Hawaii's Entry Requirements Just Changed. Here's What You Need to Know

Planning your next Hawaiian getaway just got a little bit easier

If you're planning on traveling to Hawaii soon, your pre-departure checklist just got a bit shorter. 

Early last week, the state modified several of the requirements listed in its Safe Travels program —it's no longer requiring travelers to fill out a health questionnaire before departure, and quarantine time for unvaccinated domestic U.S. travelers has been cut to just five days.  

The program was implemented to help limit the spread of COVID-19 from travelers coming into the state via plane or ship. Initially, passengers were required to complete an online health questionnaire which was to be completed 24 hours before their departure. The program originally called for a mandatory 10-day quarantine for all unvaccinated travelers.

However, with new guidelines from the Centers for Disease Control and Prevention coming out, Hawaii is adapting its Safe Travels program accordingly. As of now, passengers will receive a QR code once they finish filling out their trip information through the Safe Travels platform. They will receive that same information again the day before their scheduled departure, making processing time at the airport quicker. Unvaccinated travelers are now only required to quarantine for five days. However, bypassing the mandatory quarantine is as simple as getting yourself a negative COVID test 72 hours before departure. The other guidelines in the program, including temperature screenings upon arrival to all Hawaii airports and vaccination cards required in the program, will remain the same.

At the same time, with news of entry requirements easing, travelers interested in taking a cruise to the island can start to get excited too. Starting Jan. 15, 2022, Hawaii's ports will once again begin accepting cruise ships and passengers onto the islands. This port agreement between Carnival Cruise Line, Norwegian Cruise Lines, and The Hawaii Department of Transportation (HDOT) Harbors Division comes, of course, with a slew of safety protocols.

Each cruise ship must have on-site COVID-19 testing and a dedicated medical staff that, in the possibility of an outbreak, will be well equipped enough to limit the spread and possibly evacuate any passengers or crew who require care. All cruise ship passengers are also required to upload their proof of vaccination or negative COVID test into the Safe Travels platform.

Accepting cruise ships back to the island was an effort of many. "Developing these agreements with the goal of reducing potential negative impacts of cruise travel on our local health resources couldn't have happened without invaluable guidance from the Governor's Office, CDC, the Hawaii Department of Health, the Hawaii Department of Defense, the Office of Enterprise Technology Services, and county agencies," said Hawaii's Department of Transportation director Jade Butay. "We appreciate everyone, including the cruise line representatives, coming together to finalize the required agreements to fulfill the CDC Conditional Sailing Order ."

Regardless of the many precautions taken, there is still a risk of infection, as Hawaii and the rest of the continental U.S. continue to see an uptick in cases. The state of Hawaii's COVID-19 portal warns, "It is important that travelers consider the duration and considerable expense of possible quarantine before embarking." According to the Hawaii Department of Health , there has been a 136 percent increase in cases in the state in the past few weeks.

Remainder of West Maui Reopened November 1, 2023

In late September 2023, Maui's Mayor, Richard Bissen,  released brand-new details  about how the island will go about reopening the resort areas surrounding Lahaina, which will remain closed indefinitely.

The plan initially involved three phases, but the Mayor  reopened the rest of West Maui on November 1, 2023 .

Latest Pandemic Developments in Hawaii

At this time, there are no pandemic travel-related restrictions for domestic travelers, and neither the Governor's office nor island mayors have indicated they plan to reintroduce any restrictions.

'Safe Travels' program & mask mandate both officially ended March 26, 2022

According to Governor Ige, the state of Hawaii dropped the 'Safe Travels' program for domestic U.S. travelers at midnight on  March 25, 2022 . Governor Ige has also announced the indoor mask mandate has ended as of March 26, 2022 . Masks may still be required on public transportation, such as buses, and within Hawaii’s airports.

That now means domestic travelers to Hawaii will no longer need to fill out online forms via Safe Travels, no longer have to worry about QR codes, no longer have to provide proof of vaccination, and ultimately, there won't be any additional requirements or restrictions to fly to Hawaii on a domestic flight.

On the county level, the County of Kauai, the County of Maui, and the County of Hawaii have repealed their COVID-19 Emergency Rules. The City and County of Honolulu's Safe Access Oahu program ended on Sunday, March 6, 2022.

" Safe Travels is one part of a multi-layer approach to COVID safety. The program played a key role in keeping Hawaii's residents safe before vaccinations were widely available, and during the surges we've seen through this pandemic ," said John De Fries, Hawaii Tourism Authority President and CEO. " Bringing the Safe Travels program to a close reflects the progress we have made as a state , and Governor Ige’s decision is a good balance of maintaining reasonable health precautions while reopening our society and economy ."

