Loraine Lee

SINGAPORE — In a bid to boost Singapore's lifestyle offerings and draw more tourists here, the Government will be adding more than S$300 million to the Tourism Development Fund, said Minister of State for Trade and Industry Alvin Tan on Friday (March 1).

The fund — which was set up in 2005 — will boost the tourism industry through upgrading the skills of workers in the industry, rejuvenating existing tourism offerings and adding new experiences to the country's slate of tourist attractions.

Mr Tan, who is also Minister of State for Culture, Community and Youth, was speaking during a debate on the 2024 budget of the Ministry of Trade and Industry (MTI).

The latest top-up is part of the fund's fourth tranche, which was announced in 2022 during a conference for the tourist industry.  Mr Tan said then that S$500 million would be earmarked to support the tourism industry, which was heavily impacted by the Covid-19 pandemic, of which a part was directed to the Tourism Development Fund.

On Friday, Mr Tan said Singapore received 13.6 million international visitors in 2023, which is about 71 per cent of the visitors in 2019. Tourism spending for the first three quarters of 2023 reached 98 per cent of the same period in 2019.

This recovery is due to a slew of initiatives, said Mr Tan, including new tourist attractions such as Bird Paradise at Mandai Wildlife Reserve, signature events such as Formula One, and live entertainment events like K-pop girl group Blackpink, and popular singers Ed Sheeran, Jacky Cheung as well as "a particular act that is currently taking Singapore by storm".

He was referencing pop star Taylor Swift, who is set to kickstart her six-day The Eras Tour concert on Saturday.

He also noted that Singapore's meetings, incentives, conventions and exhibitions (Mice) industry made a strong comeback after the Covid-19 pandemic.

"We remain confident in our tourism sector. This year, we expect international visitor arrivals to reach between 15 and 16 million visitors and bring in approximately S$26 billion to S$27.5 billion in tourism receipts," said Mr Tan.

On Feb 20, the Singapore Tourism Board (STB) and the Ministry of Community, Culture and Youth (MCCY) said that the Government had supported Swift's upcoming The Eras Tour concert.

This came after Thai Prime Minister Srettha Thavisin claimed that Singapore had offered Swift US$2 million (S$2.7 million) to US$3 million a show in exchange for exclusivity in Southeast Asia.

The authorities did not name  which grant  was used or what conditions were attached to the grant due to business confidentiality. It is not clear if the grant comes from the Tourism Development Fund.

Nevertheless, STB and MCCY stated that Swift's concert "is likely to generate significant benefits to the Singapore economy, especially to tourism activities such as hospitality, retail, travel and dining".

TODAY previously reported that the Swift deal is likely the first time the Government has included exclusivity clauses  for an artiste, though government grants are relatively common in the industry.

MORE INVESTMENTS, NEW EXPERIENCES

Responding to several questions fielded by Members of Parliament on facilitating tourism recovery to pre-pandemic levels, Mr Tan said that MTI will do this through investments and developing a "pipeline of high quality and first-of-its-kind experiences in Singapore".

On investments, Mr Tan said the more than S$300 million top-up to the Tourism Development Fund will "develop and market new products and experiences, including supporting local enterprises in developing new intellectual properties, rejuvenate existing tourism offerings, upskill tourism workers, and help our local tourism companies become more productive and innovative".

According to the STB website, the fund comprises three schemes:

  • Tourism Product Development Scheme to support the creation or rejuvenation of tourism products
  • Tourism Event Development Scheme to support lifestyle and business events in Singapore
  • Tourism Capability Development Scheme to support productivity and talent development in the tourism sector

Mr Tan said the fund has helped more than 100 local tourism businesses become "more productive and sustainable" and introduced several attractions and lifestyle events in Singapore, such as a new Disney Cruise Line ship .

These attractions and experiences will be launched in the coming years to help Singapore remain as a popular tourist destination, he added.

Joking that he is Parliament's "in-house guide", Mr Tan added that Sentosa's Sensoryscape , a multisensory pathway, will be soft-launched this month and is one of such events in the pipeline.

