New requirements for Americans traveling to Europe postponed until 2025

Visitors who now travel visa-free will need to get approval prior to departure.

Americans eyed upcoming travel to European destinations slightly differently due to news of a requirement that was set to start in 2024 for U.S. passport holders. But now, EU officials have postponed the European Travel Information and Authorisation System ( ETIAS ) launch until spring of 2025.

SchengenVisaInfo.com, a website dedicated to the world's largest visa-free zone where 27 European countries abolished their internal borders known as the Schengen Area, first reported that an EU official confirmed ETIAS won't go live until May 2025, "due to continued delays with the introduction of the related Entry-Exit System (EES), which needs to be operational before ETIAS can be implemented."

An official for the European Union did not immediately respond to ABC News' request for comment.

What to know about ETIAS for US travelers

If you previously traveled to Europe without a visa, you will now need to apply for authorization through the ETIAS , before visiting.

Today, American travelers have visa-free access to 184 global destinations, according to the Henley Passport Index . And while the U.S. passport is currently ranked eighth-most powerful passport to own, that could be set to shift when the European Union adds its new documentation requirements for U.S. visitors.

The application form, which will be available on the official ETIAS website as well as a mobile application, has a fee of 7 euros or $7.79 U.S. dollars. All communication is done by email.

Once you are approved for travel, the authorization entitles visitors to stay in European countries that require ETIAS for up to 90 days within any 180-day period and travelers must be in possession of a valid ETIAS during their entire stay.

According to ETIAS, most applications should be processed within minutes, but in case an application takes longer, decisions will be sent within four days or up to 14 days if the applicant is asked to provide additional documentation.

The European Union encourages travelers to apply for an ETIAS authorization "well in advance of your planned journey."

Confirmation of application submission will be sent on email with a unique number that is needed for future reference.

Upon receiving ETIAS travel authorization, travelers are to ensure that their name, passport number and other information is correct because any mistake will prevent them from crossing the border.

If an application is refused, the email will include the reasons for the decision along with information about how to appeal.

ETIAS travel authorization is valid for three years, according to the EU, or until the travel document you used in your application expires, whichever comes first.

The ETIAS authorization is linked to a person's travel document -- such as a U.S. passport -- and both documents will be needed to board a flight, bus or ship to enter any of the European countries that require ETIAS.

Similar to international border requirements with a passport, the ETIAS authorization doesn't guarantee automatic right of entry. "Border guards will verify that you meet the entry conditions" and anyone who does not meet the conditions "will be refused entry," according to the EU.

What It’s Like Flying Air Europa Short-Haul in Europe [February 2024 Review]

If you’re like me, you’ve seen Air Europa’s name multiple times as a member of the SkyTeam alliance and wondered more about it. However, I had never flown the Spanish airline until recently. After booking my flights, I had the same question you might have: What is flying Air Europa like?

Specifically, what’s it like for short-haul flights within Europe? Long-haul business class to the U.S. is likely a different beast; after all, airlines tend to put their best foot forward for those flights. But what would I get for 2 separate flights, both just over an hour, inside Europe?

Here’s a review of my experience flying Air Europa from Porto, Portugal, to Madrid, Spain, and onwards to Málaga, Spain, at the end of February 2024.

Let’s start with what I liked about my 2 flights, which were both on Boeing 737-800 aircraft. My wife and I took both of these flights on the same day in a single reservation, from Francisco Sá Carneiro Airport (OPO) in Porto through Adolfo Suárez Madrid-Barajas Airport (MAD) to Málaga-Costa del Sol Airport (AGP) in southern Spain.

Both of our flights left on time, and the gate crew did one of my favorite things in the world: They turned away passengers who tried to board before their group was called. We had boarding group 3, and the people in front of us on the MAD-AGP sector had boarding group 5. When it was time to scan their boarding passes, the employees told them to get out of line and wait for their group. Fantastic!

Beyond the boarding process, check-in was organized, the bathrooms on the plane were kept clean, and everything the crew did felt organized, such as announcements and inflight services.

As a member of the SkyTeam alliance , Air Europa flights can be booked through all alliance partners, such as Delta SkyMiles or Flying Blue miles.

