Any teacher will tell you that excursions provide benefits that promote student learning while also allowing different styles of learning through experiences. In light of COVID-19, taking students on safe but also fun excursions may seem daunting but applying controlled approaches can mitigate risks, ensuring that students can experience learning outside the classroom. This article will discuss why excursions are beneficial for student learning, what makes a good excursion and tips for planning excursions in a COVID-19 changed world.

What Are the Benefits of Excursions?

There are many benefits to taking students on excursions. Teach Starter outlines the main student benefits of excursions as encouraging students to:

  • experience natural stimuli
  • broaden their worldviews
  • learn from specialist educators
  • experience hands-on learning
  • have their curiosity stimulated.

School Activities Australia suggests similar benefits , but adds on one extra that may be even more relevant following the impacts of COVID-19:

  • social skills - giving children an opportunity to interact with new people and in a new environment.

Studies suggest that there may be an academic benefit to teaching outside the classroom. Ofsted (a UK government body) conducted research into taking students on excursions and teachers found that excursions were integral to learning and raised teaching standards. Additionally, Educating Adventures and Nature Play Queensland , both organisations that work with children on outdoor excursions and natural learning, claim that students who participate in learning outside the classroom achieve higher test results.

In interviews with teachers who have experience in planning and executing excursions for young students, we discussed the idea that isolations and lockdowns have severely impacted student confidence and social situations. This theory is further supported by a study from Headspace in August 2020 where 70 per cent of participants indicated that COVID-19 had had a negative impact on their relationships with friends, 65 per cent reported a negative impact on their study situation and qualitative data revealed that young people felt that COVID-19 had impacted their confidence in achieving their goals. Combatting these newly-identified issues should be a priority in schools, and combining learning with positive, practical, out-of-class experiences could be an inclusive and effective strategy.

What Makes a ‘Good’ Excursion?

Excursions can take many forms and address several learning areas at once. The Australian Directory of School Activities, Excursions and Accommodation published an article outlining the Best School Excursions for 2022 . This included potential excursion locations in each state and territory such as:

  • gravity discovery centres
  • climbing centres
  • walks/tours
  • theme parks.

We interviewed a number of Australian teachers, and found these common themes necessary to create a ‘good’ excursion. It must:

  • promote key learning outcomes and the outcomes must be identifiable
  • have a clear purpose
  • identify with the school ethos
  • combine theory taught in the classroom, followed by a practical component
  • allow for new.

Furthermore, although the above factors combined make a good excursion, to make an excursion great, it should allow for students to take calculated risks in unfamiliar places – after all, this is how true learning takes place. This includes encouraging students to engage in conversations with new people, providing students with new responsibilities, encouraging them to apply what they have learnt in the classroom in ‘real world’ situation and engaging in activities that enhance leadership skills and promoting teamwork with different groups of classmates.

The Student Travel Planning Guide’s tips for organising trips includes the idea to ask students to research the location prior to the excursion and get them to participate in a quiz or create posters to encourage many types of learning on the one topic.

The Australian Directory of School Activities, Excursions and Accommodation’s Top Tips for Successful School Excursions, Camps and Incursions outlines the following as essentials for creating empowering and enlightening excursions:

  • giving context to the trip
  • preparing students with an outline
  • giving students ownership to ‘drive’ the excursion
  • keeping students busy and engaged
  • bringing learnings from the excursion back into the classroom.

One teacher who we interviewed outlined an example of these ideas in practice. The example was an excursion to local markets where students would interview stall holders and complete observations. Following their investigation, students were allowed to participate in the markets and purchase goods. This activity encouraged student ownership, allowed the students to stay focused, promoted new social interactions and combined theory with a practical learning element. The excursion would arguably have been even better if there had been prior learning about entrepreneurship and then follow up learning reflecting on the day of the excursion.

Another example can be taken from outdoor education. Students can only learn the basics and theory of abseiling in a classroom. They must go abseiling to learn how to do it and then they need to learn how to apply the skills learnt in a variety of abseiling situations. Teachers will tell you that this is true learning - when a student does not just ‘regurgitate’ what they have learned in a classroom environment, but they have applied it effectively in new and different situations.

Conducting Excursions in a COVID World

As life returns to the new normal and venues open, schools should follow guidelines to ensure that they are COVID-safe. Our previous School Governance article ‘After’ COVID-19: Safe Excursions for Schools , outlines COVID-19’s impact on excursions, why risk management is important and provides advice for when conducting an excursion.

On top of following COVID-safe plans, teachers planning excursions should have pre-excursion checklists including precautions for students with high-risk medical conditions, supervision requirements, excursion communication plans and others. Each excursion should also have its own unique risk assessment to ensure that appropriate controls have been put in place prior to the excursion commencing.

Excursions should be designed to bring teaching and learning to life. Regardless of COVID, this premise has not changed.

In the classroom students get theory and some practical applications in subjects such as information technology, science, the manual arts and catering.  Well-planned and carefully-executed excursions allow students to see their learning in real life situations and encourages them to put their theory and classroom lessons into practice. It gives the learning a sense of purpose and validity because the students can apply it in a variety of new situations. 

Now that we are once again venturing outside of our own backyards , schools need to re-engage with their students in excursions that enhance their total learning experience, while still keeping the students safe and engaged in quality learning.

Planning a school trip or excursion

Organising a school trip requires time and careful planning to ensure that it proceeds safely and successfully. It can be a busy and stressful time as you organise risk assessments, inform parents, obtain parental consent, gather information about students, supervisors, transport, insurance, accident and emergency procedures as well as collect funds.

Risk assessments

A risk assessment needs to be carried out to enable you to:

  • identify hazards and dangers
  • decide who might be harmed and how
  • evaluate the risks and decide whether existing precautions are enough or whether more should be done
  • record your findings
  • review your assessments and revise them if necessary

If you are worried that you do not have the expertise to conduct a risk assessment, always take advice from a competent source (e.g. The school’s Educational Visits Coordinator ( EVC ), an experienced colleague or the Local Education Authority’s  adviser). It can be useful to see risk assessment as three levels:

  • visit or site specific

These are usually prepared by the local authority, national governing bodies and, on occasion, by a member of staff with particular experience or expertise. They will identify control measures that are common to certain activities in all circumstances. For example – the  lack of adequate risk management leading to drowning is a major cause of accidental death. Control measures might include assessing the water confidence and ability of students, use of buoyancy aids and competent supervision. As another example, travel involves a risk of injury in a road traffic accident. Control measures would include using a qualified driver, using a number of drivers, establishing maximum driving periods, ensuring appropriate seat belts are provided and worn, and seeking evidence of vehicle maintenance.

