2024 Local Community Tourism Grant Program

NOTE: Below are the guidelines for the new Delaware County Local Community Tourism Grant, due February 28. This grant program is for municipal and non-profit entities. 2024 Delaware County  Local Community Tourism  Grants Guidelines

The Occupancy Tax was enacted into law by the Board of Supervisors for the purposes of creating a dedicated funding stream to promote and develop the tourism industry within Delaware County, thereby stimulating economic growth.

Funds raised through the occupancy tax will be utilized to support the implementation of programs designed to promote and increase tourism in Delaware County, as well as projects relating to capital and infrastructure investments that further support the development of this industry.

Eligibility :

Under New York State Law, not all entities are eligible to receive funding from a County government.  Only municipalities, nonprofit corporations and certain not-for-profit entities are eligible for funding.

For-profit entities are no longer able to apply under fiscal sponsorship of a municipality or non-profit organization with the formal approval of such entity.  Non-municipal applicants will be required to submit proof of nonprofit status in the form of an IRS determination letter or documentation of formal municipal fiscal sponsorship.

Note:  Requests made by or on behalf of for-profit ventures, request for general operating support, requests for retroactive support for expenses accrued prior to an award and requests for sectarian based projects are ineligible.

Funding Categories :

Arts & Culture :

  • Maximum funding – $1,200
  • Projects must support artistic events, programs or a series of events that promote public engagement and access to the arts.
  • Must attract non-county visitors and be open to the general public.

Note:  Artistic events/programs limited to serving the local community without a strategy for growth or not seeking to attract non-county visitors will not be funded.

Community Celebrations :

  • Projects that support events, programs, or a series of events that seek to build upon historical, musical, culinary, agricultural, recreational and/or cultural traditions of the area and hold the reasonable potential to attract non-county visitors.
  • Events must be open to the general public.

Note:  Community Celebrations limited to serving the local community without a strategy for growth or not seeking to attract non-county visitors will not be funded.

Promotion/Marketing :

  • Maximum funding – $5,000
  • Projects should be designed to promote specific locales, activities or tourism areas within Delaware County that will target non-county visitors. Project collaboration is encouraged (i.e: Event promotes other businesses that enhances the event – lodging/restaurants/other activities).
  • Funds requested under this category should be used to cover costs related to printed materials, web site and social media marketing, and other promotional or marketing initiatives.

Capital Improvements :

  • Projects eligible for funding under this category include; the renovation/construction of tourism properties owned by a municipality or non-profit, infrastructure improvements with a direct relationship to tourism, and other physical/structural items with a greater than 5 year lifespan.

Major Capital Improvements :

  • Maximum funding – $25,000

Note:  This grant category will be reserved for one or two large scale capital improvement projects. Applications will be reviewed thoroughly and additional documentation will be required.

Evaluation Criteria:

Applications submitted to the Tourism Advisory Board must clearly demonstrate how the project will result in an increase in the number of visitors, visitor frequency and/or visitor spending in Delaware County.

Applicants shall clearly define project goals and how the success of the project will be measured.  Applicants will be required to demonstrate a minimum of 1:1 match between Local Community Tourism grant funds and other project funds, as well as the applicant’s organizational and financial capacity for completing the project. Personal labor of the applicant is not an eligible project cost and may not be used as a match to the grant.

The Tourism Advisory Board will evaluate proposals on such criteria as:

  • Is the project, including goals, tasks and outcomes, clearly defined and likely to succeed?
  • Does the applicant have the organizational and financial capacity to undertake and successfully complete the project?
  • How likely is the project to result in increased visitors, particularly for overnight stays, and increased visitor spending?
  • How significant are the potential benefits of the project, are they measurable and how will they be measured?
  • Are the overall project costs and grant request justified based upon the expected benefits?
  • Does the project hold the potential to draw visitors during the mid-week and/or or off-season?
  • Does the project demonstrate strong partnerships, community support and collaboration with for-profit businesses?
  • To what degree does the project leverage other public and/or private funds?
  • Is documentation of project match provided?
  • Is the budget reasonably detailed and appropriate?
  • Is the project likely to be completed in a timeframe that is reasonable and appropriate?

Grant Awards

All grants will be awarded on a competitive basis and will require a minimum 1:1 cash match.  Grant recipients will be required to document the availability of matching funds prior to receipt of grant funds.  Grant awards are made by the Delaware County Board of Supervisors on recommendation of the Tourism Advisory Board.