However, you may not want or need to book with partner miles. Cheap cash fares are available on many Air Europa flights within Europe. Most days of the week, nearly any time of the year, you can book the flights we took for $80 per person .

Granted, you’ll pay more if you want to choose your seat, get a preferred seat with more legroom, or check a bag. But inexpensive fares on Air Europa are available.

When paying for a flight — or just paying the taxes and fees on an award ticket — pay with one of the best credit cards for airfare to maximize your rewards and benefits. Unlike airlines I’ve flown with similar low-cost fares, the tray tables were still a great size . Here’s my 13-inch laptop on the tray table for comparison.

The seatback pocket was a generous size as well. This definitely wasn’t Ryanair , which you might think of when you see the cost of some Air Europa flights.

Another thing that really surprised me was the cost of food and drinks for sale on the flights. I’m very used to U.S. airlines ripping me off for a few crackers with some hummus. Paying €5.50 (close to $6) for a muffin and a juice or coffee seemed pretty reasonable by comparison .

However, not everything was roses. There are a few areas where Air Europa left us wanting more.

It seems like every airline is cutting back on inflight services these days, and Air Europa was no exception. I wasn’t expecting a full meal on these short flights, but at least you get a drink and maybe a cookie on a short flight in the U.S. With Air Europa, we paid for anything we wanted to consume .

There also was no entertainment system at the seats … not even a music option accessed by plugging your headphones into the armrest.

In this aspect, Air Europa definitely felt like a low-cost airline. Spacing between rows of seats was tight. I’m 5 feet 10 inches tall, for reference, and my knees were nearly hitting the back of the seat in front of me . If you’re much taller, good luck.

The planes had business class seats at the front, providing some extra space but not much beyond that.

You can pay for “XL seats” in the exit rows. But anyone not forking over €30 to €40 or getting upgrades from elite status will wind up in the seats we had.

There was a desk agent on the phone at the check-in desk who was still on the phone when it was our turn to check in and remained on the phone throughout the process . Thus, he didn’t tell us anything at all. Not even the location of our gate, which seemed pretty important.

Air Europa very much felt like a do-it-yourself airline. The check-in agent simply waited for us to hand over our passports and put our luggage on the scale — no talking involved.

This sizer for hand baggage was available near the check-in desks, and you could test out your bag on your own. Beyond that, flight crews didn’t help passengers find their seats, chat with customers, or talk in any way that went beyond absolute necessity. There’s a happy medium between “lips are sealed” and “won’t shut up” for airline employees, and Air Europa could improve by moving into it.

We got from A to B efficiently, cheaply, and safely. At the end of the day, that’s what matters most. Were we impressed by Air Europa after our short-haul flights in Europe? Not really. But we also didn’t hate it.

We earned a few miles from paid flights, got where we wanted to go, and didn’t receive any frills along the way . Employees weren’t talkative by any stretch of the imagination, but at least they enforced boarding groups and didn’t overcharge for inflight food.

Automatic Refunds and No More Hidden Fees: D.O.T. Sets New Rules for Airlines

The Transportation Department issued new requirements on refunds when flights are canceled or delayed and on revealing “junk” fees before booking. Here’s what passengers can expect.

The Transportation Department on Wednesday announced new rules taking aim at two of the most difficult and annoying issues in air travel: obtaining refunds and encountering surprise fees late in the booking process.

“Passengers deserve to know upfront what costs they are facing and should get their money back when an airline owes them — without having to ask,” said U.S. Transportation Secretary Pete Buttigieg in a statement, adding that the changes would not only save passengers “time and money,” but also prevent headaches.

The department’s new rules, Mr. Buttigieg said, will hold airlines to clear and consistent standards when they cancel, delay or substantially change flights, and require automatic refunds to be issued within weeks. They will also require them to reveal all fees before a ticket is purchased.

Airlines for America , a trade group representing the country’s largest air carriers, said in a statement that its airlines “abide by and frequently exceed” D.O.T. consumer protection regulations.

Passenger advocates welcomed the new steps.

