Cruise Ship Killers is Canadian true crime documentary television series dedicated to murders , disappearances and similar incidents that occurred on cruise ships . Each episode describes a single case through combination of narration, dramatic reconstruction and comments by former detective Damian Turner and mystery writer J.H. Moncrieff. There are 26 episodes produced, which began airing in 2020. [1]

Although the plot of the episodes is based on real life events, according to the show's disclaimer, all names, locations and plot details were changed for dramatic purposes and in order to protect the identity of those involved.

That includes interviews with witnesses or victims' relatives being made with actors instead of real persons.

Gripping Trailer for HBO's' The Last Cruise' Shows Trapped People Aboard Cruise Ship in Early Days of COVID

The Diamond Princess departed from Japan on Jan. 20, 2020, and a month later positive cases of COVID were confirmed

HBO's latest documentary takes on the nightmare aboard the Diamond Princess cruise ship in the early days of the COVID-19 pandemic.

In a PEOPLE exclusive look at the first trailer for the film, director Hannah Olson ( Baby God ) documents multiple first-person accounts of what transpired in the month and a half that passengers and crew found themselves trapped on the ship.

"I spent months collecting hundreds of hours of cell phone footage taken by the passengers and crew aboard the Diamond Princess," Olson tells PEOPLE. "I wanted this to be an immersive experience, meant to transport the viewer back into the particular feeling of the early days of this pandemic."

The Diamond Princess departed from Japan on Jan. 20, 2020, and a month later positive cases of COVID were confirmed.

The ship carried 3, 711 people with 712 becoming infected. Fourteen people, all of them passengers, died.

It wasn't until March 1 that all passengers and crew members were able to disembark the ship.

The Last Cruise premieres on HBO and HBO Max on March 30.

'Hell of a Cruise': Highlighting the panic, failures of the COVID early days

About halfway through "Hell of a Cruise," a new documentary streaming on Peacock, a traveler films herself on a Costa Luminosa cruise just as COVID-19 was beginning to spread around the world – and passengers can be heard coughing in the background.

The seconds-long clip is enough to evoke the panic of the pandemic's early days, a key theme of the film, which centers on the early outbreak on Princess Cruises' Diamond Princess ship along with other impacted cruise ships.

The ship was quarantined off Yokohama, Japan in February 2020, and the outbreak resulted in over 700 cases and more than a dozen deaths.

"... We were fascinated because the Diamond Princess was the first superspreader event outside of China that we had any type of knowledge of," director and executive producer Nick Quested said. "And, you know, it's interesting, the doctors that went on the boat said, 'We knew everything we needed to know about COVID at the end of the Diamond Princess.' "

Quested spoke with USA TODAY about telling a story using passenger footage, filming with pandemic restrictions in place, and the lessons we can take away from the movie, which premieres Sept. 14. This interview has been edited and condensed for clarity.

I was so interested to see all the footage from passengers. How did you go about finding that and selecting it?

Quested:  Well, my partners came to me with the original footage from Spencer ( Fehrenbacher, a Diamond Princess passenger and consulting producer). ... So, we were fascinated initially by just this first superspreader event, but then we were looking at, and it was like, "Well hold on, what else could Princess really have done on the Diamond Princess?" The response from Princess wasn't perfect, but it was perfectly understandable given the novelty of what was going on and the distance it was away. I can't hold Princess at fault for that, but what I think we do need to look at is, once they knew what happened when COVID was on their cruise ships, why would they continue to send boats out?

How did you think about the look and feel that you wanted the documentary to have and what role did the footage from passengers play in that?

Quested:  Well, obviously we weren't able to get on the boat because we weren't even aware of the story until after it had happened, so we're weaving (together) the passengers' footage. And what's interesting about passengers' footage is that they generally shoot their experiences in the way that you shoot your holiday snaps. A lot of what human empathy comes from is seeing people's faces and the small facial gestures that we have. You know, you could see someone dying (on) the road, but you don't feel the grief until you see the person who's experienced that loss next to them crying. That's what drives your empathy and sympathy there.

So, it's hard. You have to carefully craft moments to use the footage effectively because you don't have the same type of coverage that you would have if a professional had gone in and shot it. So, to create this emotional bond, you've got to find nexus points where other people are shooting in the same moments, and you have to use the interviews as reflective moments (of) what was going on in the footage.