Singapore will also play host to several Mice events this year, such as the Global Sustainable Tourism Council Global Conference — the first in Singapore.

"We can expect more notable live entertainment and Mice events when MBS’ (Marina Bay Sands) expansion is completed in 2028 ," added Mr Tan.

The integrated resort will build a fourth tower housing 587 hotel rooms, a 15,000-seat entertainment arena and a public rooftop attraction, among other facilities.

MBS was given until April 2024 to begin work on the project, and its completion deadline was extended to April 8, 2028 — three years after its original 2025 deadline.

Another boost to Singapore's tourism is the Singapore and China mutual 30-day visa exemption that started on Feb 9 this year, said Mr Tan.

"This has made it easier for Chinese visitors to travel to Singapore, and we expect this to boost arrivals and spending across our retail, food and beverage, and tourism-related sectors," he said.

"As we continue to put Singapore on the map, we welcome people from all over the world — not just as a tourist destination, but also as a business hub."

Singapore unveils new tourism recovery arsenal

singapore tourism minister

A slew of initiatives were announced at Singapore’s Tourism Industry Conference (TIC) this morning to ensure the success and future of the industry, as the country welcomed one million international visitor arrivals (IVA) in March and saw continued momentum in tourism recovery.

Minister of state (MOS) for trade and industry Alvin Tan, expressing cautious optimism, said Singapore was expected to register between 12 and 14 million IVA and around S$18 billion (US$13.6 billion) to $21 billion in tourist receipts this year.

This is approximately two-thirds to three- quarters of pre-pandemic levels of 19 million and S$28 billion respectively.

MOS’s Tan added: “In the next three years, the Asia-Pacific will likely be our main sources of international visitor arrivals, with China joining them as it continues to reopen.”

But the future is “quality tourism”, “driving higher yield” and “creating good jobs”, according to Singapore Tourism Board (STB) chief executive Keith Tan, and to focus on “Redefining our Destination”, “Reconnecting with our Fans” and “Reinventing our Industry”.

“Singapore cannot be a low-cost destination”, he continued, and urged the industry to “think hard about long-term success”.

Singapore’s recovery arsenal will include a refreshed brand campaign focusing on Passion Made Possible – with the aim to inspire travel by showing how Singapore turns ordinary moments into extraordinary experiences.

The campaign will be launched in September and zero in on six key competitive strengths of Singapore: World’s Best MICE City – a leading MICE destination; Culinary Capital – a top culinary destination; Family Playground – an ideal family-friendly destination; Twice the Fun – a vibrant and exciting city that maximises all opportunities and spaces to create fun experiences, including in our after-dark hours; City that Connects – a multi-cultural hub that is well connected to the region; and Travel Well – a sustainable city and wellness haven.

Also announced at TIC, attended by 400 on-site and 600 virtual members of the industry, is a S$10 million Singapore On-screen fund.

Co-funded by STB and Infocomm Media Development Authority, the fund aims to attract global players to use Singapore as the backdrop to create content and deep story telling on a multitude of platforms.

STB’s Tan elaborated: “With this joint fund, we hope to catalyse production of major film and TV projects set in Singapore, and made in collaboration with international media and entertainment partners. This will provide our home-grown talents opportunities to work with their international counterparts and allow our people and companies to grow their capabilities and increase their global exposure.

“We will invite selected media conglomerates, major streamers and production studios with regional or global networks to apply for the fund and be a part of Singapore’s branded entertainment efforts.”

Meanwhile, Singapore icon Orchard Road will be rejuvenated with “better signage” and a way-finding experience that will make navigation easier.

Apart from better access, Orchard Road’s rejuvenation will include embracing sustainability, social impact and local lifestyles along the 2.2km stretch of Tanglin Road, Orchard Road and Dhoby Ghaut.

In its sustainability commitment and Singapore’s certification by the Global Sustainable Tourism Council, STB will be working closely with the Singapore Association of Convention and Exhibition Organisers and Suppliers (SACEOS) to mount a two-year programme.