Tomasz Pawliszyn, the chief executive of AirHelp, a Berlin-based company that assists passengers with airline claims, called it a “massive step forward and huge improvement in consumer rights and protection” that brings the United States closer to global standards in passenger rights.

Here’s what we know about the D.O.T.’s new rules, which will begin to go into effect in October.

There’s now one definition for a “significant” delay.

Until now, airlines have been allowed to set their own definition for a “significant” delay and compensation has varied by carrier . Now, according to the D.O.T., there will be one standard: when departure or arrival is delayed by three hours for domestic flights and six hours for international flights.

Passengers will get prompt refunds for cancellations or significant changes for flights and delayed bags, for any reason.

When things go wrong, getting compensation from an airline has often required establishing a cumbersome paper trail or spending untold hours on the phone. Under the new rules, refunds will be automatic, without passengers having to request them. Refunds will be made in full, excepting the value of any transportation already used. Airlines and ticket agents must provide refunds in the original form of payment, whether by cash, credit card or airline miles. Refunds are due within seven days for credit card purchases and within 20 days for other payments.

Passengers with other flight disruptions, such as being downgraded to a lower service class, are also entitled to refunds.

The list of significant changes for which passengers can get their money back also includes: departure or arrival from an airport different from the one booked; connections at different airports or flights on planes that are less accessible to a person with a disability; an increase in the number of scheduled connections. Also, passengers who pay for services like Wi-Fi or seat selection that are then unavailable will be refunded any fees.

Airlines must give travel vouchers or credits to ticketed passengers unable to fly because of government restrictions or a doctor’s orders.

The vouchers or credits will be transferable and can be used for at least five years after the date they were issued.

Fees for checked baggage and modifying a reservation must be disclosed upfront.

Airlines and ticket agents are now required to display any extra fees for things like checking bags or seat selection clearly and individually before a ticket purchase. They will also need to outline the airline’s policies on baggage, cancellations and changing flights before a customer purchases a ticket.

The rules, which apply to all flights on domestic airlines and flights to and from the United States operated by foreign airlines, have varying start dates.

For example, automatic refunds must be instituted by the airlines within six months. But carriers have a year before they’re required to issue travel vouchers and credits for passengers advised by a medical professional not to fly.

Is the Trans-Siberian Railway expensive?

Before starting on your Trans-Siberian Railway adventure you naturally want to know what the entire trip will cost. Although this sounds like a simple question, it is pretty difficult to answer. The Trans-Siberian Railway price of travel depends on the following factors:

  • Which travel class do I want to use? The price for a first class ticket is about three times the price of a 3rd class ticket
  • Am I willing to buy the tickets myself and assume responsibility for the organisation of the trip?
  • How many stopovers do I want to make? The more breaks, the higher the total price.
  • What sort of accommodation do I want? Will it be a luxury hotel or will a hostel dormitory be sufficient?
  • What tours and excursions would I like to go on?
  • What is the current exchange rate for rubles?

Basically, everything from a luxury to a budget holiday is available. If you buy yourself a 3rd Class nonstop ticket at the counter, a few hundred Euros will cover the price. All you will experience is a week on the Trans-Siberian train and will see nothing of the cities on the way. There is, however, any amount of room for upward expansion. Everyone makes different choices about which aspects they are willing to spend money on. I personally prefer to save money on accommodation and railcar class, visit as many cities and do as many trips as possible. To enable better classification of your travel expenses I have contrasted two typical traveler types. In the third column you can calculate the total cost of your own journey on the Trans-Siberian Railway. Please keep in mind that these are only rough estimations and not exact prices.

The all-in costs seem fairly high at first. However, they cover everything and it is quite a long journey taking four weeks. Many people forget to consider that when looking at the list. We should also deduct the running costs for food and leisure at home. I think most visitors to this page will classify themselves somewhere between the two categories, that is around the € 2,000 – € 2,500 range. When comparing these prices with other travel packages, you get the impression that it is hardly worthwhile travelling individually on the Trans-Siberian Railway. Please keep in mind that most packages last no more than 14 days and you are herded like cattle through the most beautiful locations.