Many of the passengers that you spoke with said they were ready and willing to go on another cruise. Were you surprised by that?

Quested:  Well, I was because I'm not really a cruiser. So, I'm not really drawn to it, but people love it as a getaway. ... It gives them a little bit of the exotic, but it gives them enough comfort that they are happy. I mean, I think the world divides into those that cruise and then those that don't, and I don't think this film is going to convince very many people who are cruisers that they shouldn't do it. And I think it's going to confirm to people that aren't cruisers that's the reason that they never want to get on a cruise ship.

We tried to give as fair and balanced an account of what we thought happened from the cruise ships' response at the beginning of the pandemic, as well as the executive branch because you can't divorce the executive branch of the government and the CDC from this. And the cruise ships were just following the example of the lack of a coherent response.

The industry is bouncing back and as cruise lines have dropped COVID restrictions, they've posted, in some cases, huge booking numbers. What was it like working on this project and looking at those early days from our vantage point now?

Quested: Well, it was very difficult to make the film because we made this film (at) the height of COVID. So, we were hiring people locally because we couldn't travel. I mean, we shot in Japan, in Australia, in Canada, all over America.

So that was very difficult. And then to look at the film now, I think the film does sort of typify ... that there was a panic. And the panic came from this disparate response, because there was cross-messaging, there (were) masks on, masks off, and it was able to be transferred through touch and all this different messaging. Like there wasn't anything clear at that point. ... I think the lesson to be learned is – I think what I found disturbing is that, as the doctor said, we knew everything we needed to know about COVID after the Diamond Princess, and this could have been an opportunity for America to come together and in the end, the politics of it forced the issue into a wedge issue that made America weaker and polarized it again.

I was curious if you think that we can take lessons away about cruising specifically or about travel in general from watching this film?

Quested:  I'd like the lessons not to be specifically about cruising, but about, you know, government response. It's like, you need to have a coherent response to this and people need to get away from politicizing it. Remember when everyone was a COVID expert and knew exactly how long the pandemic was going to last and exactly what you should do and the only information they really had was, you know, their Facebook feed? Maybe we need to be much more aware of how social media is influencing our culture and really take some steps.

How did you decide on the title?

Quested:  Well, we played with, like, we went full-on maritime metaphors a lot of the time. Like we were gonna go "Cabin Fever," or, you know, "The Coming Wave." ... And a title has to be pithy. It has to explain the film, but it has to sort of have a double entendre to it in this sense. So, that's where we came with "Hell of a Cruise."

Twenty-six years after the American college graduate’s bizarre disappearance from a family cruise ship, there has been no conclusive sign of the missing Virginia woman. Theories and leads, however, remain as active as ever, especially in light of TikTok, social media, and true crime sleuths bringing light to the case.

Who is Amy Lynn Bradley?

Amy Lynn Bradley was a 23-year-old recent college graduate who lived in Petersburg, Virginia, about 25 miles south of Richmond, according to the F.B.I.  She held a degree in physical education and loved to play basketball, per NamUs (the National Missing and Unidentified Persons System).

In March 1998, she joined her parents, Ron and Iva Bradley, and her 21-year-old brother, Brad, for a Caribbean family cruise aboard Royal Caribbean’s Rhapsody of the Seas .

Amy’s mother wrote a blog on the International Cruise Victims ’ website, giving a glimpse into her daughter’s life before she disappeared.

“On the day before we left for vacation, Amy had adopted a female bulldog, and she was to pick up ‘Daisy’ when we returned from our cruise,” Mrs. Bradley stated. “She had just moved into her new apartment and was starting a new job on the following Monday. She had so many plans and was so happy about all of them.”

Amy took 15 rolls of film with her on the trip to create a collage for her coffee table, according to Iva Bradley. She reportedly purchased souvenirs for her friends and wrote postcards from Puerto Rico, explaining she planned to be in Aruba the following day.

On March 21, 1998, Rhapsody of the Seas departed San Juan with the ship’s first port of call in Aruba. It left for the Dutch Caribbean island of Curacao two days later, on March 23, 1998. However, Amy would disappear under mysterious circumstances in the early morning of March 24, shortly before arriving at Curacao — just north of Venezuela.

“It is believed that there are certain individuals in the Caribbean, and possibly even in South America, who have knowledge of Amy’s disappearance,” Mrs. Bradley stated in the blog. “All we want is the safe return of our daughter.”

