Transportation | capitola bridge demolition: officials remind public of planned 24-hour highway 1 closure, demolition starts march 23.

CAPITOLA — A section of Santa Cruz County’s busiest transportation corridor is slated to soon close for 24 hours and local officials are continuing to put the word out about expected impacts and detour plans.

Caltrans will close Highway 1 in both directions beginning at 7 p.m. March 23 and extending to 7 p.m. March 24 from the Park Avenue to Bay/Porter exits, according to a release from the agency. The closure will make space for a planned demolition of the Capitola Avenue highway overcrossing so that it can be rebuilt with improved bicycle and pedestrian facilities.

At a brief press conference Wednesday hosted in front of Capitola City Hall, Caltrans spokesperson Kevin Drabinski said the duration of such a highway closure was “unusual,” and that it was important to make sure the community was aware of the significant travel delays it will cause.

“This is such a destination for people to come, we just want to make sure to get that word out,” said Drabinski, adding that “the window we’ve selected for the 24-hour closure is understood to be the lowest traffic volume that we could get.”

Highway travelers moving northbound during the closure will be directed off at the Park Avenue exit. They will continue north on Soquel Drive and return to the highway at the Bay/Porter onramp, according to a Caltrans release.

Similarly, the southbound highway detour involves taking the Bay/Porter exit, moving south on Soquel Drive before returning to the highway via the Park Avenue onramp. Plenty of public safety officials will also be stationed along the transportation corridors to help direct traffic, planners said.

For regional travelers in the Bay Area, Central Valley, Salinas River Valley and broader Highway 1 coast, Caltrans has advised that Highway 101 remains a viable alternative route during the closure.

Drabinski said the demolition is weather dependent, half-joking that “we need you all to pull for sunny weather.”

According to Drabinski, the bridge was originally constructed in 1948, a year before the city of Capitola itself was incorporated.

“It’s time to make way for something new and bigger and better,” said Kristen Brown, pulling double duty as Capitola mayor and chair of the Santa Cruz County Regional Transportation Commission, which is the local lead for the project. “I think the community is going to be really excited to see it, especially with the public art aspect of it and how it’s going to enhance traffic operations and then also bicycle and pedestrian uses as well.”

In preparation for the demolition, the Capitola Avenue bridge closed Monday and will remain that way for at least 14 months, according to project planners.

The work is all part of a larger, three-phased multimodal project stretching from Soquel Drive to Freedom Boulevard. Project features include a combination of bus-on-shoulder and auxiliary lane development in both directions along the roughly 7.5-mile stretch of highway , multiple bicycle and pedestrian overcrossings, improvements to Soquel Drive and development of the Coastal Rail Trail along the Branch Rail Line corridor.

The Capitola Avenue bridge demolition is part of the second phase, just now ramping up construction efforts which also include a bicycle and pedestrian overcrossing at Mar Vista Drive. Construction is estimated to be completed in 2026. The estimated total cost for phase 2 is $94.2 million, according to a project fact sheet from the commission.

The first phase, from Soquel Drive to 41st Avenue, launched last April and is expected to be finished in 2025 while the third project, from State Park Drive to Freedom Boulevard, will begin construction in 2026.

“We have this vision of getting people out of their cars and having more multimodal travel that’s more sustainable for the future,” said the commission’s Senior Transportation Engineer Sarah Christensen. “Definitely the transit improvements and the bicycle and pedestrian improvements as well — this project has it all.”

Interstate 91 South in Bradford is now fully closed as crews begin work on ledge stabilization.

The closure began on Wednesday morning, according to the Vermont Agency of Transportation.

I-91 South from Exit 16 in Bradford to Exit 15 in Fairlee is currently closed. A detour is in place on US-5 for the duration of the work.

Currently, there is no estimated date for when work will be completed.

The road closures is along the same stretch of the interstate where falling rocks caused a weekslong detour as crews worked to remove the debris. However, officials confirmed that the road work is not a result of those falling rocks.