Visit or site-specific

These are normally undertaken by the school for each venue and are amended as necessary for different groups. They should be prepared or agreed by someone trained to assess risks, such as the EVC. Examples of visit or site specific risk assessments might include:

  • the medical needs of students , with control measures including knowledge of known health problems by the group leader and enough medication and contingency measures if an adult has to accompany a child to hospital
  • the behaviour of students, with control measures including a code of rules on behaviour
  • weather conditions, with control measures including obtaining local information about tides, assessing potential for flooding and establishing the likelihood of sudden weather changes

The visit or site specific risk assessment should always have a pre-assessed `Plan B’ for contingencies. For example, what is the `Plan B’ if your coach breaks down? It’s a good idea to involve pupils in the planning of a trip and its risk assessments, so that they are better prepared, will make more informed decisions and be less at risk. An exploratory visit should ideally form part of the site-specific risk assessment and be accepted as one of the costs of the trip. If this is not possible, then the group leader or EVC must make every effort to obtain information from other sources (e.g. Schools that have been on the trip, or have taken part in the management of the venue).

While the visit is taking place and as the need arises, you need to continually reassess risks.

Informing parents and obtaining parental consent

Parents must be fully informed (in writing) about the proposed trip before they are asked for their consent. Remind parents that pupils cannot be taken on a school trip if their written permission is not received by the school beforehand, and give yourself lots of time to chase parents who forget to submit it to you.

  • the date and purpose of the visit
  • the departure and return times back to school
  • the collection point(s)
  • the travel arrangements and name of any travel company
  • the number of students in the group and what the supervision arrangements are including times of remote supervision
  • accommodation information(including security and supervision arrangements on site
  • what the provision for special educational or medical needs are
  • what the procedures are for students who fall ill
  • the name of the group leader, and the names of other staff and adults who will be present on the trip
  • information about activities and the risks present and how they will be managed including information about `Plan B’s
  • what the insurance arrangements are for lost luggage, accidents, cancellations, medical cover, as well as any exclusions from policies and whether parents need to purchase additional cover
  • which clothing, equipment and money should be taken by each student
  • the total cost of the visit will be

It is good practice to invite parents to a briefing before residential visits, overseas travel or adventure activities. Also remember to detail to parents the standards of behaviour expected of pupils (e.g.  in relation to alcohol, smoking, discipline and items which may not be taken on the trip). Parents should always be asked to sign a code of conduct form. Some schools inform parents of what the consequences will be if these standards are not met (e.g.  withdrawal from activities and even asking parents to collect their child early in extreme cases) The historic practice of asking parents to sign an indemnity form stating that the trip is being undertaken at the student’s risk is unacceptable, and in any case is not likely to offer schools and teachers any legal protection. Before the trip, parents should be asked to give authorisation in advance for any emergency treatment required by their child whilst on the trip,  should it be deemed necessary by medical authorities. Your headteacher should consider removing a pupil from a school trip if parents do not agree to this.

Excluding pupils from the trip

Parents generally want their child to have equal access to education, including trips – irrespective of medical conditions or behavioural needs. Schools need to be mindful of their duties under discrimination laws.

Obtaining information about pupils

Parents need to provide you with any information about their child that is likely to be relevant to the management of the school trip. Apart from specific information which might be required by the venue or tour operator, make sure you ask parents:

  • check if their child has any allergies or phobias
  • ask if their child takes any medication (Who should administer it during the trip and how should this be done?)
  • if their child has had any illnesses recently
  • what the contact details for their child’s doctor are
  • if their child has any dietary needs
  • whether their child suffers from travel sickness
  • whether their child has any irregular sleeping patterns
  • about their child’s swimming abilities or other competencies, if relevant (e.g. skiing standard)
  • if they can provide their contact details, including their reserve contact information
  • if there is any other information they consider relevant

Parents have a duty to provide adequate information about their child to teachers who are organising a trip .

Arranging supervisors

When planning a trip, think about the appropriate adult to pupil ratio Supervision should be based on a reasonable judgement of the numbers and expertise of adult supervisors necessary, taking into account the nature and hazards of the trip, the number, age, gender and aptitudes of the pupils as well as the competence, authority and experience of the adults. As a minimum at least two adults should accompany any group of up to 20 pupils. If a student is taken ill or another emergency arises, one adult can then deal with it while the other looks after the rest of the party (suitably altering the activities to reflect the lower level of supervision). It is always useful if at least one of the supervisors has completed a first-aid course. You may also want to consider the following:

  • at least one female adult and one male adult should accompany a mixed-sex group
  • trips involving hazardous activities will normally require a much smaller ratio than for trips that do not (e.g. One adult to five students)
  • using parents of children on the visit should be carefully considered, because if anything goes wrong, the parent may quite naturally wish to take care of their own child, to the possible exclusion of others. Adults in charge of visits need to treat all children as equally important

If you use volunteers as supervisors rather than teachers they have little more authority over the young people they are accompanying than any other member of the public. You should check with your school’s insurers about cover for volunteers (e.g. what would happen if a volunteer was negligent).

When planning a trip, careful thought needs to be given to transport. This aspect of the trip must be included in the risk assessment. Factors to be considered when planning transport by coach or minibus include:

  • passenger safety
  • competence level and training of the driver, and whether s/he has the correct licence
  • number of driving hours
  • capacity and experience of the driver to maintain concentration (Is more than one driver needed to avoid fatigue?)
  • type of journey (e.g. is it a local trip or long distance one?)
  • traffic conditions
  • contingency funds and arrangements in case of a breakdown or an emergency
  • insurance cover
  • the weather
  • stopping points on long journeys

Minibuses and coaches should have seat-belts fitted. Check that every pupil has their seat-belt fastened before you set off.