As for Singapore’s tourism attractions, they will be getting a digital leg-up with the inauguration of a step-by-step technical road map on customer service, marketing and sustainability.

During a Q&A session, STB’s Tan said new international areas of opportunity included the rise of Indian female visitors “who can have fun and feel safe”, sports spectators and “entertainment events”.

He added that STB was looking at the possibility of partnering event promoters “to curate and create multiple peaks throughout the year”.

Taylor Swift Eras Tour Singapore: Exclusivity and Tourism Impact

Sean O'Neill , Skift

March 6th, 2024 at 3:53 PM EST

Thailand has alleged Singapore paid $3 million a concert to keep Taylor Swift from performing elsewhere in Southeast Asia. Singapore didn't say how much it paid. The debate shows the power of music events for tourism.

Sean O'Neill

Singapore Prime Minister Lee Hsien Loong on Tuesday defended an exclusivity deal with Taylor Swift , which made the city-state the only regional stop of the popular Eras concert tour this week.

Singapore had attracted controversy for the deal, with some other countries considering it an unfriendly move.

What’s the controversy?

The Singapore Tourism Board supported AEG Presents Asia in bringing Taylor Swift’s  The Eras Tour  to Singapore as the only stop in Southeast Asia.

Some neighboring travel destinations resented the exclusivity and lost tourism.

Last month, Prime Minister Srettha Thavisin of Thailand claimed Singapore had paid Swift up to $3 million per show for the exclusivity provision, the New York Times reported . Ministers in the Phillippines also complained.

A Singaporean minister responded that the compensation was “ nowhere as high ” as that.

Why does it matter?

It’s not the first time governments have been willing to pay for exclusive rights to events to help boost tourism.

But Singapore’s deal highlights two things: Taylor Swift is a tourism powerhouse , and government deals for regional exclusivity can disadvantage less wealthy destinations.

What’s the latest twist?

Prime Minister Lee Hsien Loong confirmed Tuesday that Singapore had paid a fee to the American singer-songwriter to make the city-state her only stop in Southeast Asia, which has a population of 700 million.

The prime minister weighed into the controversy on Tuesday, saying Singapore was not being “ unfriendly ” to its neighbors by cutting a deal with the performer, CNN reported .

“[Our] agencies negotiated an arrangement with her to come to Singapore and perform and to make Singapore her only stop in Southeast Asia,” Lee said at a press conference . “Certain incentives were provided to her, and a deal was reached. It has turned out to be a very successful arrangement. I don’t see that as being unfriendly.”

What’s the tourism impact?

Event organizers have sold over 300,000 tickets to Taylor Swift’s six sold-out concerts in Singapore, which wrap up this week. Some key points from an earlier Skift story by Peden Doma Bhutia:

  • When tourists attend a concert or event, their incremental in-destination spending can range from 4 to 5 times the face value of the ticket, according to online travel agency Klook.
  • “We saw over half a million fans in the queue spending more than $1,200 on bundles , including a pair of tickets and a hotel stay,” said Sarah Wan, Klook’s general manager for Indonesia, Malaysia, and Singapore.

BEIJING (The Straits Times/ANN): Singapore Deputy Prime Minister Heng Swee Keat met China’s Vice-President Han Zheng in Beijing on April 9 as part of a six-day official visit to explore ways to strengthen bilateral cooperation.

During their meeting at the Diaoyutai State Guesthouse, DPM Heng said they have developed a very good personal relationship in the course of co-chairing the Joint Council for Bilateral Cooperation (JCBC), a top-level meeting between Singapore and China.

“We are now good friends and old friends,” DPM Heng told Han.

As counterparts, both leaders had helmed four editions of the annual JCBC meeting, which is typically headed by the first-ranked deputy prime ministers. From 2019 to 2022, dozens of agreements were reached, deepening cooperation in areas from youth exchanges to nature conservation and blockchain.