Hawaii Pre-Travel Requirements for International Travelers [UPDATED]

Travelers from international destinations outside of the United States will need to follow the CDC requirements for international travel .

International Travel to Hawaii by U.S. Citizens & Permanent Residents

Contact tracing information.

All travelers to the United States will also be required to provide contact information to the airlines before boarding flights to the United States.

Proof Vaccination

Currently proof of vaccination is not a requirement for entry into the United States by U.S Citizens, U.S. Nationals, U.S. Lawful Permanent Residents, and Immigrants.

International Travel to Hawaii by Non-U.S. Citizen & Non-U.S. Immigrants

Covid-19 vaccination.

All non-U.S. citizen, and non-U.S. immigrants traveling to the United States are required to show proof of being fully vaccinated against COVID-19.

You are considered fully vaccinated:

• 2 weeks (14 days) after your dose of an accepted single-dose vaccine
• 2 weeks (14 days) after your second dose of an accepted 2-dose series
• 2 weeks (14 days) after you received the full series of an accepted COVID-19 vaccine (not placebo) in a clinical trial
• 2 weeks (14 days) after you received 2 doses of any “mix-and-match” combination of accepted COVID-19 vaccines administered at least 17 days apart

If you do not meet these requirements, you are NOT considered fully vaccinated.

A booster dose is not needed to meet this requirement.

Additional COVID-19 Testing Requirements

Travelers who are flying from China, Hong Kong, or Macau, or have been in any of these areas in the past 10 days and are flying from Incheon International Airport, Toronto Pearson International Airport, or Vancouver International Airport, are required to show show a negative COVID-19 test result taken no more than 2 days before traveling to the United States. Children under 2 years old are not required to show proof of negative test result.

Hawaii is ditching strict entry requirements: No more COVID tests, vaccine proof or quarantine

Hawaii is lifting its strict COVID-19 entry requirements on March 26, Gov. David Ige announced Tuesday.

Travelers will no longer need to show proof of a COVID-19 vaccine or a negative COVID-19 test to bypass a mandatory quarantine. The five-day quarantine , which has applied to those who don't show vaccine proof or a negative test, is going away, too. The state is keeping its indoor mask mandate , however.

The changes under the state's Safe Travels program, which was introduced in October 2020 to reopen the top tourism destination, apply to domestic travelers. And they come less than six weeks after the state was considering tightening restrictions by  adding a COVID-19 booster requirement . That idea was publicly nixed on Feb. 8 and Ige said at the time that the other restrictions would be revisited.

"In making this decision, we considered declining COVID-19 case counts in Hawai'i, the continental U.S. and Europe," Ige said at the time. "Hospitalizations have also dropped. In addition, we looked at Hawai'i's robust vaccination rates and the continued push by businesses and organizations to get their employees vaccinated and boosted for the safety of their families and the community."

International travelers headed to Hawaii are still subject to the Centers for Disease Control and Prevention's rules for international flights to the U.S.

The entry restrictions have helped keep Hawaii's COVID-19 cases low but have repeatedly confused travelers. The state only accepts certain COVID-19 test results from approved providers. Travelers showing up with the wrong tests or paperwork have had to scramble  for a pricey last-minute test, change or cancel their trip or quarantine upon arrival.

By all legal means, Hawaii is a state within the United States, simplifying travel for US citizens from other states. If you plan to visit Hawaii and travel from within the US, you do not need a passport. Instead, a government-issued photo ID, such as a driver's license, will suffice. However, don't get too comfortable flashing your driver's license around because changes are on the horizon, and it's best to avoid getting caught unprepared.

According to Cabin Zero , The REAL ID Act will be fully implemented in less than one year, on May 7, 2025, to be exact. What does this mean for domestic travelers? The REAL ID Act means that all domestic travelers need a REAL ID-compliant driver's license or another acceptable form of identification to board their flights. The REAL ID Act Explained

The REAL ID Act is a federal regulation set to take full effect on May 7, 2025. It requires a REAL ID-compliant form of identification for all domestic air travelers. This includes flights to and from Hawaii, including Guam. A star-shaped sign on the top right of the identification document. If your current driver's license or ID card does not have this mark, you must renew your ID to a compliant new one by the 2025 deadline if you plan to use it for flying within the United States.

This measure aims to standardize the security features and processes for issuing IDs nationwide. Failure to comply with these new regulations will result in denied boarding and saying ciao, ciao on your Hawaiian vacation.

For international visitors, the rules change and differ by country. If you are arriving in Hawaii from anywhere outside the US, you will need a valid passport to enter Hawaii, as it is considered part of the United States for customs and immigration purposes.

Depending on your nationality, you may also need a visa to enter the United States. For example, citizens from countries that are part of the Visa Waiver Program can travel to the US for tourism or business for up to 90 days without a visa, provided they obtain approval through the Electronic System for Travel Authorization (ESTA) before their travel.