If you spend less time on the Trans-Siberian Railway you will, of course, pay less. I chose this particular travel length because I prefer not to do things by halves. If you fulfill your dream of travelling on the Trans-Siberian Railway, enjoy it and don’t rush things. But it’s up to you, of course. Try playing around with the form a bit to find the appropriate price for your trip.

The Biden administration issued final rules Wednesday to require airlines to automatically issue cash refunds for things like delayed flights and to better disclose fees for baggage or canceling a reservation.

The Transportation Department said airlines will be required to provide automatic cash refunds within a few days for canceled flights and “significant” delays.

Under current regulations, airlines decide how long a delay must last before triggering refunds. The administration is removing that wiggle room by defining a significant delay as lasting at least three hours for domestic flights and six hours for international ones.

Airlines still will be allowed to offer another flight or a travel credit instead, but consumers can reject the offer.

The rule will also apply to refunds of checked-bag fees if the bag isn’t delivered within 12 hours for domestic flights or 15 to 30 hours for international flights. And it will apply to fees for things such as seat selection or an internet connection if the airline fails to provide the service.

Complaints about refunds skyrocketed during the COVID-19 pandemic, as airlines canceled flights and, even when they didn’t, many people didn’t feel safe sharing a plane cabin with other passengers.

Airlines for America, a trade group for large U.S. carriers, noted that refund complaints to the Transportation Department have fallen sharply since mid-2020. A spokesperson for the group said airlines “offer a range of options — including fully refundable fares — to increase accessibility to air travel and to help customers make ticket selections that best fit their needs.”

The group said the 11 largest U.S. airlines issued $43 billion in customer refunds from 2020 through 2023.

The Transportation Department issued a separate rule requiring airlines and ticket agents to disclose upfront what they charge for checked and carry-on bags and canceling or changing a reservation. On airline websites, the fees must be shown the first time customers see a price and schedule.

The rule will also oblige airlines to tell passengers they have a guaranteed seat they are not required to pay extra for, although it does not bar airlines from charging people to choose specific seats. Many airlines now charge extra for certain spots, including exit-row seats and those near the front of the cabin.

The agency said the rule will save consumers more than $500 million a year.

Airlines for America said its members “offer transparency and vast choice to consumers” from their first search.

The new rules will take effect over the next two years. They are part of a broad administration attack on what President Joe Biden calls “junk fees.” Last week, Transportation Secretary Pete Buttigieg announced that his department will let state officials in 15 states help enforce federal airline consumer protection laws .

Sizes and weight allowed

23 kg   (maximum 32 kg)   -   158 cm   (length + width + height)

  • No bag can exceed 158 cm. The handles, pockets and wheels are included in these dimensions. If this limit is exceeded, a surcharge will be added. If the baggage exceeds the limit allowed, it might not be accepted as checked baggage.
  • The maximum weight allowed per bag is 23 kg (except for Business Class passengers, whose maximum weight allowance is 32 kg). If you need to, you can increase it from 23 kg to 32 kg by paying a surcharge. This option is only available at the Call Centre and in our offices located at the airport. The weight limit per piece is 32 kg.
  • Bulky baggage can damage and/or block check-in and baggage management systems at airports, which means they require specific handling. For this reason, this type of baggage, such as flexible fabric items and/or oval or circular items, plastic film wrapped items and/or bags, and wrapped items or items in rudimentary packaging, will be considered special baggage and will be subject to extra charges. Exceptional cases

Certain cases have important restrictions or information to consider.

SUMA Customers

Passengers travelling in Business class or holders of Air Europa SUMA Silver, Gold or Platinum cards and SkyTeam Alliance Elite or ElitePlus cards are exempt from paying for the first extra bag , provided that the total weight of their baggage does not exceed the total weight allowed by their baggage allowance.

Baggage on codeshare flights

If you are travelling in connection or code-sharing with another airline, check the free baggage allowance limit by selecting the operating airline from the drop-down menu , as it may be different for each of them. Depending on the agreements between airlines, in some cases it may not be possible to check baggage through to the final destination.

Baggage Partner Airlines

If you are travelling on a code-share flight , i.e. if your flight number is in the UX2000 / UX3000 series, the applicable baggage allowance will be shown on your ticket for each flight concerned.