On the night of March 23, 1998, Amy Bradley and her brother attended an on-board Mardi Gras-themed disco, according to  F.B.I. Special Agent Erin Sheridan. Photos released by the Feds showed Amy smiling, dancing, and surrounded by her fellow passengers.

“By the morning of March 24, 1998, her parents go and try to search for her, and she is nowhere to be found,” said Agent Sheridan.

At the disco, Bradley was spotted with members of the live band Blue Orchid, including a man named Alister “Yellow” Douglas. Douglas later told CNN that he and Bradley parted ways at around 1:00 a.m. and that he went for the staff elevator while Amy headed in the opposite direction. The next thing he knew, he was awakened in his cabin at around 6:00 a.m. when cruise employees inquired about Bradley and searched his room.

The vessel’s digitalized locking system logged Brad Bradley returning to the family suite at 3:35 a.m., and Brad told authorities his sister followed just five minutes later. The siblings spoke for a few moments before Amy went to the balcony and sat in a lounge chair.

Near 5:30 a.m., Ron Bradley went to check on the children, finding his daughter asleep on the balcony, as he expected.

“I could see Amy’s legs from her hips down. She looks like she was resting comfortably,” Mr. Bradley said in an episode of Unsolved Mysteries . “I dozed back off to sleep. The balcony door was closed because if it hadn’t been closed, I would have gotten up and closed it.”

The father woke again at about 6:00 a.m. and reported “a funny feeling” when finding the balcony door 14 to 16 inches open and Amy gone. Relatives believe Amy left the balcony with her cigarettes between 5:30 a.m. and 6:00 a.m. and changed her clothes, though she was never positively seen again.

Investigation into Amy Bradley's Disappearance

Amy Bradley’s family urged cruise employees to announce Amy’s disappearance to other passengers before they docked in Curacao. No such alert went out until later that morning, when most guests had already disembarked.

The Bradley family has been outspoken about how on-board personnel handled the initial searches, questioning how much of the ship was thoroughly searched. The F.B.I. stated the Rhapsody of the Seas carried on with its usual route, which left Curacao for the island of Saint Martin and then to Saint Thomas.

According to Iva Bradley’s blog post on the International Cruise Victims website, the F.B.I. joined searches on March 25, and an attorney representing the cruise ship was also present.

“To this date, the cruise line has failed to cooperate with our family by way of information or assistance,” she alleged.

In response to a 1999 lawsuit filed by the Bradleys against Royal Caribbean, it said it acted “appropriately and responsibly at all times” during the course of the investigation, according to Travel Weekly .

F.B.I. agents reportedly used search dogs on the ship, while the Netherlands Antilles Coast Guard conducted a four-day search of the waters, according to a March 31, 1998 archive by the Richmond Times-Dispatch and reviewed by Oxygen.com . The family has dismissed the notion that Amy could have taken her own life, and they didn’t believe she fell overboard.

The family’s spokeswoman, Marianne Noblin of Prince George County, Virginia, told the Times-Dispatch that relatives believed Amy met foul play.

“Somebody threw her off that ship, or somebody has her,” Noblin claimed.

Shortly after Amy vanished, two women reported possibly seeing her at around 6:00 a.m. taking an elevator to the top deck just before the ship docked in Curacao, according to NBC News . Another person claimed on Unsolved Mysteries that she saw Amy around the same time with a member of the band.

“I saw Amy and the band member walk over and up to the next deck above us,” alleged the witness. “And about 10 minutes later, he came walking around by himself."

A taxi driver in Curacao also later reported seeing a woman matching Amy’s description on the morning of her disappearance, saying she urgently needed to use a phone.

Compounding suspicions, Amy’s brother, Brad, claimed Blue Orchid’s bass player — who was never charged in connection with Amy’s case — danced “a little too close” to Amy earlier that morning and that “she had to tell him to back off a little bit.” Iva Bradley also told former NBC News correspondent Dan Abrams that when they were out the previous evening, a “creepy” waiter asked for Amy by name, expressing his desire to take Amy to a bar on land.

Years later, Iva Bradley told Dr. Phil that she had gone to collect photos for sale on the night before her daughter’s disappearance. While the cruise photographer remembered printing pictures of Amy, they were allegedly gone, as though collected by another person.