Required Reporting :

  • Grant recipients will be required to submit a closeout report no later than November 29, 2024. However, in the event that the event/project will not be completed by November 29, 2024, the reporting submission date must be indicated on the grant application.
  • The closeout report will specifically address the results/impact of the project and project finances, in addition to other items deemed appropriate by the applicant and/or requested by the Tourism Advisory Board. Report will include quantitative as well as qualitative measurements, survey results, statistics and/or other compiled data (final budget form).

Note:  Any grant recipients that do not submit final reports will no longer be eligible for future grant funding.

Destination Delaware County: Tourism, visitors bring $1.8 billion in 2021

Tourism and visitors are big business in Delaware County, said Tim Wilson, executive director of Destination Delaware County, formerly the convention and visitors bureau.

In 2021, tourism and visitors pumped $1.8 billion into the county economy, he said, which created $368 million in wages for 12,396 workers.

Wilson gave a detailed report on the bureau’s recent accomplishments and plans to the county commissioners Aug. 8, saying the financial impact of tourists and visitors in the county was tabulated by the Office of Tourism Ohio.

The state website, ohio.org , on May 11 cited the office of tourism's report that tourism and visitor spending totaled $46.9 billion statewide in 2021, representing 219 million visitors and supporting 411,000 jobs.

Delaware County ranks 10th among Ohio counties in income generated by tourism and visitors, Wilson said.

Promotion helps push Delaware County past COVID

The COVID-19 coronavirus pandemic limited travel nationwide in 2020, and conditions since have improved, he said.

"We have seen a great recovery in the travel and tourism industry, specifically in the last six to eight months," he said.

He also gave a detailed description of Destination Delaware County's promotional efforts.

"Obviously, we're continuing to aggressively market Delaware County,” he said. “We use digital media channels heavily, as everyone I think has seen. Social media, specifically. We've also seen a great improvement in our website traffic."

Destination Delaware County has 27,000 followers on Facebook , with above-average levels of engagement, and it uses Instagram and TikTok , Wilson said.

Delaware County's draws

A combination of elements bring visitors to Delaware County, he said, foremost among them Interstate 71 and the Polaris commercial area. Other draws are the Columbus Zoo and Aquarium, the Delaware County Fair and Little Brown Jug harness race and Tanger Outlets, he said.

Columbus Fieldhouse USA at Polaris and the new Agriculture Center at the county fairgrounds are among venues hosting events, and tourism also is promoted by Main Street Delaware, with its Sheets Building welcome center at 20 E. Winter St. in Delaware.

Central Ohio Transit Authority runs a line in Delaware County, and Delaware County Transit provides local public transportation, he said.

Destination Delaware County's partners

Destination Delaware County partners with a variety of agencies, including the Delaware Finance Authority, Delaware County Economic Development, the county commissioners, the city of Delaware, COTA, Delaware County Transit, the county fairgrounds and the Delaware Municipal Airport, Wilson said.

Destination Delaware County also operates a kiosk at Polaris Fashion Place and has office space at the Sheets Building and the Powell Area Chamber of Commerce, he said.

Wilson told ThisWeek the county convention and visitors bureau was formed in 1995, and in 2021, it received $233,019 in county bed tax (sometimes called transient tax) paid by motels and hotels.

The bureau also received grants totaling $153,850 and spent $152,141 on direct marketing, both in 2021, he said.

The organization supports Delaware city's goal of establishing a hotel on Spring Street, Wilson said, and a Fairfield Inn 7 Suites hotel is planned at the northwest corner of I-71 and U.S. Route 36, currently the site of a Hampton Inn, Holiday Inn and Microtel Inn & Suites.

County commissioners sing bureau's praises

Commissioner Gary Merrell told Wilson taxpayers are getting their money's worth from the bureau.

"The budget you have to work with and the things that you're accomplishing, you have to be the most efficient use of taxpayer dollars in our county. I just commend you and your board for that," Merrell said.

 Commissioner Jeff Benton also endorsed it.

"You've got a lot going on. It's great to see. A lot of positive things," he said.

Balancing digital promotion, security

Merrell asked Wilson about the security of social media.

"Everything I read tells me TikTok has a relationship with (the communist government of China) that can (create) issues and abuse the data,” Merrell said. “Is that a concern?"

Wilson said the bureau contracts with 40 Degrees Media of Delaware to handle its online security.

"We constantly are under attack from Russia and China and other places with bots and things like that,” he said. “All of that data mining and stuff is a concern."

TikTok's popularity, however, is considerable, he said.