Driving a minibus

Driving a minibus should always be a voluntary activity and you should not drive a minibus unless trained to do so. Do not drive if you feel too tired or unwell to do so safely ­- the safety of passengers and other road-users is paramount. If you are driving the minibus, you should never be expected to ensure passengers remain well-behaved and strapped into their seats throughout a journey whilst driving. At least one other adult should be on board to maintain discipline, unless the journey is very short. Ideally, the other adult should also be a trained minibus driver.

School Trip Insurance

All participants on a school trip must be fully and correctly insured. Check your school has this in place. It is also important to ensure that the insurance includes cover for possible personal liability (‘third party insurance’) for all adults who are responsible for students on the trip. Examples of cover that may be needed on a school trip include:

  • employers liability
  • public liability
  • personal accident cover for teachers or lecturers, other adults and students
  • costs of medical treatment
  • specialised risk activities
  • damage to or loss of hired equipment
  • programmed and non-programmed activities
  • expenses in emergencies
  • cancellation and delay
  • loss of baggage and personal property
  • legal fees in costs of recovery
  • bankruptcy of provider

It is also essential to be aware of the risks excluded from a policy. Some policies exclude horse-riding, for example, and such exclusion could be critical if the package includes pony-trekking or riding. The standard employer’s liability insurance provided by the school or local authority may not provide cover for this risk.

Accidents and emergency procedures

Emergency procedures form an essential part of planning a trip. They should be clearly set out in written policies for educational visits, and every group leader should have a checklist for immediate action in an emergency.

Accounting for money

A budget should be prepared before any trip departs and should list all items of potential expenditure (e.g. transport, insurance, additional staff costs, entrance or other fees, board and lodging costs, or hiring costs) and also include a clearly identified contingency sum. Work out a cost per pupil by dividing the total cost by the number of pupils you propose to take with you on the trip. Your calculations should be made available to anyone who may reasonably wish to see them. Keep clear, written accounts of all money collected, as well as a daily accounts book, showing:

  • the date of each transaction
  • who the payment was to or from
  • the cheque number
  • the resulting balance

Each sheet of the accounts book should be signed by the person maintaining it. Receipts showing the amount paid, the total so far contributed and any amount outstanding should be issued for every payment received from pupils. Do not pay money for a trip into your own bank or building society account, nor is it advised money for trips be invested in the school own funds. A separate account should ideally be set up, ideally with more than one signatory. School trips can be educational and great fun. When reporting on a  school trip , there are no ‘set’ ways to get started.

This section is all about the educational impact of your adventure. Did your students fulfil their original objectives? What little surprises did you encounter along the way? Was there anything they learned that they didn’t expect to?

Once you’ve answered these questions, it’s time to establish the impact this experience will have in the classroom. For  modern foreign language  students, this might be improved fluency in their chosen language. For  art students , it might be inspiration for their coursework. For geographers, a case study they can use in their exams.

Whatever it is, write it down – it’s a crucial part of your school trip report.

Excursions are must, especially for students. They have a great educational value That is why schools often organize excursions for students. Apart from educating students and exposing them to various experiences, it is a great time of recreation. It is the day all students wait for eagerly.

My class was taken on an excursion last month. A bus was arranged. We sat in it and it took us to all the places we had to see. We were all very happy. We sang on our way and the bus speeded through various towns and villages. The sound of the horn was a constant irritant but we could tolerate it because we were too busy having a good singing session in the bus.

We were going to Agra from Delhi. The bus stopped on the way at a restaurant. We all got off the bus to have some refreshment. Our teachers had to take good care of us lest anybody got lost. After half an hour we were on our way again Many of my friends started feeling a little sleepy and tired.,

Soon we reached Agra. We formed a line and entered the guest house where our stay had been arranged. We were to see Fatehpur Sikri and the Taj Mahal and leave for Delhi the following day. We left our luggage in the guest house, freshened up and were on our way to see the Taj Mahal.

When I first set my eyes on the Taj Mahal, I was speechless It is rightly called one of the wonders of the world. A white marble dream was before our eyes. Many students began to click cameras. I took a closer look at the work done on the marble Inlay work which is a special feature with the artisans of Agra was visible on the walls of the Taj Mahal.

We sat down over the grass and played some games. All this time we had the beautiful Taj in view. Time and again would look up to glance at it. I could not resist walking around it several times It took me long to thoroughly absorb the beauty of this masterpiece.

We left for Fatehpur Sikri after that, it was a great experience to see the tombs of the ancient Mughal kings and queens. History suddenly came alive. I asked my teacher several questions to satisfy my curiosity about various details.

It was a memorable trip. We drove back home but the return journey was filled with a bit of sadness, It was the end of great two days in my school life.

A School Excursion

Last Saturday was a very fine day. The sky was overcast. We did not like to read on that day. We requested our teacher to arrange and excursion on a river. He granted our request. We started on our excursion.

The river is at a distance of four kilometers from our school. Our worthy teacher decided to go on foot. We all agreed to his proposal. We started  in happy mood. We had hardly gone two kilometers when we met another school party. It was a happy union. We went further happily and merrily.

We went on shouting out of joy. Some of us were singing merrily. Both the parties enjoyed the natural sights on the way. There came upon a welcome shower on the way. It made the weather good. On our way we met trucks and buses. Thus talking , laughing and singing we reached the river. We crossed the bridge and enjoyed the sight of water flowing rapidly.

We made small boats of paper and floated them on the surface of water. Both the parties separated to enjoy themselves. My party which consisted of sixteen boys crossed the river in a large boat and reached the other bank. Other boys selected a lonely place. While we were in the boat we heard a farmer boy singing a song. We kept on wandering  for some time to  enjoy sights. After two hours we returned to join our companions.     

At about 12 o’ clock we had our lunch with a great joy. We stole some fruits and vegetable from the fields and enjoyed them. In the evening both the parties played a Kabaddi match. When the match was going on, one of our companions entered the water to bath. As he went further, the waves swept him away. He cried for help. I , being a good swimmer, at once jumped into the  river and brought him to the bank. When he regained his senses, we were very happy.

Soon it was the time to return. We were again on the road for home. The sun in the west had grown more pleasant. So the return journey was more enjoyable. We came back talking and walking leisurely. It was quite dark when we were again in the school compound.

From school we started for our homes all glad at having a good excursion.