Alleged sightings would go on for years, with loved ones worrying Amy was potentially kidnapped and trafficked into sex slavery.

“We also know there’s a tremendous amount of drug trade,” Mrs. Bradley told NBC News. “That’s not a secret from Venezuela through those islands, up through the United States, or wherever they’re going with the drugs.”

Tips and leads abounded over the years, though a few promising ones stood out above the rest.

Two Canadian tourists reported seeing a woman they believed was Amy on a Curacao beach in August 1998, Ivy Bradley told NBC News. What made this report stick out among others was that the pair spotted the woman with tattoos matching the ones Amy had, including one on her shoulder of a Tasmanian Devil spinning a basketball, a sun on her lower back, a Chinese symbol on her right ankle, and a gecko around her pierced naval.

“The two Canadians that saw Amy on the beach in 1998, they described her tattoos, her demeanor, and did not know she was missing,” Mrs. Bradley told Dan Abrams.

One of the tourists, identified as an engineer named David Carmichael, said he was certain the woman was Amy and that she was flanked by two men, according to news.com.au .

 “She looked frightened, like she was about to say something when one of the guys motioned her away,” said Carmichael.

A U.S. Navy officer claimed he saw Amy at a Curacao brothel in 1999 but didn’t say anything at the time because he feared getting in trouble for being in an unauthorized area, Mrs. Bradley told NBC News . According to Amy’s parents, he apologized to them for not doing more.

“She said, ‘My name is Amy Bradley. Please help me,’” Ivy Bradley said. “He didn’t know anybody was missing. He told her there was a naval ship five minutes down the dock, that she could leave. And she said, ‘No, you don’t understand. Please help me. My name is Amy Bradley.’”

According to Mrs. Bradley, two men arrived, “removed her” from the bar, and told her to go upstairs. The naval officer claimed he reported what he saw only after he retired and saw Amy’s photo in a magazine,  News.com.au reported.

Another possible sighting came in 2005 when a woman named Judy Maurer came forward with claims that she saw Amy at a department store bathroom in Barbados, according to the Australian outlet. Amy was allegedly with three men, who briefly left the restroom when Amy told Maurer that her name was Amy and she came from Virginia.

Soon, the men allegedly returned and escorted Amy away, per Maurer’s account.  

So far, investigating authorities have neither publicly confirmed nor denied possible sightings, leading to much speculation over the years.

A reward of up to $25,000 is available for information leading to Amy Bradley’s recovery. Tips can be submitted to the F.B.I.’s electronic tip form , or through the F.B.I.’s field office or the nearest American embassy. All tips can remain anonymous.

With cruise tourism booming, Juneau has negotiated a limit on how many passengers can come off ships

After a record-breaking boom in cruise ship tourism following the COVID-19 pandemic, city leaders in Juneau have been publicly considering if — and how — they can limit that growth in the coming years. 

Now they’ve negotiated an agreement with cruise lines that they believe does just that. Starting in 2026, Juneau will have a cap on the number of daily passengers that come off cruise ships: 16,000 people on most days and 12,000 people on Saturdays. Currently, Juneau can see up to 21,000 visitors on its busiest days. 

Juneau’s Visitor Industry Director Alix Pierce said the agreement was finalized Friday. She called it groundbreaking.

“This has been a hard-fought agreement for the city, and it is a huge win for the city,” she said. “It is exactly what I wanted out of this, and I’m extremely happy that we’re here.”

Earlier this month, the Juneau Assembly approved the limits. 

Last year, a record-breaking 1.6 million passengers visited Juneau, with about the same expected this year and next. Pierce said the new agreement should keep the annual passenger count at that same level. 

She said that will be key in curbing future growth while also protecting local businesses that rely on the industry.

“This was an effort to kind of thread the needle and balance the competing voices that we hear in our roles as public officials trying to work through this,” Pierce said. 

But some residents in Juneau, like Karla Hart, said they are less than impressed. Hart is a longtime advocate who often criticizes the growth of tourism in Juneau and the effects it has on the people who live here year-round. 

“The pretense that it’s doing anything to address the real issues of the community is just absurd. It’s not even worth the paper it’s written, so it’s totally worthless,” she said. 

Hart said the agreement — and other agreements the city has done in the past to mitigate the impacts of the industry —  are all for show. 

“They’re not doing anything that really protects the community as a whole,” she said.