If your ticket includes flights on both Air Europa and another airline, the longest leg allowance will apply. If you have purchased separate tickets for different airlines, the baggage allowance of the operating carrier will apply for each ticket.

Your baggage will be checked through to the final destination on all our code-share flights, provided that the flights are included in the same booking or booking reference.

Are you flying with a baby or child?

Babies (below the age of 2) are entitled to one 10-kg carry-on bag.  And, as long as the adult they are travelling with has booked a suitcase fare, they will be entitled to the same free baggage allowance in the hold. In addition to this allowance, they can also take a foldable baby stroller.

Children between 2 and 11 years of age can check baggage as determined by the ticket purchased.

Discount for Residents and Large Families

Passengers residing in the Balearic Islands, Canary Islands, Ceuta and Melilla, who have tickets with the LITE fare and pay for one bag will be eligible for the applicable discount to the published rate.

  • If allowed by the ticket and route, you can pay for additional bags online (on the website), by calling our Customer Service Center or at Air Europa 's offices at the airport.
  • Moreover, taking into account the aforementioned conditions, you can increase the maximum weight of your checked bag from 23 kg to 32 kg by paying a surcharge. This option is only available at the Call Center and at our offices in the airport.

If it is not possible to transport your item of luggage as an oversized bag, you can request to transport it as cargo through AirEuropa Cargo .

What items are considered household appliances and how do I transport them?

  • Appliances cannot be checked They will only be permitted in your hand luggage if allowed by their size and weight.
  • Appliances refer to Desktop computers (including iMac), monitors, TVs, microwaves, immersion heaters (boiler/heaters), refrigerators, game consoles (e.g., PlayStation, Xbox, Wii, etc.), etc.
  • Portable electronic devices can be transported Laptops, tablets, e-books, portable game consoles, etc.  
  • These can be transported by purchasing an additional seat in the cabin (the fee is the same as the ticket price, except for airport charges), provided that they comply with the maximum cabin baggage size and weight limits. If these limits are exceeded, the items must be transported as air cargo. See our section on transporting special baggage in the cabin for more information.

How can I take a suitcase that exceeds the maximum size or weight limit?

OVERSIZED BAGGAGE IN THE CABIN

If you want to take an item of luggage that does not fit in the overhead compartments or under the seat in front of you due to its size or weight (e.g., musical instrument, television, iMac, etc.), it must be transported on an additional seat(s) and supervised by the passenger at all times. The price and conditions can be viewed here .

OVERSIZED BAGGAGE IN THE HOLD

Any item that exceeds 158 cm in total (height x width x length) can be transported in the aircraft hold. However, it must not exceed 32 kg in weight. Wheelchairs, musical instruments, and pets are exempt from this rule and can be transported in the hold. Items considered as household appliances (e.g., iMacs, televisions, monitors, desktop computers) cannot be transported in the hold.

Is it possible to check my luggage through to my final destination if my flight is indirect?

The possibility of checking your luggage through to your final destination depends on the selected route and airlines operating the flights:

  • If your trip includes flights operated by Air Europa and another airline , you should contact us to see if your luggage can be checked through to your final destination.
  • If all your flights are operated by Air Europa (even if they are on different bookings or tickets) , it is possible to send your luggage through to your final destination. However, you must contact us in advance.
  • If all your flights are operated by Air Europa and are on the same booking and ticket , your luggage will be sent directly to your final destination. Therefore, there is no need to contact us to request this service.
  • Destinations where passengers are required to check their luggage at the first point of entry to the country and pass through customs: Ezeiza, Guarulhos, Salvador de Bahía, Montevideo, Lima, Caracas, Cancun, Santiago de Chile, New York, Miami, and San Juan.
  • Luggage can only be checked through to your final destination for flights operated by the airline Amaszonas to Cochabamba or La Paz with a stopover in Viru Viru.
  • Luggage cannot be checked through to your final destination if you have to travel to a different airport for a connecting flight (Ezeiza-Aeroparque, Orly-Charles de Gaulle).
  • It is not possible to check-in through to the final destination if a train or bus ride is included in the booking.
