Definition: International inbound tourists (overnight visitors) are the number of tourists who travel to a country other than that in which they have their usual residence, but outside their usual environment, for a period not exceeding 12 months and whose main purpose in visiting is other than an activity remunerated from within the country visited. When data on number of tourists are not available, the number of visitors, which includes tourists, same-day visitors, cruise passengers, and crew members, is shown instead. Sources and collection methods for arrivals differ across countries. In some cases data are from border statistics (police, immigration, and the like) and supplemented by border surveys. In other cases data are from tourism accommodation establishments. For some countries number of arrivals is limited to arrivals by air and for others to arrivals staying in hotels. Some countries include arrivals of nationals residing abroad while others do not. Caution should thus be used in comparing arrivals across countries. The data on inbound tourists refer to the number of arrivals, not to the number of people traveling. Thus a person who makes several trips to a country during a given period is counted each time as a new arrival.

WTO plans to develop tourism in Ukraine during the war: what is known

The organization's Secretary General, Zurab Pololikashvili, announced the initiative during his speech at the 25th session of the WTO General Assembly, which took place in Samarkand, Uzbekistan. 

This information was provided by the press service of the State Agency for Tourism Development (DART).

Zurab Pololikashvili noted that this idea involves combining the efforts of all participants in the tourism industry to resume receiving foreign tourists in Ukraine.

"I am confident that the support of all WTO member states will be very useful and will be a great start to the revival of tourism in Ukraine. We can start by organizing various events in relatively safe parts of the country or near the borders with neighboring countries," the WTO Secretary-General emphasized.

As it is known, on June 1, 2023, Ukraine received the right to chair the 68th meeting of the UN WTO European Commission, which indicates the recognition of its role in the tourism sector.

At the 69th session of the UN WTO European Commission, Ukraine, which leads the European sector, presented its tourism development program for 2024-2025.

Head of the State Agency for Tourism Development of Ukraine (DART), Mariana Oleskiv, who led the Ukrainian delegation, expressed the country's readiness to integrate into the European tourism community and invited representatives of the civilized world to plan together to revive tourism in Ukraine.

"The election of Ukraine as a permanent member demonstrates the recognition of our strength in this area and opens up new opportunities for cooperation and exchange of experience with other European and global countries. We will work to create a favorable business environment for the development of the tourism industry, promote investment and facilitate partnerships with international companies," she said.

Oleskiv also added that Ukraine has great potential to become an attractive tourist destination for people from all over the world.

Treasury targets corruption network in guyana.

WASHINGTON — Today, the Department of the Treasury’s Office of Foreign Assets Control (OFAC) sanctioned members of one of Guyana’s wealthiest families, Nazar Mohamed (Nazar) and his son, Azruddin Mohamed (Azruddin), their company, Mohamed’s Enterprise, and a Guyanese government official, Mae Thomas (Thomas), for their roles in public corruption in Guyana.Additionally, OFAC designated two other entities, Hadi’s World and Team Mohamed’s Racing Team, for being owned or controlled by Mohamed’s Enterprise and Azruddin, respectively. These individuals and entities are sanctioned pursuant to Executive Order (E.O.) 13818, which builds upon and implements the Global Magnitsky Human Rights Accountability Act and targets perpetrators of serious human rights abuse and corruption around the world.

“Today’s action underscores our commitment to holding accountable those who seek to exploit Guyana’s underdeveloped gold sector for personal gain,” said Under Secretary of the Treasury for Terrorism and Financial Intelligence Brian E. Nelson. “Treasury, in close coordination with our partners in U.S. law enforcement, will continue to take action to safeguard the U.S. financial system from abuse by corrupt actors.” 

