How to Prepare for an NHSC Site Visit

National Health Service Corps (NHSC) site visits strengthen relationships between our program personnel, your site, and the NHSC clinicians working at your site.

Once a date is set, the Bureau of Health Workforce (BHW)’s Division of Regional Operations (DRO) staff will request you provide them with the following documents:

Policies on Non-Discrimination. Submit a copy of the site’s policies on non-discrimination of patients based upon the individual’s inability to pay; whether payment for services would be made under Medicare, Medicaid, or CHIP; and the individual’s race, color, sex, national origin, disability, religion, age, sexual orientation, or gender identity.

Sliding Fee Discount Program Documents. Submit the following:

  • Applies to all residents of your site’s HPSA(s)
  • Definitions of income and family size
  • Patient eligibility procedures
  • Frequency of re-evaluation of eligibility
  • Advertisement of the sliding fee discount program to the patient population
  • Nominal charge, if applicable
  • Collections policy, if applicable
  • Based on most current Federal Poverty Guidelines (FPG)
  • It is calculated based on Family Size/Income
  • Goes up to at least 200% of FPG
  • Offers full discount for families with income at or below 100% of FPG
  • Adjust fees based on family size and income for families with incomes above 100% and at/below 200% of the FPG.
  • Patient Application for Sliding Fee Discount Program.
  • The first photograph must show the sign prominently displayed in a common area visible to patients.
  • The second photograph must be a close-up photo so the text is legible.
  • Sites may not use the NHSC poster and/or logo until after they are approved by the NHSC.
  • Online Signage Notifying Patients about the Sliding Fee Discount Program. Submit a document with the screenshot and link to the published online statement on  the site’s official website (if one exists) and social media platforms (if applicable.) The screenshot must explicitly state that “no one will be denied access to services due to inability to pay; and there is a discounted/sliding fee schedule available based on family size and income,” in accordance with the NHSC Site Agreement item #2e.

Note, if the Sliding Fee Discount Program does not apply to your site, you must provide documentation explaining that no one is charged or billed for services, and individuals are not denied service because of inability to pay.

Proof of Access to Ancillary, Inpatient, and Specialty Care . Submit proof of referral arrangements not available on-site. Behavioral health sites must also submit documents outlined in item #4 below.

  • Signed Memorandums of Understanding (MOU)
  • Signed Memorandums of Agreement (MOA)
  • Signed contracts with ancillary, inpatient, and specialty facilities
  • If formal referral arrangements do not exist, the applicant site should provide a dated and signed description of how it refers patients to ancillary, inpatient, and specialty care.

NHSC Comprehensive Behavioral Health Services Checklist and Supporting Documentation.  Submit the following:

  • NHSC Comprehensive Behavioral Health Services Checklist (PDF - 542 KB)
  • Documentation that verifies all information included in the Checklist. Site policies or other internal documents must be submitted to reflect services provided directly on-site. In addition, sites must submit formal affiliation agreements for all other services provided off-site by a third party.

NHSC Site Data Tables.  Submit NHSC Site Data Tables (PDF - 833 KB) with information on the individual site location that:

  • Includes data from the previous six continuous months
  • Demonstrates site’s sound fiscal management policies

Substance Use Disorder (SUD) Documentation.  Facilities providing opioid treatment and/or SUD treatment must provide the following documentation:

  • Opioid Treatment Programs (OTPs): SAMHSA OTP certificate; OR
  • Office-based opioid treatment (OBOT): documentation of services and medication assisted treatment (MAT) attestation letter describing size of MAT patient panel for last 6 months; OR
  • Non-opioid outpatient SUD facilities: documentation of services.

Clinician Recruitment and Retention Plan.  The document must clearly state the policies and processes to recruit and maintain clinical staffing levels needed to appropriately serve the community, including specific strategies aimed at promoting clinician resiliency and reducing burnout.

DRO staff reviews these materials in advance of the actual site visit.

What should you do prior to the site visit?

  • With a few exceptions, the site should expect to be contacted by our Division of Regional Operations (DRO) at least two weeks in advance.
  • The site is expected to submit the required NHSC documents in advance of the NHSC site visit. 