"The sheer number and volume of people on TikTok right now is remarkable,” he said. “If that is the case, there's a lot of folks out there. ... We'll do what we can to be proactive to try and make sure all of our data is secure."

Indoor track facility, pickleball complex get Delaware tourism money

An indoor track facility in Wilmington, a pickleball complex in Rehoboth Beach and improvements to existing facilities in Red Lion and near Frederica are among the projects receiving the first round of money from Delaware to boost tourism through sporting events.

Drawing the largest amount — $6 million — is a plan to construct a multisport facility with an indoor track adjacent to the Chase Fieldhouse. The project would give Delaware's annual indoor track and field state meet a home within First State borders for the first time since 2014 and reduce the amount of time and money local teams spend traveling to meets throughout the winter.

It could also become one of the sport's primary destinations for large invitationals that would draw out-of-state athletes and their families to Delaware's hotels and restaurants, project organizers say. The facility would accommodate other sports such as wrestling and volleyball.

The nonprofit Indoor Track Delaware, which shared its conceptual plans and economic study for the facility in March 2021, has partnered with BPG Sports, which owns and operates the $30 million Chase Fieldhouse, which opened in 2019. The group had secured $13 million toward the estimated project costs of $23 million as of a May 6 review, according to the Delaware Business Times.

Midway Motion and Fitness, a fitness center behind the Movies at Midway on Derrickson Drive off Coastal Highway, will receive $2 million to construct a pickleball complex. With 12 indoor courts and four outdoor courts, the complex would be built to the requirements of the American Pickleball Association to be able to host at least five sanctioned tournaments each year. It would be the first facility of its kind in Delaware.

DE Turf, the turf field complex on Route 1 south of Frederica, will receive $3 million for improvements that will allow it to host larger regional and national tournaments. The facility currently hosts a number of high-level field hockey, lacrosse and soccer tournaments throughout the year, in addition to local sporting events.

The planned improvements include increasing the seating capacity of the facility's stadium field from 1,000 to 3,000 seats and building additional amenities to allow the facility to host banquets and corporate events. DE Turf has received more than $4 million in taxpayer grants.

Board chairman Bill Strickland told the panel reviewing DE Turf's application that the planned improvements would improve the complex's economic impact, according to market researcher Rockport Analytics. Strickland said the changes will allow DE Turf to stay ahead of competitors, including a potential facility in Ocean City, Maryland, according to meeting minutes .

STATS Tournaments will receive $300,000 for their baseball and softball facility on Wrangle Hill Road in Red Lion near Route 1. STATS will use the money to install stadium lights at two of its fields and to build another baseball field and softball field.

"By providing financial support to these facilities, we can make certain that sporting event operators keep Delaware top of mind when looking for locations for their tournaments and other competitions."

The panel, composed of representatives of the Delaware Tourism Office and tourism offices focused on Wilmington, Kent County and southern Delaware, and the co-chairs of the Joint Capital Improvement Committee (Heffernan and Sen. Jack Walsh), received 18 applications.

Denied projects include a proposed multisport, indoor facility in Kent County; an ice arena in Dover for the Delaware Thunder professional hockey club; an eight-lane track at Sussex Academy; and improvements at the Hockessin Soccer Club, Georgetown's Sports at the Beach and Sandhill Fields and the University of Delaware's softball facility.

I ask you to come and experience it for yourself."

One of the first rounds of applause was when Roots announced that Phatso's Bakery that closed its 609 Welsh St. location in August will reopen.

"Phatso's is coming back, you guys," Roots said. "It's going to come back and grace us in downtown early September."

Roots also said as many as three teams will be using the Philadelphia Union facilities in Chester for practice as Philadelphia plans to host World Cup games in 2026.

"That means we're going to have a lot of visitors coming to Chester," Roots said.

He also noted that America 250 celebrations will also have impact on the city, with the 1724 courthouse being the oldest active courthouse in the nation.

The mayor also spoke of some of the challenges the city has continued to face.

"Chester has been in increasingly severe financial distress," Roots said. "We've been under Act 47 since 1995, which basically means the state is watching us. We've been under receivership since 2020, which means the state is helping us. And we've been in a state of bankruptcy since 2023, which means the state is attempting to save us."

He noted that the receiver warned in 2023 that the city might face disincorporation. However, Roots said that's turned around with the balanced budget although the city debt situation still needs work.

Regarding the receiver, Roots said, "He and I have a strong relationship. We don't always agree, but we never fight. We're all about partnering to come to the same solution and that's to save Chester ... I trust that he'll do the best he can for Chester."