M-6/I-96 interchange rebuilding and bridge work begins this Sunday

GRAND RAPIDS, Mich. – The Michigan Department of Transportation (MDOT) is investing $7.5 million to rebuild the M-6/I-96 interchange in Cascade Township. Work includes asphalt rebuilding and bridge improvements.

Closest city: Grand Rapids

Start date: Sunday, April 28, 2024

Estimated end date: Mid-November 2024

Traffic restrictions: The eastbound M-6 ramp to eastbound I-96 is scheduled to close 3 p.m. this Sunday through June 21 . The posted detour is to head north on M-37 (Broadmoor Avenue) and east on M-11 (28th Street) to eastbound I-96.

The eastbound M-6 ramp to westbound I-96 is scheduled to close June 22 through Sept. 8. The posted detour is to head north on M-37 (Broadmoor Avenue) and east on M-11 (28th Street) to westbound I-96.

The eastbound and westbound I-96 ramps to westbound M-6 are scheduled to close July 27 through Nov. 9. The posted detour is to head west on M-11 and south on M-37 (Broadmoor Avenue) to westbound M-6. Ramp closure dates are approximate and will depend on project progression.

Jobs numbers: Based on economic modeling, this investment is expected to directly and indirectly support 91 jobs.

Safety benefit: This work also will increase the safety and ride quality for the motoring public.

Extended Closure of KY 408

A contractor for the Kentucky Transportation Cabinet (KYTC) plans an extended closure of KY 408/Egners Ferry Road in Marshall County starting Monday, October 23, 2023.

KY 408/Egners Ferry Road will be closed for approximately 22 months immediately east of Benton between KY 1462/Benton-Birmingham Road and KY 1897/Olive-Hamlet Road to allow four bridges to be reconstructed.  Construction signage for the project is expected to go up in the next week.

The extended project includes demolition of old bridges and construction of four new bridges along the Clarks River Wildlife Refuge between KY 408 mile point 8.5 and 10.2.

Due to the number of bridges being replaced, the work will be completed in phases.  The project will replace the following bridges:

Johns River Overflow Bridge Construction of new 111 ft. bridge at 8.823mm

Johns River Bridge Construction of new 112 ft. beam bridge at 8.944mm

Clarks River Overflow Bridge Construction of new 175 ft. box beam bridge at 9.345mm

Clarks River Bridge Construction of a new 836 ft. rolled steel beam Bridge at 9.795mm

There will be a marked detour via U.S. 68 and KY 1462/Benton-Birmingham Road.  The detour adds 2.2 miles or approximately 4 minutes of travel time to the route.

Access will be maintained for a private entrance along the project area.

When the roadway is reopened the contractor will work with Clarks River Wildlife Refuge to create an improved public access point to the river along KY 408/Egners Ferry Road.

Jim Smith Contracting of Grand Rivers is the prime contractor on this $9,123,987 group bridge construction project.  The target completion date is August 15, 2025.

Roadway reopens on Lavista Road following demolition of building gutted by flames in 2023

ATLANTA — Months after a devastating fire gutted an apartment complex -- prompting road closures in the midst of destruction -- the road is now reopened. 

According to the Atlanta Department of Transportation, all lanes along Lavista Road NE from Citadel Drive NE to Cheshire Bridge Road NE are now open to traffic. 

Portions of the road had been closed since Nov. 11, 2023, after an early morning fire gutted the Reserve at LaVista Walk Apartments. The damage to the property was so extensive that the building had to be demolished before the road could be safely opened.

That said, the demolition of the building did not start until earlier this month, and 11Alive previously reported how business owners described their frustration with the closure crippling their businesses. An example is how the general manager of the popular Original Pancake House, Darryl Newton, told 11Alive's Doug Richards that the closure cut business by nearly half. 