However, travel from other countries outside the Visa Waiver Program is more stringent, and checking on a case-by-case basis is helpful.

According to Hawaii Best , Traveling with minors to Hawaii is relatively straightforward, especially if they are traveling with their parents and legal guardians. Children who are US citizens do not require a passport for domestic travel, including flights to Hawaii and other states. However, carrying some form of identification for them is always advisable, such as a school ID, a birth certificate, or a passport if they have one! Particularly if traveling without both parents.

PHILADELPHIA — There’s one thing everyone dreads when making their way to the airport: a long security line. Luckily, there are workarounds to expedite the process and get you to your gate in time for a preboarding treat.

Whether you’re jetting off to visit the Philly-themed bar in Tokyo or heading home after adventures abroad, programs like Global Entry, TSA PreCheck, and CLEAR PLUS can help travelers members move through the line faster.

While each offer similar privileges, the three programs often get conflated together. Understanding what each program provides and how to apply can help you select the right program for your traveling needs.

Here’s everything you need to know about Global Entry, TSA PreCheck, and CLEAR Plus.

What is TSA PreCheck?

TSA PreCheck is an expedited screening program of the U.S. Transportation Security Administration that allows travelers to keep their shoes and light outerwear jacket on, as well as small travel-sized liquids and electronics in carry-on bags. About 99% of folks wait in the TSA PreCheck checkpoint lane for 10 minutes or less, according to TSA regional spokesperson Lisa Farbstein.

How to get TSA PreCheck?

Visit tsa.gov/precheck to enroll for the service online. Select an enrollment provider that fits your needs in a location near you. Make an appointment to complete the process in-person, which includes fingerprinting, document and photo capture, and payment. Be sure to bring an original or certified copy of identity/citizenship status for the application process. Once enrolled, you’ll receive a “known traveler number” (KTN).

How much is TSA PreCheck?

Fees vary depending on TSA-selected enrollment partners. Choose a provider based on cost, locations, and additional benefits. TSA lists provider like Telos at $85 and IDEMIA at $78 (these are one-time fees for the five years the service is active). It’s important to start on the TSA site, Farbstein advises, because third party vendors charge more money. “Don’t pay anyone in advance — only pay when you have your in-person enrollment or you are getting ripped off.”

How long does it take to get TSA PreCheck?

Accepted travelers typically wait about a week to get their KTN after their appointment. You’ll need the KTN to enter when purchasing a ticket or to give your travel adviser for your frequent flyer profile.

Does Global Entry include TSA PreCheck?

The KTN you receive when enrolled in the Customs and Border Protection (CBP) Global Entry program can also be used for TSA PreCheck benefits.

How long does TSA PreCheck last?

TSA PreCheck is good for five years.

Does TSA PreCheck work for international flights?

You’ll find the TSA PreCheck indicator on your boarding pass when you arrive at the travel document checking station at the TSA checkpoint. It is not valid when flying from another country into the U.S.

How to add TSA PreCheck when booking?

Enter your KTN into the online field when purchasing an airline ticket or give it to your travel adviser for your frequent flyer profile.

How to renew TSA PreCheck?

After five years, renew online or in-person with your selected enrollment provider. Telos charges $70 online and in-person, and IDEMIA asks for $70 online and $78 in-person.

What is Global Entry?

Global Entry, a U.S. Customs and Border Protection (CBP) program, allows pre-approved, low-risk travelers expedited clearance upon arriving on U.S. soil. Members enter the country at Global Entry lanes where processing technology advances them with photo verification of membership. Once the photo has been captured, instructions pop up on the screen for members to proceed to a CBP officer to complete the process. With Global Entry, you’ll skip processing lines and paperwork, have access to expedited entry benefits in other countries and reduced wait times, and will be TSA PreCheck eligible.

“One thing that applicants should understand about CBP’s Global Entry program is that this is a contract based on trust,” said Steve Sapp, public affairs officer for U.S. Customs and Border Protection. “Members agree to comply with all U.S. laws, including truthfully declaring all items they are bringing back to the United States to a CBP officer, and in return, CBP grants them expedited arrivals privileges.”

How to apply for Global Entry?

If your are eligible for Global Entry, create a Trusted Traveler Programs (TTP) account — all ages must have their own profile. Log in and complete the application with a $100 non-refundable one-time fee for five-year membership (even if an application is denied). CBP will review your completed application and if conditionally approved you’ll be instructed to schedule an interview at a Global Entry enrollment center. Note: Global Entry is member-specific and cannot be extended to others in your traveling party.

What to bring to your Global Entry interview?