The mayor warned that the Plan of Adjustment that the receiver is crafting as part of the bankruptcy process will be tough, "but it will help us get through bankruptcy and position us on stable financial footing to prosper for years to come."

His priorities

Roots then presented his priorities over the last six months since he's been in office.

"The No. 1 thing I knew I had to accomplish ... was to fix City Hall and to make government professional, transparent and trustworthy so Chester could run properly and sustainably for generations to come," he said.

That comes after the Pennsylvania Supreme Court earlier this year affirmed a Commonwealth Court decision giving the receiver expanded duties and removing some duties from elected officials but leaving financial decisions in the hands of City Council.

That has included an organization of the government with the need to hire more employees, while noting that those who work for the city are great people. He said that of the 240 city employees, about 80% are city residents.

"We have hired a lot of experts to run departments," Roots said. "Our City Council now focuses on laws and policies ... I'm getting rid of the red tape and rolling out the red carpet."

He also said the city is in the process of updating ordinances that date to 1956, including building and fire codes.

Of instituting an ethics code, Roots said, "Why? Because it decreases conflicts of interest and it increases trustworthiness, and we know that's important."

He added that he's paying attention to the future of the Stormwater Authority of the City of Chester and the Chester Housing Authority while also reestablishing a new Chester Parking Authority.

Roots said there's also a special focus on improving responses to residents who call or email City Hall and that a remodel of City Hall's interior is being considered, and would include an upgrade of the telephone system.

Another goal is to switch the city website from chestercity.com to chestercity.gov .

In the next few months, the Pennsylvania Department of Community and Economic Development will be releasing a report that will demonstrate how Pennsylvania and its affiliated agencies are committed to rebuilding Chester's infrastructure, according to Roots.

Dumping and trash

He also addressed the problem of illegal dumping.

"We're not proud of the way we look, I'll tell you that right now," Roots said. "We found with a little research and data that our Public Works Department in terms of tonnage, they pick up more illegal dumping than the trash man picks up going up and down the alleys picking up trash from alleys. That's insane! And that's got to stop.'

With 65% to 75% of the city renter-occupied, the city has instituted a Rental Registration Program.

"Our tenants, we have to make sure they know their rights," the mayor said, "and, landlords, you have to know yours ... We want people living in safe, secure and sanitary homes."

Another round of applause occurred as Roots was thankful for Delaware County's efforts to divert trash away from the Chester waterfront.

"That's a big deal," the mayor said, adding that was something he had been advocating for over two decades. "I've got to give them credit. They listened. They pivoted and they changed ... the citizens of Chester thank you, County Council, the Solid Waste Authority for that move."

About crime

Regarding crime, Roots said the city is experiencing a slight increase, but nowhere near the levels it saw five, 10, 20 years ago. The stabilization he said was, in part, due to Stollsteimer's implementation of the Chester Partnership for Safe Neighborhoods.

Roots said officers now wear body cameras and they continue to hire more police officers.

"We're way below where we should be," he said while commending the police department to get more officers out on the streets, from a low of one to two officers on during peak times.

"What's going to happen in August, there will always be around the clock at least six to seven officers at minimum on the streets of Chester," the mayor added.

He spoke of 21st Street and Edgmont Avenue, the site of more shootings than anywhere else combined in Delaware County.

"We had to pay attention to that," Roots said."So we brought the police in, we brought the DA in ... We just put a camera up, one of those big, big cameras like you see at Walmart parking lot. It's sitting there taking up half the sidewalk, protected by barricades. Believe me, the folks have moved. We have not had an issue on that corner since the cameras went up. That's smart working."

As a resource, he convened the Safe Summer Summit with 70 people from churches, nonprofit organizations, businesses and the community to identify summer activities going on in the city and what more could they do. As a result, they created a directory at chestercity.com/safesummer .

Another one of his goal is to tap into federal and state funding available for cities as a vibrant, central business district is being built that is safe and accessible to serve as a community gathering place while providing goods and services. He noted the work of artists and other business people who have begun that effort on properties.

He spoke of the potential of the Delaware Riverfront and noted the Philadelphia Union's $90 million investment to create a sportsplex with seven outdoor fields next to the stadium.

One thing he'd like to see there is a boat slip and an amusement park with a Ferris wheel.

"Just give me some businesses that don't have a smokestack," Roots said. "That's what we're looking for. That's what we're looking for."

"Did I say that I love Chester?" the mayor said. "I want you to love Chester, too ... Chester has bright days ahead but we need your partnership to make it happen."