Using a tactical vehicle, New York City police enter an upper floor of Hamilton Hall on the Columbia University campus in New York on Tuesday, after protesters took over the building earlier in the day.

New York police arrested about 300 people on two campuses Tuesday night, as officers cleared out a Columbia University building occupied by protesters. Some of the pro-Palestinian demonstrators were arrested after marching to a nearby college.

At Columbia, New York police used a massive armored vehicle to push a bridge into a window of Hamilton Hall, the building demonstrators began occupying the previous night. Officers then streamed over the bridge — quickly retaking the building.

"Approximately 300 people were arrested," New York Mayor Eric Adams said on Wednesday . That number includes people who were arrested at City College — an institution in the City University of New York system that was a destination for a crowd of demonstrators who marched from Columbia University.

Adams stressed that the police operation took place at the university's request.

"We went in and conducted an operation to allow Columbia University to remove those who have turned the peaceful protest into a place where anti-Semitism and anti-Israel attitudes were pervasive," Adams said.

The mayor praised the police, saying they showed restraint to conduct the operation without major incident. But many students and onlookers criticized the overwhelming use of force by police.

"Myself and many other students have just felt horror seeing the swiftness with which the NYPD came and deployed themselves onto our campus," said one Columbia student, who didn't give her name due to concerns about reprisal from the university.

Police arrested dozens of students at City College, less than a mile from Columbia in New York City.

"These students are putting their lives at risk, they're putting their jobs, their diplomas at risk, because they know they're fighting for something bigger, which is the right to life for Palestinians," said Leena Widdi, a City College graduate who watched the protests and the ensuing police response.

Early Tuesday evening, a large crowd of demonstrators marched from Columbia University to City College. School officials said in a statement that university public safety officers arrested 25 individuals in their initial response, but decided to call in NYPD "as the crowd grew in size."

New York police officers entered campus just before midnight and arrested additional protesters, the statement said. It stressed that the school's actions were taken "in response to specific and repeated acts of violence and vandalism, not in response to peaceful protest."

The police action in New York came as the continuing student protests exposed the raw emotions across the country's campuses. In Los Angeles, violence erupted between rival protest groups on the UCLA campus that began Tuesday night and spilled into early Wednesday morning. In a post on the social media platform X, formerly called Twitter, Los Angeles Mayor Karen Bass condemned the violence at UCLA.

In Oregon, Portland State University closed its campus on Tuesday and Wednesday, after protesters took over a library building.

At Brown University, however, students agreed to end their protest encampment. They took that step after the school said it would hold a vote later this year on possible divestment from Israel.

Columbia says occupation was led by people unaffiliated with university

Columbia officials, meanwhile, said the protesters' occupation of Hamilton Hall was led by outside agitators.

Early Tuesday morning, protesters hid in Hamilton Hall until it closed and let other protesters in. There were two security guards present, who Columbia President Minouche Shafik said the school released from the building.

"We believe that while the group who broke into the building includes students, it is led by individuals who are not affiliated with the University," she wrote in a letter requesting the New York Police Department's assistance.

Protesters then chained the doors, used furniture as barricades and used rope to have people outside the building transfer supplies to them, tactics Rebecca Weiner, NYPD's deputy commissioner of intelligence and counterterrorism, said were taught to other participants.

Some of the protesters have been on the New York Police Department's radar for years, Weiner said at a press conference Tuesday.

"I've been saying for days, if not weeks now, that we should have been a peaceful protest," New York City Mayor Eric Adams said. "It has basically been co-opted by professional outside agitators. We were extremely cautious about releasing our intel/information because our goal was to ensure the safety of our students, the faculty, and without any destruction of property."

Adams said he would not let the occupation turn into a "violent spectacle that serves no purpose," and urged parents to contact their children to get them to disperse.

"Maybe some of the students involved don't understand what they are involved in," he said. "We urge those and everyone else violating Columbia's order to leave the area and leave the area now."

Those who entered Hamilton Hall will be charged with burglary in the third degree, criminal mischief and trespassing, while participants who were outside the building will be charged with trespassing and disorderly conduct, NYPD said.

Protesters double down at University of Texas-Austin. And so do police

Police initially were present near the university, but did not yet intervene until Shafik's letter. She also asked for police officers to "retain a presence on campus through at least May 17."

"The events on campus last night have left us no choice," Shafik said Tuesday. "With the support of the University's Trustees, I have determined that the building occupation, the encampments, and related disruptions pose a clear and present danger to persons, property, and the substantial functioning of the University and require the use of emergency authority to protect persons and property."

NYPD Commissioner Edward Caban said the department has been in contact with Columbia since protesters set up an encampment in support of Palestinians earlier this month.

"The right to protest and speak your mind is critical to our democracy, and the NYPD's job is to protect that right, but we will never tolerate violence, property damage or disruption of emergency services," he said.

More than 100 students were arrested on Thursday after Columbia University called in the police to empty an encampment of pro-Palestinian demonstrators, fulfilling a vow to Congress by the school’s president that she was prepared to punish people for unauthorized protests.

“I took this extraordinary step because these are extraordinary circumstances,” the president, Nemat Shafik, wrote in a campuswide email on Thursday afternoon.

The president’s decision swiftly sharpened tensions on campus, which has been battered for months by boisterous pro-Palestinian demonstrations that many Jewish people regarded as antisemitic. And it stood to become a milestone for the country, as campuses have been torn by the Israel-Hamas war and grappled with how to manage protests.

What was far less clear was whether the harsher tactics would form an updated playbook for officials struggling to calm restive campuses, or do little besides infuriate and inflame.

Protesters had already promised that any effort to dismantle the encampment would only embolden them.

Dr. Shafik’s message arrived as swarms of New York City police officers, clad in riot gear and bearing zip ties, marched on the encampment of about 50 tents that had sprung up earlier in the week. On Thursday, protesters clutched Palestinian flags, demonstrators sat huddled on the ground and a thicket of onlookers kept watch as officers bore down on tents in the zone that had styled itself as the “Gaza Solidarity Encampment.”

“Since you have refused to disperse, you will now be placed under arrest for trespassing,” a man repeatedly called through a loudspeaker. The protesters responded with their own repeated cry: “Columbia, Columbia, you will see — Palestine will be free!”