These actions were conducted in coordination with Homeland Security Investigations New York Organized Crime Drug Enforcement Task Force (OCDETF) Strike Force, Diplomatic Security Service, Customs and Border Protection (CBP) Office of Intelligence – New York Operations, and the Federal Bureau of Investigation’s Miami Field Office, with assistance from HSI Miami, CBP Miami and New York Field Offices, New York City Police Department Intelligence Bureau, and the Drug Enforcement Administration. 

the MOHAMED’s Abuse of guyana’s GOLD industry

Gold is one of Guyana’s main exports, but it remains a highly fractured industry with small-scale gold mining operations in Guyana occupying a majority share of the country’s gold production. These small, family-owned businesses have informal relationships with larger purchasers and traders like Mohamed’s Enterprise. Once mined, Guyanese gold is sold and traded throughout international markets, including the United States, Canada, the United Arab Emirates, and the European Union. 

Nazar Mohamed founded Mohamed’s Enterprise in Guyana before expanding to the United States as a moneychanger and transitioned into gold trading, growing Mohamed’s Enterprise into one of Guyana’s largest gold exporters. In time, Azruddin Mohamed ultimately took over Mohamed’s Enterprise, which also now does business as “Confidential Cambio.” 

Azruddin and Mohamed’s Enterprise evaded Guyana’s tax on gold exports and defrauded the Guyanese government of tax revenues by under­declaring their gold exports to Guyanese authorities. Between 2019 and 2023, Mohamed’s Enterprise omitted more than 10 thousand kilograms of gold from import and export declarations and avoided paying more than $50 million in duty taxes to the Government of Guyana.

Mohamed’s Enterprise has bribed customs officials to falsify import and export documents, as well as to facilitate illicit gold shipments. Mohamed’s Enterprise had paid bribes to Guyanese government officials to ensure the undisrupted flow of inbound and outbound personnel that move currency and other items on behalf of Azruddin and Mohamed’s Enterprise.

In addition, Azruddin is the principal and owner of Team Mohamed’s Racing Team, a drag racing organization in Guyana. Hadi’s World is a Guyana-based subsidiary of Mohamed’s Enterprise.

To conceal their illegal activity and operate with impunity, Azruddin and Mohamed’s Enterprise have engaged in extensive bribery schemes involving government officials in Guyana. This includes providing direct and recurring bribery payments to Guyanese government officials to ensure favorable treatment in criminal or civil matters that would otherwise suggest their involvement in illegal criminal activity. In return, corrupt officials receive cash and gifts for incidents that are overlooked. Additionally, Mohamed’s Enterprise has paid bribes to corrupt Guyanese government officials to facilitate the award of government contracts.

One such official, Mae Thomas, was the Permanent Secretary to Guyana’s Minister of Home Affairs from October 2020 through August 2023, and is the current Permanent Secretary of the Ministry of Labour. A corrupt Permanent Secretary could manipulate procurement processes to suit their preferred bidder by providing inside information at the early stages of evaluation. Access to a Permanent Secretary of any Ministry could afford contractors insight into upcoming projects and bid values. Permanent Secretaries can act as the legal authority to sign contracts on behalf of their ministry. 

While Permanent Secretary to Guyana’s Minister of Home Affairs, Thomas used her position to offer benefits to Mohamed’s Enterprise and Azruddin, among others, in exchange for cash payments and high-value gifts. Thomas misused her position to influence the award of official contract bids and the approval processes for weapons permits and passports on behalf of Mohamed’s Enterprise.

OFAC is designating Azruddin and Mohamed’s Enterprise for being persons who have materially assisted, sponsored, or provided financial, material, or technological support for, or goods or services to or in support of, corruption, including the misappropriation of state assets, the expropriation of private assets for personal gain, corruption related to government contracts or the extraction of natural resources, or bribery, that is conducted by a foreign person.

OFAC is designating Nazar for being a foreign person who is or has been a leader or official of Mohamed’s Enterprise, an entity whose property and interests in property are blocked pursuant to E.O. 13818, as a result of activities related to Nazar’s tenure. 

OFAC is designating Team Mohamed’s Racing Team for being owned or controlled by, or for having acted or purported to act for or on behalf of, directly or indirectly, Azruddin.

OFAC is designating Hadi’s World for being owned or controlled by, or for having acted or purported to act for or on behalf of, directly or indirectly, Mohamed’s Enterprise.

OFAC is designating Thomas for being a foreign person who is a current or former government official, or a person acting for or on behalf of such an official, who is responsible for or complicit in, or has directly or indirectly engaged in, corruption, including the misappropriation of state assets, the expropriation of private assets for personal gain, corruption related to government contracts or the extraction of natural resources, or bribery.