Although the road is now open to traffic, the south side of Lavista Road NE, from the entrance to the Reserve at Lavista Walk Apartments to Cheshire Bridge Road NE, will remain closed. There will be detour signage to direct people to an open sidewalk on the north side of the road, according to a release.

I-90 bridge demolitions in Austin to start on Friday

AUSTIN, Minn. – A bridge demolition is scheduled to start Friday in Austin.

The Minnesota Department of Transportation (MnDOT) says drivers on Interstate 90 near the Oakland Avenue bridge will have to use the exit and entrance ramps from 6:30 pm Friday through 5 am on Monday.  Drivers on Highway 105/Oakland Avenue near I-90 in Austin will encounter a detour.

Those driving  west on Oakland Avenue should use the on-ramp to I-90 eastbound, then take Exit 177 to Highway 218, take a left over the bridge and use the on-ramp to I-90 westbound.  Next, motorists should use Exit 175 to go west on Oakland Avenue/Mower County Road 46.

MnDOT says those traveling east on Oakland Avenue should use the on-ramp to I-90 westbound, then take Exit 166 to Freeborn County Road 46, take a left and use the on-ramp to I-90 eastbound.  Next, motorists should use Exit 175 to go east on Oakland Avenue.

MnDOT says the Oakland Avenue bridge replacement is part of the three-year project that is replacing or repairing bridges at six sites along the I-90 corridor in Austin:

-          Oakland Ave. West (Highway 105), replace in 2024

-          14th Street Northwest (Highway 218 north), replace in 2026

-          Fourth Street Northwest, replace in 2024-2025

-          I-90 over Cedar River, replace in 2024-2025

-          I-90 over Sixth Street Northeast, rehabilitate in 2024-2025

-          21st Street Northeast (Highway 218 south), replace in 2026

Full and Partial Closures of Eastbound State Route 12 in Santa Rosa To Expedite Pavement Replacement

Closures from 8:00 pm, friday, april 19, until 5:00 am, monday, april 22 full eastbound closures at night; one lane open during the day.

SANTA ROSA – As part of a paving and concrete slab replacement project, Caltrans will alternate partial and full closures of eastbound State Route 12 in Santa Rosa between the Dutton Avenue exit and the Downtown, S. “E” Street exit between 8:00 PM, Friday, April 19, and 5:00 AM, Monday, April 22, 2024. 

The closures will be divided into day and night shifts. During night closures, the eastbound freeway between Dutton Avenue and Downtown S. “E” Street will be fully closed.  During day closures, one eastbound lane will be open, and one lane will be closed.

During day closures, motorists who wish to connect from eastbound Route 12 to US Hwy 101 will be detoured.  See Map #1 below.

At night, motorists heading eastbound on Route 12 past Dutton Avenue will follow Map #2.

Westbound Route 12 will not be affected. 

During the night shifts (8:00 PM – 8:00 AM), the eastbound direction of the freeway will be fully closed until 8:00 AM, except on Monday, April 22, when the closure ends at 5:00 AM. Detours will guide motorists around the closed portion of the freeway.  

During the day shifts (8:00 AM – 8:00 PM), one of two lanes in the eastbound direction will be closed. Motorists traveling eastbound on SR-12 between Dutton Avenue and S. “E” Street should prepare for significant delays or choose an alternative route. 

Caltrans chose to implement full nighttime and partial daytime freeway closures to accelerate the demolition and replacement of concrete slab work that may take up to a year if performed during typical nighttime lane closures. Also, full nighttime closures are safer for workers and motorists.

The slab replacement is part of a larger project to rehabilitate a three-mile stretch of SR-12 between Llano Road and Farmers Lane in Santa Rosa, which began in June 2023

No Conflict with Concurrent Route 37 Closures

The Route 12 closures run concurrently with weekend closures on westbound Route 37 in Solano, Napa, and Sonoma counties. 

Caltrans traffic operational analysis found no conflicts between the closures because Route 12 closures will affect eastbound traffic while the Route 37 closures will affect westbound traffic.