Mayor Eric Adams said on Thursday evening that while Columbia has a “proud history of protest,” students did not “have a right to violate university policies and disrupt learning.”

Less than an hour later, at least two buses were filled with arrested protesters, while other demonstrators thundered their displeasure toward officers. Among those arrested, according to police, was Isra Hirsi, the daughter of Representative Ilhan Omar, Democrat from Minnesota. Ms. Hirsi was issued a summons for trespassing.

“They can threaten us all they want with the police, but at the end of the day, it’s only going to lead to more mobilization,” Maryam Alwan, a senior and pro-Palestinian organizer on campus, had said before the arrests.

Barnard College, across the street from Columbia and so closely linked to the university that the two institutions share dining halls, said it had begun issuing interim suspensions against its students who participated in the encampment.

“Now and always, we prioritize our students’ learning and living in an inclusive environment free from harassment,” Barnard said in its own campus message. “Given the evolving circumstances at Columbia and in the area, we are working to ensure the safety and well-being of the entire Barnard community.”

The core of the turmoil, though, was at Columbia.

Etched into Columbia’s history is the brutal police crackdown that its administrators authorized in 1968 against student protesters who were occupying academic buildings. The fallout from the violence tarnished the school’s reputation and led it to adopt reforms in favor of student activism.

Now, the university points proudly to that activism as one of the hallmarks of its culture, and markets it to prospective students. On Thursday, Dr. Shafik insisted that university officials “work hard to balance the rights of students to express political views with the need to protect other students from rhetoric that amounts to harassment and discrimination.”

In recent months, she and administrators across the country have felt that tension acutely, as the federal government opened investigations into the handling of bias claims at dozens of schools, Congress subpoenaed records and court dockets filled with lawsuits.

Columbia, with roughly 5,000 Jewish students and a vibrant strain of support for the Palestinian cause, has drawn particular attention, which led to the appearances by Dr. Shafik and three other Columbia leaders on Capitol Hill on Wednesday.

During her testimony, Dr. Shafik said she had been frustrated “that Columbia’s policies and structures were sometimes unable to meet the moment,” and said the university had updated many of them. Some of those changes include limiting protests to certain times of day and to designated spots on campus.

Columbia’s tightened rules were being tested even as Dr. Shafik testified. By 7:15 p.m. on Wednesday, Columbia said, the university had issued a written warning to students in the encampment: They had 105 minutes to leave or they would face suspension.

Administrators also deployed intermediaries to try to defuse the showdown, only, they said, to have those entreaties rejected.

In a statement before the arrests, Apartheid Divest, a coalition of student groups, said that protesters planned to remain until the university acceded to its demands, including that the university cut its financial ties to Israel. And while Dr. Shafik’s decision drew immediate criticism from the protesters and their allies, others on and around Columbia’s campus had signaled that they would support a crackdown.

“They have guidelines and if they are violating them, I don’t see why this is a special circumstance,” said Ami Nelson, a student.

Since the Oct. 7 Hamas attacks on Israel, administrators at Columbia had tried to calibrate their approaches to the demonstrations, balancing free-speech rights with the security of Jewish students.

But before the Republican-led House Committee on Education and the Workforce on Wednesday, Dr. Shafik and other Columbia leaders signaled a tougher approach. The co-chair of the university’s board, Claire Shipman, declared that there was “a moral crisis on our campus.” And Dr. Shafik went so far as to detail some of the disciplinary actions underway, including suspensions and firings.

That conciliatory approach toward House Republicans infuriated many on campus.

In New York, some students and faculty members complained that university leaders had largely kowtowed to a Congress whose insistent questioning helped fuel the recent resignations by the presidents of Harvard and the University of Pennsylvania.

There has been no indication that Dr. Shafik, who took office last July, has lost the confidence of Columbia’s board. Thursday’s tactics, though, showed how much more aggressive she has become in her campaign to quell protests.

Five days after the attack on Israel, hundreds of protesters gathered on the campus, and the university shut its gates — a step that has now become familiar as protests have flared. Weeks later, Columbia suspended a pair of student groups, Students for Justice in Palestine and Jewish Voice for Peace, in connection with an unauthorized student walkout.

The university rolled out a protest policy in February that was designed to curtail demonstrations, and this month, Dr. Shafik announced suspensions of students who had helped organize an event that included open expressions of support for Hamas.

“This is a challenging moment and these are steps that I deeply regret having to take,” Dr. Shafik wrote on Thursday.

Tents were removed later that day. But within hours, another protest had formed on the lawn and new tents were up.

Over 100 protesters were arrested Tuesday at Columbia University and City College of New York, according to a law enforcement official.

Most of the arrests were made at Columbia, including about two dozen protesters who police say tried to prevent officers from entering the campus, the official said.

Tactical teams at Columbia first set up a perimeter around the campus to hold back protesters and prevent further arrests, according to the official. Offers then entered the campus through multiple entry points.

Jonas Du, editor-in-chief of a Columbia student magazine, told CNN that the protests on campus are student-fueled regardless of any outsider involvement.

It’s “hard to say” whether those arrested from Columbia's Hamilton Hall were students or from outside the institution, the Columbia Sundial editor said.

“Even though campus has been locked down to Columbia ID holders, now there has been ways of getting in, getting non-affiliated into campus. But for the most part you need Columbia IDs, you need students to provide you with IDs that can get you into campus," said Du, who is a junior student at the university.

Du said he believes there is “evidence” of outside organizations behind the occupation's planning, but he also says numerous Columbia students were inside Hamilton Hall. 

He said he recognized “many, many Columbia students in the crowd” that formed human chains around the entrances to Hamilton Hall while reporting on the protests. 

“At the end of the day, it's still a student-fueled movement. It wouldn’t have gotten to (this) extent without the of the student organizations here.” 

Du said students received a text message and email alert from the school stating that a shelter-in-place order had been issued, asking them to remain in their dorms and not to go on campus.

"But all of us knew that that was sort of a signal that the NYPD was going to raid campus," he added.

Video taken over the weekend at Arizona State University shows a campus police officer removing a hijab from a protester’s head during her arrest.

The blurred video, obtained by Mass Liberation AZ and provided to CNN by attorney Zayed Al-Sayyed, who represents the women, shows several ASU Police Department officers surrounding a woman whose hands are held behind her back as one of the officers removes her hijab.