SANCTIONS IMPLICATIONS

As a result of today’s action, all property and interests in property of the designated persons described above that are in the United States or in the possession or control of U.S. persons are blocked and must be reported to OFAC. In addition, any entities that are owned, directly or indirectly, individually or in the aggregate, 50 percent or more by one or more blocked persons are also blocked. Unless authorized by a general or specific license issued by OFAC, or exempt, OFAC’s regulations generally prohibit all transactions by U.S. persons or within (or transiting) the United States that involve any property or interests in property of designated or otherwise blocked persons. 

In addition, financial institutions and other persons that engage in certain transactions or activities with the sanctioned entities and individuals may expose themselves to sanctions or be subject to an enforcement action. The prohibitions include the making of any contribution or provision of funds, goods, or services by, to, or for the benefit of any designated person, or the receipt of any contribution or provision of funds, goods, or services from any such person. 

The power and integrity of OFAC sanctions derive not only from OFAC’s ability to designate and add persons to the SDN List, but also from its willingness to remove persons from the SDN List consistent with the law. The ultimate goal of sanctions is not to punish, but to bring about a positive change in behavior. The COVID -1 9 pandemic and the restrictions implemented to stop its spread had a severe impact on tourism. During the second quarter of 2020, tourism-related spending by non-residents visiting Canada reached its lowest level, at 3.0% of the amount spent in the same quarter of 2018.

In the second quarter of 2023, the tourism sector showed signs of improvement. Spending by non-residents reached 119.9% of the 2018 level, prior to the pandemic, and spending by US residents outpaced spending by overseas residents across various spending categories.

These findings come from a new study released today, entitled " The impact of the COVID -1 9 pandemic on inbound visitors to Canada ." This study presents a comparative analysis of tourism-related spending behaviours in Canada by inbound visitors from the United States and overseas countries from the first quarter of 2018 to the second quarter of 2023.

The study also provides detailed breakdowns of expenditures by spending category and by five selected tourism regions across Canada.

A small copper plaque mounted across the piazza from the Basilica of St. Nicholas in Bari, Italy, pledges “friendship and cooperation” between the city and the Russian people. It is signed by someone who, for the past two years in Europe, has pursued anything but: President Vladimir V. Putin of Russia.

The plaque is a replica of a letter Mr. Putin sent in 2003, nearly two decades before his invasion of Ukraine, and for years it drew little notice from Bari’s residents or the tens of thousands of pilgrims who visit the site annually to venerate the saint, whose remains are interred there. But a growing number of people now see it as sign of Mr. Putin’s hypocrisy — particularly among a diaspora of local Ukrainians who want it taken down.

The war will be among the most pressing issues that leaders of the world’s largest advanced economies and President Volodymyr Zelensky of Ukraine will discuss this week at an annual meeting of the Group of 7, which is being hosted by Italy and held just an hour down the road. For the many residents of Bari who have wanted the plaque removed since the war began , the gathering nearby is seen as a chance to enlist Mr. Putin’s fiercest international critics to their cause.

“Since Putin has been declared an international criminal, to have that plaque and to have his signature and his name on it, and display it proudly in front of the church, is offensive,” said Alessandro de Biase, a local businessman.

“If it was down to me, I would bring Zelensky here himself and ask him for help to take down the plaque,” Mr. de Biase said.

Bari has long maintained spiritual ties with Russia, Ukraine and other Slavic and Eastern Orthodox cultures through St. Nicholas , who is revered as a miracle worker, the patron saint of travelers and children and, among some, the original Santa Claus .

While St. Nicholas is originally from Myra, in modern-day Turkey, relics associated with him — primarily his bones — were moved to Bari in the late 11th century to protect them from tomb raiders. The relics are believed to have healing powers and to this day seem to excrete a watery liquid known as manna, and their transfer is celebrated each May by Roman Catholics and Orthodox Christians alike.