Because of that, she and other residents have been looking for ways to limit tourism without necessarily getting the consent of cruise lines. 

Hart and four other residents are trying to get a question on the local ballot this October asking whether Juneau should ban all large cruise ships on Saturdays. So far, she said they’ve collected enough signatures to get it on the ballot, but the city clerk is still verifying them. 

“I think that’s our best immediate vehicle to get word to the industry and to the city leaders, that the community wants some relief from this industry,” she said. 

If the “ship-free Saturdays” ballot initiative gets passed by voters, that could go into effect as soon as next year.

But Pierce has long said negotiations are better than trying to enforce regulations. That’s because other communities have tried to do that and wound up in court.  

And the cruise industry has sued Juneau in the past. A lawsuit over how the city spends the money it earns from passenger fees was settled in 2019, with both parties agreeing to work together to settle disputes outside of court.

“It’s not that the city is beholden to the cruise industry or anything like that. And I do hear that narrative sometimes,” Pierce said. “It’s more, it’s always a lot easier to solve a problem with somebody you have a positive relationship with, than somebody who you’re in a big, legal fight with all the time.”

Pierce said there could be a lot of unknown implications to passing a ballot initiative like this one — both legally and logistically. And she also doesn’t know how it might affect the new agreement. 

“There was a ballot measure that limited cruise ships that passed in Bar Harbor, Maine, and there are lawsuits on top of lawsuits on top of injunctions on top of different trading legal barbs, and the city spent a lot of money on legal fees,” she said. “So I think there would be a lot of legal activity after a ballot initiative passed.”

The new agreement means once the limits go into effect in 2026, they will remain in place in perpetuity. But the city and cruise lines also agreed to meet annually, and changes can be made during those discussions.

The public may never know the full details surrounding the death of a passenger who reportedly jumped from the world’s largest cruise ship earlier this month.

Under maritime law, Royal Caribbean is not obligated to release the findings of its investigation into the death of the passenger on the Icon of the Seas.

The law allows the company, and other cruise lines — to downplay details that might cast them in a negative light, said Florida-based lawyer Keith Brais, whose firm specializes in injuries and incidents at sea.

A man died on Sunday during a voyage on Royal Caribbean's Icon of the Seas.

“They wouldn’t even need to report on how much alcohol might have been involved if it makes them look bad,” he told The Post.

Royal Caribbean has not commented on the specific details of the incident and has only expressed its condolences to the family of the deceased.

The US Coast Guard in Miami said it assisted with the search, but it is not involved in the investigation into the passenger’s death.

Deaths on cruise ships are rare — but unique circumstances of a floating city in international waters — the Icon of the Seas can carry up to 7,000 people — means that they are not handled like deaths on land.

What happens to someone who dies on a cruise ship?

When an unidentified man jumped from Royal Caribbean’s new 1,200-foot-long Icon of the Seas on the first day of a seven-day voyage on Sunday, a rescue boat from the ship found him and brought him back aboard.

Passengers were initially told that the man was in the intensive care unit, but the Coast Guard confirmed to The Post that he died.

The man's body was retrieved by the cruise line with help from the US Coast Guard.

The Icon of the Seas proceeded on its voyage around the Gulf of Mexico after the incident.

It’s not clear where the man’s body is now, but it was likely taken to the ship’s morgue until it can be transferred to authorities on land, Brais said.

The ship has stopped in Honduras and Mexico, and is set for one more port of call in the Bahamas before it returns to Miami on Saturday.

Who investigates deaths at sea?

While the US Coast Guard assisted Royal Caribbean in the search and rescue of the man who fell overboard, officials said it was the cruise line’s rescue boat that ultimately found and transported the body, and it would be up to the company to investigate the case.

Brais said Royal Caribbean is not required to release its findings to the public, adding that it is rare for a company to publish anything that could make them seem liable for the death.

“As a result, the cruise line is likely to find that the passenger’s death resulted from ‘natural causes,’ even if the totality of the circumstances at hand suggests otherwise,” according to his law firm.

Braise noted that in his decades of experience in the industry and law, alcohol is involved in the majority of cases.

Royal Caribbean did not respond to The Post’s request for comment.

Royal Caribbean is investigating the cause of death.

Does the family have any recourse about the investigation?