People nearby can be heard yelling, “You’re violating her privacy,” and “Give it back.”

The officers then pull the woman’s sweatshirt hood over her head and a bystander yells, “So she can wear a hood but not her hijab?” At one point one of the officers blocks the woman from the view of those taking the video, as a person yells, “let her go!”

A lawyer representing her and three other women who said it also happened to them is demanding accountability.

Al-Sayyed, who said the arrests took place early Saturday, did not identify the women but indicated that three of them are students at the university and all four are Phoenix-area residents. They are facing criminal trespass charges.

Upon being taken into custody, Al-Sayyed said, the women explained the significance of a hijab and “begged” to keep their hijabs, but he said they were told that their hijabs had to be removed for safety reasons.

“They never expected that an officer … who’s sworn to protect and serve is going to violate their most basic protected right under the United States Constitution, which is the right to practice their religion. So they're hurt,” Al-Sayyed said.

After being detained and bused to jail, the women were not given their hijabs back, Al-Sayyed said.

Around 15 hours later, when he was finally given access to his clients, Al-Sayyed said he was able to bring them new hijabs.

The Arizona chapter of the Council on American-Islamic Relations (CAIR-AZ),  condemned  the university police for the recorded incident and others like it and called for a full investigation.

“This act represents a blatant infringement upon the religious liberties of peaceful protesters. It is profoundly distressing for the affected women, and ASU Police must conduct a thorough investigation into this matter,” Azza Abuseif, executive director of CAIR-AZ, said in an email to CNN.

In a statement to CNN, the university said, “This matter is under review.” CNN has reached out to the Maricopa County Attorney's Office for comment.

Protests will continue despite police presence at Columbia, student negotiator says

A lead student negotiator for protesters at Columbia University has told CNN that protests will continue on the campus despite the school's request for a police presence.

The university has asked NYPD to maintain its presence on campus until May 17.

"I’m very confident that students will continue this movement even after all this brutality against them," negotiator Mahmoud Khalil said, adding that students still have the right to protest despite increased security.

Since negotiations between student protesters and the Columbia University administration began two weeks ago, the university has not viewed them as an anti-war movement, he said. 

"Instead, they dealt with it as an internal student discipline matter. They negotiated with us about bringing food and blankets to the encampment. They refused to acknowledge that this actually is more than that, this is a nationwide movement.

"This is a movement that asks Columbia to divest its investments from the companies that are fuelling the war in Gaza right now,” said Khalil, who is a second-year graduate student at Columbia.

Tensions escalated on campus when officers entered Columbia's Hamilton Hall , which had been occupied by protesters since the early hours of Tuesday, and dozens were seen being arrested.

Khalil said that "the autonomous group decided to take that building when they felt the university is not answering their demands" and was "alienating" them.

Police presence at Columbia may dampen graduation celebrations, CNN journalist and student says

Julia Vargas Jones, a CNN journalist and Columbia Journalism School graduate student, said the university's request for an on-campus police presence through May 17 will only "dampen the mood even more" as students and their families prepare for graduation.

NYPD swarmed the university Tuesday night after the university authorized them to go into the campus to clear out a building being occupied by protesters. CNN has witnessed dozens of arrests.

"Graduation is May 15. That is my graduation as well. I have family coming from Brazil to come watch me walk across the stage and get my diploma. I hope of course, as everyone does, that this (graduation) can happen," Jones said.

"But at the same time, is there a climate for celebration, for graduation?" Jones said.

Jones said she's unsure the climate on campus will be celebratory as graduation nears.

"I spoke to a lot of students on campus today and students were just feeling caught in between. I don't really see celebration being something we flock to in the coming weeks," she said. "I'm interested to see who will actually attend graduation."

Jones said she has not witnessed any violent altercations as she reported from inside Columbia’s campus Tuesday night. After the campus was cleared by NYPD, Jones described the atmosphere as quiet enough to “hear a pin drop.”

NYPD officers used flash-bang grenades to breach Columbia's Hamilton Hall, which protesters had barricaded themselves inside Tuesday, the police department told CNN.

The building's doors had been barricaded with chairs, tables and vending machines, and windows had been covered with newspaper, the NYPD said.

When a flash-bang grenade is deployed , it emits a bright flash and a very loud bang, often used to shock and disorient. 

Video posted by NYPD Deputy Commissioner Kaz Daughtry shows officers searching a bookshelf-lined office after busting the door's lock with a hammer.

Another video shows officers packing a stairwell and passing chairs to one another.

At least 50 officers had earlier used an elevated ramp to climb into the building through a window. 

Columbia University property has been cleared, NYPD says

Columbia University’s property has been cleared, the New York Police Department told CNN, less than two hours after officers entered the school’s campus in Morningside Heights.

Hamilton Hall has also been cleared, the NYPD says, and nobody was wounded during the operation. 

The NYPD is still monitoring different locations for protesters across the city, they said.

The New York Police Department entered the Columbia University campus late Tuesday evening after receiving a letter from the university authorizing them to go into the campus, a law enforcement source familiar with the situation told CNN.

Dozens arrested at Columbia University as New York police disperse Gaza protest

NYPD officers move on to campus on Tuesday evening to clear out Hamilton Hall building taken over by protesters, with reports of more arrests at City College of New York

Dozens of students have been arrested after hundreds of New York City police officers entered Columbia University on Tuesday night to clear out an academic building that had been taken over as part of a pro-Palestinian protest.

Live video images showed police in riot gear marching on the campus in upper Manhattan, the focal point of nationwide student protests opposing Israel’s war in Gaza. Police used an armoured vehicle with a bridging mechanism to gain entry to the second floor of the building.

Officers said they used flash-bangs to disperse the crowd, but denied using teargas as part of the operation.

Before long, officers were seen leading protesters handcuffed with zip ties to a line of police buses waiting outside campus gates. An NYPD spokesman, Carlos Nieves, said he had no immediate reports of any injuries following the arrests.

“We’re clearing it out,” police yelled as they marched up to the barricaded entrance to the building.

“Shame! Shame!” jeered many onlooking students still outside on campus.