What should you expect during a site visit?

We evaluate your site’s understanding and implementation of all the requirements we lay out in the NHSC Site Agreement (PDF - 291 KB) and Site Reference Guide (PDF - 808 KB) .

During a visit, the DRO staff will answer your questions and ensure compliance so your site remains an NHSC-approved site.

Our priority is to meet with NHSC clinicians, either individually or in a group to:

  • Assure they are meeting NHSC requirements; and
  • Evaluate how the site supports their retention at the site.

How often do we conduct site visits?

You should expect periodic site visits as long as you maintain status as an NHSC-approved site.

We may visit certain types of sites as part of the Site Application review.

Also, we may schedule a site visit before approving a site. This applies to any NHSC-eligible site type.

Why do we conduct site visits?

Along with an evaluation of the site’s understanding and implementation of the NHSC site and NHSC participant requirements, the site visit also provides the following:

  • A setting where DRO staff and State PCO staff can provide site-specific technical assistance on NHSC program requirements;
  • An opportunity for DRO staff to share NHSC recruitment and retention resources available to NHSC sites; and
  • A venue where DRO staff can meet with NHSC clinicians to assess any technical assistance needs and receive feedback about the clinicians’ participation in the NHSC program.

Who conducts site visits?

BHW’s Division of Regional Operations (DRO) performs site visits in coordination with your site and your state’s Primary Care Office .

We send you notifications for most visits through the BHW Customer Service Portal .

Biden in Baltimore announces more federal assistance after bridge collapse

President Biden went to Baltimore Friday as a show of support after the collapse of the Francis Scott Key Bridge , announcing additional federal financial support to buoy the city's economy and commerce. 

The president surveyed the devastation from his helicopter, Marine One, Friday afternoon before receiving a briefing from local officials. The bridge fell on March 26 when the Dali, a Singapore-flagged container ship, struck one of the bridge's main supports. Six men who were working on the bridge fell into the Patapsco River below and were killed. Mr. Biden  met with their families Friday.

"I've come here to grieve with you," the president told Baltimore residents near where the bridge stood. 

He announced the first tranche of grants for dislocated workers to help replace jobs affected by the collapse. The federal government will also provide $8 million in grant funds for infrastructure improvements at Sparrows Point, the only port unaffected by the collapse. That will allow the port to receive more ships, the president said. He also urged businesses to keep workers in the area on their payroll. Mr. Biden said the full channel will reopen by the end of May. 

"We're coming back. We're coming back soon," the president promised, adding that the government was "going to move heaven and earth to rebuild this bridge as rapidly as humanly possible."

Maryland Gov. Wes Moore, a Democrat, thanked Mr. Biden for his support. 

"We get knocked down, we stand back up, and we dust ourselves off, and we move forward," Moore said, as he stood next to the president. "That is what we do. And the people — and the people of Maryland are grateful to have a full partner in this work like President Biden." 

"President Biden might not be a Marylander by birth, but I tell ya, he's proven what it means to be Maryland tough and Baltimore strong," Moore said. 

Maryland Bridge Collapse Biden

At the president's briefing in Baltimore, Brigadier Gen. John Lloyd of the U.S. Army Corps of Engineers described the situation as a "mangled mess" below the water. The president was shown a 3D underwater scan of the debris and wreckage. 

Mr. Biden says the federal government should pay for the entire cost of the bridge's reconstruction, which Congress would need to approve. 

It's not yet clear what that will cost, and some Republicans have expressed opposition to having the federal government foot the bill. The Biden administration has approved $60 million in immediate aid to help clean the wreckage. 

"My vow is that we will not rest ... until the cement has dried on the entirety of a new bridge," the president said Friday. 

White House Office of Management and Budget director Shalanda Young on Friday wrote to Congress and called on lawmakers to authorize "a 100 percent federal cost share for rebuilding the bridge." She reminded them that "Congress acted in a bipartisan manner within days" to provide similar funding after the 2007 collapse of the I-35W bridge collapse in Minnesota.

Next Tuesday, Maryland's congressional delegation will be meeting with Gov. Wes Moore and Young Tuesday to discuss emergency funding for Baltimore and its response to the  bridge  collapse.

