spieth, a 13-time PGA Tour champion, can add to his impressive resume with a victory at the CJ Cup Byron Nelson 2024. 

Spieth is going off as the 12-1 favorite according to the latest 2024 CJ Cup Byron Nelson odds. He's followed by Day (18-1) and Si Woo Kim (22-1) on the PGA odds board. SportsLine's proprietary model, built by DFS pro Mike McClure, has been red-hot since the PGA Tour resumed in June of 2020. In fact, the model is up more than $9,000 on its best bets since the restart, nailing tournament after tournament.

McClure's model correctly predicted Scottie Scheffler would finish on top of the leaderboard at the 2024 Masters, the Arnold Palmer Invitational, the Players Championship, and the RBC Heritage this season. McClure also included Hideki Matsuyama in his best bets to win the 2024 Genesis Invitational. That bet hit at +9000, and for the entire tournament, McClure's best bets returned nearly $1,000.

The model also predicted Jon Rahm would be victorious at the 2023 Sentry Tournament of Champions and The American Express. At the 2023 Masters, the model was all over Rahm's second career major victory heading into the weekend. Rahm was two strokes off the lead heading into the third round, but the model still projected him as the winner. It was the second straight Masters win for the model, which also nailed Scheffler winning in 2022.

In addition, McClure's best bets included Nick Taylor (70-1) winning the 2023 RBC Canadian Open, Jason Day (17-1) winning outright at the 2023 AT&T Byron Nelson, and Rickie Fowler (14-1) finishing on top of the leaderboard at the 2023 Rocket Mortgage Classic.

This same model has also nailed a whopping 11 majors entering the weekend and hit the Masters three straight years. Anyone who has followed it has seen massive returns.

Top 2024 CJ Cup Byron Nelson predictions 

One major surprise the model is calling for at the CJ Cup Byron Nelson 2024: Day, the defending champion and one of the top favorites, stumbles and barely cracks the top five. Day got off to a hot start this season when he posted three top-10 finishes in his first five tournaments, but he has struggled since then. He has finished outside the top 15 in his last five events, including a missed cut at the Texas Children's Houston Open at the end of March. 

Day ranks 183rd on the PGA Tour in approach shots from more than 200 yards, which will be a shot that he has to take throughout this tournament. He is also ranked 133rd in green in regulation percentage (63.62%) and 152nd in strokes gained: approach to green (-0.380). Day is not in strong form right now, so the model is looking elsewhere with its pick to win this tournament. 

Another surprise: Tom Hoge, a 28-1 longshot, makes a strong run at the title. He has a much better chance to win it all than his odds imply, so he's a target for anyone looking for a huge payday.

In order to score well at TPC Craig Ranch, players will need to be extremely accurate with their irons and few do it better than Hoge. In fact, the 34-year-old enters this week's event ranked second in strokes gained: approach to green (1.035). He also ranks sixth in scoring average (69.13), ninth in birdie average (4.58) and 10th in putting average (1.709). Those impressive statistics make Hoge a longshot worth backing this week at the 2024 CJ Cup Byron Nelson.  See who else to pick here .

Round 4 action from the Zurich Classic of New Orleans gets underway Sunday from TPC Louisiana. The Zurich Classic of is the lone two-man team event on the PGA TOUR schedule and boasts plenty of the game’s best, with five of the top 15 players in the Official World Golf Ranking heading to Avondale, Louisiana.

Team Zac Blair/Patrick Fishburn lead by one after a 12-under 60 in Saturday Four-ball. Luke List/Henrik Norlander sit one off the pace while the Irish duo of Rory McIlroy/Shane Lowry remain at 21-under, two back of the leaders.