One protester at Columbia, who gave their name only as Sophie, told the Guardian that police had barricaded protesters inside buildings before making arrests. “It will not be forgotten,” she said. “This is no longer an Israel-Palestine issue. It’s a human rights and free speech and a Columbia student issue.”

The police operation, which was largely over within a couple of hours, followed nearly two weeks of tensions, with pro-Palestinian protesters at the university ignoring an ultimatum on Monday to abandon their encampment or risk suspension. On Tuesday, Columbia University officials threatened academic expulsion of the students who had seized Hamilton Hall, an eight-story neoclassical building blocked by protesters who linked arms to form a barricade and chanted pro-Palestinian slogans.

The university said in a statement on Tuesday it had asked police to enter the campus to “restore safety and order to our community”.

It said: “After the university learned overnight that Hamilton Hall had been occupied, vandalized, and blockaded, we were left with no choice. Columbia public safety personnel were forced out of the building, and a member of our facilities team was threatened. We will not risk the safety of our community or the potential for further escalation.”

The university reiterated the view that the group who “broke into and occupied the building” was being led by individuals who were “not affiliated with the university”.

It added: “The decision to reach out to the NYPD was in response to the actions of the protesters, not the cause they are championing.”

The New York congressman Jamaal Bowman said he was “outraged” by the level of police presence at Columbia and other New York universities. He said on X: “The militarization of college campuses, extensive police presence, and arrest of hundreds of students are in direct opposition to the role of education as a cornerstone of our democracy.”

Bowman has called on the Columbia administration to stop the “dangerous escalation before it leads to further harm” and allow faculty back on to campus.

Columbia’s president, Minouche Shafik, has requested that police retain a presence until at least 17 May “to maintain order and ensure encampments are not re-established”. Earlier, Shafik said efforts to reach a compromise with protest organisers had failed and that the institution would not bow to demands to divest from Israel.

Separately, the New York Times reported dozens of arrests at City College of New York, part of the City University of New York system (Cuny), when some students left Columbia and moved north to the campus where a protest sit-in was still in effect.

One protester who offered their name as OS, told the Guardian: “We need to keep protesting peacefully and the truth needs to come out. This is a genocide happening in front of us, and the people in power are allowing this to happen.

“It’s scary to speak out because so many people are losing their tuition or being fired from jobs.”

An NYPD official confirmed that Cuny had requested that police enter the campus to disperse protesters.

An encampment at the public college has been going since Thursday and students had attempted to occupy an academic building earlier on Tuesday.

At a Tuesday evening news briefing, Mayor Eric Adams and city police officials said the Hamilton Hall takeover was instigated by “outside agitators” who lack any affiliation with Columbia and are known to law enforcement for provoking lawlessness.

Adams suggested some of the student protesters were not fully aware of “external actors” in their midst.

“We cannot and will not allow what should be a peaceful gathering to turn into a violent spectacle that serves no purpose. We cannot wait until this situation becomes even more serious. This must end now,” the mayor said.

Neither Adams nor the university provided specific evidence to back up that contention.

One of the student leaders of the protest, Mahmoud Khalil, a Palestinian scholar attending Columbia’s school of international and public affairs on a student visa, disputed assertions that outsiders had initiated the occupation. “They’re students,” he told Reuters.

Police confront pro-Palestinian protesters

Hamilton Hall was one of several buildings occupied during a 1968 civil rights and anti-Vietnam war protest on the campus. This week, student protesters, displayed a large banner that reads “Hind’s Hall”, renaming it in honor of Hind Rajab, a six-year-old Palestinian girl from Gaza City who was killed by Israeli forces earlier this year.

A Columbia journalism student, Samaa Khullar, said on X that she and her journalism school colleagues were trapped on one block surrounded by police barricades. “All I can document right now are students getting put on one of the buses.”

On Tuesday night, Columbia’s student radio station reported that Jelani Cobb, the dean of the journalism school, was threatened with arrest if he and others in the building came out. “Free, free, free Palestine,” chanted protesters outside the building. Others yelled: “Let the students go.”

At Cuny as the police moved off, one student said: “We de-escalated, and now the police are leaving. We’re proud of standing up for something. All we’re saying is we’re not happy university tuition fees are being used to fund wars, and we want to see what we can do about it, but without violence.”

At least 1,000 supporters of the campus protests assembled at 1 Police Plaza to greet detained protesters as they were released by police one by one.

Many greeting them said the night’s events had not dulled their determination to continue, or had in fact increased it. “The solidarity and energy of the movement is strong,” said one Barnard student waiting for their friend to be released. “This will not end until our purposes are achieved.”

Members of neturei karta, the fringe anti-Israel orthodox Jewish group, also assembled. “I believe in freedom of speech and the cause of Palestine is a righteous cause, and criticism of Israel is not antisemitism,” said Rabbi Dovid Feltman.

A 24-year-old Wisconsin elementary school teacher was arrested Wednesday for allegedly “making out” with her fifth-grade student — less than three months before her wedding.

Madison Bergmann’s alleged abuse of the 11-year-old boy came to light when the student’s mother overheard her son talk to the teacher on the phone, CBS News Minnesota reported.

The victim’s parents found alleged texts between the pair and the boy’s father then stormed into River Crest Elementary School with print-outs of the conversations.

The deranged text chain included messages from Bergmann allegedly discussing multiple encounters inside the classroom during lunch or after school.

She is also accused of telling the child how much she enjoyed him touching her and “making out,” the charging documents state.

Madison Bergmann was arrested Wednesday for allegedly "making out" with her fifth-grade student.

Inside her bag, police also found a folder with the victim’s name on it containing many handwritten notes talking about how much they kissed one another, the charges allege.

In one of the letters, Bergmann allegedly wrote, “One of my cousins is in the 5th grade and I can’t imagine a man talking to her how we talk. I know we have a special relationship and I do love you more than anyone in the world but I have to be the adult here and stop.”

It’s not clear how long the abuse had been going on, but Bergmann told investigators she was given the boy’s phone number by his mother in December when his family invited who they thought was a beloved teacher with them to the Afton Alps for winter break.

That was the same month she became engaged to her longtime boyfriend, her social media shows.

Bergmann shared a photo of her classroom in August 2022.

According to the document, when officers asked about text exchanges between the two, Bergmann invoked her right to an attorney. 