After his 2003 letter, which accompanied a statue of St. Nicholas that he gave to the city, Mr. Putin personally paid homage to the relics, housed in the crypt of the Roman Catholic basilica, in 2007. Two years later, Bari officials returned the gesture by transferring to Russia ownership of a local Orthodox church, also named for St. Nicholas.

In the decade that followed , Bari and the surrounding, picturesque Puglia region, on the Adriatic Sea, became an increasingly popular destination for Russian tourists and vacation-home owners . Just five years ago, Russians were among the top 10 nationalities to visit Puglia annually, according to the region’s tourism board. They are now not even in the top 20 , due to travel restrictions that officials said stemmed at first from the pandemic in 2020 and then from the invasion of Ukraine in 2022.

At the same time, more Ukrainians have begun to move to Puglia — either to escape the war or to join family members who were already there, said Fortunato Fortunato, a state police inspector who has lived in Bari for most of his life. As of Jan. 1, about 3,200 residents of Puglia identified as Ukrainian, compared to 860 Russians, according to the Italian National Institute of Statistics.

And that, he said, has led to more people demanding that the copper plate bearing Mr. Putin’s name be removed.

“The voice has become bigger,” Mr. Fortunato said.

Previous campaigns to have the plaque removed have failed. Shortly after Russia invaded Ukraine, about 12,000 people signed an online petition to have it taken down, but were rebuffed. Part of the problem is that it is not clear even to some local officials who is responsible for making that decision, although the basilica’s rector, Giovanni Distante, said the piazza where the plaque is mounted “falls under the direct responsibility” of the city government.

Bari’s mayor, Antonio Decaro, did not respond to multiple requests for comment. In 2022, he defended the plaque, saying, “I’m not in favor of canceling a piece of history,” local news media reported at the time.

In an interview, Father Distante tried to navigate the dispute by instead focusing on the history of “promoting and re-establishing Christian unity” that St. Nicholas espoused, and pointedly noted that it was the Russian Orthodox church in Kyiv, Ukraine’s capital, that in 1095 established the commemoration of the relics now housed in Bari. It was a subtle acknowledgment of the rupture between the Orthodox Church in Ukraine and the traditional Russian patriarchy, led by an ally of Mr. Putin, that followed the 2022 invasion .

But, Father Distante said, St. Nicholas’s legacy of promoting “justice, truth, love, peace” also serves as an appropriate backdrop for the G7 meeting.

Last month, around 1,000 Orthodox pilgrims attended the annual services celebrating St. Nicholas at the Bari basilica, including some visitors from Russia, Ukraine and other former Soviet states, but mostly from the local population. In years past, officials said, the celebration drew more than 10,000 people, about one-third of them from Russia.

Hosting the G7 gathering on the heels of what had long drawn Russian pilgrims to the area presents “two events that look sort of contradictory,” said Luigi Narbone, a former diplomat and geopolitics analyst at Luiss Guido Carli University in Rome. But, he said, Mr. Putin’s plaque was a symbol of an era of warmer diplomacy, and warned against anything that could upend Puglia’s place as “the bridge between the West and the East” among private citizens.

“It’s very important to keep those channels open,” Mr. Narbone said, “because the people-to-people dimension is what will make them facilitate, in the long run, resolutions to conflict when the right time comes.”

At the basilica, few of the pilgrims or other visitors during the Orthodox celebration last month noticed the plaque or stopped to look at it. But among those who did, many took pictures that focused tightly on Mr. Putin’s name in the lower right-hand corner.

Ivan Kristian Zheliznyak, 21, a Russian who lives in Germany and has family in Ukraine, said he was aware of the copper plate before he arrived, but thought little of it.

“Maybe they can divide us with ideas, but nobody can divide our souls,” he said. “Russian, Ukrainian, Belarusian are one man, one soul. So they can do all the things they want, the elites, but nobody will destroy our souls.”

Father Distante said that the plaque’s message reflected “a tangible sign of hope and universal brotherhood.” The push to have it removed, he said, was “an opinion expressed by private individuals which, however respectable, still remains a personal opinion.”

“Do you know what is the virtue of the one who has the ecumenical responsibility?” he asked with a smile. “Patience.”