The Cruise Vessel Security and Safety act, which was passed in 2010, mandates that cruises not only follow strict regulations to ensure passengers are safe, but to also track crimes aboard their ships.

In regards to Sunday’s incident, Brais said the man’s family should look at whether Royal had the proper barriers in place to keep people from falling overboard and if they had Man-Overboard cameras installed that alerted them to the incident.

Even if Royal Caribbean was found to be negligent in the man’s death, the compensation could be limited to just covering funeral expenses under the Death of the High Seas Act, Brais added.

How common are deaths on cruise ships?

It can be difficult to determine how many deaths have occurred on cruise ships as it’s up to the companies to report such incidents.

According to the Department of Transportation’s Cruise Line Incident reports, there have only been four deaths aboard major cruise lines between January 2020 to March 2024.

Despite these numbers, Brais said it’s not rare for such man overboard stories to make headlines once every three weeks.

According to cruise expert Dr. Ross Klein, who maintains a master list of media reports of incidents where passengers have gone overboard, there have been at least 410 people who have fallen off cruises or ferries in the last 24 years.

Icon of the Seas death is the second so far this year aboard a Royal Caribbean cruise. In April, a drunk 20-year-old passenger reportedly jumped to his death from the Liberty of the Seas following a dispute with his father.

Following yesterday's news that a Royal Caribbean cruise ship passenger had died after jumping overboard just 300 miles from Florida port, another traveller has spoken out about the harrowing incident.

The unidentified man had been travelling on the firm's 1,200ft long Icon of the Seas ship - which had departed from Florida port for Honduras on Saturday (25 May) - plunged into the sea the following day.

While the Coast Guard said he went overboard, witnesses have claimed he jumped.

According to CruiseHive, the vessel came to a halt just 300 miles from PortMiami immediately afterwards, after which crew members joined the Coast Guard in a search and rescue mission.

The unnamed man was just hours into his week-long voyage on the Icon of the Seas when he was located by a rescue boat.

The man was rescued from the sea and brought back on board in a critical condition.

However, he succumbed to his injuries and was later pronounced dead.

Opening up about the incident, the Coast Guard said: "The cruise ship deployed one of their rescue boats, located the man and brought him back aboard.

"He was pronounced deceased. Beyond assisting in the search, the US Coast Guard did not have much involvement in this incident."

He and 300 of his fellow holidaymakers were made aware the passenger had been rescued while eating dinner, after the ship's captain made an announcement.

"Everyone in the dining room clapped and we're like 'yeah",' Zachary told the New York Post. "We assumed that the guy was fine."

It wasn't until later it emerged the man had passed away, after which Zachary claims the atmosphere immediately became surreal.

"I don't think everyone knows about the guy dying. I think it's kind of purposely silenced," he went on, adding how surprised he was that activities resumed as normal promptly afterwards.

"I thought we were going straight back to Miami, I thought that was it. But, no, everything just kept on going, I think people we're just trying not to think about it, maybe, I don't know.

"It just seemed like more people would have been like, 'oh my gosh, what's going on,' but no, people were just going about their day. It's just kind of dystopian."

The Icon of the Seas is the world’s largest cruise ship and took its maiden voyage on 27 January.

The company says the ship has the tallest waterfall and tallest drop water slide and largest waterpark of any cruise ship.

On the boat, travellers can relax in a suspended infinity pool or hit up the ice skating rink and entertainment venue.

There is also an Aquadome on board which has been built specifically for diving.

A Butler County man is facing charges after authorities accused him of assaulting his romantic partner while traveling on a cruise ship.

Quintin Owens, 27, of Cranberry Township, was indicted by a federal grand jury in Pittsburgh on assault and interstate domestic violence charges, according to a press release from the United States Attorney’s Office.

Owens faces a maximum sentence of up to 10 years in prison, a fine of up to $250,000, or both.

The Federal Bureau of Investigation conducted the investigation that led to the indictment, the release said.

Cranberry Township man accused of strangling, assaulting person on cruise ship

A Cranberry Township man is facing charges after he allegedly strangled and assaulted a person on a cruise ship in 2022.

Quintin Owens, 27, is charged with assault.

The Department of Justice said on Oct. 11, 2022, Owens strangled, assaulted and wounded a person while on a cruise ship excursion that left from Orlando.

Owens faces a maximum sentence of 10 years in prison, a fine of $250,000 or both.