The accused pervert has since been placed on administrative leave and barred from contacting any district students, parents or staff, the Hudson School District told parents the same day as her arrest.

“Learning about a school staff member and alleged inappropriate conduct that breaches trust is deeply troubling for all of us,” the message states.

She began teaching at River Crest Elementary in 2022, a milestone she celebrated with a photo of her classroom on Facebook.

Alumna delivers message to Class of 2024: ‘Everybody has the right to good health’

ANN ARBOR—On May 2, 2024, the University of Michigan School of Public Health celebrated more than 400 graduates who received 286 master’s degrees, 100 undergraduate degrees and 28 doctoral degrees during commencement at the historic Hill Auditorium.

Jodi-Ann Burey , MPH ’14, addressed the Class of 2024, thanking them for persevering during the COVID-19 pandemic.

“Your unwavering commitment to improving health and saving lives is the only reason any of us are here today,” said Burey, who earned a Master of Public Health in Health Behavior and Health Education . “On the heels of the pandemic, while so many folks around the world clamored to get back to normal, each of you came here. 

“Perhaps some of you came to advance your already established careers. And for others, you came here to start one. Either way, you came. Because you believe in the core value of this discipline: Everybody has the right to good health.”

Burey has more than 15 years of entrepreneurial, corporate, non-profit and start-up professional experience. She has become a sought-after speaker and writer. Burey is the creator and host of Black Cancer, a podcast about the lives of people of color through their cancer journeys. Her forthcoming book, “AUTHENTIC” (Flatiron Books, 2025) extends the ideas first presented in her TED Talk, The Myth of Bringing Your Full Authentic Self to Work, disrupting traditional narratives about racism at work. She also is a regular contributor on KUOW-NPR in Seattle, where she has called home since leaving Ann Arbor in 2014.

“As public health professionals, health equity is our only goal,” Burey said. “It is mathematically and morally impossible to fulfill our mandate that every body has the right to good health, if we leave Black, brown, queer, poor, immigrant, women, trans, refugee, elder, non-binary, rural, sick, and disabled people behind. Earning your degree in public health is a momentous achievement. But, graduates, it is also your debt.

“It’s been 11 years since I graduated from Michigan Public Health. I spent five of those years working in international development. Then spent the next six years pursuing other seemingly non-health related professional paths. To an outsider, my work is no longer legible as public health. 

“But when I write and speak about racism in the workplace, I do so because public health is how I know about weathering, how chronic stress corrodes our physical and psychological health. Health and health equity is the lens through which I see the world. It’s how I know where to belong. Once you have this training, you can never go back.” 

Dean F. DuBois Bowman also addressed the class, presiding over his fourth graduation ceremony since becoming dean of Michigan Public Health.

“After graduation, you will fan out across the globe, taking on critical roles in government agencies, in healthcare systems, in the private sector, on the frontlines of public health practice, and in countless other areas,” Bowman said.

“As I have navigated my own career after graduation, I have also had the pleasure of watching my Michigan Public Health classmates evolve into public health leaders around the world. And I know the same will happen for you. You each have something important and valuable to offer the world, and we are all cheering you on.”

Bowman said the graduating class is entering the field of public health at an important time because the issues that society is grappling with are monumental.

“I feel hopeful about the future, and that’s because I know our passionate public health graduates will work tirelessly to create a healthier, more equitable world for all. Our future is brighter because of you.”

“These are issues such as climate change, gun violence, the lasting impacts of the COVID pandemic and threats of other infectious diseases, and the devastating public health impacts of war,” he said. “We have witnessed horrifying violence and tragedy unfold around the world—in Haiti, Palestine, Israel, Myanmar, Sudan, Ukraine, and many other regions.

“Sometimes, when we think about the state of the world, it can feel daunting and discouraging. But as I look out at this graduating class, I feel hope and inspiration. These are all complex issues that require interdisciplinary approaches to create meaningful change and impact. And public health must have a seat at the table. In some cases, public health must lead.

“Graduates, these are issues that desperately need you. I believe that our public health students stand out because of their passion and selflessness. So, again, I feel hopeful about the future, and that’s because I know our passionate public health graduates will work tirelessly to create a healthier, more equitable world for all. Our future is brighter because of you.”

Student speaker Tai Yang, MS ‘24, who earned a Master of Science in Biostatistics , thanked his mentors, friends and family for their unwavering support, especially his family watching from his native China.

Yang said he is fueled by the belief that education is the gateway to a world of possibilities. Growing up, he witnessed firsthand the challenges and disparities in healthcare access, which were often overlooked in broader discussions.

Yang’s experience sparked his passion for public health.

We’re united by a vision—a world where health is accessible and equitable for all, a vision that has been both cultivated and reinforced by our time here at Michigan. Let’s hold on to that vision as we go forth, applying the invaluable lessons we’ve learned to create a positive impact in communities around the globe.”

“We've all faced our share of challenges, whether navigating new cultures as international students or striving to meet the rigorous academic standards set before us,” he said. “Through these varied experiences, we've come together, finding solidarity in our shared struggles and emerging stronger for it. Our common experiences—late-night studies, impassioned debates and the relentless pursuit of knowledge—have all prepared us for the noble task that lies ahead.”

Meeting the demands of earning a public health degree has given Yang and his fellow graduates more than knowledge, he said. It has instilled in them a common mission to safeguard and enhance public health.

“Here, we’ve learned that health is not a privilege but a right,” said Yang, who will pursue a PhD in Biostatistics at the Michigan Public Health starting in the fall. “It belongs to every individual, in every community. It’s a principle that transcends all barriers and is the cornerstone of the work we are all embarking upon. My ambition is to harness the rigorous training and diverse experiences gained here to address and reduce health disparities, ensuring that our statistical advancements contribute directly to equitable healthcare outcomes.

“As we look to the future, let’s embrace the resilience and the spirit of collaboration that have been the hallmark of our experiences at Michigan Public Health. It’s time for us to take bold steps into the broader world, carrying with us the determination to put our skills into action for the common good. We’re united by a vision—a world where health is accessible and equitable for all, a vision that has been both cultivated and reinforced by our time here at Michigan. Let’s hold on to that vision as we go forth, applying the invaluable lessons we’ve learned to create a positive impact in communities around the globe.”