DPM Heng said that the JCBC, which started in 2004, builds on the good foundation of the Suzhou Industrial Park, which founding prime minister Lee Kuan Yew was personally very committed to, together with the Chinese leadership.

“I think we have achieved something significant in the Suzhou Industrial Park,” he said of the first of three flagship inter-government projects, which marks its 30th anniversary in 2024, in his opening remarks.

DPM Heng’s China visit, which started on April 7, will also cover Shenzhen and Hong Kong. This is his first to the country since 2019, and is the latest in a series of high-level official exchanges between Singapore and China, after both countries upgraded their ties in April 2023.

Singapore’s Ministry of Foreign Affairs said later in a press release that DPM Heng and Han “affirmed the deep and substantive bilateral relations between Singapore and China”, and exchanged views on recent regional and international developments.

In his opening remarks, Han also took stock of the JCBC meetings, which are now co-chaired by Deputy Prime Minister Lawrence Wong and China’s Vice-Premier Ding Xuexiang. Mr Han, who was previously vice-premier, retired from the Communist Party of China’s apex body, the Politburo Standing Committee, in October 2022.

Wong was appointed DPM in June 2022. He announced that he would co-chair the JCBC with Mr Ding for the first time during a trip to China in May 2023.

Han said: “We have made some good progress in practical cooperation in different fields between the two countries, and in particular between different localities, and we have also formed close working relations and good personal friendships.”

He said he hopes DPM Heng’s visit will further contribute to practical cooperation across the board between the two countries, and thanked DPM Heng for his contribution to the relationship over the years.

On April 8, DPM Heng visited Tsinghua University’s Institute for AI Industry Research, which focuses on applying artificial intelligence technologies to real-world problems, and met the university’s party secretary, Dr Qiu Yong.

DPM Heng also took part in a discussion organised by a Beijing-based think-tank, the International Cooperation Centre, and met former China Construction Bank chairman Tian Guoli, whom DPM Heng described as an “old friend”.

Recent high-level visits between Singapore and China include Senior Minister Teo Chee Hean’s six-day visit to Sichuan, Zhejiang and Beijing in March.

That same month, Mr Liu Jianchao, who heads the Communist Party of China’s International Liaison Department, was in Singapore to meet its leaders, including Prime Minister Lee Hsien Loong. - The Straits Times/ANN

DPM Heng to visit China from April 7 to 12

singapore tourism minister

SINGAPORE – Deputy Prime Minister Heng Swee Keat will visit Beijing, Shenzhen and Hong Kong from April 7 to 12.

DPM Heng, who is also Coordinating Minister for Economic Policies, will meet senior central and local members of the Chinese leadership during his six-day official visit, the Prime Minister’s Office (PMO) said in a statement on April 7.

His visit builds on the positive momentum of high-level exchanges between Singapore and China, noted the PMO.

In March, Senior Chinese diplomat Liu Jianchao visited the Republic and called on Mr Heng and Deputy Prime Minister Lawrence Wong. Mr Liu is Minister of the International Department of the Communist Party of China (CPC), which cultivates relations with foreign political parties.

Mr Liu’s visit came days after Senior Minister Teo Chee Hean made an official visit to China that included stops in Sichuan, Zhejiang and Beijing.

In December 2023, more than 20 agreements were inked at the 19th Joint Council for Bilateral Cooperation that was co-chaired by DPM Wong. Held in Tianjin, the apex bilateral meeting also saw the announcement of a mutual 30-day visa-free arrangement.

The agreement, signed on Jan 25 by officials from both sides, allows ordinary passport holders from Singapore and China to enter each other’s country without the need for a visa, and for a stay of up to 30 days.

The PMO said Mr Heng’s visit “will be a good opportunity for both sides to explore ways to strengthen bilateral cooperation, as well as exchange views on regional and international issues”.

DPM Heng will be accompanied by officials from the Ministry of Foreign Affairs, the National Research Foundation, Ministry of Trade and Industry, and the PMO.