All applicants must undergo a rigorous background check and in-person interview before enrollment. According to Sapp, demand for the Global Entry interview is “extraordinarily high due to the incredible popularity” for this Trusted Traveler program.

Bring a valid passport and a second form of identification (driver’s license or ID card) to the interview. If you are a permanent resident, you must have a machine readable permanent resident card.

If you are unable to schedule an interview before traveling, there is an option for conditionally approved members upon arrival to the U.S. with Enrollment on Arrival (EoA) at participating airports. You must have a valid passport, proof of residency including driver’s license or rental payment statement (this is not required for minors), and a permanent resident card (if applicable).

How long does Global Entry last?

Global Entry membership is good for five years.

How long does it take to process a Global Entry application?

Processing time varies but applicants may receive a conditional approval or a denial within a few weeks to a few months. Sapp recommends checking your Trusted Traveler portal for status updates.

How to renew Global Entry?

You will be eligible for renewal one year prior to program expiration. Submit a renewal application before your membership expires to continue to using benefits up to 24 months after the expiration date.

Log in to your TTP account. Select renew on your Global Entry program membership section and declare your citizenship. Choose the program you wish to renew — you can also select to renew another eligible program. Acknowledge the program requirements and follow the guidelines to update all the application information on the final review page. Confirm, save, and certify the application. And pay the nonrefundable fees for application processing.

What is CLEAR Plus?

CLEAR Plus, a paid airport membership, uses facial, iris and fingerprint biometrics. Members get a quick identity verification experience at the airport when they step up to a CLEAR pod and verify their identity with eye or fingerprint scans — no government issued photo I.D. needed. CLEAR was founded by the TSA to meet baseline security and privacy controls, and is certified as a Department of Homeland Security Qualified Anti-Terrorism Technology.

How much is CLEAR Plus?

CLEAR Plus is $189 a year. If prospective members have certain credit card rewards with airlines like United Airlines or Delta Airlines, they often receive discounts for membership enrollment. What is the difference between CLEAR Plus, TSA PreCheck and Global Entry?

You don’t need all three programs, but many members enjoy CLEAR Plus with both government services, said Ricardo Quinto, senior director of public affairs and communications at CLEAR.

CLEAR, co-founded by Caryn Seidman-Becker and Ken Cornick, is a paid membership program for expedited identity verification at the airport. TSA PreCheck is a U.S. government program for low-risk travelers to move through TSA with convenience. Global Entry is a U.S. Customs and Border Protection (CBP) expedited clearance program for pre-approved, low-risk travelers upon arrival in the U.S.

Do you need TSA PreCheck or Global Entry for CLEAR Plus?

CLEAR Plus members do not need TSA PreCheck or Global Entry to reap the benefits of CLEAR. Quinto said members often find CLEAR Plus and TSA PreCheck complement each other for a quick route through the airport.

South America introduces new transit visa for Indians:

The Turkish Embassy in New Delhi has announced a new travel requirement for Indian and Nepalese passport holders planning to visit Mexico, Colombia, Panama or Venezuela via Istanbul.

Starting April 15, 2024, travellers from India and Nepal must obtain an electronic Airport Transit Visa (e-ATV) when transiting through Istanbul to these South American countries. This update aims to streamline the travel process and enhance security measures. The e-ATV visas are free of charge and can be obtained through their official website.

Sri Lanka has introduced a new online visa application system, simplifying travel to the country. This new system replaces the previous Electronic Travel Authorisation (ETA) process, providing travellers with a more efficient and user-friendly experience globally.

Developed in partnership with GBS Technology Service and IVS Global Institute, the new system enables travellers to apply for visas directly through the Department of Immigration and Emigration's online portal. Moreover, the system can collect data on visitor demographics and travel patterns, which can be utilized to formulate future tourism strategies.

Venice implements Rs 445 entry fee for day-trippers:

Day-trippers will have to pay INR 445 on selected dates from April to July this year. The fee only applies to tourists on day trips from the hours of 8:30 AM to 4 PM.

City residents, children under the age of 14 and disabled visitors together with their carers are exempted from paying the fee, among others. This initiative, applicable since April 26, aims to manage mass tourism by charging day visit a fee during the busiest days of the tourist season.

Mandatory travel insurance is no longer required to visit Bhutan:

Such a decision was introduced on April 23, 2024, by Bhutan authorities in an effort to make travel more accessible for tourists. Schengen adopts new visa cascade regime for India

The European Commission adopted new rules on the issuing of multiple entry visas to Indian nationals, which are more favourable than the standard rules set before. This new visa cascade regime for Indian nationals residing in India who apply for Schengen (short-stay) visas in India will provide easier access to visas with multi-year validity for travellers with an established travel history, if the passport validity allows.