A second temporary channel opened this week for some water traffic to proceed, but it will take years to rebuild the bridge, a key artery for the city, state, and Northeast corridor. The fall of the bridge has been a drag on the local economy, too. About 35,000 cars crossed the bridge each day, and those travelers will now need to take longer and more congested routes.

Site Visits

The SMVF TA Center offers both onsite and virtual technical assistance to its interagency teams. During site visits, SMVF TA Center staff and its faculty of national subject matter experts works with teams on successfully applying and adapting best practices based on their current environment and needs. With professionally led help, teams develop action plans to help them accomplish their priorities and goals for improving behavioral health systems serving service members, veterans, and their families.

Expert Consultations

The SMVF TA Center also connects state and territory interagency teams with subject matter experts to address specific questions and topics via telephone.

Periodically throughout the year, the SMVF TA Center releases a catalog, or “menu,” of technical assistance experts to its interagency teams. The catalog lists experts alongside their respective expertise by topic. Experts and topics are selected based on the expressed interests of interagency teams.

Moscow city administration launches English-language website

The Moscow city administration has launched the English version of its website for tourists and expats. It is available on Mos.ru beginning today. Guests of Russia’s capital will find an adapted newsfeed, calendar of events and other information relevant for foreign citizens. In particular, there are step-by-step instructions on the portal about how to get medical assistance, book a hotel and use public transport.

“Moscow’s website will also suggest how foreigners can reach the embassy or the consulate of their country and where it’s possible to exchange their currency into Russian rubles,” writes the city’s press center .

According to reports the English version of the site will not be a mirror of the main portal but instead will become an independent resource, with plans for the content to be adapted for foreign audiences.

Trump posts $175 million bond in New York civil fraud case

Former President Donald Trump has posted a $175 million bond in the New York civil fraud case, preventing seizure of his assets while the case is under appeal.

A state appeals court ruled last week that Trump and his co-defendants had 10 days to post the amount, which was reduced from the $464 million judgment that was originally due March 25.

Before last week's ruling, Trump was  liable for $454 million , most of the fraud judgment, but the amount he owed had been growing by more than $111,000 daily because of added interest.

Trump attorney Alina Habba said Monday that he would be vindicated on appeal.

“As promised, President Trump has posted bond. He looks forward to vindicating his rights on appeal and overturning this unjust verdict,” Habba said in a statement.

If Trump doesn't win on appeal , he will have to pay more than $450 million from a judgment stemming from New York Attorney General Letitia James' fraud case. A judge found that Trump and top executives at the Trump Organization had intentionally engaged in a scheme to improperly inflate his assets in financial statements that enabled him to claim favorable loan and insurance rates he wasn’t entitled to.

Knight Specialty Insurance Co., the entity that underwrote Trump’s bond, is part of  a group of companies  run by  Los Angeles-based billionaire Don Hankey , who is No. 128 on the 2023 Forbes 400 list and No. 317 on the 2023 Forbes billionaires list.

Hankey has been an investor in Axos Bank , the financial institution that refinanced Trump’s loans on Trump Tower and Trump National Doral Miami in 2022. Axos has lent Trump $100 million in his refinancing of Trump Tower and $125 million more for Doral. Neither loan is due until 2032, according to  the Office of Government Ethics disclosure Trump submitted in August .

Trump is also appealing another verdict in New York after a jury there awarded writer E. Jean Carroll $83 million in damages in January stemming from her defamation lawsuit against him. A federal judge last month approved Trump’s  $91.63 million bond  in that case during the appeals process.

In a post to Truth Social on Monday night, Trump acknowledged the $175 million bond, as well as the $91 million one for the E. Jean Carroll case. He criticized the judge in the civil fraud case, without naming him, along with James and New York's crime rate .

Trump also referred to the bond payments as “money I can’t use on my campaign. Just what Crooked Joe wanted.”

Trump is set to go to trial this month in the Manhattan district attorney's hush money case against him. The trial is scheduled to begin April 15.

He also faces charges in three other criminal cases, including the alleged willful retention of classified documents and accusations of election interference at the state and federal levels. Trump has pleaded not guilty to all charges.
